I. Background:

Short-term Consultant to develop
the operational plan for the NSP III and the costing
of the national multi sectoral operational plan for 2012

Cambodia’s Third National Strategic Plan III for a comprehensive and multisectoral
response to HIV/AIDS (2011-2015) (NSP III) was developed in 2010 under the
leadership of the National AIDS Authority (NAA). It is based on a Situation
Response Analysis (SRA). The NSP III has been costed in detail and has provided a
sound foundation for resource mobilization efforts including through Global Fund to
Fight AIDS, TB and Malaria (GFATM).
The NSP III coveres a five-year period which will run from 2011 to 2015 throug
annual multi-sectoral and comprehensive work plan development. The first year
2011 is gonig to end soon by 31st December 2011. Therefore the NAA need a short
term consultant to work with the department of planning, monitoring, evaluation
and research to develop the 2012 multi-sectoral and comprehensive work plan to
response to HIV and AIDS.
II. Objectives:
The main objective of this assignment is to develop and cost the national operational
plan of the NSP III.
The specific objectives are as follows:
1. Determine and priority the goal, objective, interventions and activities in NSP
III to be used for developing the national operational plan in 2012.
2. To cost the national operational plan for the NSP III and
3. Facilitate multistakeholder meetings to gather inputs into operational plan
development and its costing, and to present and validate the final products.
III. Activities:

The consultant will conduct the following activities:
1 Overview the previous operational plan
2 Overview the NSP III 2011-2015
3 To Identify and priority the key activities to be used for the operational plan
based on yearly plan
4 To Develop a draft of the national operational plan for comprehensive and
multi-sectoral response to HIV and AIDS
5 To Contact with stakeholders for comments and suggestion
6 To Develop final draft of the national operational plan for comprehensive and
multi-sectoral response to HIV and AIDS
7 To Conduct costing of the national operational plan for comprehensive and
multi-sectoral response to HIV and AIDS
IV. Expected result:
The expected result of this assignment is the final draft of the national multi-sectoral
and comprehensive operational plan in 2012.
V. Timeframe:
The assignment will last for 30 days, ( late December, 2011 and shall be concluded in
February, 2012.
VI. Supervision and reporting:
The consultant will be supervised by the Deputy Secretary General in charge of the
NAA. The Secretary General of the NAA will approve the final products of the
consultancy.

IX. Skills and experience:
Post-graduate degree in health, development studies, social sciences or other
relevant field.
Relevant training and experience in programme design, planning,
coordination and M&E.
Good knowledge of the HIV/AIDS situation and response in Cambodia
Relevant experience with setting of indicators and targets
Experience with participatory strategic planning processes
Proven track record of delivering results under tight deadlines
Excellent organizational, analytical and strategic programming skills
Outstanding communication and facilitation skills
Proven ability to work in different cultural settings
Excellent proficiency in oral and written English and in Khmer
Being based in Phnom Penh is a must
