FROM THE OFFICIATING PRINCIPAL'S DESK<br />
I greet all members <strong>of</strong> the SLC family and those who wish to be part <strong>of</strong> this family. The large<br />
SLC family comprises <strong>of</strong> our present students, the alumni, the faculty, and the administrative and<br />
support staff. Set up about half a century back to promote education in East Delhi, your <strong>College</strong><br />
has come a long way since to become a centre <strong>of</strong> educational excellence in Delhi <strong>University</strong>.<br />
Education, for us at SLC, goes far beyond the classroom learning experience. As they say,<br />
“Education is not the filling <strong>of</strong> a pail, but the lighting <strong>of</strong> a fire.” At SLC, we try to ignite thousands<br />
<strong>of</strong> such fires day in and day out, year after year. We enable our students to discover their hidden<br />
potential, and provide them with dynamic environment to nurture and promote that potential,<br />
enabling them to prosper in their respective fields, as pr<strong>of</strong>essionals, musicians, painters, writers,<br />
etc., all while being socially aware and concerned citizens. The girl child has been traditionally<br />
discriminated against in Indian society. We at SLC not only give preference to girl students at the<br />
time <strong>of</strong> admission, but give them continuous encouragement to participate in every aspect <strong>of</strong><br />
<strong>College</strong> life with full vigor.<br />
A highly dedicated team <strong>of</strong> faculty members notwithstanding, we very much realize the<br />
significance <strong>of</strong> efficient and modern physical infrastructure in developing the skills and<br />
personalities <strong>of</strong> our students. The <strong>College</strong> has recently been given a complete facelift and has<br />
been converted into an ultramodern institution making it one <strong>of</strong> the best premises to study in. A<br />
fully air-conditioned 80-seater Computer Lab and a fully air-conditioned Cafeteria are unique in<br />
the <strong>University</strong>. A re-designed and air-conditioned Staff Room is the envy <strong>of</strong> many a teacher in<br />
other colleges. The modular Administrative Office is suited to speedy and efficient work culture.<br />
The Library has been made fully air-conditioned, modernized, and computerized for locating<br />
books, journals, and periodicals and is designed to save time while locating books and relevant<br />
reading materials.<br />
While we take pride in the infrastructure facilities that we have succeeded in providing to our<br />
students within recent past, we always strive to do better. We are very much aware <strong>of</strong> the<br />
expectations that our students have from us. I assure you that we will do our utmost best to<br />
make your stay in SLC a rewarding and memorable one. As leader <strong>of</strong> the institution, let me<br />
personally assure all students that my doors will always be open for suggestions from you, or for<br />
solution <strong>of</strong> any problem that you may face during your stay in <strong>College</strong>.<br />

ABOUT THE COLLEGE<br />
<strong>Shyam</strong> <strong>Lal</strong> <strong>College</strong> was established in 1964 by<br />
Padmashree Late Shri <strong>Shyam</strong> <strong>Lal</strong> Gupta, the then<br />
Chairman <strong>of</strong> <strong>Shyam</strong> <strong>Lal</strong> Charitable Trust under<br />
<strong>University</strong> <strong>of</strong> Delhi. The foundation stone was laid<br />
down by Dr. Zakir Hussain, the then Hon’ble Vice<br />
President <strong>of</strong> India and Chancellor <strong>of</strong> the <strong>University</strong> <strong>of</strong><br />
Delhi. The <strong>College</strong> is housed in a spacious building on<br />
G.T. Road, Shahdara with a sufficiently large<br />
infrastructure for both academic as well as extracurricular<br />
activities.<br />

<strong>Shyam</strong> <strong>Lal</strong> <strong>College</strong> now has entered into its 48 year <strong>of</strong><br />
history and succeeded in earning its legitimate claim as<br />
the most efficient and complete educational institution in the whole <strong>of</strong> the East Delhi region. The<br />
endeavour <strong>of</strong> the <strong>College</strong> has always been to make higher education more enjoyable, job-oriented,<br />
meaningful and practical; also more adaptable to the ever changing demands <strong>of</strong> our society and globe.<br />
CONNECTIVITY<br />
The <strong>College</strong> is well-connected by the Metro Rail<br />
network and Road. The two nearest and equi-distant<br />
Metro Stations are Welcome and Shahdara which fall on<br />
the Rithala-Dilshad Garden Metro route via Kashmiri<br />
Gate. The famous Grand Trunk Road (G. T. Road) passes<br />
by the <strong>College</strong> connecting it to the adjacent territories<br />
<strong>of</strong> Delhi including Sahibabad, Ghaziabad and Aligarh. This<br />
Road is also ably connected to the NH 24 and NH 58.<br />
The Inter State Bus Terminal (ISBT) at Kashmiri Gate<br />
and ISBT Anand Vihar are located at a distance <strong>of</strong> not<br />
more than 5 kilometers each. ISBT Anand Vihar is also<br />
witnessing the emergence <strong>of</strong> a world-class railway station especially for the people from eastward<br />
India.<br />
SOCIAL ROLE<br />
<strong>Shyam</strong> <strong>Lal</strong> <strong>College</strong> is a co-educational institution with<br />
special relief <strong>of</strong> 3% marks relaxation in admission given<br />
to the female candidates to correct gender inequality<br />
prevalent in Indian society. The <strong>College</strong> is also<br />
committed to contribute on its own in removing the<br />
prevailing regional inequality in Delhi state through<br />
imparting educational facilities to the under-privileged<br />
people <strong>of</strong> East Delhi, relatively ill-educated and<br />
economically backward, compared to the people from<br />
north, south or west Delhi. The Metro Rail network has<br />

