Chapter I: Passenger Transportation Plan Update Processs<br />

<strong>Region</strong> <strong>XII</strong> <strong>Council</strong> <strong>of</strong> <strong>Governments</strong> (<strong>Region</strong> <strong>XII</strong> COG) is the transportation planning<br />

authority<br />

for Audubon, Carroll, Crawford, Greene, , Guthrie and Sac Counties in west<br />

central <strong>Iowa</strong> as designated by<br />

<strong>Region</strong> <strong>XII</strong> COG was<br />

formed in 1973 by<br />

its member<br />

counties through the joint exercise <strong>of</strong><br />

powers provision in Chapter 28E <strong>of</strong><br />

the Code <strong>of</strong> <strong>Iowa</strong>. Aside from<br />

transportation planning, <strong>Region</strong><br />

<strong>XII</strong><br />

provides technical and pr<strong>of</strong>essional<br />

support services to the governments<br />

The Passenger Transportat<br />

tion Planning (PTP) process is designed to promote<br />

passenger transportation planning and coordination<br />

n amongst health and human service<br />

agencies, transportation providers and the transportation planning agency in the region<br />

to further the development <strong>of</strong><br />

the public<br />

transportation systems. While the <strong>Region</strong> <strong>XII</strong><br />

PTP covers a five<br />

(5) year period, the<br />

annual updates provide a yearly review and<br />

justification for passenger transportati<br />

ion projects to be included in the regional<br />

Transportation Improvement Program (TIP). The PTP and the<br />

annual PTP updates<br />

are<br />

a required element for the <strong>Region</strong> <strong>XII</strong> RPA’s annual Transportation<br />

Planning Work<br />

Program<br />

(TPWP).<br />

This document is the FY 2012 PTP Update. This update will review public input into the<br />

passenger transportation planning process, coordination efforts, review projects and<br />

their status and recommend new projects for implementation.<br />

Coordination <strong>of</strong> transit service has always been a high priority for <strong>Region</strong> <strong>XII</strong> as the<br />

operator <strong>of</strong> WITS and as the regional planning agency. Passenger transportation<br />

coordination efforts have been successful and further efforts can and should be<br />

pursued. The revival <strong>of</strong> the <strong>Region</strong> <strong>XII</strong> <strong>Transit</strong> Advisory Committee, now known as the<br />

<strong>Transit</strong> Roundtable <strong>XII</strong> Committee will continue to formulate and promote transit<br />

coordination efforts. The <strong>Transit</strong> Roundtable <strong>XII</strong> Committee is comprised <strong>of</strong><br />

representatives from Elderbridge Agency on Aging, R.S.V.P., <strong>Iowa</strong> Workforce<br />

Development, New Hope Village, Genesis Development (both facilities serving persons<br />

with special needs) Partnership 4 Families (Empowerment Agency serving Audubon,<br />

Carroll, Greene and Guthrie Counties), and <strong>Region</strong> <strong>XII</strong> COG staff. Membership <strong>of</strong> the<br />

TR<strong>XII</strong> Committee is open and new members and transportation interest participation is<br />

welcomed.<br />

As part <strong>of</strong> the PTP annual review, the TR<strong>XII</strong> committee reviewed the identified needs for<br />

passenger transportation service as follows.<br />

The following table lists the unmet needs and the challenges and potential solutions that<br />

go along with these identified needs for passenger transportation service in the area.<br />

The unmet needs were originally identified as part <strong>of</strong> the United We Ride Workshop and<br />

are reviewed an updated on an annual basis.<br />

<strong>Western</strong> <strong>Iowa</strong> <strong>Transit</strong> <strong>System</strong> Ridership Survey<br />

As part <strong>of</strong> the <strong>Region</strong> <strong>XII</strong> Passenger Transportation Development Plan Update, a WITS<br />

ridership survey was conducted to obtain input from the users <strong>of</strong> the system to help<br />

evaluate how the regional public transit system functions. This ridership survey is<br />

conducted on a bi-annual basis. From September through December 2010, WITS<br />

Drivers distributed 500 surveys to WITS riders. These surveys were returned via mail to<br />

