TOI CATHAOIRLEACH AND MEMBERS OF MAYO COUNTY COUNCIL I submit, for your consideration and approval, Draft Annual Budget in respect of the financial year ending 31 st December 2013. A summary ofthe Budget is: Expenditure Funded by: Receipts Local Government Fund Rates on commercial and Industrial Property Pension Levy Charged to Towns- Ballina, Castlebar and Westport € 74,217,249 27,650,043 13,523,345 2,220,000 2,465,204 €120,075,841 € 120,075,841 The County Rate on commercial and industrial property is proposed at €68.76 in the €, the same rate which was applied since 2010. The total expenditure for 2013 is budgeted at €120,075,841, a reduction of 7.9% on 2012. The total reduction in expenditure over the six-year period from 2008 to 2013 is thus €32,542,025, a reduction of21.3% on the 2008 expenditure budget. This reduction in the Council's expenditure has been achieved without any significant diminution to date in the quality or the extensive range of services delivered at the frontline to the people of Mayo and in spite of increasing pressures in terms of compliance and regulation and a reduction in staffing levels of 15%. 1
Context 2012 has been yet another in an expanding sequence of challenging and unusual years. Continuing turmoil in international markets and the pressures of the national programme to rationalise our public finances have all contributed to a challenging operational context for this County and this Council during the past twelve months. The continuing work of the Local Government Efficiency Review Implementation Group and the accelerated roll-out of shared services at both regional and national level pose considerable challenges for the entire Local Government Sector. However, the single largest defining characteristic of 2012 has been that of change. The Local Government Sector has seen more change in the past year than in any year since it's inception over a century ago. The most significant change was probably the decision to transfer the responsibility for provision of water services from the Local Authority sector to an independent utility, "Irish Water", to be operated under the auspices of Bord Gais Eireann, by 2014. This decision will see the removal of one of the fundamental services provided by this local authority and will see the transfer of approximately 20% of our business operations to an independent National Body. Managing the transition in the best interests of the people of this county will pose a considerable challenge for all stakeholders in the years ahead. The publication of the Alignment Report which outlines Government policy to bring local and community development into line with the Local Government system, and the establishment of a National Implementation Body will also pose considerable challenges and present significant opportunities for County Mayo. The publication of the "Putting People First; Action Programme for Effective Local Government" which was launched on October 16 th is the third in a series of fundamental changes to the Local Government system. The Report deals with four key areas; o A new model of municipal governance involving the amalgamation of Town Councils and the replacement of eight Regional Authorities and two Assemblies by three new Regional Assemblies. o The introduction of key changes in funding and accountability of which the most important will be the introduction of a local property tax, to be collected centrally by the Revenue Commissioners with effect from mid 2013. o Economic development and job creation is to become a central element of local authority services with County Enterprise Boards to be replaced by Local Enterprise Offices set up under the Local Authority system to act as "First Stop Shops" and the key support Agency for local and micro enterprise development. o The continued drive towards efficiency in the sector through the implementation of the recommendations of the Local Government Efficiency Implementation Group and the introduction of a robust system of performance monitoring. Taken collectively these significant areas of change set the context for a very challenging year ahead in 2013. 2
