Bid Specification for Pool Renovation 2013
The City of Forest Park is requesting proposals for pool renovation.
Sealed bids must be presented or delivered to City Hall, 745 Forest Parkway, Forest Park,
Georgia 30297 and received no later than 2:00 pm February 22, 2013.
PART 1 – GENERAL
101 – SCOPE OF WORK
Scope of work to be done at Starr Park Outdoor Pool located at 5031 Park Avenue, Forest Park,
Georgia 30297.
1. Re-plaster pool
2. Furnish and replace existing water line tile, step tile and expansion joint tile with new
tile.
3. Furnish and replace main drains and sumps
4. Furnish and replace skimmers
Bidder shall state that bids are being submitted in accordance with the specifications.
The bidder shall represent by his bid that all material to be furnished under this bid is new and
unused.
Each bidder shall visit the site of the proposed work and fully acquaint himself with the
conditions as they exist, so he may fully understand the facilities, difficulties and restrictions
attending the execution of the work under this contract. Bidders may contact Sharon Smith at
404-363-2908 to set up an appointment for on-site inspection.
The following bid specifications are the minimum acceptable specifications based on economy
and usability.
102 – GENERAL REQUIREMENTS
1. Preservation of property, adjacent property, utilities, and other facilities shall be protected
from injury or damage resulting from the Contractor’s operations.
2. All bidders will be required to have at least five (5) years of experience in pool replastering
– due to the specialized nature of the work to be performed.

PART 2 – MATERIALS/EXECUTION
101 – RE-PLASTERING
1. Pool will be drained by owner.
2. The Contractor will perform a sound test of entire pool for any delaminated plaster. All
delaminated areas will be marked.
3. If the recommended plaster for removal exceeds 250 square feet, the Contractor will
supply a line item cost to demo and repair excess delaminated plaster. The line item cost
will be based on a per square foot.
4. Once the Owner approves what will be removed, the following will be done: The area
slated for removal will be saw cut then chiseled out and voided areas filled with plaster.
5. Saw cut out any cracks in the pool and apply deck-o-seal or equal epoxy material.
6. All fitting shall be removed.
7. Saw cut under and around main drains, returns and skimmers.
8. Scarify the pool surface and prep for adhesive.
9. Apply a dash coat with cement glue additive to insure plaster will adhere to old.
10. Apply white plaster mix (minimum 3/8” thick) and trowel to a smooth finish. Plaster mix
will be a 3 to 5 ratio, Portland to pool mix marble.
11. Furnish and install threaded: floor inlets, wall returns and skimmer equalizers lines
fittings with new fittings that are NSF approved and VGB compliant.
102.1 – REMOVAL & INSTALLATION OF WATER LINE TILE
1. Remove all water line tile.
2. Dispose off site.
3. Repair any sections behind tile that is delaminated.
4. Brown coat to level with Portland Cement.
5. Install new 6”x6” chemical resistant frost proof water line tile. Color chosen by Owner.
6. Install depth markers as required by Code.

7. Grout in new tile.
8. Saw cut the coping and install a bead of caulk.
9. Coping cut shall be made through the full thickness of the deck slab.
10. Cut shall be pressure washed and allowed to dry before caulk (vulchem 116 or equal) is
applied.
11. Water line tile will be done before re-plastering of pool.
102.2 – EXPANSION JOINTS IN POOL
1. Remove all existing expansion joint tile.
2. Remove all of the backer rod and or filler material.
3. Furnish and install rod and tile with new tile 4”x4” that is chemical resistant, frost proof
and is non-skid ceramic tile. Color – black.
102.3 – STAIR TRIM TILE
1. Furnish and replace stair trim tile with new tile that is chemical resistant, frost proof and
non-skid tile – color to be chosen by Owner.
103 – MAIN DRAIN
1. Drain grates and frames must be VGB certified and comply with ANSI/ASME
A112.19.8-2007 for use in swimming pool.
2. Remove existing main drain frame and grate.
3. Verify sumps meet VGB requirements.
4. Net opening in each floor outlet covering or grating shall be at least four times the area so
that maximum velocity of the water passing the grate will not exceed one and one-half
feet per second (1-1/2fps)
5. Saw cut out 18’x18’ section of pool floor. Install new 18’x18’ waterway (or equivalent)
grates and frame.
104 – SKIMMERS
1. Skimmers shall comply with NSF International Standard 50 and VGB compliant.
2. Saw cut deck and remove existing skimmers and piping.
3. Remove existing skimmer throats.

4. Install new skimmers and encase in concrete with #4 bent U bars around back of
skimmers.
5. Dowel and epoxy U bar into existing pool shell.
6. Patch pool around skimmer throat.
7. Use a waterproof agent to ensure a watertight seal at patching.
All trash and debris from pool renovations must be removed and disposed of by Contractor daily.
The City of Forest Park is a franchised area for sanitation and debris removal. Materials and
debris can be disposed of by means of a dump truck or pickup truck. Should a roll-off
container be needed due to the amount discarded a roll-off container would need to be set
up through the City of Forest Park Public Works Department (404-608-2310). Outside
roll-off companies are not permitted in the city.
INFORMATION FOR BIDDERS
Each BID must be accompanied by a BID Bond payable to the OWNER for five percent
of the total amount of the BID. As soon as the BID prices have been compared, the OWNER will
return the BONDS of all except the three lowest responsible BIDDERS. When the Agreement is
executed the bonds of the two remaining unsuccessful BIDDERS will be returned. The BID
BOND of the successful BIDDER will be retained until the payment BOND and performance
BOND have been executed and approved, after which it will be returned. A certified check may
be used in lieu of a BID BOND.
A PERFORMANCE BOND and a payment BOND each in the amount of 100 percent of
the CONTRACT PRICE, with a corporate surety approved by the OWNER, will be required for
the faithful performance of the Contract.
Attorney-in-fact who sign BID BONDS or payment BONDS and performance BONDS
must file with each BOND a certified and effective dated copy of their power of attorney.

Comprehensive form covering all owned, non-owned and hired vehicles
D. Umbrella Liability Insurance- $1,000,00 limit of liability

E-Verify- All Vendors must submit an affidavit to certify that they participate in the Federal
Employment Eligibility Verification. Participation in the E-Verify program must commence
before the proposal deadline, and E-Verify affidavit is included in the package.
The bidder are required to submit one (1) original and three (3) copies of the Bid.
Bids must be received by the opening date and time. Any bids not received by that time will be
returned unopened.
All bids must be submitted in a sealed envelope or package clearly marked with: Date of
Opening, Time of Opening, and Description of Bid.
Bidders shall make an oath in writing that he/she has not engaged in any collusive or anticompetitive
practices in the responding to the bid. Declaration of non-collusion is a statement
that the bid submitted is a bona fide bid prepared independent of other bidders, without collusion
or fraud (bid rigging, price fixing, rotation of award, etc.)