<strong>Region</strong> <strong>XII</strong> staff for review and tabulation.<br />

Of the 500 surveys, 162 were returned, resulting in a 32.4% response rate. Carroll and<br />

Greene County riders returned the highest percentage <strong>of</strong> surveys with 27.8% and<br />

24.7% respectively. Medical and school trips were the purpose for nearly 60% <strong>of</strong> the<br />

respondents. Frequency <strong>of</strong> transit usage was split equally with 32.1% <strong>of</strong> respondents<br />

riding daily or 2-4 times per week. Other questions gathered data about affordability,<br />

driver appearance, timeliness and recommendations. A summary <strong>of</strong> the survey can be<br />

found in Appendix 1.<br />

Limited English Pr<strong>of</strong>icient Population<br />

The total population <strong>of</strong> the 6-county <strong>Region</strong> <strong>XII</strong> COG service area is 74,671 according to<br />

the 2010 U.S. Census. The 2010 regional population decrease by 3,770 residents<br />

(4.8%) since 2000. The most current information regarding languages spoken at home<br />

and language pr<strong>of</strong>iciency is available from the 2005-2009 American Community Survey<br />

(ACS) 5-Year Estimates. (Please note that there are differences in the total population<br />

estimates <strong>of</strong> counties compared to the 2010 U.S. Census). The table below illustrates<br />

the percentage <strong>of</strong> the population by county that speak only English.<br />

The ACS estimates the regional population to be 69,679 residents <strong>of</strong> which 93.87% <strong>of</strong><br />

these residents speak only English. While the percent <strong>of</strong> English-only residents is high<br />

regionally, there are concentrations <strong>of</strong> populations that are <strong>of</strong> limited English pr<strong>of</strong>iciency<br />

in the region, predominantly in Crawford County where 81.37% <strong>of</strong> residents speak only<br />

English. (A complete table illustrating the language speaking populations by county can<br />

be found in the appendix).<br />

Of the estimated 19,416 residents in Crawford County, 2,643 (17.30%) residents speak<br />

Spanish or Spanish Creole, the overwhelming majority <strong>of</strong> those who speak a language<br />

other than English. The American Community Survey then goes on to estimate that<br />

55% <strong>of</strong> Spanish speakers speak English less than “very well.” According to the 2010<br />

U.S. Census, 4,131 (24.2%) <strong>of</strong> the residents in Crawford County were Hispanic or<br />

Latino origin. If the ACS percentages hold and these residents <strong>of</strong> Hispanic or Latino<br />

origin are also Spanish speakers, there are approximately 3,000 persons (17.5% <strong>of</strong> the<br />

current population) who may speak limited English that currently reside in Crawford<br />

County.<br />

This higher concentration <strong>of</strong> limited English-speaking residents in Crawford County has<br />

created challenges in communications regarding public transit services and the<br />

availability <strong>of</strong> such services. Traditionally, WITS materials were published only in<br />

English. In cooperation with the New <strong>Iowa</strong>ns Center in Denison, WITS has translated<br />

public transit brochures, JobJet brochures and documents and the 2010 WITS<br />

Ridership survey into Spanish versions. This translation has assisted in reaching the<br />

Hispanic and Latino communities and allowed WITS to provide information regarding<br />

the availability <strong>of</strong> public transit services in the area. While the outreach has begun,<br />

usage <strong>of</strong> public transit services among the Spanish-speaking population has so far been<br />

limited to contract services like Head Start and JobJet.<br />

Appendix.<br />

Chapter II: Passenger Transportation Projects, Goals and<br />

Implementation<br />

Goal: Increase Awareness <strong>of</strong> Public <strong>Transit</strong><br />