also helped us in this endeavor through providing a connecting link between the <strong>College</strong> and the<br />
deprived sections <strong>of</strong> the society. We are also ready to extend our welcoming hands to the students<br />
from different states other than Delhi, including the students from north-eastern states.<br />
INFRASTRUCTURE<br />
As its special focus on the development <strong>of</strong> infrastructure, the <strong>College</strong> Development Committee has<br />
been constantly working towards meeting the growing demands <strong>of</strong> a modern system <strong>of</strong> education.<br />
The <strong>College</strong> has regularly been adding new facilities in order to provide a comfortable work<br />
atmosphere for the students and the Faculty. The Staff Room, the Library, the Office and Canteen <strong>of</strong><br />
the <strong>College</strong> have been recently renovated into fine air-conditioned spaces and thus have added<br />
immensely to the infrastructure <strong>of</strong> the <strong>College</strong> promising a convenient and sophisticated study<br />
environment for the SLC community. Moreover, the newly developed Computer Labs <strong>of</strong> the <strong>College</strong><br />
together with the already existing one <strong>of</strong>fer state-<strong>of</strong>-the-art technological spaces for all kinds <strong>of</strong><br />
computer work to the students and the Faculty. We are already in the process <strong>of</strong> developing new<br />
teaching blocks, and an audio-visual space for meeting the growing demands <strong>of</strong> teaching and research<br />
<strong>of</strong> the present.<br />
FACULTY<br />
We have a teaching Faculty comprising <strong>of</strong> 73 highly<br />
educated and qualified permanent members in various<br />
Departments who can ably take care <strong>of</strong> the academic and<br />
other interests <strong>of</strong> the students. Apart from this, the<br />
<strong>College</strong> also appoints Ad-hoc and Guest Lecturers from<br />
time to time with a singular aim in mind that the interests<br />
<strong>of</strong> the students should not suffer in absence <strong>of</strong> the requisite<br />
number <strong>of</strong> faculty members as per UGC norms due to<br />
different reasons. The <strong>College</strong> tries to remain vigilant that<br />
the quality <strong>of</strong> Faculty does not suffer while making such<br />
appointments. The Faculty <strong>of</strong> the <strong>College</strong> therefore,<br />

comprises <strong>of</strong> many distinguished authors <strong>of</strong> both texts and reference books, researchers in different<br />
fields <strong>of</strong> study and scholars, young and experienced, who can provide the best <strong>of</strong> teaching and<br />
research guidance in their respective fields correlating to various subjects <strong>of</strong>fered in the curriculum<br />
and otherwise.<br />
ADMINISTRATIVE STAFF<br />
The <strong>College</strong> has an adequate size <strong>of</strong> a Support Staff welltrained<br />
in administration, accountancy, maintenance and<br />
service. A special emphasis has been laid on creating an<br />
interface between the <strong>College</strong> and the students, the<br />
teachers and the students, the administration and the<br />
students and so on. Dedication, work ethics, sympathetic<br />
work culture and efficiency have been the essential core<br />
qualities <strong>of</strong> our Support Staff. To facilitate better attending<br />
and grievance regulation, the <strong>College</strong> has successfully<br />
upgraded its Secretariat with modern facilities, internet<br />

