TORTURE NOT TREATMENT<br />
US National Council on <strong>Disability</strong> (NCD). On behalf of NCD, Rosenthal co-authored Foreign<br />
Policy & <strong>Disability</strong> (2003), documenting discrimination against people with disabilities in US<br />
foreign assistance programs. Rosenthal is a Senior Ashoka Fellow and is the recipient of the<br />
2007 Henry B. Betts award for ―pioneering the field of international human rights advocacy for<br />
people with disabilities and bringing unprecedented international awareness to their concerns.‖<br />
MDRI is the recipient of the American Psychiatric Association‘s 2009 Human <strong>Rights</strong> Award,<br />
the 2009 Senator Paul and Mrs. Sheila Wellstone Mental Health Visionary Award, and the 2007<br />
Thomas J. Dodd Prize in <strong>International</strong> Justice and Human <strong>Rights</strong>.
