the purpose to preserve and recover biodiversity<br />

by promoting mitigation and a<strong>da</strong>ptation in view<br />

of climate changes, contributing to improve the<br />

quality of life of the population. This program<br />

establishes activities in action plans divided into the<br />

following projects: 1) Preservation of Biodiversity;<br />

2) Recovery of Biodiversity; 3) Economic Incentives<br />

for Preservation; 4) Mitigation and A<strong>da</strong>ptation<br />

in view of Climate Changes; 5) Environmental<br />

Education and Training; 6) Research; 7) Monitoring<br />

and Inspection. The program provides for a series<br />

of innovative measures such as the BIOCREDIT<br />

and the Payment for Environmental Services,<br />

submitted as a State Law. As a result of the effort<br />

and involvement of different sectors to build the<br />

Program, with emphasis on new governance models<br />

through public and private funds (BIOCREDIT),<br />

an intersectorial alliance network is being built in<br />

Paraná to support the BIOCLIMA PARANÁ. In the<br />

state of Espírito Santo, o BANDES SUSTENTÀVEL, is a<br />

facility of the state bank to support investments on<br />

implantation, expansion, relocating, modernization,<br />

diversification, technological and managerial<br />

development, which, for instance, provide for the<br />

reduction of the Green House Gases emissions in<br />

the environment and seeks for better practices of<br />

environmental control<br />

<strong>Mata</strong> <strong>Atlântica</strong> Restoration Fund<br />

The Restoration Fund of the <strong>Mata</strong> <strong>Atlântica</strong> Biome<br />

was instituted by article 36 of Law No. 11.428, of<br />

December 22, 2006, but is still pending regulation.<br />

This is an important instrument to implement the<br />

policies of preservation and recovery of the <strong>Mata</strong><br />

<strong>Atlântica</strong>. The Ministry of the Environment hired<br />

a study on the importance of the fund and a draft<br />

regulation from Mr. Paulo Had<strong>da</strong>d, former Minister<br />

of Finance. The draft Decree, currently being<br />

negotiated between the MMA and the Chief of Staff,<br />

proposes that the Restoration Fund of the <strong>Mata</strong><br />

<strong>Atlântica</strong> Biome have an accounting and financial<br />

and that its resources are invested in two modes: a)<br />

reimbursable and b) non-reimbursable. The draft<br />

Decree further proposes that Banco do Brasil be the<br />

financial and executive agent and that the Fundo<br />

have a Resolution Council with the participation of<br />

government and non government bodies.<br />

National Program for the Preservation<br />

and Recovery of the <strong>Mata</strong> <strong>Atlântica</strong><br />

The National Program for the Preservation and<br />

Recovery of the <strong>Mata</strong> <strong>Atlântica</strong> – PMA is another<br />

extremely important instrument of implementation<br />

that has been completed for years and still has<br />

not been officially implemented by the Ministry<br />

of the Environment. The Program, prepared<br />

in collaboration with the <strong>Mata</strong> <strong>Atlântica</strong> NGO<br />

Network and other civil society organizations,<br />

seeks to coordinate federal policies of the <strong>Mata</strong><br />

<strong>Atlântica</strong>. According to the proposal, the program<br />

will be executed in a partnership by the Federal<br />

Government, state governments, municipalities<br />

and entities of the organized civil society. The main<br />

purpose of the PMA is to reestablish at least one<br />

third of the original native vegetation of the <strong>Mata</strong><br />

<strong>Atlântica</strong>, and therefore ensure the environmental<br />

services it provides to the country, such as the<br />

maintenance of its extraordinary biodiversity, as<br />

well as ensure water supply and carbon fixation<br />

and consequently mitigate of climate changes, as<br />

well as reduce rural poverty. The <strong>Mata</strong> <strong>Atlântica</strong><br />

intends to contribute to three great goals of the<br />

Brazilian environmental policy: a) preservation of<br />

biodiversity in situ; b) mitigation of climate changes;<br />

and c) reduction of rural poverty.<br />

To achieve these goals, the PMA is estimated to<br />

last for 10 years with the following themes and<br />

mainstreaming issues:<br />

1) Consoli<strong>da</strong>tion of the Preservation Units<br />

System;<br />

2) Recovery of altered areas and payment for<br />

environmental services;<br />

3) Sustainable use of non-wood natural<br />

resources;<br />

4) Environmental monitoring, inspection, and<br />

fire fighting and prevention;<br />

5) Institutional strengthening;<br />

6) Management of the Program and financial<br />

arrangements;<br />

Municipal Plans for the Preservation<br />

and Recovery of <strong>Mata</strong> <strong>Atlântica</strong><br />

As to the <strong>Mata</strong> <strong>Atlântica</strong>, Law 11.428/06 also<br />

instituted the Municipal Plans for the Preservation<br />

and Recovery of <strong>Mata</strong> <strong>Atlântica</strong>, to be prepared and<br />

implemented in each of the approximately 3,500<br />

municipalities in the region. The Municipal Plans