connectivity and a state-<strong>of</strong>-the-art filing and air-conditioned Office space. The <strong>College</strong> has, in all, 65<br />
members <strong>of</strong> high caliber Support Staff who are always ready to provide any information, support and<br />
counseling to the willing students in the minimum required time. The Support Staff is also attentive to<br />
the needs <strong>of</strong> the Faculty and other concerned authorities.<br />
LIBRARY<br />
In any knowledge-imparting institution, the library as<br />
the temple and storehouse <strong>of</strong> knowledge needs to<br />
play a pivotal role. It not only provides an additional<br />
space to the students and teachers to interact with<br />
each other but also facilitates in connecting them to<br />
the world <strong>of</strong> books, journals and the information<br />
industry <strong>of</strong> newly emerging world system. Our<br />
<strong>College</strong> boasts <strong>of</strong> having a well-stocked air<br />
conditioned Library with internet connection and a<br />
formal connectivity with the Delhi <strong>University</strong> library<br />
network which can be used in developing the data and<br />
knowledge base by both the students and the Faculty.<br />
Renovated Library<br />
In addition to this, our Library has a rich collection <strong>of</strong> nearly 70,000 books on Science, Economics,<br />
Commerce, English Literature, Hindi, Political Science, History, Journalism, Environmental Science<br />
and Biology as well as periodicals and journals on these subjects. Students can borrow books on<br />
regular basis. The Librarian along with the staff from library remain extra-cautious that the peace<br />
and conducive atmosphere be maintained and the legitimate demands <strong>of</strong> the users be met at the<br />
earliest. The Library has sufficient reading space with state-<strong>of</strong>-the-art facilities for the students and<br />
teachers who can sit, interact and study during the college hours.<br />
SPORTS FACILITIES<br />
Sports remains one <strong>of</strong> the most vital aspects <strong>of</strong><br />
students’ life. In the age <strong>of</strong> growing materialism and<br />
comfort, the lifestyle underwent a sea change<br />
resulting into growing obesity, hyper tension,<br />
diabetics and other such ailments. Sports not only<br />
provide an alternative and attractive career to the<br />
students but also a better lifestyle free from all kinds<br />
<strong>of</strong> ailments. The <strong>College</strong> boasts <strong>of</strong> not only producing<br />
players <strong>of</strong> <strong>University</strong>, State and National levels but<br />
also <strong>of</strong> the rich expertise, capable infrastructure and<br />
efficient support staff with facilities <strong>of</strong> hiring coaches<br />
and experts relating to various sports activities. We <strong>College</strong> Sports Ground<br />
are proud to state that the <strong>College</strong> has probably the biggest, lush green and well-maintained Sports<br />
ground in the whole <strong>of</strong> East Delhi. All students enrolled in the <strong>College</strong> can use the ground for various<br />
sports activities, events, practices etc. Students enrolled under the Sports quota and otherwise have<br />
previously displayed exemplary performance in their respective games. The <strong>College</strong> is also in the<br />
process <strong>of</strong> developing turfs for matches as well as practices. The <strong>College</strong> has recently introduced<br />
Inter-varsity Invitational Hockey Tournament in the fond memory <strong>of</strong> our Founder Chairman<br />
Padmashree Late Shri <strong>Lal</strong>a <strong>Shyam</strong> <strong>Lal</strong> Gupta which proved to be a great success so far. We are also<br />

planning similar events in other sports activities.<br />
SCIENCE & COMPUTER LABORATORIES<br />
The <strong>College</strong> <strong>of</strong>fers all kinds <strong>of</strong> facilities to students<br />
in academic study and research. To facilitate this,<br />
the college has developed Laboratories for Physics,<br />
Chemistry and Electronics with latest equipments<br />
and competent expertise along with necessary<br />
Renovated Chemistry Lab.<br />
support system. The college has also initiated the<br />
process <strong>of</strong> enriching its Biology Lab to the<br />
optimum level. With the help <strong>of</strong> the <strong>University</strong>,<br />
the <strong>College</strong> has succeeded in creating four well<br />
developed Computer Labs with more than 160<br />
Renovated Computer Lab.<br />
computers with Wi-Fi application. These are<br />
primarily meant for the use <strong>of</strong> the students enrolled in the college but they are also useful for the<br />
serving Faculty and the Support Staff. The Science Laboratories and the newly constructed<br />
Computer Labs <strong>of</strong> the <strong>College</strong> provide excellent study conditions for students as well as the teaching<br />
faculty.<br />
GCR and BCR<br />
Exclusivity <strong>of</strong> space is essential for the development<br />
<strong>of</strong> young mind. Especially in a co-educational<br />
institution the students from the respective gender<br />
need private space as well as the space available in<br />
public. Understanding this requirement, the <strong>College</strong><br />
has developed two separate spaces: a Girls<br />
Common Room exclusively for female students<br />
where they can involve themselves not only in<br />
recreational activities but also use this space for<br />
their private purpose and a Boys Common Room<br />
for the boys for their different kinds <strong>of</strong><br />
requirements. Needless to say that the GCR and the<br />
BCR have all the necessary infrastructure for indoor activities where the students can de-stress<br />
themselves from the huge burden <strong>of</strong> academics and other expectations.<br />
CANTEEN<br />
The Canteen <strong>of</strong> the <strong>College</strong> has been recently renovated. Our canteen now is fully air-conditioned<br />
and probably among the first such canteens in the <strong>University</strong>. Our aim here is not only to provide<br />
space and a good meeting ground for students especially in mutual interaction and exchange <strong>of</strong> ideas<br />

