The President’s Message<br />

ear Members<br />
and fellows,<br />
By the time this<br />
newsletter reaches<br />
your hands, most of you must be<br />
preparing for IGC – 2009 scheduled<br />
in December at Guntur. Prof. M.<br />
Rama Rao and his team are working<br />
very hard to make the prestigious<br />
annual activity a grand success.<br />
Though, the region was affected by<br />
devastating floods, however, it could<br />
not make any dent in the enthusiasm<br />
of the organizers. I request all the<br />
fellow colleagues to be generous in<br />
sponsoring the event and participate<br />
in the Annual Conference in a large<br />
number.<br />
Seventeenth international conference<br />
on Soil Mechanics & <strong>Geotechnical</strong><br />
Engg. was held during Oct. 5-9, 2009<br />
in Alexandria, Egypt. About 1300<br />
delegates representing 33 countries<br />
attended the conference. <strong>Indian</strong><br />
delegation had about 16 members.<br />
<strong>Indian</strong> delegates Prof. M.R. Madhav<br />
Er. Bidasaria, Dr. K. Rajagopal,<br />
Dr. V.M. Sharma and either<br />
Co-chaired or acted as panelists in<br />
various technical sessions of the<br />
conference. The conference will be<br />
remembered for its excellent<br />
arrangements and was a huge<br />
success.<br />
Preparations are in full swing for<br />
hosting of IGC-2009 by IGS-Guntur<br />
Chapter. All the functionaries<br />
especially, RVR & JC College<br />
Management and Principal, Chairman<br />
of the Conference, Prof. K.S. Sairam,<br />
Prof. M. Rama Rao, Organising<br />
Secretary are giving their very best<br />
to make this Conference a memorable<br />
one. All arrangements are being<br />
precision made and delegates could<br />
expect warm hospitality, excellent stay<br />
and culinary arrangements and overall<br />
rich technical presentations.<br />
As you all know, 6 th ICEG being<br />
organized by IGS at <strong>New</strong> <strong>Delhi</strong> from<br />
8 – 12 Nov. 2010 is going to be another<br />
landmark activity, under the<br />
Chairmanship of Prof. Manoj Datta,<br />
who made yet another wonderful<br />
presentation at Alexandria during the<br />
17 th ICSMGE and had fruitful<br />
interactions with international<br />
community to popularize the event and<br />
to make the same a grand success,<br />
thereby, mobilizing the profession. On<br />
the sidelines of 6 th ICEG, some other<br />
important activities are expected in the<br />
form of workshops, training program,<br />
important meets etc for which all the<br />
fellow members will be regularly up<br />
dated. It would be our endevour to join<br />
in the efforts of Prof. Manoj Datta<br />
and his team and collectively make the<br />
Conference, 6 th ICEG, a memorable<br />
activity.<br />
IGS – GI collaboration was signed in<br />
Oct 2008, last year and subsequently<br />
regular interactions are going on to<br />
jointly organize activities on the topics<br />
of common interest. A tentative action<br />
plan has been decided and soon, it is<br />
expected to be converted into a reality.<br />
IGS Chapters have been organizing a<br />
number of activities on different<br />
subjects / topics and have been<br />
celebrating Terzaghi Day by<br />
conducting competitions among young<br />
<strong>Geotechnical</strong> Professionals. I do<br />
remember IGS, Chennai Chapter and<br />
Indore Chapter conducting these<br />
activities regularly. Other Chapters<br />
are also probably organizing similar<br />
activities based on the regional<br />
problems. However, most of these<br />
activities remain unreported. I take<br />
this opportunity to request the<br />
Chapters to send their calander of<br />
activities and also the report on the<br />
activities organized by the chapter to<br />
the IGS head quarter so that they are<br />
appropriately covered in <strong>New</strong>sletter<br />
and the AGM Booklet.<br />
I wish all members have enjoyed the<br />
festival season. By the time the next<br />
issue of <strong>New</strong>sletter comes in, it would<br />
by Jan 2010. I, therefore, take the<br />
opportunity to wish all members a very<br />
Happy 2010!<br />