Action: Continue to promote and market the public transit system.<br />

Marketing WITS has been an ongoing effort. Marketing efforts have included:<br />

brochures, <strong>Region</strong> <strong>XII</strong> COG newsletter articles, community visits, community service<br />

meeting presentations, newspaper ads, yellow page listings and the internet. Arguably,<br />

some <strong>of</strong> these efforts have proven more fruitful than others. But the need for continued<br />

marketing and promotion <strong>of</strong> the system continues.<br />

Partners and Resources: <strong>Region</strong> <strong>XII</strong> COG staff (newsletter and website), TR<strong>XII</strong><br />

Committee, IDOT, IPTA, RSVP, local media, community service organizations, health<br />

and human services organizations and providers.<br />

Recommendations: Continue to work with the TR<strong>XII</strong> Committee members to<br />

promoted and market public transit services through brochures, site visits to chamber<br />

groups, community groups and senior centers.<br />

Update: Ongoing. The effort to communicate and market the availability <strong>of</strong> public<br />

transit and passenger transportation is ongoing. This effort is being improved through<br />

the PTP process and the TR <strong>XII</strong> Committee discussions.<br />

Action: Communication<br />

<strong>Western</strong> <strong>Iowa</strong> <strong>Transit</strong> <strong>System</strong> staff needs to communicate the availability <strong>of</strong> the public<br />

transit service to the public who need it. Generally, these people are the elderly and<br />

those with special needs, but others can utilize and benefit from the system. These<br />

groups or organizations may include: care centers, schools, congregate meal sites,<br />

major employers or major retailers. While the message may be clear, the message<br />

needs to be delivered to the proper potential user groups.<br />

Partners: <strong>Region</strong> <strong>XII</strong> COG staff, TR<strong>XII</strong> Committee, local media, community service<br />

organizations, health and human services organizations and providers.<br />

Recommendations: Work with the TR<strong>XII</strong> Committee members and WITS staff to<br />

develop printed material and low pr<strong>of</strong>icient English brochures to promote the use <strong>of</strong><br />

public transit to all citizens.<br />

Update: Ongoing. The effort to communicate the availability <strong>of</strong> public transit and<br />

passenger transportation is ongoing. This effort is being improved through the PTP<br />

process and the TR <strong>XII</strong> Committee discussions.<br />

<strong>Region</strong> <strong>XII</strong>, in cooperation with the New <strong>Iowa</strong>ns Center, has made available WITS and<br />

JobJet brochures in Spanish to provide information to non-English speaking persons<br />

regarding public transit services.<br />

Goal: Affordable Passenger <strong>Transit</strong> Service and Funding<br />

Action: Educate Financial Partners about the Need for Adequate Funding for<br />

Passenger <strong>Transit</strong> Service<br />

Funding is critical for adequate delivery <strong>of</strong> passenger transportation services; whether<br />

this service is provided by public transit or through another provider. Education <strong>of</strong><br />

legislators regarding the importance <strong>of</strong> passenger transportation is the key.<br />

Partners and Resources: IDOT, IPTA, Federal and State Legislators, County and City<br />

<strong>Governments</strong>, Elderbridge Agency on Aging and United Way.<br />

Recommendations: Work with federal and state legislative groups to promote the<br />

awareness <strong>of</strong> funding for public transit.<br />

Update: Ongoing. Efforts to increase the awareness <strong>of</strong> passenger transportation<br />

funding and service continue and this effort is being improved through the PTP process<br />

and the TR <strong>XII</strong> Committee discussions.<br />

Action: Increase Efficiency<br />

Increased efficiency may not save money, but it may allow for better delivery <strong>of</strong> service.<br />

Combining trips both internally and working to develop a system that will allow for the<br />

combination <strong>of</strong> trips externally will improve efficiency and coordination.<br />

