Advocacy - going in to bat<br />

for the community<br />

One of the roles <strong>Indigo</strong> <strong>Shire</strong> <strong>Council</strong> fulfils is to ‘go in to<br />

bat’ for the community on issues of concern that<br />

people raise. This is important because <strong>Council</strong> can<br />

sometimes advocate for people in ways that individuals<br />

or small groups cannot. But it is often unseen work and<br />

only a handful of people involved in a particular issue<br />

may know that <strong>Council</strong> has added its voice to theirs.<br />

In the past year <strong>Council</strong> has advocated on behalf of<br />

the community, to various departments and<br />

authorities, on a number of different issues. They<br />

include:<br />

• Stanley Telstra tower – lobbied Victorian Premier<br />

for land lease agreement so that Telstra could<br />

access the SP Ausnet tower on Mt Stanley to<br />

provide mobile phone coverage.<br />

• Whelan Report on financial sustainability of small<br />

rural councils – lobbying State and Federal<br />

Government for increased long-term funding.<br />

• Lobbying of VicRoads on various road issues<br />

including a major intersection at Kergunyah.<br />

• Streamlining the process for removal of native<br />

vegetation on roads as a fire prevention measure.<br />

• Lobbying VicRoads for industrial signage on the<br />

Wangaratta Road at Beechworth.<br />

• Lobbying State Government for assistance for<br />

chestnut growers when chestnut blight hit the<br />

region last year.<br />

• Committing to the North East Victoria Bushfire<br />

Spotting and Response Service, enabling the<br />

spotting of fires from remote and unmanned sites.<br />

• Lobbying to host the 2011 Rural Summit for rural<br />

councils. (23-24 March at Rutherglen, see p. 3)<br />

• Funding for multipurpose centre at Barnawartha.<br />

• Road safety measures in Main Street, Rutherglen.<br />

Community spirit alive and well<br />

Chiltern Primary School student Rosie Hymus showed<br />

her community spirit after deciding to hold a cake stall<br />

to raise money for the Royal Victorian Institute for the<br />

Blind.<br />

The street stall was held on Saturday 15 January by<br />

Rosie and her friends who not only manned the stall<br />

but also cooked the goods.<br />

The idea started when Rosie made some biscuits and<br />

wanted to sell them to the neighbours. Her parents<br />

Debbie and Graham suggested it would be a good<br />

idea to fundraise for a cause, and Rosie ran with the<br />

idea from there. After “badgering” her parents and<br />

subsequently her grandmother until the street stall was<br />

organised, Rosie typed invitations to her friends and<br />

family for support. Rosie’s friends answered the call,<br />

and in turn persuaded their parents and grandparents<br />

to help them cook their contributions. The stall raised<br />

$250 for the Royal Victorian Institute for the Blind.<br />

Community matters<br />

Trees young and old<br />

Trees are an asset to <strong>Indigo</strong> <strong>Shire</strong>, particularly<br />

our heritage trees. Part of the attraction for<br />

people living in the shire and those visiting<br />

our historic towns is the several hundred<br />

trees listed with the National Trust and<br />

Heritage Victoria.<br />

<strong>Council</strong> has a program in place to proactively<br />

manage and preserve these trees as well as<br />

manage any other trees that become unsafe<br />

due to age or storm damage.<br />

<strong>Council</strong>’s Tree Maintenance Officer Mark<br />

Anderson works across the whole shire,<br />

assessing thousands of trees.<br />

“<strong>Council</strong> recognises that trees are an asset to<br />

the community and need to be preserved.<br />

We take a proactive approach knowing that<br />

our magnificent trees, particularly the<br />

historic ones, help to beautify our towns,”<br />

Congratulations to Pat O’Connor of<br />

Chiltern, <strong>Indigo</strong>’s 2011 Citizen of the Year,<br />

who was recognised on Australia Day. .<br />

Pat lives to help others, and <strong>Indigo</strong> <strong>Shire</strong> is<br />