and opinions but also <strong>of</strong>fer the cheapest food items in<br />
the best possible hygienic conditions. To monitor<br />
hygiene and rates <strong>of</strong> the food items, the Staff Council<br />
constitutes a Canteen Committee. If the students have<br />
any grievance against the canteen, they are free to<br />
represent themselves individually or through their<br />
Union before the Committee for speedy resolution <strong>of</strong><br />
the grievance.<br />
SAFE CAMPUS FOR WOMEN<br />
The <strong>College</strong> has taken initiative to make the campus<br />
Canteen<br />
safe for our students, especially the women, to ensure<br />
the confidence among them to excel in their<br />
respective field. To obstruct the intrusion <strong>of</strong><br />
outsiders, the risk elements for the safety <strong>of</strong> women,<br />
the <strong>College</strong> gives entry only to the valid students <strong>of</strong><br />
the <strong>College</strong> by allowing entry only through the valid<br />
Identity Cards. Needless to say that the <strong>College</strong> tries<br />
to maintain electronic surveillance over the<br />
movement <strong>of</strong> individuals inside the <strong>College</strong>. As per<br />
Ordinance XV-D for Prohibition <strong>of</strong> & Punishment for<br />
Sexual Harassment inside the <strong>College</strong>, a Committee<br />
Safe Campus for Women<br />
for prohibition <strong>of</strong> Sexual Harassment is constituted<br />
every year with members from teaching and non-teaching staff as well as members from the student<br />
community <strong>of</strong> the <strong>College</strong>. At institutional level, we also try to coordinate with other civic<br />
institutions including Police and the women’s commission.<br />
SAFETY AND SECURITY<br />
The <strong>College</strong>, having the advantage <strong>of</strong> being located<br />
almost at the centre <strong>of</strong> East Delhi and having all major<br />
means <strong>of</strong> transport available right in front <strong>of</strong> the<br />
<strong>College</strong>, feels proud in the fact that students coming<br />
from different parts <strong>of</strong> the city and outside feel secure<br />
and spend their college hours in absolute safety. To<br />
assure safety and security <strong>of</strong> the students studying<br />
here, the <strong>College</strong> has always been extra vigilant and has<br />
recently installed CCTV Cameras at crucial points as a<br />
measure to maintain safety and security <strong>of</strong> the students. The <strong>College</strong> Proctorial Board looks into<br />
matters <strong>of</strong> safety and security <strong>of</strong> the students. The Shahdara Police Station which is situated adjacent<br />
to the <strong>College</strong> campus also remains alert on the security concerns <strong>of</strong> the students and usually posts<br />
its <strong>of</strong>ficers close to the <strong>College</strong> to ensure that safety and security <strong>of</strong> the students are always in order.<br />

LIFE IN COLLEGE<br />
A student’s academic institution is the best place for him/her to get involved in co-curricular and<br />
extra-curricular activities. An institution <strong>of</strong> higher education can <strong>of</strong>fer students with the best <strong>of</strong> the<br />
platform in different co-educational and cultural exercises.<br />
Students at <strong>Shyam</strong> <strong>Lal</strong> <strong>College</strong> are always encouraged,<br />
along with their studies, to participate in and work for<br />
fostering these activities. It has been our belief that<br />
engaging in a wide variety <strong>of</strong> cultural activities helps in<br />
creating a well-rounded, confident and culturally and<br />
socially alert social body. As part <strong>of</strong> this belief, the <strong>College</strong><br />
regularly keeps inviting scholars, experts and distinguished<br />
personalities from various walks <strong>of</strong> life in the <strong>College</strong><br />
events and enlighten the <strong>College</strong> community on the latest<br />
ideas, thought processes, discoveries, activism in various academic as well as cultural<br />
events/practices. This is evident from the diverse academic and cultural events that are organised<br />
under the aegis <strong>of</strong> different Academic and Cultural Associations/Societies.<br />
ACADEMIC SOCIETIES<br />
Our <strong>College</strong> has nine departments and all <strong>of</strong> which have their representative Associations that keep<br />
the academic activism alive round the year by holding seminars/conferences, talks and other cocurricular<br />
activities.<br />
The Commerce Association organises events including Seminars and Talks on areas <strong>of</strong><br />
contemporary relevance such as Marketing, International Business, Taxation, Finance and so on.<br />
The Economics Association holds various kinds <strong>of</strong> academic and co-curricular events every year<br />
such as an Annual Eco Fest named Economica, debates, Extempore competitions, Eco Quiz, Group<br />
Discussions, Poster Making competitions etc.<br />
The English Association remains actively engaged in<br />
organising literary activities and events throughout the year.<br />
It holds at least one seminar every year on literary/cultural<br />
studies and frequently organises Talks, Theatrical<br />

inter-disciplinary areas relevant and useful to students. The<br />

Association; and on occasions they are followed by writing <strong>of</strong><br />
Reviews and discussions. The Association has been encouraging theatrical activities among the<br />
students and has successfully been producing plays/skits in the <strong>College</strong> literary events.<br />
The Chemical Society <strong>of</strong> the <strong>College</strong> organises talks as well as seminars and other activities for<br />
the benefit <strong>of</strong> students as well as Faculty members.<br />