Partners and Resources: <strong>Region</strong> <strong>XII</strong> COG staff, IDOT, TR<strong>XII</strong> Committee, and<br />

passenger transportation providers.<br />

Recommendations: Coordinate trips and rides internally and with outside<br />

organizations where possible.<br />

Update: Ongoing. Efforts to increase efficiency and coordination <strong>of</strong> passenger<br />

transportation continues. Communication among transportation providers will continue<br />

to improve this effort.<br />

TMS Management Group (TMS) started operations in <strong>Iowa</strong> in 2010 to provide Medicaid<br />

transportation brokerage services in <strong>Iowa</strong>. TMS’s focus is to match each eligible rider<br />

with timely and cost efficient transportation. WITS continues to work with TMS to<br />

provide Medicaid transportation services for residents <strong>of</strong> the region.<br />

Goal: Retain and Recruit Quality Drivers<br />

Action: Retain Quality Drivers<br />

Safe, honest, dependable and insurable drivers are at times difficult to find and retain.<br />

Financial incentives, benefits and flexibility are all pieces <strong>of</strong> compensation packages<br />

that will assist in the recruitment and retention <strong>of</strong> drivers. Driver training programs and<br />

education are ongoing and should be combined with other agencies when at all<br />

possible. These efforts will provide for better and more efficient training.<br />

Partners and Resources: <strong>Region</strong> <strong>XII</strong> COG, IDOT, School Districts, and transportation<br />

providers.<br />

Recommendations: Continue to hire and retain quality drivers.<br />

Update: Ongoing. While the labor market has relaxed the need for quality drivers that<br />

Training, licensing, time requirements, insurance, liability and a high level <strong>of</strong><br />

responsibility make it difficult to find volunteers for transit. The Carroll and Crawford<br />

County Veteran’s Affairs <strong>of</strong>fices have been successful at utilizing volunteers. These<br />

drivers, and others, should try to be incorporated into the WITS driver pool.<br />

Update: No action. The availability and requirements for volunteer drivers makes it<br />

difficult for WITS to utilize volunteers. The need to coordinate with Veteran’s Affair<br />

transportation effort seems to be an option; although cooperation seems difficult.<br />

Expanded hours <strong>of</strong> service are deemed a need although some user surveys to do not<br />

needed or as available service by WITS. The taxi-cab companies typically operate until<br />

5:00 PM during the week and run limited daytime hours on Saturday and Sunday. For<br />

WITS, and most likely the private taxi-cabs, after hours and evening service is<br />

complicated due to the small number <strong>of</strong> rides that can be provided combined with the<br />

high cost <strong>of</strong> having a vehicle and driver available.<br />

Update: After Hours Cab began operations in Carroll and the surrounding area in<br />

2010. The After Hours Cab operates from 7:00 PM until 7:00 AM, seven days a week.<br />

Support for the After Hours Cab continues to increase as this becomes a popular<br />

transportation alternative during the evening and night time hours. While the demand<br />

for cab services in the evening has flourished, demand does not appear to be high<br />

enough to support after hours service for public transit at this time.<br />

Goal: Increase Availability <strong>of</strong> Services<br />

Action: Develop Connection to Intercity Bus Network<br />

Burlington Trailways, Greyhound Lines and Jefferson Lines run scheduled bus service<br />

throughout the State, although none through the <strong>Region</strong> <strong>XII</strong> area. Other public transit<br />

agencies across the state have partnered with these inter-city bus services to provide<br />

connector service; increasing ridership for both entities. All three lines have a depot in<br />

Des Moines, while Burlington Trailways and Jefferson Lines have terminals in Ames;<br />

both are within close proximity to the existing <strong>Region</strong> <strong>XII</strong> service area and WITS.<br />

Action: Explore Quality <strong>of</strong> Life Shopping Route in Various Communities<br />

Recreational, shopping and social trips are important parts <strong>of</strong> everyone life and even<br />

more so for those residing in elderly care centers or other facilities. WITS currently runs<br />

a Hy-Vee route in Carroll on a weekly basis and providing rides from various senior<br />

housing and apartment complexes to Hy-Vee for shopping and pharmacy needs. Hy-<br />

