FEBRUARY - MARCH 2011
Thank you
“There are many local
organisations fundraising for
those affected by the floods
and cyclones in Queensland.
It is so heartwarming
to
see the
efforts that
people are
putting in,
and it is, in
part, a thank
you for all the help offered to
the Victorian communities
affected by the bushfires in
2009. And we should not forget
other countries around the
world who are likewise battling
with their own issues.”
- Mayor, Cr Ali Pockley.
Community Survey
- tell us what you think
Each year Council conducts a
community survey to measure
its progress against the Council
Plan that residents helped
develop two years ago. We are
again conducting the survey
and a copy of this is inside this
newsletter and is available
online at www.surveymonkey.
com/s/ZY6N7NL
All you have to do is complete
the questions, fold the survey so
that the Reply Paid address is
visible, staple it, and pop it in
the post before Friday 18 March.
All completed surveys will go in
to a draw to win an ipod, digital
camera and meal vouchers.
Did you
We now have hot water
available in showers at
the Yackandandah
pools.
Advocacy - going in to bat
for the community
One of the roles Indigo Shire Council fulfils is to ‘go in to
bat’ for the community on issues of concern that
people raise. This is important because Council can
sometimes advocate for people in ways that individuals
or small groups cannot. But it is often unseen work and
only a handful of people involved in a particular issue
may know that Council has added its voice to theirs.
In the past year Council has advocated on behalf of
the community, to various departments and
authorities, on a number of different issues. They
include:
• Stanley Telstra tower – lobbied Victorian Premier
for land lease agreement so that Telstra could
access the SP Ausnet tower on Mt Stanley to
provide mobile phone coverage.
• Whelan Report on financial sustainability of small
rural councils – lobbying State and Federal
Government for increased long-term funding.
• Lobbying of VicRoads on various road issues
including a major intersection at Kergunyah.
• Streamlining the process for removal of native
vegetation on roads as a fire prevention measure.
• Lobbying VicRoads for industrial signage on the
Wangaratta Road at Beechworth.
• Lobbying State Government for assistance for
chestnut growers when chestnut blight hit the
region last year.
• Committing to the North East Victoria Bushfire
Spotting and Response Service, enabling the
spotting of fires from remote and unmanned sites.
• Lobbying to host the 2011 Rural Summit for rural
councils. (23-24 March at Rutherglen, see p. 3)
• Funding for multipurpose centre at Barnawartha.
• Road safety measures in Main Street, Rutherglen.
Community spirit alive and well
Chiltern Primary School student Rosie Hymus showed
her community spirit after deciding to hold a cake stall
to raise money for the Royal Victorian Institute for the
Blind.
The street stall was held on Saturday 15 January by
Rosie and her friends who not only manned the stall
but also cooked the goods.
The idea started when Rosie made some biscuits and
wanted to sell them to the neighbours. Her parents
Debbie and Graham suggested it would be a good
idea to fundraise for a cause, and Rosie ran with the
idea from there. After “badgering” her parents and
subsequently her grandmother until the street stall was
organised, Rosie typed invitations to her friends and
family for support. Rosie’s friends answered the call,
and in turn persuaded their parents and grandparents
to help them cook their contributions. The stall raised
$250 for the Royal Victorian Institute for the Blind.
Trees young and old
Trees are an asset to Indigo Shire, particularly
our heritage trees. Part of the attraction for
people living in the shire and those visiting
our historic towns is the several hundred
trees listed with the National Trust and
Heritage Victoria.
Council has a program in place to proactively
manage and preserve these trees as well as
manage any other trees that become unsafe
due to age or storm damage.
Council’s Tree Maintenance Officer Mark
Anderson works across the whole shire,
assessing thousands of trees.
“Council recognises that trees are an asset to
the community and need to be preserved.
We take a proactive approach knowing that
our magnificent trees, particularly the
historic ones, help to beautify our towns,”
Mark says.
When there’s a flood...
Unprecedented storms hit the shire last
year causing major flooding and damage
to bridges and roads. On December 8, just
outside Yackandandah on Mongans Lane,
the approach to the bridge was wiped out
when about six inches of rain fell in an hour
turning Kinchington Creek from a gentle
stream into a raging, all-powerful torrent.
Pam and Jeff Brumley run their Gnangara
Premium Fresh hydroponic lettuce and
herbs business from their home just past
the bridge and access for them and other
families along Mongans Lane was cut. Pam
rang the Operations Department of Council
to report the damage and the bridge
access was reinstated within 24 hours.
“We were really impressed with the speed
of the council staff in getting the bridge
up and running again. We had 10 staff
who could not get to work and our
delivery trucks couldn’t take our stock to
all our outlets,” Pam said. “No one has ever
seen anything like this rain and the
damage it caused.”
The water covers the bridge and approaches at the
height of the storm.
The huge gaping hole at the approach to the bridge
left the families and Pam’s business stranded.
