Progress<br />
Project Overview: The objective of the project is to develop and pilot a government training<br />
program for village authorities on their core competencies in order to prepare them for increased<br />
responsibilities and inflows of resources under the decentralization framework. This will be<br />
achieved through:<br />
(1) Reviewing and revising the government training program for village authorities, including the<br />
preparation of village training plans, revision and development of training modules on core<br />
competencies, beta-testing and adjusting the new modules with a small sample of villages and<br />
training master trainers who will later be tasked with rolling-out the training program;<br />
(2) Enhancing the capacity of governmental training agencies (PMD, BPMDs, Diklats) and selected<br />
NGOs to ensure they can deliver a quality training program at scale. This effort would involve<br />
advising the government on its village training agenda, helping harmonize policies among the<br />
governments’ various training agencies involved at the village level, as well as direct capacitybuilding<br />
support to training agencies and NGO partners..<br />
(3) Strengthening the policy framework and implementing regulations regarding village capacity<br />
building to support the realization of <strong>PNPM</strong> Roadmap objectives and village institutional<br />
development. This component involves the formulation of a proposed master plan on village<br />
capacity building to support CDD programs and village governance as well as facilitation to<br />
harmonize the village training agenda with the <strong>PNPM</strong> Road Map and new legal framework for<br />
villages (RUU Desa).<br />
Overall progress towards development objective: This two-year project is currently<br />
under preparation. The proposal was approved by the JMC in October 2012 and the project task team<br />
is currently finalizing the processing of the grant to PMD, the implementing agency. The associated<br />
supervision fund managed by the PSF was activated in December 2012 to initiate the technical<br />
assistance to PMD and accelerate project start-up activities.<br />
Key developments during the quarter:<br />

Two consultants have been hired to provide technical assistance to PMD in village institutional<br />
development and training programs
Policy notes on lessons from <strong>PNPM</strong>’s experience on village institutional development have been<br />
prepared and shared with PMD, Pokja Pengendali and TNP2K<br />
Series of meetings at TNP2K and PMD to visualize parameters for effective village governance<br />
Workshop on village institutional development with 50 participants from PMD, <strong>PNPM</strong> Rural NMC,<br />
TNP2K and Pokja Pengendali<br />
Technical inputs to the <strong>PNPM</strong> Roadmap on matters related to village governance<br />
Critical challenges:<br />

<br />
Need for Flexibility: Because of the scale and variation in local conditions and capacity, training<br />
programs for villages need to be flexible in design, combining classroom training with on-the-job<br />
training and exposure visits, and finding an appropriate mix of training methodologies and<br />
participants. To ensure that training packages are tailored to the characteristics and needs of<br />
different contexts, the project will conduct an assessment of the capacity and training needs of<br />
village governments in different parts of the country. Modules should not be theoretical and<br />
formalistic (as many existing training programs) but accessible and using adult-learning<br />
methodology, focusing on real experiences and what communities and village leaders must do and<br />
can do better, using interactive methodologies including case-study based learning, participatory<br />
learning and other action methods such as appreciative inquiry.<br />
Rapidly Changing Policy Framework. Presently, both the <strong>Village</strong> Law (RUU Desa) and post-2015<br />
<strong>PNPM</strong> Roadmap are being designed. Although the project has been able to provide some input into<br />
the formulation of both documents, it will also be crucial for the training program to reflect this<br />
emerging policy framework.<br />
