FROM THE OFFICIATING PRINCIPAL'S DESK 

I greet all members of the SLC family and those who wish to be part of this family. The large 

SLC family comprises of our present students, the alumni, the faculty, and the administrative and 

support staff. Set up about half a century back to promote education in East Delhi, your College 

has come a long way since to become a centre of educational excellence in Delhi University. 

Education, for us at SLC, goes far beyond the classroom learning experience. As they say, 

“Education is not the filling of a pail, but the lighting of a fire.” At SLC, we try to ignite thousands 

of such fires day in and day out, year after year. We enable our students to discover their hidden 

potential, and provide them with dynamic environment to nurture and promote that potential, 

enabling them to prosper in their respective fields, as professionals, musicians, painters, writers, 

etc., all while being socially aware and concerned citizens. The girl child has been traditionally 

discriminated against in Indian society. We at SLC not only give preference to girl students at the 

time of admission, but give them continuous encouragement to participate in every aspect of 

College life with full vigor. 

A highly dedicated team of faculty members notwithstanding, we very much realize the 

significance of efficient and modern physical infrastructure in developing the skills and 

personalities of our students. The College has recently been given a complete facelift and has 

been converted into an ultramodern institution making it one of the best premises to study in. A 

fully air-conditioned 80-seater Computer Lab and a fully air-conditioned Cafeteria are unique in 

the University. A re-designed and air-conditioned Staff Room is the envy of many a teacher in 

other colleges. The modular Administrative Office is suited to speedy and efficient work culture. 

The Library has been made fully air-conditioned, modernized, and computerized for locating 

books, journals, and periodicals and is designed to save time while locating books and relevant 

reading materials. 

While we take pride in the infrastructure facilities that we have succeeded in providing to our 

students within recent past, we always strive to do better. We are very much aware of the 

expectations that our students have from us. I assure you that we will do our utmost best to 

make your stay in SLC a rewarding and memorable one. As leader of the institution, let me 

personally assure all students that my doors will always be open for suggestions from you, or for 

solution of any problem that you may face during your stay in College.

ABOUT THE COLLEGE 

Shyam Lal College was established in 1964 by 

Padmashree Late Shri Shyam Lal Gupta, the then 

Chairman of Shyam Lal Charitable Trust under 

University of Delhi. The foundation stone was laid 

down by Dr. Zakir Hussain, the then Hon’ble Vice 

President of India and Chancellor of the University of 

Delhi. The College is housed in a spacious building on 

G.T. Road, Shahdara with a sufficiently large 

infrastructure for both academic as well as extracurricular 

activities.

Shyam Lal College now has entered into its 48 year of 

history and succeeded in earning its legitimate claim as 

the most efficient and complete educational institution in the whole of the East Delhi region. The 

endeavour of the College has always been to make higher education more enjoyable, job-oriented, 

meaningful and practical; also more adaptable to the ever changing demands of our society and globe. 

CONNECTIVITY 

The College is well-connected by the Metro Rail 

network and Road. The two nearest and equi-distant 

Metro Stations are Welcome and Shahdara which fall on 

the Rithala-Dilshad Garden Metro route via Kashmiri 

Gate. The famous Grand Trunk Road (G. T. Road) passes 

by the College connecting it to the adjacent territories 

of Delhi including Sahibabad, Ghaziabad and Aligarh. This 

Road is also ably connected to the NH 24 and NH 58. 

The Inter State Bus Terminal (ISBT) at Kashmiri Gate 

and ISBT Anand Vihar are located at a distance of not 

more than 5 kilometers each. ISBT Anand Vihar is also 

witnessing the emergence of a world-class railway station especially for the people from eastward 

India. 

SOCIAL ROLE 

Shyam Lal College is a co-educational institution with 

special relief of 3% marks relaxation in admission given 

to the female candidates to correct gender inequality 

prevalent in Indian society. The College is also 

committed to contribute on its own in removing the 

prevailing regional inequality in Delhi state through 

imparting educational facilities to the under-privileged 

people of East Delhi, relatively ill-educated and 

economically backward, compared to the people from 

north, south or west Delhi. The Metro Rail network has

also helped us in this endeavor through providing a connecting link between the College and the 

deprived sections of the society. We are also ready to extend our welcoming hands to the students 

from different states other than Delhi, including the students from north-eastern states. 

INFRASTRUCTURE 

As its special focus on the development of infrastructure, the College Development Committee has 

been constantly working towards meeting the growing demands of a modern system of education. 

The College has regularly been adding new facilities in order to provide a comfortable work 

atmosphere for the students and the Faculty. The Staff Room, the Library, the Office and Canteen of 

the College have been recently renovated into fine air-conditioned spaces and thus have added 

immensely to the infrastructure of the College promising a convenient and sophisticated study 

environment for the SLC community. Moreover, the newly developed Computer Labs of the College 

together with the already existing one offer state-of-the-art technological spaces for all kinds of 

computer work to the students and the Faculty. We are already in the process of developing new 

teaching blocks, and an audio-visual space for meeting the growing demands of teaching and research 

of the present. 

FACULTY 

We have a teaching Faculty comprising of 73 highly 

educated and qualified permanent members in various 

Departments who can ably take care of the academic and 

other interests of the students. Apart from this, the 

College also appoints Ad-hoc and Guest Lecturers from 

time to time with a singular aim in mind that the interests 

of the students should not suffer in absence of the requisite 

number of faculty members as per UGC norms due to 

different reasons. The College tries to remain vigilant that 

the quality of Faculty does not suffer while making such 

appointments. The Faculty of the College therefore,

comprises of many distinguished authors of both texts and reference books, researchers in different 

fields of study and scholars, young and experienced, who can provide the best of teaching and 

research guidance in their respective fields correlating to various subjects offered in the curriculum 

and otherwise. 