lucky to have such a community-minded<br />

person working tirelessly for others. Pat is<br />

involved in countless community<br />

organisations and charities and has been a<br />

strong advocate for child welfare. Pat is a<br />

long-standing and foundation member of<br />

many Chiltern organisations and various<br />

<strong>Indigo</strong> <strong>Shire</strong> Committees.<br />

High School<br />

Congratulations and well done to the 13<br />

students, five parents and two staff from<br />

Rutherglen High School who participated in<br />

the Great Victorian Bike Ride in December.<br />

The team won the RACV Best School on the<br />

Road Award out of the 56 schools that took<br />

part. They received a $2000 Rebel Sport<br />

voucher for their riding skills, road etiquette,<br />

communication and team spirit.<br />

The 590km ride from Yarrawonga to<br />

Marysville over nine days was made possible<br />

through the help and sponsorship of<br />

Poacher’s Paradise Hotel/Motel, Parker Pies,<br />

Rutherglen Bakery, Jones Winery and<br />

When there’s a flood...<br />

Unprecedented storms hit the shire last<br />

year causing major flooding and damage<br />

to bridges and roads. On December 8, just<br />

outside Yackandandah on Mongans Lane,<br />

the approach to the bridge was wiped out<br />

when about six inches of rain fell in an hour<br />

turning Kinchington Creek from a gentle<br />

stream into a raging, all-powerful torrent.<br />

Pam and Jeff Brumley run their Gnangara<br />

Premium Fresh hydroponic lettuce and<br />

herbs business from their home just past<br />

the bridge and access for them and other<br />

families along Mongans Lane was cut. Pam<br />

rang the Operations Department of <strong>Council</strong><br />

to report the damage and the bridge<br />

access was reinstated within 24 hours.<br />

“We were really impressed with the speed<br />

of the council staff in getting the bridge<br />

up and running again. We had 10 staff<br />

who could not get to work and our<br />

delivery trucks couldn’t take our stock to<br />

all our outlets,” Pam said. “No one has ever<br />

seen anything like this rain and the<br />

damage it caused.”<br />

The water covers the bridge and approaches at the<br />

height of the storm.<br />

left the families and Pam’s business stranded.<br />

‘Highway to Health’<br />

Kergunyah Hall Committee of<br />

Management is encouraging<br />

residents to get involved with a<br />

series of free yoga, exercise and<br />

Zumba classes held at community<br />

halls in Kergunyah, St Albans and<br />

Upper Gundowring.<br />

The program called ‘Highway to<br />

Health’ is organised by Kergunyah<br />

resident Lyndell Ozolins and will run<br />

from February throughout 2011 in<br />

four 10 week terms, in line with the<br />

Victorian School holidays.<br />

The free classes are funded by the<br />

Victorian Bushfire Appeal Fund,<br />

Health and Wellbeing for Older<br />

People Program. People of all ages<br />

in the community are more than<br />

welcome to enjoy the course.<br />

It is a wonderful opportunity that<br />

will benefit the communities<br />

involved enormously. The exercise<br />

classes are gentle, low impact and<br />

fun, designed to suit any physical<br />

ability.<br />

<strong>Indigo</strong> hosts<br />

Rural Summit<br />

More than 250 people from across Victoria are expected<br />

to attend the 4th annual Rural Summit to be held at All<br />

Saints Estate, Rutherglen next month. The Summit, from<br />

Wednesday 23 to Thursday 24 March, is a huge boost to<br />

our local economy with all the food, wine,<br />

entertainment and accommodation sourced locally.<br />

“Participants will spend two days in the <strong>Shire</strong><br />

experiencing the best it has to offer, with a huge<br />

flow-on benefit to many local businesses,” <strong>Council</strong>’s<br />

Economic Development Officer Leanne Bussell said.<br />

The Summit looks at issues facing <strong>Indigo</strong> <strong>Shire</strong> and<br />

other rural councils, and solutions to these problems.<br />

Delegates will discuss ways to revitalise rural<br />

communities by creating, attracting and keeping global<br />

enterprises in rural towns, improve opportunities for<br />

young people and embrace the changing face of<br />

agri-business, as well as focus on community needs.<br />

Guest speakers will include Eliza Brown, All Saints Estate<br />

Director, Anton Therkildsen, Co founder and Director<br />

Valhalla Wines Rutherglen and Fred Parker, founder of<br />

Parkers Pies.<br />

<strong>Council</strong> received significant State Government funding for com<br />

The Community Strengthening Project involves <strong>Council</strong> worki<br />

Across <strong>Indigo</strong> <strong>Shire</strong>, passionate, community-minded<br />

residents have been getting involved in an exciting<br />

program - the Community Strengthening Project.<br />

A powerful catalyst for change is when people come<br />

together and discover what they care most about in<br />

their community. <strong>Council</strong>’s Community Strengthening<br />

Project is based on this principle - that people willingly<br />

support what they create.<br />

The Community Strengthening Team meets with<br />

residents to define the issues of importance to them,<br />

culminating in a written Community Plan, whose<br />

actions are determined and carried out by the<br />

community. When people focus on their own<br />

aspirations for their community, rather than someone<br />

else’s, their strengths and talents become more obvious<br />

and available. The Community Strengthening Project<br />

brings all this energy and spirit together.<br />

So far, <strong>Indigo</strong> communities who have developed their<br />

own community plans are Bruarong, Chiltern,<br />

Barnawartha, Stanley and <strong>Indigo</strong> Valley. Beechworth and<br />

Yackandandah plans are currently being created and<br />

other communities including Wahgunyah and Kiewa-<br />

Tangambalanga will begin talking about their plans in<br />

the coming weeks.<br />

The evening at the Yackandandah Volunteer Expo in October at the Yackandandah Sports Park. This<br />