Vee subsidizes the route to encourage shopping at their store which retained customers<br />

after their store relocation some years ago. This route or service could be duplicated in<br />

other communities such as Jefferson or Sac City where there are senior housing and<br />

apartment complexes that are some distance from the local grocery store in each<br />

community.<br />

In November 2007, <strong>Region</strong> <strong>XII</strong> COG applied for grant funding from the National Center<br />

on Senior Transportation for operational assistance, marketing assistance and<br />

promotion <strong>of</strong> quality <strong>of</strong> life trips and services throughout the region. This application<br />

was not funded but <strong>Region</strong> <strong>XII</strong> staff continues to look for outside funding to establish<br />

this type <strong>of</strong> service that would establish grocery and shopping routes in each <strong>of</strong> the<br />

larger communities in the area on a weekly basis.<br />

Partners and Resources: <strong>Region</strong> <strong>XII</strong> COG, senior housing complexes, National<br />

Center on Senior Transportation, and local retailers.<br />

Recommendations: Pursue additional hours <strong>of</strong> service and quality <strong>of</strong> life trips in<br />

Update: No action. The lack <strong>of</strong> available funding combined with the lack <strong>of</strong> support<br />

from local businesses and potential riders have kept this service from being<br />

implemented.<br />

Action: Expanded <strong>Transit</strong> Services to Persons with Disabilities<br />

The New Freedoms program was created through the SAFETEA-LU legislation to fund<br />

projects that go beyond minimums established by ADA or expand transit services to<br />

persons with disabilities. In 2006, <strong>Region</strong> <strong>XII</strong> initiated a New Freedoms project in<br />

conjunction with Genesis Development. <strong>Region</strong> <strong>XII</strong> <strong>Council</strong> <strong>of</strong> <strong>Governments</strong>, Inc.<br />

currently contracts with Genesis Development <strong>of</strong> Jefferson, <strong>Iowa</strong>, to provide<br />

transportation services to their Agency. Genesis Development provides Residential and<br />

Vocational services to adults with disabilities. <strong>Region</strong> <strong>XII</strong> through WITS is currently<br />

providing transportation services five days a week for 16-20 clients with disabilities from<br />

the Churdan, <strong>Iowa</strong> area to Jefferson, <strong>Iowa</strong>, where they receive vocational and<br />

therapeutic services. Genesis Development wants to continue this service to these<br />

clients and will be able to do so with the continuation <strong>of</strong> New Freedoms funding.<br />

Without New Freedoms funding, the service would be prohibitive because <strong>of</strong> the cost <strong>of</strong><br />

transportation. Genesis Development would like to continue this service as funds are<br />

available and the duration would be indefinetly.<br />

Partners and Resources: <strong>Region</strong> <strong>XII</strong> COG, Genesis Development, local businesses<br />

and New Freedoms program.<br />

Recommendations: Pursue additional service and quality <strong>of</strong> life trips for special needs<br />

individuals specifically at Genesis Development and in other communities throughout<br />

the region. Apply for funding for this service through the New Freedoms Program.<br />

Update: Continued service. This service has worked well to provide opportunities for<br />

Genesis Development clients and provided the needed transportation funding to<br />

operate this service. The TR<strong>XII</strong> Committee recommends the continuance <strong>of</strong> this service<br />

and applying for New Freedoms funding.<br />

Action: Partnership 4 Families Transportation Program<br />

Due to reductions in funding, the Partnerships 4 Families program is not able to provide<br />

transportation for children in the region. This program did address the challenge that<br />

still exists when parents need transportation for their children to get to and from early<br />

learning centers, daycares, and activities while they are at work. Some find it so difficult<br />

to shuttle their children back and forth, they have opted out <strong>of</strong> work, or shortened their<br />

working day to accommodate their family’s transportation needs. WITS could utilize<br />

limited JARC funds to re-establish this service to shuttle the children <strong>of</strong> working parents<br />

to and from activities and daycare using the Job Access connection that by providing<br />