A BRIEF REPORT OF<br />
17 th INTERNATIONAL TIONAL CONFERENCE ON<br />
SOIL MECHANICS & GEOTECHNICAL ENGG.<br />
HELD IN ALEXENDRIA, , EGYPT<br />
DURING OCTOBER 5-9, 2009<br />
Seventeenth international conference on Soil Mechanics<br />
& <strong>Geotechnical</strong> Engg. was held during Oct 5-9,2009 in<br />
Alexandria, Egypt. The inauguration function was held<br />
on October 5 in famous Bibliotheca Alexandrina building<br />
of Alexandria. The Hon’ble minister of Public works deptt,<br />
Govt. of Egypt was the Chief Guest on the occasion.<br />
The function was also graced by Prof. P.S Pinto, President<br />
of ISSMGE. The Governor of Alexandria (Mr. Adel Aly<br />
Labib) and Dy. minister of irrigation, govt. of Egypt were<br />
also present on this occasion. The latter read the speech<br />
of Hon’ble minister of irrigation who could not attend<br />

Dubai Burj’s foundation. On this occasion, The Kevin<br />
Nash medal was also presented. In the evening the<br />
welcome reception was organized in historic Qaitbey fort.<br />
The fort was founded by Sultan Alashraf Abu Alnaser<br />
Seif Eldin Qaitbey in 1477A.D. The light classical music<br />
was also played by famous band of Alexandria during<br />
welcome reception.<br />
Bibliotheca Alexandrina-the conf. venue<br />
the function due to pre-engagement. Dr. Mamdouh<br />
Hamza, the Conference chairman welcomed all the guests<br />
by his very interesting speech citing the history of<br />
Bibliotheca (library) of Alexandria. The Bibliotheca library<br />
was one of the ancient history libraries in the world. This<br />
old library was not just one of the most important libraries<br />
but also a place where scientific researches were carried<br />
out. Alexandria is considered the capital of tourism.<br />
Alexandria, the largest port in Egypt is situated on banks<br />
of Mediterranean sea in the form of a 70km coastal strip.<br />
The city with 4millions population is also called bride of<br />
Mediterranean and the second capital of Egypt. The<br />
people of the city offer amiability and willing reception.<br />
After the inaugural function the Terzaghi oration lecture<br />
was delivered by Prof. G. Harry Poulos the designer of<br />
The state - of -art lectures were delivered by Prof. Mayne<br />
(USA), Prof. B. Simpson (UK), Prof. A. Negro (Brazil),<br />
Prof. C. Jian (Singapore), Prof. M. Jaksa(Australia), Prof.<br />

The conference will be remembered for its excellent<br />
arrangements. There was a regular travel desk at the<br />
conference venue to take care of delegates’ travel<br />
requirements. The technical exhibition was good with<br />
presence of leading international industrial houses. About<br />
1300 delegates representing 33 countries attended the<br />
conference. <strong>Indian</strong> delegation had 16 members including<br />

M.R Madhav, Dr. Satyendra Mittal, Prof.Manoj Datta,<br />
Prof. KG. Sharma, Prof. G.L Sivakumar Babu, Prof. D.<br />

Rajagopal, Mr. R.K. Kulkarni, Mr. V.T. Ganpule, Dr. D.K.<br />
Baidya, Dr. Ashish Juneja and others. Prof. Manoj Datta,<br />
Chairman of international conference on soil mechanics<br />
and geoenvironmental engg. made a presentation for<br />
the conference and appealed to international fraternity<br />
to attend the conference in large contingent. <strong>Indian</strong><br />
delegates e.g Prof. M.R. Madhav Er. Bidasaria, Dr. K.<br />
Rajagopal, Dr. V.M. Sharma etc. either Co-chaired or<br />
acted as panelists in various technical sessions. The<br />
conference organisers had organized technical visits to<br />
Aswan, the southernmost city located on shores of the<br />
Egypt enjoys a strategic location in north Africa close to<br />
the middle East. The country has long played an<br />
important role in connecting Africa with Asia and the<br />
Mediterranean with the <strong>Indian</strong> ocean and as such has<br />
been at the center of the world's political and economical<br />
arena for centuries. It is a vast country spread well over<br />
million square kilometers, that is four times the size of<br />
United Kingdom and twice the size of France. It’s cities<br />
like Cairo, Aswan and Luxor hug the shores of Nile<br />
valley. Alexandria is in the Nile delta. The Nile valley<br />
stretches from the delta to Egypt's southernmost border<br />
with Sudan and along with its great cities is home to<br />
some of the world's most iconic symbols of ancient<br />
civilization. Here visitors can see the three Great<br />
Pyramids of Giza and the Sphinx (it is believed that Sphinx<br />
guards them). The Sahara desert makes up much of<br />
Egypt's distinct desert and oasis areas which are<br />
fascinating if sparsely inhabited.<br />
Egypt is a religious country. The Egyptians like to work<br />
hard and live life to the full and tend to work in the heart<br />
of the cities. Visitors can enjoy lively cultural experiences<br />
too-everything from the latest art sensations to music<br />
theatre and dance. It is a warm country for most of the<br />
year. Some days in summer the temperature can reach<br />
25-35 deg. c in Cairo, the capital of Egypt.<br />
The history of Egypt stretches back to unimaginable<br />
times. It is a country probably best known to the world<br />
for its pharaohs, such as Tutankhamun and its ancient<br />
civilization that largely existed along the bank of Nile<br />
river.<br />