The Physics Association too remains engaged in organising Talks and other co-curricular<br />

The Mathematics Association organises different events such as Talks and Seminars for the<br />

is one the most active societies in the <strong>College</strong> which<br />
remains committed to the cause <strong>of</strong> students’ welfare in<br />

The NCC & NSS<br />
The National Cadet Corps and the National Service<br />
Scheme both <strong>of</strong>fer good practice grounds for<br />
students in the areas <strong>of</strong> national security<br />
consciousness and social service. It is imperative for<br />
students to join either NCC or NSS unit and<br />
participate in the activities happening in the <strong>College</strong>.<br />
Both NCC and the NSS units <strong>of</strong> our <strong>College</strong> have<br />
been dynamic and have provided students with<br />
opportunities <strong>of</strong> participation in diverse practices in<br />
these fields. The NSS unit <strong>of</strong> our <strong>College</strong> regularly<br />
organises Blood Donation Camps and social N.C.C. Cadets presenting Guard <strong>of</strong> Honour<br />
awareness campaigns in the <strong>College</strong> to expand social awareness among the students and help them<br />
participate in social welfare activities. The NCC <strong>of</strong>fers students to undertake basic military training.<br />
Students enrolled with the NCC unit are instructed in rifle shooting, the use <strong>of</strong> ammunitions, basic<br />
first-aid, mountaineering and trekking through rigorous physical exercise and participation in drills<br />
and parades.<br />
THE STUDENTS’ UNION<br />
Students’ Union plays a crucial role in an institution <strong>of</strong> higher education and functions as the<br />
Students’ Representative body through which concerns relating to the welfare <strong>of</strong> the students are<br />
addressed and met. Students can articulate their needs and demands through this body. All students<br />
registered in the <strong>College</strong> are members <strong>of</strong> the Students’ Union and have the opportunity <strong>of</strong> serving as<br />
its <strong>of</strong>fice bearers. The Students’ Union at SLC functions under the guidance, supervision and control<br />
<strong>of</strong> the Students’ Union Advisory Committee. The Union <strong>of</strong>fers students a chance to experience<br />
what it means to work in a cordial and cooperative way, for the larger welfare <strong>of</strong> the students’<br />
community. The Students’ Union organises the <strong>College</strong> Annual Festival <strong>of</strong> cultural events such as<br />
Dance, Music, Rangoli, Fashion Show and so on.<br />

SPECIAL ANNUAL EVENTS<br />
The <strong>College</strong> has spectacular Annual Events that witness<br />
massive students’ participation with great enthusiasm. The<br />
Fine Arts Society in collaboration with the Students’ Union<br />
organises the Annual Cultural Festival <strong>of</strong> the <strong>College</strong><br />
<strong>of</strong>fering students with a platform to display their talent in<br />
different cultural activities. The Drama & Music Society<br />
promises to organise its annual function on forms <strong>of</strong> dance,<br />
music & theatre and events such as Art Exhibition, Street Play<br />
Competition etc.<br />
The Department <strong>of</strong> Physical Education also organises a<br />
special Annual Sports Meet in the <strong>College</strong>. Students<br />
enrolled in various sports and otherwise participate in large<br />
number in the biggest sports extravaganza held every year.<br />
Distinguished sports personalities ranging from popular<br />
erstwhile national players to Olympians are invited as guests<br />
<strong>of</strong> honour providing great support and encouragement to the<br />
players <strong>of</strong> our <strong>College</strong>.<br />
The <strong>College</strong> holds an Annual Prize Distribution event<br />
towards the end <strong>of</strong> an academic session. All the academic<br />
position-holding students from various courses, students<br />
who have achieved distinctions in Sports and other cocurricular<br />
and extra-curricular activities throughout the year<br />
are given away awards in the forms <strong>of</strong> prizes and certificates<br />
in the presence <strong>of</strong> distinguished guests who extend words <strong>of</strong><br />
encouragement to the entire student fraternity including <strong>of</strong><br />
course the award winners.<br />
ANTI-SMOKING CAMPAIGN<br />
Our <strong>College</strong> is a smoke free zone and the NSS Officer <strong>of</strong> the<br />
<strong>College</strong>, Ms. Kavita Arora (Deptt. <strong>of</strong> Commerce) is the Nodal<br />
Officer <strong>of</strong> the Anti-Smoking Campaign.<br />
COLLEGE PLACEMENT CELL<br />
<strong>Shyam</strong> <strong>Lal</strong> <strong>College</strong> extends the vital service <strong>of</strong><br />
placement/recruitment in companies <strong>of</strong> repute to its<br />
students through its Placement Cell. The main endeavor <strong>of</strong><br />
our college Placement Cell is to get students placed in<br />
reputed multinationals, government jobs, NGOs and the<br />
private sector. All students registered with our Placement<br />
Cell are entitled to placement assistance, counseling for<br />
employment and even self- employment. The Placement cell<br />
assures support to the visiting companies at every stage <strong>of</strong> the recruitment process by making<br />
college infrastructure available to them. The college Placement Cell acts as an interface between the<br />
industry and the students and primarily enables the students to select the career <strong>of</strong> their choice from<br />
among available options.<br />
EQUAL OPPORTUNITY CELL<br />
An Equal Opportunity Cell was established in the <strong>College</strong> in the year 2009 in collaboration with the<br />
<strong>University</strong> <strong>of</strong> Delhi, and is now functional in providing and protecting the interest <strong>of</strong> the differently<br />

