Minutes of the 159 th Meeting of the Empowered Committee constituted for examining
proposals of Air Transport Services/ Import of Aircraft held at 03.30 P.M. on 12.07.2012.
The following were present: -

5. Shri G. K. Chaukiyal, Member (Ops.), Airports Authority of India.
6. Ms. Puja Jindal, Director, Ministry of Civil Aviation.
The following proposals were considered by the Committee: -
1. M/s. Genesys International Corporation Ltd.: Grant of initial NOC to
operate Non Scheduled Air Transport Services and permission for import of one Cessna
Caravan aircraft to operate Non Scheduled Air Transport Services.
The Committee approved the grant of Initial NOC in accordance with the CAR, Section
3, AIR TRANSPORT, SERIES ‘C’ PART III, dated 1 st JUNE 2010 regarding minimum
requirements for grant of initial NOC to operate Non-Scheduled Air Transport Services and any
other related notification issued from time to time.
The Committee deferred the proposal for import of Cessna caravan aircraft on the
ground that the parking is proposed at HAL, which is not authorized for commercial operations
vide gazette notification no. 675 dated 16 th May 2008.
2. M/s. New Look Airways Pvt. Ltd.: Grant of initial NOC to operate Non
Scheduled Air Transport Services
The Committee approved the proposal in accordance with the CAR, Section 3, AIR
TRANSPORT, SERIES ‘C’ PART III, dated 1 st JUNE 2010 regarding minimum requirements for
grant of initial NOC to operate Non-Scheduled Air Transport Services and any other related
notification issued from time to time.

3. M/s. Sky One Airways Pvt. Ltd.: Grant of initial NOC to operate Non
Scheduled Air Transport Services
The Committee approved the proposal in accordance with the CAR, Section 3, AIR
TRANSPORT, SERIES ‘C’ PART III, dated 1 st JUNE 2010 regarding minimum requirements for
grant of initial NOC to operate Non-Scheduled Air Transport Services and any other related
notification issued from time to time.
4. M/s. Kunal Air Charter Private Limited: 1 st Extension of initial NOC to
operate Non Scheduled Air Transport Services for a period of six months beyond
03.08.2012 i.e. upto 02. 02.2013
The Committee deferred the proposal and desired that the applicant make a
presentation on the steps taken by them so far to operationalize the NOC so that the Committee
can decide to give further extension.
5. M/s. Poonawala Aviation Pvt. Ltd: Permission for import of 01 Gulfstream
G550 Aircraft to operate Non Scheduled Air Transport Services
The Committee approved the proposal in accordance with the CAR, Section 3, AIR
TRANSPORT, SERIES ‘C’ PART III, dated 1 st JUNE 2010 regarding minimum requirements for
grant of initial NOC to operate Non-Scheduled Air Transport Services and any other related
notification issued from time to time.
The applicant is advised to submit the delivery schedule of the aircraft. This clearance is
subject to the condition that the existing parking permission given for Falcon 900 aircraft at
Pune is vacated for the parking of the proposed aircraft.

6. M/s. Freedom Charter Service Pvt. Ltd.: Permission for import of one
Beechcraft Hawker XP-900 aircraft for Non Scheduled Air Transport Services
The Committee deferred the proposal for import of Beechcraft Hawker XP-900 aircraft
on the ground that the parking is proposed at HAL, which is not authorized for commercial
operations vide gazette notification no. 675 dated 16 th May 2008.

7. M/s. HAL Rotary Wing Academy: Permission for acquisition of one Chetak
helicopter (VT-ERR) from Himalayan Heli Services Pvt. Ltd. for Non Scheduled Air
Transport Services as well as flying training institute
The Committee approved the proposal in accordance with the CAR, Section 3, AIR
TRANSPORT, SERIES ‘C’ PART III, dated 1 st JUNE 2010 regarding minimum requirements for
grant of initial NOC to operate Non-Scheduled Air Transport Services and any other related
notification issued from time to time.

8. M/s. Bharat Hotels Limited: Permission to import 01 Embraer 135 BJ
Legacy 650, Turbofan aircraft for Non Scheduled Air Transport Services
valid.
The Committee deferred the proposal as the parking permission for the aircraft is not
9. M/s. United Helicharters Pvt. Ltd.: Permission for import of 01 Bell 412 EP
helicopter for Non Scheduled Air Transport Services
The Committee approved the proposal in accordance with the CAR, Section 3, AIR
TRANSPORT, SERIES ‘C’ PART III, dated 1 st JUNE 2010 regarding minimum requirements for
grant of initial NOC to operate Non-Scheduled Air Transport Services and any other related
notification issued from time to time.
Parking: Juhu Aerodrome
Lessor/Owner : Gulf Helicopter Company, Doha, Quatar.
10. M/s. Pinnacle Air Pvt. Ltd.: Permission for acquisition of 01 Robinson R-44
(VT-TAU) to operate Non Scheduled Air Transport Services
The Committee approved the proposal in accordance with the CAR, Section 3, AIR
TRANSPORT, SERIES ‘C’ PART III, dated 1 st JUNE 2010 regarding minimum requirements for
grant of initial NOC to operate Non-Scheduled Air Transport Services and any other related
notification issued from time to time.
Parking: Amritsar Airport
Lessor/Owner: International Helicopters leasing LLC.

11 M/s. Heligo Charters Pvt. Ltd: Extension of import permission for 02
AW 139 helicopters for 01 year beyond 09.05.2012 i.e. upto 08.05.2013 for Non Scheduled
Air Transport Services
The Committee approved the proposal for extension of import permission for a period of
six months within which period they should provide the definite delivery schedule in accordance
with the CAR, Section 3, AIR TRANSPORT, SERIES ‘C’ PART III, dated 1 st JUNE 2010
regarding minimum requirements for grant of initial NOC to operate Non-Scheduled Air
Transport Services and any other related notification issued from time to time.
Parking: Juhu Aerodrome.
Owner & Operator: M/s. Heligo Charters Pvt. Ltd
12 M/s. Manipal Health Systems Pvt. Ltd. Karnataka: Permission for
import of one Bombardier Challenger 300 [Model BD-100-1A10] MSN-20356 aircraft for
private use.
The Committee approved the proposal. The Committee took note of the fact that this
import is for private use and hence parking of aircraft at HAL airport, Bangalore would not be
affected by the Notification no. 675 dated 16.05.2008.

13 M/s. Sesa Goa Limited: Permission for acquisition, change of ownership and
change of category for P 68 C aircraft having Regn. No. VT-TLE for private use
The Committee approved the proposal.