ADMINISTRATIVE STAFF 

The College has an adequate size of a Support Staff welltrained 

in administration, accountancy, maintenance and 

service. A special emphasis has been laid on creating an 

interface between the College and the students, the 

teachers and the students, the administration and the 

students and so on. Dedication, work ethics, sympathetic 

work culture and efficiency have been the essential core 

qualities of our Support Staff. To facilitate better attending 

and grievance regulation, the College has successfully 

upgraded its Secretariat with modern facilities, internet

connectivity and a state-of-the-art filing and air-conditioned Office space. The College has, in all, 65 

members of high caliber Support Staff who are always ready to provide any information, support and 

counseling to the willing students in the minimum required time. The Support Staff is also attentive to 

the needs of the Faculty and other concerned authorities. 

LIBRARY 

In any knowledge-imparting institution, the library as 

the temple and storehouse of knowledge needs to 

play a pivotal role. It not only provides an additional 

space to the students and teachers to interact with 

each other but also facilitates in connecting them to 

the world of books, journals and the information 

industry of newly emerging world system. Our 

College boasts of having a well-stocked air 

conditioned Library with internet connection and a 

formal connectivity with the Delhi University library 

network which can be used in developing the data and 

knowledge base by both the students and the Faculty. 

Renovated Library 

In addition to this, our Library has a rich collection of nearly 70,000 books on Science, Economics, 

Commerce, English Literature, Hindi, Political Science, History, Journalism, Environmental Science 

and Biology as well as periodicals and journals on these subjects. Students can borrow books on 

regular basis. The Librarian along with the staff from library remain extra-cautious that the peace 

and conducive atmosphere be maintained and the legitimate demands of the users be met at the 

earliest. The Library has sufficient reading space with state-of-the-art facilities for the students and 

teachers who can sit, interact and study during the college hours. 

SPORTS FACILITIES 

Sports remains one of the most vital aspects of 

students’ life. In the age of growing materialism and 

comfort, the lifestyle underwent a sea change 

resulting into growing obesity, hyper tension, 

diabetics and other such ailments. Sports not only 

provide an alternative and attractive career to the 

students but also a better lifestyle free from all kinds 

of ailments. The College boasts of not only producing 

players of University, State and National levels but 

also of the rich expertise, capable infrastructure and 

efficient support staff with facilities of hiring coaches 

and experts relating to various sports activities. We College Sports Ground 

are proud to state that the College has probably the biggest, lush green and well-maintained Sports 

ground in the whole of East Delhi. All students enrolled in the College can use the ground for various 

sports activities, events, practices etc. Students enrolled under the Sports quota and otherwise have 

previously displayed exemplary performance in their respective games. The College is also in the 

process of developing turfs for matches as well as practices. The College has recently introduced 

Inter-varsity Invitational Hockey Tournament in the fond memory of our Founder Chairman 

Padmashree Late Shri Lala Shyam Lal Gupta which proved to be a great success so far. We are also

planning similar events in other sports activities. 

SCIENCE & COMPUTER LABORATORIES 

The College offers all kinds of facilities to students 

in academic study and research. To facilitate this, 

the college has developed Laboratories for Physics, 

Chemistry and Electronics with latest equipments 

and competent expertise along with necessary

support system. The college has also initiated the 

process of enriching its Biology Lab to the 

optimum level. With the help of the University, 

the College has succeeded in creating four well 

developed Computer Labs with more than 160

primarily meant for the use of the students enrolled in the college but they are also useful for the 

serving Faculty and the Support Staff. The Science Laboratories and the newly constructed 

Computer Labs of the College provide excellent study conditions for students as well as the teaching 

faculty. 

GCR and BCR 

Exclusivity of space is essential for the development 

of young mind. Especially in a co-educational 

institution the students from the respective gender 

need private space as well as the space available in 

public. Understanding this requirement, the College 

has developed two separate spaces: a Girls 

Common Room exclusively for female students 

where they can involve themselves not only in 

recreational activities but also use this space for 

their private purpose and a Boys Common Room 

for the boys for their different kinds of 

requirements. Needless to say that the GCR and the 

BCR have all the necessary infrastructure for indoor activities where the students can de-stress 

themselves from the huge burden of academics and other expectations. 

CANTEEN 

The Canteen of the College has been recently renovated. Our canteen now is fully air-conditioned 

and probably among the first such canteens in the University. Our aim here is not only to provide 

space and a good meeting ground for students especially in mutual interaction and exchange of ideas

and opinions but also offer the cheapest food items in 

the best possible hygienic conditions. To monitor 

hygiene and rates of the food items, the Staff Council 

constitutes a Canteen Committee. If the students have 

any grievance against the canteen, they are free to 

represent themselves individually or through their 

Union before the Committee for speedy resolution of 

the grievance. 

SAFE CAMPUS FOR WOMEN 

The College has taken initiative to make the campus 

Canteen 

safe for our students, especially the women, to ensure 

the confidence among them to excel in their 

respective field. To obstruct the intrusion of 

outsiders, the risk elements for the safety of women, 

the College gives entry only to the valid students of 

the College by allowing entry only through the valid 

Identity Cards. Needless to say that the College tries 

to maintain electronic surveillance over the 

movement of individuals inside the College. As per 

Ordinance XV-D for Prohibition of & Punishment for 

Sexual Harassment inside the College, a Committee 

Safe Campus for Women 

for prohibition of Sexual Harassment is constituted 

every year with members from teaching and non-teaching staff as well as members from the student 

community of the College. At institutional level, we also try to coordinate with other civic 

institutions including Police and the women’s commission. 