these rides parents can opt to work, or work full days while not having to transport their<br />

families to and from various activities.<br />

Partners and Resources: <strong>Region</strong> <strong>XII</strong> COG, Partnership 4 Families Empowerment,<br />

daycares, local businesses and JARC program.<br />

Recommendations: Re-establish the Partnership 4 Families daycare and young child<br />

transportation program for children in the region. Apply for funding for this service<br />

through the Job Access Reverse Commute Program.<br />

Update: Service discontinued. This service worked well to provide opportunities for<br />

child to attend early learning centers while allowing parents to stay at work but was<br />

discontinued due to the lack <strong>of</strong> funding. The TR<strong>XII</strong> Committee recommends reestablishing<br />

this service if possible.<br />

Action: Investigate the interest in a regional van-pool commuter program<br />

In the Spring <strong>of</strong> 2008, <strong>Region</strong> <strong>XII</strong> COG was awarded an <strong>Iowa</strong> Clean Air Attainment<br />

Program grant to establish a commuter van pool in the region. This program, known as<br />

JobJet, is the first rural commuter van pool program in the State <strong>of</strong> <strong>Iowa</strong>. JobJet<br />

launched its first vanpool in August <strong>of</strong> 2009 with a volunteer driver and 4 passengers<br />

commuting from Schleswig to Tyson Foods in Denison. This JobJet van is now<br />

operating at full capacity with a volunteer driver and 14 passengers and is maintaining a<br />

waiting list <strong>of</strong> passengers. <strong>Region</strong> <strong>XII</strong> will continue to recruit drivers and riders for this<br />

new service and should expand operations. While commuter travel has increased as<br />

workers are willing to travel longer distances to find quality jobs. Large multi-shift<br />

employers such as Pella Corporation, Tyson, Farmland, and Farner Bocken draw<br />

employees from outside their local community or county. These commuters will benefit<br />

from a rural commuter van pool by providing cost savings for individual commuter trip,<br />

reduce emissions from multiple vehicles trips, while providing rides and revenue for<br />

WITS.<br />

Partners and Resources: <strong>Region</strong> <strong>XII</strong> COG, ICAAP and large employers.<br />

Recommendations: Continue to recruit and promote the JobJet program with local<br />

industries, economic development organizations and Workforce Development to ensure<br />

its success.<br />

includes a proposed Super Wal-Mart, the relocated Crawford County Memorial Hospital<br />

and Fareway. This area may not be best suited for the WITS operation and spatial<br />

needs may exist at this satellite facility. WITS staff proposes that a feasibility study<br />

review the spatial needs <strong>of</strong> the Crawford County facility and the potential for expansion<br />

or relocation.<br />

Village, Southern Cal Schools and taxi-cab companies. These coordination efforts have<br />

been successful, further efforts can and should be pursued. The revival <strong>of</strong> the <strong>Region</strong><br />

<strong>XII</strong> <strong>Transit</strong> Advisory Committee, now known as the <strong>Transit</strong> Roundtable <strong>XII</strong> Committee<br />

will formulate and promote transit coordination efforts.<br />

transportation. Capital vehicle purchases are extremely expensive and these units<br />

need to be utilized as much as possible. Buses and vans at elderly care facilities,<br />

workshops, or Veteran’s Affair’s vans that provide less than a few rides per week or<br />

travel less than a few thousand miles a month or year seem inefficient. Coordination or<br />

management <strong>of</strong> these units by WITS would increase the utilization <strong>of</strong> these vehicles,<br />

provide increased transportation coordination and likely reduce costs.<br />

Update: Ongoing. Efforts to increase efficiency and coordination <strong>of</strong> passenger<br />

Chapter III: Recent Developments<br />

Challenges for passenger transportation vary greatly in scope and complexity. These<br />

challenges remain virtually unchanged since they were originally developed as part <strong>of</strong><br />

the United We Ride initiative and outlined in the <strong>Region</strong> <strong>XII</strong> Passenger Transportation<br />