was a free event to support and recognise our hard working volunteers, build on current volunteer<br />

skills, as well as promote volunteer organisations for recruitment purposes. Participants enjoyed the<br />

variety of content at the Expo, with many commenting about how they can now apply the new skills<br />

they gained at the Expo.<br />

On the road again<br />

Gravel Road Re-sheeting:<br />

Each year <strong>Council</strong> conducts gravel re-sheeting works across the<br />

shire. Over time, traffic, wind and rain slowly breaks down and<br />

removes the gravel surface of these roads, so additional gravel<br />

material needs to be applied to the surface – gravel re-sheeting.<br />

Each year the entire gravel road network is inspected and assessed<br />

for the need for re-sheeting. This year <strong>Council</strong>’s Operations Team<br />

delivered the program of re-sheeting work within the budget of<br />

$409,000.<br />

Resealing:<br />

<strong>Council</strong>’s sealed road network periodically needs to be re-sealed<br />

with a fresh coating of bitumen and aggregate. The main reason for<br />

this re-treatment is because the existing layer of bitumen over time<br />

(years) oxidizes and becomes brittle. As cracks develop and stones<br />

are loosened, water penetrates the underlying pavement layers and<br />

eventually causes serious and costly failure of the road. <strong>Council</strong><br />

endeavours to reseal a portion of the entire network each year as a<br />

preservation measure. This year GW&BR Crameri from Myrtleford, a<br />

local service provider contracted to <strong>Council</strong>, has completed the<br />

program of works on time and within the $800,000 budget.<br />

Road reconstruction:<br />

Sometimes roads need to be upgraded when traffic increases. An<br />

example of this is Jacks Road in Rutherglen. <strong>Council</strong>’s Operation’s<br />

Team, with the support of local civil contractors, has been<br />

reconstructing Jacks Road between the Murray Valley Highway and<br />

the Rutherglen Wahgunyah Main Road to a new sealed road<br />

standard. This segment of Jacks Road will cater for large transport<br />

vehicles that service the local primary producers in the Rutherglen<br />

district.<br />

My Rutherglen in Fig Tree Park<br />

Over 60 students from Rutherglen Primary,<br />

St Mary’s and Rutherglen High Schools have<br />

taken part in “My Rutherglen”, an initiative by<br />

Arts Rutherglen to decorate the new Fig Tree<br />

Park toilet block being built by <strong>Council</strong>. A<br />

shortlist of 21 works was selected.<br />

“The whole community, especially these<br />

children can have a feeling of ownership of<br />

the facility which is provided for their use.<br />

The theme My Rutherglen was open to<br />

interpretation and could be an image of<br />

whatever Rutherglen means to them,”<br />

<strong>Council</strong>’s Arts and Culture Development<br />

Officer Ms Reid said.<br />

Once the construction has been finished, an<br />

exhibition will be held at either the<br />

Rutherglen Library or the Rutherglen<br />

Memorial Hall showcasing the original 60<br />

artworks submitted.<br />

A sign of the times<br />

<strong>Council</strong> is inviting you to help review its<br />

Business Signage Guidelines - these<br />

guidelines were created to preserve the<br />

integrity of historic streetscapes and buildings.<br />

A survey has been developed to help<br />

capture people’s thoughts on this issue. The<br />

survey looks at the community’s current<br />

understanding of the Guidelines and their<br />

intent, whether they are appropriate and<br />

whether they should be applied equally<br />

throughout the <strong>Shire</strong>. The current guidelines<br />

define the size, style, colour and font that<br />

can be used, the location of the signage and<br />

how much space the signage can occupy<br />

Business awards<br />

<strong>Indigo</strong> <strong>Shire</strong><br />

Yes, these awards are happening. The awards<br />

are a chance to recognise innovation and<br />

excellence, as well as superior customer<br />

service and create an economic benefit for<br />

businesses. If every visitor spent an extra $5<br />

in our towns because of excellent service,<br />

this would result in more than $700,000<br />

being injected into <strong>Indigo</strong> <strong>Shire</strong>’s economy.<br />

Mt Buffalo Chalet<br />

looks to future<br />

Enterprise group’s investigation into re-opening<br />

the Chalet. The Group has 16 members, mostly<br />

residents of North East Victoria, and is in the<br />

process of developing concept plans and<br />

equipment on a B20 biodiesel blend<br />

sourced from the local Biodiesel<br />

Producers plant in Barnawartha.<br />

<strong>Council</strong> has been trialling a 5% blend<br />

for 12 months and moved to the<br />

higher 20% blend in November 2010.<br />

• The walking track around Lake<br />

Sambell at Beechworth was<br />

damaged in the severe storm in<br />

December. <strong>Council</strong> has given top<br />

priority to repairing high traffic areas<br />

such as roads and bridges. But this<br />

delightful walking track will be<br />

repaired in due course.<br />