SAFETY AND SECURITY 

The College, having the advantage of being located 

almost at the centre of East Delhi and having all major 

means of transport available right in front of the 

College, feels proud in the fact that students coming 

from different parts of the city and outside feel secure 

and spend their college hours in absolute safety. To 

assure safety and security of the students studying 

here, the College has always been extra vigilant and has 

recently installed CCTV Cameras at crucial points as a 

measure to maintain safety and security of the students. The College Proctorial Board looks into 

matters of safety and security of the students. The Shahdara Police Station which is situated adjacent 

to the College campus also remains alert on the security concerns of the students and usually posts 

its officers close to the College to ensure that safety and security of the students are always in order.

LIFE IN COLLEGE 

A student’s academic institution is the best place for him/her to get involved in co-curricular and 

extra-curricular activities. An institution of higher education can offer students with the best of the 

platform in different co-educational and cultural exercises. 

Students at Shyam Lal College are always encouraged, 

along with their studies, to participate in and work for 

fostering these activities. It has been our belief that 

engaging in a wide variety of cultural activities helps in 

creating a well-rounded, confident and culturally and 

socially alert social body. As part of this belief, the College 

regularly keeps inviting scholars, experts and distinguished 

personalities from various walks of life in the College 

events and enlighten the College community on the latest 

ideas, thought processes, discoveries, activism in various academic as well as cultural 

events/practices. This is evident from the diverse academic and cultural events that are organised 

under the aegis of different Academic and Cultural Associations/Societies. 

ACADEMIC SOCIETIES 

Our College has nine departments and all of which have their representative Associations that keep 

the academic activism alive round the year by holding seminars/conferences, talks and other cocurricular 

activities. 

The Commerce Association organises events including Seminars and Talks on areas of 

contemporary relevance such as Marketing, International Business, Taxation, Finance and so on. 

The Economics Association holds various kinds of academic and co-curricular events every year 

such as an Annual Eco Fest named Economica, debates, Extempore competitions, Eco Quiz, Group 

Discussions, Poster Making competitions etc. 

The English Association remains actively engaged in 

organising literary activities and events throughout the year. 

It holds at least one seminar every year on literary/cultural 

studies and frequently organises Talks, Theatrical 

Performances, Debates and Discussions on literary and 

inter-disciplinary areas relevant and useful to students. The 

Association also keeps organising events such as Poetry 

Reading, Creative Writing, Literary Quiz, Acts of Enactment 

etc. Film Screenings frequently take place under the English 

Association; and on occasions they are followed by writing of 

Reviews and discussions. The Association has been encouraging theatrical activities among the 

students and has successfully been producing plays/skits in the College literary events. 

The Chemical Society of the College organises talks as well as seminars and other activities for 

the benefit of students as well as Faculty members.

The Physics Association too remains engaged in organising Talks and other co-curricular 

programmes throughout the academic year. 

The Mathematics Association organises different events such as Talks and Seminars for the 

benefit of students as well as the Faculty. 

The Hindi Association frequently organises events such as Seminar, Talk, Poetry Recitation, and 

Debate. It also organises an Annual Literary Festival in which student participate in different events 

with great enthusiasm. 

The History Association remains active in holding academic events such as Talks, Seminars and 

debates in the College. It invites distinguished academicians and scholars to the College to speak on 

diverse areas in Historiography, Indian and World History of different periods giving the students and 

Faculty of the Department platforms for stimulating academic discussions on issues concerned.

CULTURAL & OTHER SOCIETIES/BODIES 

Beside Academic Societies, the College has different 

other Societies that provide excellent platforms for 

students to display their talent and remain engaged in 

diverse extra-curricular activities. The Fine Arts Society 

is one the most active societies in the College which 

remains committed to the cause of students’ welfare in 

areas of their extra-curricular involvements. The

last academic year, took the initiative of 

forming a Drama and Music Society in 

the College to foster interest and

various courses and staff advisors after 

which events will be organised by the 

Street Play Event at College

The NCC & NSS 

The National Cadet Corps and the National Service 

Scheme both offer good practice grounds for 

students in the areas of national security 

consciousness and social service. It is imperative for 

students to join either NCC or NSS unit and 

participate in the activities happening in the College. 

Both NCC and the NSS units of our College have 

been dynamic and have provided students with 

opportunities of participation in diverse practices in 

these fields. The NSS unit of our College regularly 

organises Blood Donation Camps and social N.C.C. Cadets presenting Guard of Honour 

awareness campaigns in the College to expand social awareness among the students and help them 

participate in social welfare activities. The NCC offers students to undertake basic military training. 

Students enrolled with the NCC unit are instructed in rifle shooting, the use of ammunitions, basic 

first-aid, mountaineering and trekking through rigorous physical exercise and participation in drills 

and parades. 

THE STUDENTS’ UNION 

Students’ Union plays a crucial role in an institution of higher education and functions as the 

Students’ Representative body through which concerns relating to the welfare of the students are 

addressed and met. Students can articulate their needs and demands through this body. All students 

registered in the College are members of the Students’ Union and have the opportunity of serving as 

its office bearers. The Students’ Union at SLC functions under the guidance, supervision and control 

of the Students’ Union Advisory Committee. The Union offers students a chance to experience 

what it means to work in a cordial and cooperative way, for the larger welfare of the students’ 

community. The Students’ Union organises the College Annual Festival of cultural events such as 

Dance, Music, Rangoli, Fashion Show and so on.