FROM THE DESK OF THE COLLEGE COORDINATOR EXAMS<br />
The introduction <strong>of</strong> semester system has immensely increased<br />
examination related work in the colleges. In order to effectively<br />
address the exams related issues in a hassle free and speedy manner<br />
at the doorstep <strong>of</strong> the college itself, the <strong>University</strong> <strong>of</strong> Delhi has<br />
created the <strong>of</strong>fice <strong>of</strong> <strong>College</strong> Coordinator (Exams) to act as the<br />
interface between the <strong>College</strong> and <strong>University</strong> Examination Branch. All<br />
issues/grievances <strong>of</strong> students <strong>of</strong> the <strong>College</strong> related to exams are to<br />
be forwarded by CCE to examination branch for further action. Also,<br />
exams related queries/submission <strong>of</strong> letters by teachers are to be<br />
forwarded to examination branch through CCE. It is my endeavour to<br />
expedite the issues <strong>of</strong> both students and my colleagues to get them<br />
resolved amicably and speedily.<br />

GENERAL ACADEMIC/ADMISSION GUIDELINES/RULES<br />
A. INTERNAL ASSESSMENT SCHEME<br />
A maximum <strong>of</strong> 25% <strong>of</strong> the total marks in each course will be awarded based on Internal<br />
Assessment on a continuous basis. Internal Assessment marks will be shown separately in the<br />
marks sheet issued by the <strong>University</strong>. These marks will be added to the annual / semester<br />
examination marks for determining the division <strong>of</strong> the students.<br />
Criteria for Internal Assessment :<br />
25% <strong>of</strong> the maximum marks in each paper in undergraduate courses be assigned for Internal<br />
Assessment. The Criterial is as under :-<br />
(i) 10% weightage assigned to House Examination to be conducted by the college in the beginning<br />
<strong>of</strong> the third term.<br />
(ii) Each student shall be assessed on the basis <strong>of</strong> written assignments/tutorials as well as on the<br />
basis <strong>of</strong> project reports/term papers/seminars. The 10% weightage shall be for such written<br />
assignments, and project reports/term/papers/seminars.<br />
(iii) 5% weightage shall be given for regularity in attending lecturers and tutorials.<br />

ADVICE/WARNING TO ADMISSION SEEKERS AND PARENTS<br />
1. There is no discretionary quota whatsoever in any course.<br />
2. Only the Admission Committees are authorised to make admissions, re-admissions and<br />
migrations.<br />
3. The candidates/parents should not rely on student leaders, outsiders and unauthorised<br />
persons for carrying out admission, re-admission & migration.<br />