Development Plan. Education, outreach and public awareness <strong>of</strong> issues are ongoing<br />

but continue to be improved upon by the <strong>Transit</strong> Roundtable <strong>XII</strong> Committee and their<br />

continued efforts for increased coordination and conversations about transit. Funding<br />

for transit operations through State <strong>Transit</strong> Assistance and Federal <strong>Transit</strong> Assistance<br />

continues to be a high priority for overall public transit operations. Operational<br />

assistance through the New Freedoms and Job Access Reverse Commute Program<br />

also continues to assist with targeted clientele groups that are faced with transportation<br />

barriers. Funding for capital replacement vehicles remains limited although the onetime<br />

funding from the American Recovery and Reinvestment Act and the “State <strong>of</strong> Good<br />

Repair” Grant assisted with the replacement <strong>of</strong> several vehicles in the WITS fleet; the<br />

need for capital funding remains critical.<br />

groups recommend the projects and services proposed in the <strong>Region</strong> <strong>XII</strong> Passenger<br />

Transportation Plan are still relevant and do not need to be modified. This<br />

recommendation to approve the <strong>Region</strong> <strong>XII</strong> Passenger Transportation Plan Update was<br />

ratified by the <strong>Region</strong> <strong>XII</strong> Policy <strong>Council</strong> in April.<br />

need for Spanish materials was also needed for older persons as well. Similar<br />

to the Carroll Hy-Vee route, Barker inquired if a Wal-Mart route could be<br />

established. Burns will follow-up.<br />

Greteman stated that the Windstar charter service has been busy. Windstar<br />

has been partnering with Megabus to provide transportation. Intercity bus<br />

expansion and need was also discussed.<br />

Burns reported on the TMS Medicaid transportation brokerage system that<br />

Demand-Response<br />

The public transit service<br />

<strong>of</strong>fered through WITS is a<br />

“demand-response” service.<br />

Rides must be scheduled by<br />

contacting the driver 24 hours in<br />

advance <strong>of</strong> the needed ride.<br />

Rides can also be scheduled at<br />

most congregate meal sites. To<br />

arrange a ride contact the WITS<br />

<strong>of</strong>fice (712) 792-9914 or your<br />

local driver.<br />

In-town Service:<br />

$3.00 for a one way ride. This<br />

would mean a round trip cost <strong>of</strong><br />

$6.00 for regular service and<br />

$3.00 for each additional stop.<br />

quoted on a per trip basis.<br />

<strong>of</strong>recido por WITS es un servicio<br />

de “respuesta a la demanda.” Este<br />

significa que los pasajeros tienen<br />

que programar los viajes con el<br />

conductor 24 horas con antelación.<br />

También se puede programar los<br />

viajes en la mayoría de los sitios de<br />

comida congregada. Para<br />

programar un viaje, contacte la<br />

$5.00 para una vía. Un viaje de ida<br />

y vuelva cuesta $10.00 para<br />

servicio regular y $5.00 para cada<br />

parada adicional.<br />

El Sistema de Tránsito de <strong>Iowa</strong> Oeste<br />

(WITS) <strong>of</strong>rece servicios de<br />

transportación público para las personas<br />

de tercera edad, personas con<br />

discapacidades, y el público en la área de<br />

servicio de Región <strong>XII</strong> que incluye los<br />

condados de Audubon, Carroll,<br />

Crawford, Greene, Guthrie y Sac en el<br />

WITS es un servicio de Región <strong>XII</strong><br />

WITS <strong>of</strong>rece servicios de transportación a<br />

Más de 60 autobuses, furgonetas y coches<br />

en los condados de Audubon, Carroll,<br />

Crawford, Greene, Guthrie y Sac proveen<br />

los servicios. Vehículos para la gente con<br />

discapacidades son disponibles en el área de<br />

servicio.<br />

El servicio es disponible para toda la gente<br />

en las comunidades locales y en los<br />

alrededores. WITS es especialmente<br />
