I. Background:<br />
<strong>Terms</strong> <strong>of</strong> <strong>Reference</strong><br />
<strong>Short</strong>-<strong>term</strong> <strong>Consultant</strong> <strong>to</strong> <strong>develop</strong><br />
<strong>the</strong> operational plan for <strong>the</strong> NSP III and <strong>the</strong> costing<br />
<strong>of</strong> <strong>the</strong> national multi sec<strong>to</strong>ral operational plan for 2012<br />
code 1.B.2.1<br />
Cambodia’s Third National Strategic Plan III for a comprehensive and multisec<strong>to</strong>ral<br />
response <strong>to</strong> HIV/AIDS (2011-2015) (NSP III) was <strong>develop</strong>ed in 2010 under <strong>the</strong><br />
leadership <strong>of</strong> <strong>the</strong> National AIDS Authority (NAA). It is based on a Situation<br />
Response Analysis (SRA). The NSP III has been costed in detail and has provided a<br />
sound foundation for resource mobilization efforts including through Global Fund <strong>to</strong><br />
Fight AIDS, TB and Malaria (GFATM).<br />
The NSP III coveres a five-year period which will run from 2011 <strong>to</strong> 2015 throug<br />
annual multi-sec<strong>to</strong>ral and comprehensive work plan <strong>develop</strong>ment. The first year<br />
2011 is gonig <strong>to</strong> end soon by 31st December 2011. Therefore <strong>the</strong> NAA need a short<br />
<strong>term</strong> consultant <strong>to</strong> work with <strong>the</strong> department <strong>of</strong> planning, moni<strong>to</strong>ring, evaluation<br />
and research <strong>to</strong> <strong>develop</strong> <strong>the</strong> 2012 multi-sec<strong>to</strong>ral and comprehensive work plan <strong>to</strong><br />
response <strong>to</strong> HIV and AIDS.<br />
II. Objectives:<br />
The main objective <strong>of</strong> this assignment is <strong>to</strong> <strong>develop</strong> and cost <strong>the</strong> national operational<br />
plan <strong>of</strong> <strong>the</strong> NSP III.<br />
The specific objectives are as follows:<br />
1. De<strong>term</strong>ine and priority <strong>the</strong> goal, objective, interventions and activities in NSP<br />
III <strong>to</strong> be used for <strong>develop</strong>ing <strong>the</strong> national operational plan in 2012.<br />
2. To cost <strong>the</strong> national operational plan for <strong>the</strong> NSP III and<br />
3. Facilitate multistakeholder meetings <strong>to</strong> ga<strong>the</strong>r inputs in<strong>to</strong> operational plan<br />
<strong>develop</strong>ment and its costing, and <strong>to</strong> present and validate <strong>the</strong> final products.<br />
III. Activities:
The consultant will conduct <strong>the</strong> following activities:<br />
1 Overview <strong>the</strong> previous operational plan<br />
2 Overview <strong>the</strong> NSP III 2011-2015<br />
3 To Identify and priority <strong>the</strong> key activities <strong>to</strong> be used for <strong>the</strong> operational plan<br />
based on yearly plan<br />
4 To Develop a draft <strong>of</strong> <strong>the</strong> national operational plan for comprehensive and<br />
multi-sec<strong>to</strong>ral response <strong>to</strong> HIV and AIDS<br />
5 To Contact with stakeholders for comments and suggestion<br />
6 To Develop final draft <strong>of</strong> <strong>the</strong> national operational plan for comprehensive and<br />
multi-sec<strong>to</strong>ral response <strong>to</strong> HIV and AIDS<br />
7 To Conduct costing <strong>of</strong> <strong>the</strong> national operational plan for comprehensive and<br />
multi-sec<strong>to</strong>ral response <strong>to</strong> HIV and AIDS<br />
IV. Expected result:<br />
The expected result <strong>of</strong> this assignment is <strong>the</strong> final draft <strong>of</strong> <strong>the</strong> national multi-sec<strong>to</strong>ral<br />
and comprehensive operational plan in 2012.<br />
V. Timeframe:<br />
The assignment will last for 30 days, ( late December, 2011 and shall be concluded in<br />
February, 2012.<br />
VI. Supervision and reporting:<br />
The consultant will be supervised by <strong>the</strong> Deputy Secretary General in charge <strong>of</strong> <strong>the</strong><br />
NAA. The Secretary General <strong>of</strong> <strong>the</strong> NAA will approve <strong>the</strong> final products <strong>of</strong> <strong>the</strong><br />
consultancy.<br />

IX. Skills and experience:<br />
Post-graduate degree in health, <strong>develop</strong>ment studies, social sciences or o<strong>the</strong>r<br />
relevant field.<br />
Relevant training and experience in programme design, planning,<br />
coordination and M&E.<br />
Good knowledge <strong>of</strong> <strong>the</strong> HIV/AIDS situation and response in Cambodia<br />
Relevant experience with setting <strong>of</strong> indica<strong>to</strong>rs and targets<br />
Experience with participa<strong>to</strong>ry strategic planning processes<br />
Proven track record <strong>of</strong> delivering results under tight deadlines<br />
Excellent organizational, analytical and strategic programming skills<br />
Outstanding communication and facilitation skills<br />
Proven ability <strong>to</strong> work in different cultural settings<br />
Excellent pr<strong>of</strong>iciency in oral and written English and in Khmer<br />
Being based in Phnom Penh is a must<br />