SPECIAL ANNUAL EVENTS 

The College has spectacular Annual Events that witness 

massive students’ participation with great enthusiasm. The 

Fine Arts Society in collaboration with the Students’ Union 

organises the Annual Cultural Festival of the College 

offering students with a platform to display their talent in 

different cultural activities. The Drama & Music Society 

promises to organise its annual function on forms of dance, 

music & theatre and events such as Art Exhibition, Street Play 

Competition etc. 

The Department of Physical Education also organises a 

special Annual Sports Meet in the College. Students 

enrolled in various sports and otherwise participate in large 

number in the biggest sports extravaganza held every year. 

Distinguished sports personalities ranging from popular 

erstwhile national players to Olympians are invited as guests 

of honour providing great support and encouragement to the 

players of our College. 

The College holds an Annual Prize Distribution event 

towards the end of an academic session. All the academic 

position-holding students from various courses, students 

who have achieved distinctions in Sports and other cocurricular 

and extra-curricular activities throughout the year 

are given away awards in the forms of prizes and certificates 

in the presence of distinguished guests who extend words of 

encouragement to the entire student fraternity including of 

course the award winners. 

ANTI-SMOKING CAMPAIGN 

Our College is a smoke free zone and the NSS Officer of the 

College, Ms. Kavita Arora (Deptt. of Commerce) is the Nodal 

Officer of the Anti-Smoking Campaign. 

COLLEGE PLACEMENT CELL 

Shyam Lal College extends the vital service of 

placement/recruitment in companies of repute to its 

students through its Placement Cell. The main endeavor of 

our college Placement Cell is to get students placed in 

reputed multinationals, government jobs, NGOs and the 

private sector. All students registered with our Placement 

Cell are entitled to placement assistance, counseling for 

employment and even self- employment. The Placement cell 

assures support to the visiting companies at every stage of the recruitment process by making 

college infrastructure available to them. The college Placement Cell acts as an interface between the 

industry and the students and primarily enables the students to select the career of their choice from 

among available options. 

EQUAL OPPORTUNITY CELL 

An Equal Opportunity Cell was established in the College in the year 2009 in collaboration with the 

University of Delhi, and is now functional in providing and protecting the interest of the differently 

abled student in the College. The Cell also acts as facilitator to the needs of the physically 

handicapped students.

DR. RAM KUMAR MEMORIAL AWARD 

Smt. Urmila Aggarwal, the wife of late Dr. Ram Kumar Aggarwal, former Principal of this college, has 

instituted in the memory of her husband an award of Rs. 500/- to the student of B.Sc. III year who gets 

the highest marks in Maths. 

DR. O. P. SINGH MERIT PRIZES 

Dr. O.P. Singh, a retired colleague from the Dept. of History has set up three prizes of Rs. 250/- each to 

be awarded annually to the toppers of History (Hans.) I, II, III year. 

KANCHAN NAGPAL MEMORIAL TROPHIES & PRIZES 

Shri P.N. Nagpal, father of late Miss Kanchan Nagpal, an ex-student of this college, has instituted in 

memory of his daughter two trophies and two prizes of Rs. 250/- each to be awarded to the topper of 

B. A. Part-I and B. A. Eng. (Hons.) Part-I Exams.

marks in Paper No. CH 3.2 (Income Tax Law and Practice) and passes the Semester III examination

Second cash prize of Rs. 500/- is to be awarded to a student of B.Com (Hons.) Semester IV who 

secures highest marks in Paper No. CH4.1 (Indirect Tax) and passes the Semester IV examination 

with a minimum of 60% in aggregate.

C. PAYMENT OF FEES 

The fees must be paid either in cash or through Demand Draft (Bank Draft) from any 

nationalised bank in favour of the Principal, Shyam Lal College, Shahdara, Delhi, payable at 

Delhi. Candidate must write his/her name, course and address on the back side of the 

Demand Draft. 

D. DEFAULT IN THE PAYMENT OF FEES 

Defaulters of a particular admission list may be considered in the subsequent lists subject to 

availability of seats. 

No case of condonation of delay in admission will be referred to the University under any

Department also offers B.com Degree Programme, which suits students who desire to pursue

The Commerce Department is the biggest department of Shyam Lal College with a strength of more

The introduction of semester system has immensely increased 

examination related work in the colleges. In order to effectively 

address the exams related issues in a hassle free and speedy manner 

at the doorstep of the college itself, the University of Delhi has 

created the office of College Coordinator (Exams) to act as the 

interface between the College and University Examination Branch. All 

issues/grievances of students of the College related to exams are to 

be forwarded by CCE to examination branch for further action. Also, 

exams related queries/submission of letters by teachers are to be

GENERAL ACADEMIC/ADMISSION GUIDELINES/RULES 

A. INTERNAL ASSESSMENT SCHEME 

A maximum of 25% of the total marks in each course will be awarded based on Internal 

Assessment on a continuous basis. Internal Assessment marks will be shown separately in the 

marks sheet issued by the University. These marks will be added to the annual / semester 

examination marks for determining the division of the students. 

Criteria for Internal Assessment : 

25% of the maximum marks in each paper in undergraduate courses be assigned for Internal 

Assessment. The Criterial is as under :- 

(i) 10% weightage assigned to House Examination to be conducted by the college in the beginning 

of the third term. 

(ii) Each student shall be assessed on the basis of written assignments/tutorials as well as on the 

basis of project reports/term papers/seminars. The 10% weightage shall be for such written 

assignments, and project reports/term/papers/seminars. 

(iii) 5% weightage shall be given for regularity in attending lecturers and tutorials.

6. Any admission, re-admission and, migration in violation of any Rule, Procedure & Time- 

Schedule will stand cancelled. 

