<strong>Bid</strong> <strong>Specification</strong> <strong>for</strong> <strong>Pool</strong> Renovation 2013<br />

The <strong>City</strong> <strong>of</strong> <strong>Forest</strong> <strong>Park</strong> is requesting proposals <strong>for</strong> pool renovation.<br />

Sealed bids must be presented or delivered to <strong>City</strong> Hall, 745 <strong>Forest</strong> <strong>Park</strong>way, <strong>Forest</strong> <strong>Park</strong>,<br />

Georgia 30297 and received no later than 2:00 pm February 22, 2013.<br />

PART 1 – GENERAL<br />

101 – SCOPE OF WORK<br />

Scope <strong>of</strong> work to be done at <strong>Starr</strong> <strong>Park</strong> <strong>Outdoor</strong> <strong>Pool</strong> located at 5031 <strong>Park</strong> Avenue, <strong>Forest</strong> <strong>Park</strong>,<br />

Georgia 30297.<br />

1. Re-plaster pool<br />

2. Furnish and replace existing water line tile, step tile and expansion joint tile with new<br />

tile.<br />

3. Furnish and replace main drains and sumps<br />

4. Furnish and replace skimmers<br />

<strong>Bid</strong>der shall state that bids are being submitted in accordance with the specifications.<br />

The bidder shall represent by his bid that all material to be furnished under this bid is new and<br />

unused.<br />

Each bidder shall visit the site <strong>of</strong> the proposed work and fully acquaint himself with the<br />

conditions as they exist, so he may fully understand the facilities, difficulties and restrictions<br />

attending the execution <strong>of</strong> the work under this contract. <strong>Bid</strong>ders may contact Sharon Smith at<br />

404-363-2908 to set up an appointment <strong>for</strong> on-site inspection.<br />

The following bid specifications are the minimum acceptable specifications based on economy<br />

and usability.<br />

102 – GENERAL REQUIREMENTS<br />

1. Preservation <strong>of</strong> property, adjacent property, utilities, and other facilities shall be protected<br />

from injury or damage resulting from the Contractor’s operations.<br />

2. All bidders will be required to have at least five (5) years <strong>of</strong> experience in pool replastering<br />

– due to the specialized nature <strong>of</strong> the work to be per<strong>for</strong>med.<br />

3. Codes and Standards<br />

b. Clayton County Board <strong>of</strong> Health


c. Occupation Safety and Health Administration (OSHA)<br />

d. ASTM<br />

e. All national codes including Building, Plumbing, Electrical, Mechanical<br />

PART 2 – MATERIALS/EXECUTION<br />

101 – RE-PLASTERING<br />

1. <strong>Pool</strong> will be drained by owner.<br />

2. The Contractor will per<strong>for</strong>m a sound test <strong>of</strong> entire pool <strong>for</strong> any delaminated plaster. All<br />

delaminated areas will be marked.<br />

3. If the recommended plaster <strong>for</strong> removal exceeds 250 square feet, the Contractor will<br />

supply a line item cost to demo and repair excess delaminated plaster. The line item cost<br />

will be based on a per square foot.<br />

4. Once the Owner approves what will be removed, the following will be done: The area<br />

slated <strong>for</strong> removal will be saw cut then chiseled out and voided areas filled with plaster.<br />

