3.8 Value Cha<strong>in</strong> Governance<br />
The <strong>lentil</strong> <strong>value</strong> <strong>cha<strong>in</strong></strong> is characterized by an underdeveloped <strong>market</strong> system due to a lack <strong>of</strong><br />
mutual understand<strong>in</strong>g and trust among <strong>the</strong> key actors. Lentil producers work as <strong>in</strong>dividuals<br />
ra<strong>the</strong>r than as a large group which restricts <strong>the</strong>ir barga<strong>in</strong><strong>in</strong>g capacity when deal<strong>in</strong>g with<br />
collectors. Large scale collectors and exporters dom<strong>in</strong>ate <strong>the</strong> <strong>value</strong> <strong>cha<strong>in</strong></strong> by hold<strong>in</strong>g large<br />
quantities <strong>of</strong> <strong>lentil</strong>s <strong>in</strong> <strong>the</strong>ir storage facilities until <strong>the</strong> sale to <strong>market</strong> price fluctuates to a rate<br />
that suits <strong>the</strong>m.<br />
Exporters and processors <strong>in</strong>terviewed for this <strong>analysis</strong> reported that <strong>the</strong>y have adequate<br />
contact with <strong>in</strong>ternational buyers, but <strong>the</strong>y strongly compla<strong>in</strong>ed about Bangladeshi buyers<br />
regard<strong>in</strong>g tard<strong>in</strong>ess <strong>in</strong> mak<strong>in</strong>g payments.<br />
4. COMPETITIVENESS ANALYSIS<br />