A one day national workshop on<br />
“Forensic <strong>Geotechnical</strong> Engineering<br />
(FGE)” was organized at the<br />
Department of Civil Engineering,<br />
IISc Bangalore on 12 th September<br />
2009 under the auspices of<br />
Karnataka <strong>Geotechnical</strong> Centre<br />
(KGC) of <strong>Indian</strong> <strong>Geotechnical</strong><br />
<strong>Society</strong> (IGS), as part of activities<br />
of ISSMGE Technical Committee<br />
TC 40 on forensic geotechnical<br />
engineering. This committee is<br />
chaired by Dr. V V S Rao and Prof.<br />
G L Sivakumar Babu is the secretary.<br />
The workshop was intended to bring<br />
the awareness and enhance the<br />
understanding about the forensic<br />
analysis in geotechnical engineering<br />
that involves scientific and legalistic<br />
Local Chapter <strong>New</strong>s<br />
investigations and deductions to detect<br />
the causes as well as the process of<br />
distress in a structure, which are<br />
attributed to geotechnical origin.<br />
The workshop had eleven invited<br />
lectures by the eminent personalities<br />
from the field of geotechnical<br />
engineering research and practice,<br />
namely Dr. V.V.S. Rao, Prof. M.R.<br />
Madhav, Prof. K.S. Subba Rao, Prof.<br />
B.R.S. Murthy, Prof. M.R. Pranesh,<br />
Prof. K. Rajagopal, Prof. T.G.<br />
Sitharam, Shri. L.V. Shreerangaraju,<br />
Dr. R.G. Robinson, Shri. I.V.<br />
Anirundhan, and Prof. G.L. Sivakumar<br />
Babu. The lectures covered several<br />
aspects on FGE including basic<br />
introduction and process, techno-legal<br />
aspects, laboratory investigations, and<br />
case studies. The workshop was<br />
attended by young geotechnical<br />
engineering students, researchers,<br />
and practitioners. The enthusiasm<br />
and active participation of the<br />
delegates marked the success of the<br />
workshop. Proceedings of the<br />
workshop were distributed<br />
electronically to the registered<br />
delegates in the form of CD.<br />
Based on the deliberations at the<br />
conference and previous meetings of<br />
the Technical Committee (TC 40)<br />
held Singapore, Kolkata and London,<br />
Dr V V S Rao compiled a technical<br />
report of the TC 40. Prof. G L<br />
Sivakumar Babu distributed the CDs<br />
containing the report to President,<br />
Secretary and others during the<br />
ISSMGE in Alexandria, Egypt.<br />

efforts of the organizing committee<br />
for bringing in such timely workshop<br />
to Andhra University and encouraged<br />
the participants to make use of<br />
the knowledge sharing in applications.<br />

July 04, 2009 at IIT Bombay. The<br />
Seminar was Sponsored by IGS Main<br />
and EPI.<br />
There were interesting and<br />
informative lectures by Mr. Timothy<br />
Wong, Director, EPI, on the following<br />
three topics:<br />
1. <strong>Geotechnical</strong> Applications of<br />
GPR<br />
2. Uses and Applications of Infrared<br />
Thermal IMGER<br />
3. Low Strain Testing of Piles using<br />
Pile Integrity Tester (PIT)<br />
The Seminar was attended by over<br />
60 participants. The lectures covered<br />
many case studies and were well<br />
illustrated with Power Point slides.<br />
The utility and advantages of using<br />
GPR for a variety of sub-surface<br />
mapping requirements ranging from<br />
detecting rebars in concrete to water<br />
table location and sub-surface profiling<br />
were discussed, the highlight being<br />
detection of underground utilities such<br />
as pipe lines, cables and conduits.<br />
The importance of thermal imaging as<br />
a non-invasive technique for building<br />
inspection in general and water<br />
leakage and air infiltration in particular,<br />
were explained through case studies.<br />
One interesting off-shoot was<br />
identification of passengers having<br />
fever at an airport as part of swine<br />
flu detection campaign.<br />

involving data collection and analysis<br />