4. The college will not be responsible for loss <strong>of</strong> money and documents handled by an<br />
unauthorised person.<br />
5. Action will be taken against both ‘admission seeker as well as unauthorised person who<br />
interferes in the admission process & violates admission Rules and Procedure.<br />
6. Any admission, re-admission and, migration in violation <strong>of</strong> any Rule, Procedure & Time-<br />
Schedule will stand cancelled.<br />
C. GENERAL RULES OF ADMISSION, RE-ADMISSION OF EX-STUDENTS AND<br />
MIGRATION (All Categories & Classes including M.A.)<br />
1. All admissions and migrations shall be routed through various Departmental Admission<br />
Committees and Admission Scrutiny Committee. The Central Admission Committee (CAC)<br />
will monitor all admissions and migrations and will decide cut-<strong>of</strong>f percentage for various lists.<br />
2. Any admission/readmission/migration case which can not be decided by the Departmental<br />
Admission Committee, shall be considered by the Central Admission Committee.<br />
3. Departmental Admission Committees, Admission Scrutiny Committee and the Central<br />
Admission Committee shall function within the rules laid down by the <strong>College</strong> Staff Council.<br />
4. All admissions will be made on the basis <strong>of</strong> merit and admission to a course will be stopped as<br />
soon as the seats fixed for the course are filled. Any admission after the declared date <strong>of</strong><br />
closure shall stand cancelled.<br />
5. Every admission is provisional and is subject to confirmation by the <strong>University</strong>. If a candidate is<br />
found to be ineligible or has sought admission on improper or unethical basis, the admission is<br />
liable to be cancelled summarily.<br />
6. Women candidates will be given 3% concession in aggregate marks for admission to various<br />
courses but no concession will be given in the minimum requirement <strong>of</strong> aggregate and subject<br />
marks. Their eligibility will be determined after allowing 3% concession in aggregate <strong>of</strong> the cut<br />
<strong>of</strong>f marks.<br />
7. A Separate application must be submitted for each course on the prescribed college form.<br />
Common Pre Admission Form <strong>of</strong> Delhi <strong>University</strong> will also be accepted.<br />
8. Candidates awaiting result are eligible to apply but incomplete applications in other respect<br />
shall not be entertained. Application forms having cutting or overwriting will not be<br />
entertained.<br />
9. No direct admission will be made to II and III year classes.<br />
10. The college shall entertain only the candidates and not student leaders/students union <strong>of</strong>ficebearers.<br />
11. A candidate who is already a graduate from any <strong>University</strong>, shall not be entitled to admission<br />
and migration to any Pass & Hons. course in this college.<br />
12. Admission sought on the basis <strong>of</strong> wrong information with regard to examination passed,<br />
marks obtained, subjects studied, school or college last attended etc. shall be cancelled.<br />
<strong>13</strong>. Applications based on marks sheet and certificates/having cutting, overwriting, disfigurement,<br />
evidence <strong>of</strong> tampering and mutilation will not be considered.<br />
14. The certificates & marks sheet <strong>of</strong> all candidates will be verified by the Admission Scrutiny<br />
Committee. Any student submitting false/forged/fake certificate will be debarred from<br />
admission. If he/she is admitted, his/her admission will be cancelled.<br />

15 If any false attestation/falsified-records are detected, the student will be debarred from<br />
attending any course in the <strong>University</strong> or its college(s) for next five years and in addition, a<br />
criminal case under relevant sections <strong>of</strong> IPC viz. 470,471,474 etc. will be instituted against<br />
him/her subject to the requisite criminal proceeding.<br />
16. The decision <strong>of</strong> the <strong>College</strong> Admission Authorities regarding admission/re-admission <strong>of</strong> exstudents<br />
and migration shall be final.<br />
17. Gap year would be no bar for purposes <strong>of</strong> admission to the undergraduate courses (Ref. No.<br />
Aca-I/Admn/2005/9584/28 June 2005.)<br />
18. Candidates placed under compartment in one subject will be eligible for provisional<br />
admission. Such candidates will have to submit their marks sheet within seven days <strong>of</strong> the<br />
declaration <strong>of</strong> their compartment exam result.<br />
19. Migrations to first year & IIIrd year in any course and MA (Prev.) from other colleges are not<br />
allowed.<br />
20. Migrations to II year and MA (Final) from other colleges may be allowed subject to<br />
(i) Availability <strong>of</strong> seats.<br />
(ii) The applicant must have passed all previous papers <strong>of</strong> the university examination/s.<br />
(iii) Fail, Absent in any <strong>of</strong> the papers will be treated as disqualification for migration.<br />
21. Migrations to this <strong>College</strong> will be allowed on merit basis as per schedule given below:<br />
21.1 Receipt <strong>of</strong> applications for Migration from <strong>13</strong>th sept. <strong>2012</strong> to 21 sept. <strong>2012</strong> upto 1 P.M.<br />
21.2 Issue <strong>of</strong> No Objection Certificate by this college and deposit <strong>of</strong> fees by the migration<br />
seeker will be done from 23th sept., <strong>2012</strong> to 30th sept., <strong>2012</strong> upto 1P.M.<br />
22. All Migrations will be subject to <strong>University</strong> approval.<br />
23. Ex-students <strong>of</strong> this college who have passed their I year and/or II year Examination should<br />
seek admission to the next class within a month <strong>of</strong> the declaration <strong>of</strong> their result. Such<br />
students will be admitted subject to <strong>College</strong> and/or <strong>University</strong> Rules.<br />
24. Failures <strong>of</strong> B.A. (H), B.Com (H) Part I Exam, obtaining atleast 25% marks in the aggregate<br />
(Main subject and concurrence subjects taken together) in each case, may at their option, be<br />
allowed to proceed to the II year class <strong>of</strong> BA Programme or to B.Com. courses subject to<br />
college and/or <strong>University</strong> Rules.<br />
25. The result <strong>of</strong> the candidates, wishing to seek admission on the basis <strong>of</strong> Revaluation will be<br />
verified from the <strong>University</strong> Gazette and/or Controller <strong>of</strong> Exams. Office in order to confirm<br />
its authenticity.<br />
26. All admissions (general & reserved categories) and migrations will be scrutinised by the<br />
Admission Scrutiny Committee. No student shall have the right to question the lawful<br />
cancellation <strong>of</strong> his/her admission/re-admission/migration following the findings <strong>of</strong> the<br />
Admission Scrutiny Committee and/or Principal.<br />
D. DISQUALIFICATIONS FOR ADMISSION, RE-ADMISSION OF EX-<br />
STUDENTS & MIGRATION (All categories & All Classes including M.A. & Gap<br />
Year Cases)<br />
The <strong>College</strong> reserves the right to refuse admission, re-admission or migration to any student<br />
who suffers from any <strong>of</strong> the following:<br />
1. Involvement in <strong>of</strong>fences involving moral turpitude.<br />