C. GENERAL RULES OF ADMISSION, RE-ADMISSION OF EX-STUDENTS AND 

MIGRATION (All Categories & Classes including M.A.) 

1. All admissions and migrations shall be routed through various Departmental Admission 

Committees and Admission Scrutiny Committee. The Central Admission Committee (CAC) 

will monitor all admissions and migrations and will decide cut-off percentage for various lists. 

2. Any admission/readmission/migration case which can not be decided by the Departmental 

Admission Committee, shall be considered by the Central Admission Committee. 

3. Departmental Admission Committees, Admission Scrutiny Committee and the Central 

Admission Committee shall function within the rules laid down by the College Staff Council. 

4. All admissions will be made on the basis of merit and admission to a course will be stopped as 

soon as the seats fixed for the course are filled. Any admission after the declared date of 

closure shall stand cancelled. 

5. Every admission is provisional and is subject to confirmation by the University. If a candidate is 

found to be ineligible or has sought admission on improper or unethical basis, the admission is 

liable to be cancelled summarily. 

6. Women candidates will be given 3% concession in aggregate marks for admission to various 

courses but no concession will be given in the minimum requirement of aggregate and subject 

marks. Their eligibility will be determined after allowing 3% concession in aggregate of the cut 

off marks. 

7. A Separate application must be submitted for each course on the prescribed college form. 

Common Pre Admission Form of Delhi University will also be accepted. 

8. Candidates awaiting result are eligible to apply but incomplete applications in other respect 

shall not be entertained. Application forms having cutting or overwriting will not be 

entertained. 

9. No direct admission will be made to II and III year classes. 

10. The college shall entertain only the candidates and not student leaders/students union officebearers. 

11. A candidate who is already a graduate from any University, shall not be entitled to admission 

and migration to any Pass & Hons. course in this college. 

12. Admission sought on the basis of wrong information with regard to examination passed, 

marks obtained, subjects studied, school or college last attended etc. shall be cancelled. 

13. Applications based on marks sheet and certificates/having cutting, overwriting, disfigurement, 

evidence of tampering and mutilation will not be considered. 

14. The certificates & marks sheet of all candidates will be verified by the Admission Scrutiny 

Committee. Any student submitting false/forged/fake certificate will be debarred from 

admission. If he/she is admitted, his/her admission will be cancelled.

15 If any false attestation/falsified-records are detected, the student will be debarred from 

attending any course in the University or its college(s) for next five years and in addition, a 

criminal case under relevant sections of IPC viz. 470,471,474 etc. will be instituted against 

him/her subject to the requisite criminal proceeding. 

16. The decision of the College Admission Authorities regarding admission/re-admission of exstudents 

and migration shall be final. 

17. Gap year would be no bar for purposes of admission to the undergraduate courses (Ref. No. 

Aca-I/Admn/2005/9584/28 June 2005.) 

18. Candidates placed under compartment in one subject will be eligible for provisional 

admission. Such candidates will have to submit their marks sheet within seven days of the 

declaration of their compartment exam result. 

19. Migrations to first year & IIIrd year in any course and MA (Prev.) from other colleges are not 

allowed. 

20. Migrations to II year and MA (Final) from other colleges may be allowed subject to 

(i) Availability of seats. 

(ii) The applicant must have passed all previous papers of the university examination/s. 

(iii) Fail, Absent in any of the papers will be treated as disqualification for migration. 

21. Migrations to this College will be allowed on merit basis as per schedule given below: 

21.1 Receipt of applications for Migration from 13th sept. 2012 to 21 sept. 2012 upto 1 P.M. 

21.2 Issue of No Objection Certificate by this college and deposit of fees by the migration 

seeker will be done from 23th sept., 2012 to 30th sept., 2012 upto 1P.M. 

22. All Migrations will be subject to University approval. 

23. Ex-students of this college who have passed their I year and/or II year Examination should 

seek admission to the next class within a month of the declaration of their result. Such 

students will be admitted subject to College and/or University Rules. 

24. Failures of B.A. (H), B.Com (H) Part I Exam, obtaining atleast 25% marks in the aggregate 

(Main subject and concurrence subjects taken together) in each case, may at their option, be 

allowed to proceed to the II year class of BA Programme or to B.Com. courses subject to 

college and/or University Rules. 

25. The result of the candidates, wishing to seek admission on the basis of Revaluation will be 

verified from the University Gazette and/or Controller of Exams. Office in order to confirm 

its authenticity. 

26. All admissions (general & reserved categories) and migrations will be scrutinised by the 

Admission Scrutiny Committee. No student shall have the right to question the lawful 

cancellation of his/her admission/re-admission/migration following the findings of the 

Admission Scrutiny Committee and/or Principal. 

D. DISQUALIFICATIONS FOR ADMISSION, RE-ADMISSION OF EX- 

STUDENTS & MIGRATION (All categories & All Classes including M.A. & Gap 

Year Cases) 

The College reserves the right to refuse admission, re-admission or migration to any student 

who suffers from any of the following: 

1. Involvement in offences involving moral turpitude.

2 Convicted by a court of law for any criminal act. 

3. Declared as a bad character by police. 

4. Failure or expelled/rusticated student of this College/University or any’ other 

College/University. 

5. Trial in criminal cases pending with police authorities or in a court of law under any Act. 

6. Period of punishment for use of unfair means in Board/University examination, not elapsed till 

date. 

7. Guilty of disruption of admission process, normal functioning of the college, election process, 

examination work etc. of the college in any manner. 