Pam stands near where council reinstated the
bridge approach.
to 27 March.
Terri Standfield and Mel Tompkins at the Stanley Plateau Carnivale in November.
Across Indigo Shire, passionate, community-minded
residents have been getting involved in an exciting
program - the Community Strengthening Project.
A powerful catalyst for change is when people come
together and discover what they care most about in
their community. Council’s Community Strengthening
Project is based on this principle - that people willingly
support what they create.
The Community Strengthening Team meets with
residents to define the issues of importance to them,
culminating in a written Community Plan, whose
actions are determined and carried out by the
community. When people focus on their own
aspirations for their community, rather than someone
else’s, their strengths and talents become more obvious
and available. The Community Strengthening Project
brings all this energy and spirit together.
So far, Indigo communities who have developed their
own community plans are Bruarong, Chiltern,
Barnawartha, Stanley and Indigo Valley. Beechworth and
Yackandandah plans are currently being created and
other communities including Wahgunyah and Kiewa-
Tangambalanga will begin talking about their plans in
the coming weeks.
Community matters
On the road again
Gravel Road Re-sheeting:
Each year Council conducts gravel re-sheeting works across the
shire. Over time, traffic, wind and rain slowly breaks down and
removes the gravel surface of these roads, so additional gravel
material needs to be applied to the surface – gravel re-sheeting.
Each year the entire gravel road network is inspected and assessed
for the need for re-sheeting. This year Council’s Operations Team
delivered the program of re-sheeting work within the budget of
$409,000.
Resealing:
Council’s sealed road network periodically needs to be re-sealed
with a fresh coating of bitumen and aggregate. The main reason for
this re-treatment is because the existing layer of bitumen over time
(years) oxidizes and becomes brittle. As cracks develop and stones
are loosened, water penetrates the underlying pavement layers and
eventually causes serious and costly failure of the road. Council
endeavours to reseal a portion of the entire network each year as a
preservation measure. This year GW&BR Crameri from Myrtleford, a
local service provider contracted to Council, has completed the
program of works on time and within the $800,000 budget.
Road reconstruction:
Sometimes roads need to be upgraded when traffic increases. An
example of this is Jacks Road in Rutherglen. Council’s Operation’s
Team, with the support of local civil contractors, has been
reconstructing Jacks Road between the Murray Valley Highway and
the Rutherglen Wahgunyah Main Road to a new sealed road
standard. This segment of Jacks Road will cater for large transport
vehicles that service the local primary producers in the Rutherglen
district.
My Rutherglen in Fig Tree Park
Over 60 students from Rutherglen Primary,
St Mary’s and Rutherglen High Schools have
taken part in “My Rutherglen”, an initiative by
Arts Rutherglen to decorate the new Fig Tree
Park toilet block being built by Council. A
shortlist of 21 works was selected.
“The whole community, especially these
children can have a feeling of ownership of
the facility which is provided for their use.
The theme My Rutherglen was open to
interpretation and could be an image of
whatever Rutherglen means to them,”
Council’s Arts and Culture Development
Officer Ms Reid said.
Once the construction has been finished, an
exhibition will be held at either the
Rutherglen Library or the Rutherglen
Memorial Hall showcasing the original 60
artworks submitted.
Council matters
A sign of the times
Council is inviting you to help review its
Business Signage Guidelines - these
guidelines were created to preserve the
integrity of historic streetscapes and buildings.
A survey has been developed to help
capture people’s thoughts on this issue. The
survey looks at the community’s current
understanding of the Guidelines and their
intent, whether they are appropriate and
whether they should be applied equally
throughout the Shire. The current guidelines
define the size, style, colour and font that
can be used, the location of the signage and
how much space the signage can occupy
Business awards
- a first for
Indigo Shire
Yes, these awards are happening. The awards
are a chance to recognise innovation and
excellence, as well as superior customer
service and create an economic benefit for
businesses. If every visitor spent an extra $5
in our towns because of excellent service,
this would result in more than $700,000
being injected into Indigo Shire’s economy.
The award nominations close on 25 February
and the awards will be announced on Friday
15 April. Check out our new website for more
details. Visit www.indigoshire.vic.gov.au and
click on What We Do/Business and Industry.
on a building and on shop windows. The
guidelines also raise the issues of A Frame
signs and banners that are used to promote
events and activities.
A copy of the current Business Signage
Guidelines can be found on our new
website at www.indigoshire.vic.gov.au.
Complete the survey by:
• Visit www.surveymonkey.com/s/VYSMRNG
• Hard copies are also available from
Council’s Customer Service Centres
• Phone 03 5728 8000 or 1300 365 003
for a survey to be sent to you.
“Thanks for an
excellent and prompt
job repairing Brimin Rd
where the bitumen meets the
gravel. Also the gravel that
was put on Brimin Rd a few
months ago did a fantastic job
through all the wet weather.
Thanks from the residents
of Brimin Rd.“