5. Saw cut out any cracks in the pool and apply deck-o-seal or equal epoxy material.<br />

6. All fitting shall be removed.<br />

7. Saw cut under and around main drains, returns and skimmers.<br />

8. Scarify the pool surface and prep <strong>for</strong> adhesive.<br />

9. Apply a dash coat with cement glue additive to insure plaster will adhere to old.<br />

10. Apply white plaster mix (minimum 3/8” thick) and trowel to a smooth finish. Plaster mix<br />

will be a 3 to 5 ratio, Portland to pool mix marble.<br />

11. Furnish and install threaded: floor inlets, wall returns and skimmer equalizers lines<br />

fittings with new fittings that are NSF approved and VGB compliant.<br />

102.1 – REMOVAL & INSTALLATION OF WATER LINE TILE<br />

1. Remove all water line tile.<br />

2. Dispose <strong>of</strong>f site.<br />

3. Repair any sections behind tile that is delaminated.<br />

4. Brown coat to level with Portland Cement.<br />

5. Install new 6”x6” chemical resistant frost pro<strong>of</strong> water line tile. Color chosen by Owner.<br />

6. Install depth markers as required by Code.


7. Grout in new tile.<br />

8. Saw cut the coping and install a bead <strong>of</strong> caulk.<br />

9. Coping cut shall be made through the full thickness <strong>of</strong> the deck slab.<br />

10. Cut shall be pressure washed and allowed to dry be<strong>for</strong>e caulk (vulchem 116 or equal) is<br />

applied.<br />

11. Water line tile will be done be<strong>for</strong>e re-plastering <strong>of</strong> pool.<br />

102.2 – EXPANSION JOINTS IN POOL<br />

1. Remove all existing expansion joint tile.<br />

2. Remove all <strong>of</strong> the backer rod and or filler material.<br />

3. Furnish and install rod and tile with new tile 4”x4” that is chemical resistant, frost pro<strong>of</strong><br />

and is non-skid ceramic tile. Color – black.<br />

102.3 – STAIR TRIM TILE<br />

1. Furnish and replace stair trim tile with new tile that is chemical resistant, frost pro<strong>of</strong> and<br />

non-skid tile – color to be chosen by Owner.<br />

103 – MAIN DRAIN<br />

1. Drain grates and frames must be VGB certified and comply with ANSI/ASME<br />

A112.19.8-2007 <strong>for</strong> use in swimming pool.<br />

2. Remove existing main drain frame and grate.<br />

3. Verify sumps meet VGB requirements.<br />

4. Net opening in each floor outlet covering or grating shall be at least four times the area so<br />

that maximum velocity <strong>of</strong> the water passing the grate will not exceed one and one-half<br />

feet per second (1-1/2fps)<br />

5. Saw cut out 18’x18’ section <strong>of</strong> pool floor. Install new 18’x18’ waterway (or equivalent)<br />

grates and frame.<br />

104 – SKIMMERS<br />

1. Skimmers shall comply with NSF International Standard 50 and VGB compliant.<br />

2. Saw cut deck and remove existing skimmers and piping.<br />

3. Remove existing skimmer throats.


4. Install new skimmers and encase in concrete with #4 bent U bars around back <strong>of</strong><br />

skimmers.<br />

5. Dowel and epoxy U bar into existing pool shell.<br />

6. Patch pool around skimmer throat.<br />

7. Use a waterpro<strong>of</strong> agent to ensure a watertight seal at patching.<br />

All trash and debris from pool renovations must be removed and disposed <strong>of</strong> by Contractor daily.<br />

The <strong>City</strong> <strong>of</strong> <strong>Forest</strong> <strong>Park</strong> is a franchised area <strong>for</strong> sanitation and debris removal. Materials and<br />

debris can be disposed <strong>of</strong> by means <strong>of</strong> a dump truck or pickup truck. Should a roll-<strong>of</strong>f<br />

container be needed due to the amount discarded a roll-<strong>of</strong>f container would need to be set<br />

up through the <strong>City</strong> <strong>of</strong> <strong>Forest</strong> <strong>Park</strong> Public Works Department (404-608-2310). Outside<br />

roll-<strong>of</strong>f companies are not permitted in the city.<br />

INFORMATION FOR BIDDERS<br />

Each BID must be accompanied by a BID Bond payable to the OWNER <strong>for</strong> five percent<br />

<strong>of</strong> the total amount <strong>of</strong> the BID. As soon as the BID prices have been compared, the OWNER will<br />

return the BONDS <strong>of</strong> all except the three lowest responsible BIDDERS. When the Agreement is<br />

executed the bonds <strong>of</strong> the two remaining unsuccessful BIDDERS will be returned. The BID<br />

BOND <strong>of</strong> the successful BIDDER will be retained until the payment BOND and per<strong>for</strong>mance<br />

BOND have been executed and approved, after which it will be returned. A certified check may<br />

be used in lieu <strong>of</strong> a BID BOND.<br />

A PERFORMANCE BOND and a payment BOND each in the amount <strong>of</strong> 100 percent <strong>of</strong><br />

the CONTRACT PRICE, with a corporate surety approved by the OWNER, will be required <strong>for</strong><br />

the faithful per<strong>for</strong>mance <strong>of</strong> the Contract.<br />

Attorney-in-fact who sign BID BONDS or payment BONDS and per<strong>for</strong>mance BONDS<br />

must file with each BOND a certified and effective dated copy <strong>of</strong> their power <strong>of</strong> attorney.<br />

Insurance Requirements:<br />

$500,000 Limit <strong>of</strong> liability per occurrence <strong>for</strong> bodily injury and property damage.<br />

Comprehensive <strong>for</strong>m covering all owned, non-owned and hired vehicles<br />

D. Umbrella Liability Insurance- $1,000,00 limit <strong>of</strong> liability


E-Verify- All Vendors must submit an affidavit to certify that they participate in the Federal<br />

Employment Eligibility Verification. Participation in the E-Verify program must commence<br />

be<strong>for</strong>e the proposal deadline, and E-Verify affidavit is included in the package.<br />

The bidder are required to submit one (1) original and three (3) copies <strong>of</strong> the <strong>Bid</strong>.<br />

<strong>Bid</strong>s must be received by the opening date and time. Any bids not received by that time will be<br />

returned unopened.<br />

All bids must be submitted in a sealed envelope or package clearly marked with: Date <strong>of</strong><br />

Opening, Time <strong>of</strong> Opening, and Description <strong>of</strong> <strong>Bid</strong>.<br />

<strong>Bid</strong>ders shall make an oath in writing that he/she has not engaged in any collusive or anticompetitive<br />

practices in the responding to the bid. Declaration <strong>of</strong> non-collusion is a statement<br />

that the bid submitted is a bona fide bid prepared independent <strong>of</strong> other bidders, without collusion<br />

or fraud (bid rigging, price fixing, rotation <strong>of</strong> award, etc.)