8. Guilty of breach of disciplinary rules of the college and/or loss to college property. 

9. Enquiry pending for any act of indiscipline in the college and/or University. 

10. Fined and/or reprimanded/warned in writing for any act of misbehavior, indiscipline etc. in this 

college or in the institution last attended. 

11. Any student of I or II year who has appeared in the University Examination at a centre other 

than college centre without prior written permission of the Principal of this college. 

12. Involvement in any act punishable under Indian Penal Code and/or any other Act. 

13. Students detained on account of shortage of attendance for no valid reason. 

14. Students who have failed to take University Examination for no valid reason. 

15. Students who have failed to fill up University Examination form for no valid reason, in the 

preceding year/s. 

16. Students who discontinue studies for no valid reason after passing Part-I/Part-II/MA (Prev.) 

Examination. 

17. Gap year cases not covered under Rule 17 on page 8 of this prospectus. 

18. Any other reason which may be deemed as disqualification by the College Authorities. 

E. DISCIPLINARY RULES OF THE COLLEGE 

The students including all office bearers of Students Union are subject to the disciplinary 

jurisdiction of the College and the University of Delhi and have to abide by the Rules and 

Regulations in this regard. 

The Students Union Office Bearers shall be treated equally with other students in all 

disciplinary matters. 

All cases of breach of discipline shall be dealt with severely. Breach of discipline, interalia 

includes: 

1. Irregular attendance, disobedience, causing disturbance and loitering about in the college. 

2. Default in the payment of fees, fine etc. 

3. Misconduct and misbehaviour at the time of admission, studies, election to the student 

bodies/ at the meetings/during co-curricular activities /examination/dealing with office 

staff/teaching staff/fellow students etc. 

4. Students are not allowed to use office phone, receive visitors in the college, enter college 

office without permission, bring vehicles inside the college premises. 

5. Students must seek permission before entering a class. 

6. Students will refrain from writing, painting, drawing and pasting any substance on books, 

magazines, newspapers etc. of the library or on the black board, wall, furniture etc. of the 

college.

7. Causing loss to movable & immovable property of the college including furniture, lab. 

equipments or any loss to the canteen property. 

8. Students are not permitted to use mobile phones in the library, class rooms and examination 

hall. 

9. Any other act of indiscipline which is unbecoming of a student. 

10. Students must carry their Identity Cards with them in the College. 

ORDINANCE XV–B 

F. “MAINTENANCE OF DISCIPLINE AMONG STUDENTS OF THE 

UNIVERSITY” 

1. All powers relating to discipline and disciplinary action are vested in the Vice-Chancellor. 

2. The Vice-Chancellor may delegate all or such powers as he/she deems proper to the Proctor 

and to such other persons as he/she may specify in this behalf. 

3. Without prejudice to the generality of power to enforce discipline under the Ordinance, the 

following shall amount to acts of gross indiscipline: 

(a) physical assault, or threat to use physical force, against any member of the teaching and nonteaching 

staff of any Institution/Department and against any student within the University of 

Delhi. 

(b) carrying of, use of, or threat of use of any weapon. 

(c) any violation of the provisions of the Civil Right Protection Act, 1976. 

(d) violation of the status, dignity and honour of students belonging to the scheduled castes and 

tribes. 

(e) any practice-whether verbal or otherwise-derogatory of women. 

(f) any attempt at bribing or corruption in any manner. 

(g) wilful destruction of institutional property. 

(h) creating ill-will or intolerance on religious or communal grounds. 

(i) causing disruption, in any manner, of the academic functioning of the University system, 

(j) ragging as per ordinance XV–C. 

4. Without prejudice to the generality of his/her powers relating to the maintenance of 

discipline and taking such action in the interest of maintaining discipline as may seem to 

him/her appropriate, the Vice-Chancellor, may in the exercise of his/her powers aforesaid, 

order or direct: 

(a) that any student or students be expelled; or 

(b) any student or students be, for a stated period, rusticated; or 

(c) be not for a stated period, admitted to a course or courses of study in a college, department 

or institution of the University, or 

(d) be fined with a sum of rupees that may be specified; or 

(e) be debarred from taking a University or College or Departmental Examination or 

Examinations for one or more years; or 

(f) That the result of the student or students concerned, in the Examination or Examinations in 

which he/she or they have appeared, be cancelled. 

5. The Principals of the Colleges, Heads of the Halls, Deans of the Faculties, Head of Teaching 

Departments in the University, the Principal, School of Correspondence Courses and

Continuing Education and Librarian shall have the authority to exercise all such disciplinary 

powers over students in their respective Colleges, Institutions, Faculties and Teaching 

Departments in the University as may be necessary for the proper conduct of the 

Institutions, Hall and teaching in the concerned Departments. They may exercise their 

authority through, or delegate authority to, such of the teachers in their Colleges, Institutions 

or Departments as they may specify for these purposes. 

6. Without prejudice to the powers of the Vice-Chancellor and the Proctor as aforesaid, 

detailed rules of discipline and proper conduct shall be framed. These rules may be 

supplemented, where necessary, by the Principals of Colleges, Heads of Halls, Deans of 

Faculties and Heads of Teaching Departments in this University. 

7. At the time of admission, every student shall be required to sign a declaration that on 

admission he/she submits himself/herself to the disciplinary jurisdiction of the Vice- 

Chancellor and the several authorities of the University who may be vested with the 

authority to exercise discipline under the Acts, the Statutes, the Ordinances and the Rules 

that have been framed thereunder by the University of Delhi. 

Ragging in any form is prohibited in Educational Institutions under Supreme 

Court of India Orders. 

ORDINANCE XV–C 

G. “PROHIBITION AND PUNISHMENT FOR RAGGING” 

In addition to the provisions of ordinance XV–C, all other measures decided upon by the 

Hon’ble Supreme Court of India, Ministry of HRD and U&C would be binding on the 

University, College and the Students. 

1. Ragging in any form is strictly prohibited within the premises of College/Department or 

Institution and any part 

of Delhi University system as well as on public transport. 

2. Any individual or collective act or practice or ragging constitutes gross indiscipline and shall 

be dealt with under this Ordinance. 

3. Ragging for the purpose of this Ordinance, means any act, conduct or practice by which 

dominant power or status of senior students is brought to bear or students freshly enrolled 

or students who are in any way considered junior or inferior by other students and includes 

individual or collective acts or practices which: 

(a) involve physical assault or threat or use of physical force; 

(b) violate the status, dignity and honour of women students; 

(c) violate the status, dignity and honour of students belonging to the scheduled castes and 

tribes; 

(d) expose students to ridicule and contempt and affect their self esteem. 

(e) entail verbal abuse and aggression, indecent gestures and obscene behaviour. 

4. The Principal of a College, the Head of the Department of an Institution, the authorities, of 

College, of University Hostel or Halls of Residence shall take immediate action on any 

information of the occurrence of ragging. 

5. Not-with-standlng anything in Clause (4) above, the Proctor may-also suo moto enquire into

any incident of ragging and make a report to the Vice-Chancellor of the identity of those who 

have engaged in ragging and the 

6. The Proctor may also submit an initial report establishing the identity of the perpetrators of 

ragging and the nature of the ragging incident. 

7. If the Principal of a College or Head of the Department of Institution or the Proctor is 

satisfied that for some reason, to be recorded he/she may so advise the Vice-Chancellor 

accordingly. 

8. Where the Vice-Chancellor is satisfied that it is not expedient to hold such an enquiry, his/her 

decision shall be final. 

9. On the receipt of a report under Clause (5) or (6) or a determination by the relevant 

authority under Clause (7) disclosing the occurrence of ragging incidents described in Clause 

3(a), (b) and (c), the Vice-Chancellor shall direct or order rustication of students for a specific 

number of years. 

10. The Vice-Chancellor may in other cases, of ragging order or direct that any student or 

students be expelled or be not, for a stated period, admitted to a course of study in a college, 

departmental examination for one or more year, or that the results of the student or 

students concerned in the examination or examinations in which they appeared, be 

cancelled. 

11. In case where students .who have obtained degrees or diplomas of Delhi University are found 

guilty under this Ordinance, appropriate action will be taken; under Statute 15 for withdrawal 

of degrees or diplomas conferred by the University. 

12. For the purpose of this Ordinance, abetment to ragging will also amount to ragging. 

13. All institutions within the Delhi University system shall be obligated to carry out 

instructions/directions issued under this Ordinance, and to give aid and assistance to the 

Vice-Chancellor to achieve the effective implementation of the Ordinance and Supreme 

Court of India order on ragging. 

Note : Order of the Vice-Chanceller in pursuance of Ordinance XV–C. 

Where incident(s) of ragging are reported to the Vice-Chancellor by any authority under this 

ordinance, the student(s) involved in ragging, shall be expelled for a specified term, designated 

in the order, non-students involved in reports of ragging will be proceeded with under the 

criminal law of India; they will also be rendered ineligible for a period of five years from 

seeking enrolment in any of the Institutions of the University of Delhi. 

Students against whom necessary action is taken under this note, will be given post decisional 

hearing, with strict adherence to the rules of natural justice. 

ORDINANCE XV(D) 

H. PROHIBITION OF AND PUNISHMENT FOR SEXUAL HARASSMENT 

Attention of the students is drawn to ORDINANCE XV(D) of Delhi University which deals 

with the issue of Prohibition of and Punishment for Sexual Harassment. Students are advised 

to read and understand ordinance XV (D). 

I. IDENTITY CARD 

Entry of the students in the college will be strictly by the identity cards only. The identity cards

supplied to the students must be surrendered at the time of withdrawal of name failing which 

a penalty of Rs. 50 will be charged. A duplicate identity card will be issued on payment of Rs. 

100 and submission of an affidavit-duly attested by a Notary Public/Oath Commissioner. 

J. ATTENDANCE 

According to University Rules every student is required to attend at least two-thirds of the 

total number of lectures, tutorials/preceptorials, practicals held during each academic year. 

Students Union is not allowed to interfere with the functioning of other academic societies 

NCC, NSS, Sports Dept. etc. Students Union shall not organise any function/activity/event 

either inside or outside the college without prior written permission of the Students Union 

Advisory Committee and the Principal. 

K. BAN ON COLLECTION OF FUNDS AND SEEKING SPONSORSHIP 

The students of the college (including office bearers of the Students Union; Academic 

Societies, Associations, Central Councillors, Sports men etc.) are not permitted to collect 

funds & seek sponsorship directly or indirectly from the public in any manner on behalf of the 

College. Violation of this Rule by any student shall attract severe punishment which may 

include removal from the elected post and/or expulsion from the college. 

Elections to the Students Union & Central Council will be conducted as per the Supreme 

Court of India guidelines as approved by the University of Delhi and the College Rules framed 

by the Staff council in this regard. 

L. GENERAL RULES OF ELECTION TO COLLEGE STUDENTS UNION 

SOCIETIES & CENTRAL COUNCIL 

1. Elections will be conducted strictly in accordance with the rules framed by the college Staff 

Council. 

2. Elections will be conducted by a three member Election Committee appointed by the Staff 

Council. The convenor of this Committee will act as Returning Officer. 

3. Disqualifications laid down for contesting election shall be applicable to all students and all 

posts. 

4. First year students of any degree course are not eligible to contest election for the posts of 

President, VicePresident & Secretary. The posts of Central Councillors are open to student of 

any class. 

5. The posts of Joint Secretary & Treasurer are reserved for students of 1 year class only. 

6. Every candidate will have to obtain and produce ‘No Dues/Clearance Certificate from (a) 

Accounts Branch of the College, (b) Proctorial Board and (c) Canteen Authorities of the 

College. 

7. Every candidate contesting election will have to sign a declaration to the effect that he/she 

does not suffer from any of the disqualifications laid down in the Prospectus 2012 for 

contesting election. 

8. The Election Committee shall cancel the nomination of the candidate/s who is/are found 

suffering from any of the disqualifications subsequent to scrutiny of nomination forms. 

9. An office bearer will automatically cease to hold office if he/she is found suffering from any of 

the disqualifications laid down for contesting election.

10. One candidate will be eligible to contest for one post only. In case a student fills up 

nominations for more than one post and does not withdraw the nomination form/s for 

additional post by the specified date of withdrawal, all nominations of that candidate shall 

stand cancelled. 

11. All nomination forms will be scrutinised first by Admission Scrutiny Committee in order to 

establish the validity of admission/re-admission/ promotion/migration of the candidates. 

Thereafter the nomination forms will be scrutinised by the Election Committee to find out 

the eligibility of the candidates for election. 

12. The result of the candidates wiII be verified from the University Gazettee. The letter/marks 

sheet showing result of the candidate will be verified form the University in order to confirm 

its authenticity. 

13. All office bearers will hold office till 30 April, 2012 provided they do not suffer from any 

disqualification during their term of office. 

14. Written request for withdrawal from contest, submitted in person by a candidate only will be 

considered. No request for withdrawal from any other person shall be entertained. 

15. Counting of votes will take place in different rooms in the presence of authorised 

representatives of the candidates. 

16. Authority letters, to act as representatives of candidates at the time of counting; will be 

issued to the regular students of the college only. 

17. Objections if any, regarding validity of ballot papers, votes polled by each candidate, total 

votes polled in each room etc. will be entertained only by the respective Presiding Officer in 

each counting room itself. 

18. The authorised representatives of candidates present at the time of counting in each room 

will have to sign the Result/Counting Sheet as a token of their acceptance of the result. 

19. No request for recounting shall be entertained once the counting process is over in the 

rooms. 

20. The following practices are strictly prohibited during election campaign: 

(a) Any form of writing on walls and pasting of posters in college premises. 

(b) Beating of drums, slogan shouting, use of loudspeaker or any other activity which leads to 

disruption of normal functioning of the college. 

(c) Using ex-students and outsiders during election campaign inside the college. 

(d) Extracting money from anyone for election or for any other purpose. 

21. Every student including the candidates will have to produce his/her Identity Card at the 

college gate and at the time of voting on election day. 

M. DISQUALIFICATIONS FOR CONTESTING ELECTIONS TO COLLEGE 

STUDENTS UNION, SOCIETIES & CENTRAL COUNCIL 

The following will constitute disqualification(s) for contesting election: 

1. Offences involving moral turpitude. 

2. Convicted by a court of law for any criminal act. 

3. Declared as a bad character by police. 

4. Failure or expelled/rusticated student of this College/University or any other College / 

University.

5. Trial in criminal case/s pending in a court of law or with police authorities under any Act. 

6. Punished for use of unfair means in Board/University or any other examination. 

7. Guilty of disruption of admission process, normal functioning of the College, election 

process, examination work etc. of the college in any manner. 

8. Guilty of breach of disciplinary rules of the college and/or loss to college property. 

9. Enquiry pending for any act of indiscipline in the College and/or University. 

10. Fined and/or reprimanded/warned in writing for any act of misbehaviour, indiscipline etc. 

in this college or in the institution last attended. 

11. Any student of I or II year who appeared in the University Examination at a centre other 

than the college centre without prior written permission of the Principal of this college. 

12. Involvement in any act punishable under Indian Penal Code and/or any other Act. 

13. Compartmental cases of the present year provisionally admitted to I year will not be 

allowed to contest election in 1 year. 

14. Gap year cases admitted to Ist year and MA (Previous) will stand disqualified for 

contesting election in Ist year and Previous year respectively. 

15. Candidates who have not passed all the papers of all the previous University 

Examination/s & have not secured minimum 45% marks in aggregate in each of the 

University Exam, separately. This rule is applicable to central councillors also. 

(i) Absent, Failure, ER in any paper, in any Exam of undergraduate classes and/or MA(P) will 

be treated as disqualification for contesting election to any post including that of 

Central Councillor. 

(ii) For the purpose of calculating 45% aggregate marks, the marks obtained by a candidate 

in all papers in all previous exams of undergraduate classes and/or M.A.(P) shall be 

considered. 

16. Guilty of use of: 

(i) Threat in any form (ii) Undue influence and (iii) Coercive measures against his/her fellow 

candidates during the course of election period. 

17. Guilty of: 

(i) Writing on walls and pasting of posters inside the college premises; 

(ii) Disturbing the normal functioning of the college by slogan shouting, drum beating, use of 

loudspeakers or in any other manner. 

(iii) Use of ex–students and outsiders for the election campaign inside the college. 

(iv) Collecting money from anyone for election or for any other purpose or seeking 

sponsorship directly or indirectly from the public in any manner. 

18. Default in payment of any type of dues towards the college by the date of scrutiny of 

nomination forms on the part of the candidate and/or proposer and/or seconder. 

19. Any other ground which may be deemed as disqualification by the college.