2 Convicted by a court <strong>of</strong> law for any criminal act.<br />
3. Declared as a bad character by police.<br />
4. Failure or expelled/rusticated student <strong>of</strong> this <strong>College</strong>/<strong>University</strong> or any’ other<br />
<strong>College</strong>/<strong>University</strong>.<br />
5. Trial in criminal cases pending with police authorities or in a court <strong>of</strong> law under any Act.<br />
6. Period <strong>of</strong> punishment for use <strong>of</strong> unfair means in Board/<strong>University</strong> examination, not elapsed till<br />
date.<br />
7. Guilty <strong>of</strong> disruption <strong>of</strong> admission process, normal functioning <strong>of</strong> the college, election process,<br />
examination work etc. <strong>of</strong> the college in any manner.<br />
8. Guilty <strong>of</strong> breach <strong>of</strong> disciplinary rules <strong>of</strong> the college and/or loss to college property.<br />
9. Enquiry pending for any act <strong>of</strong> indiscipline in the college and/or <strong>University</strong>.<br />
10. Fined and/or reprimanded/warned in writing for any act <strong>of</strong> misbehavior, indiscipline etc. in this<br />
college or in the institution last attended.<br />
11. Any student <strong>of</strong> I or II year who has appeared in the <strong>University</strong> Examination at a centre other<br />
than college centre without prior written permission <strong>of</strong> the Principal <strong>of</strong> this college.<br />
12. Involvement in any act punishable under Indian Penal Code and/or any other Act.<br />
<strong>13</strong>. Students detained on account <strong>of</strong> shortage <strong>of</strong> attendance for no valid reason.<br />
14. Students who have failed to take <strong>University</strong> Examination for no valid reason.<br />
15. Students who have failed to fill up <strong>University</strong> Examination form for no valid reason, in the<br />
preceding year/s.<br />
16. Students who discontinue studies for no valid reason after passing Part-I/Part-II/MA (Prev.)<br />
Examination.<br />
17. Gap year cases not covered under Rule 17 on page 8 <strong>of</strong> this prospectus.<br />
18. Any other reason which may be deemed as disqualification by the <strong>College</strong> Authorities.<br />
E. DISCIPLINARY RULES OF THE COLLEGE<br />
The students including all <strong>of</strong>fice bearers <strong>of</strong> Students Union are subject to the disciplinary<br />
jurisdiction <strong>of</strong> the <strong>College</strong> and the <strong>University</strong> <strong>of</strong> Delhi and have to abide by the Rules and<br />
Regulations in this regard.<br />
The Students Union Office Bearers shall be treated equally with other students in all<br />
disciplinary matters.<br />
All cases <strong>of</strong> breach <strong>of</strong> discipline shall be dealt with severely. Breach <strong>of</strong> discipline, interalia<br />
includes:<br />
1. Irregular attendance, disobedience, causing disturbance and loitering about in the college.<br />
2. Default in the payment <strong>of</strong> fees, fine etc.<br />
3. Misconduct and misbehaviour at the time <strong>of</strong> admission, studies, election to the student<br />
bodies/ at the meetings/during co-curricular activities /examination/dealing with <strong>of</strong>fice<br />
staff/teaching staff/fellow students etc.<br />
4. Students are not allowed to use <strong>of</strong>fice phone, receive visitors in the college, enter college<br />
<strong>of</strong>fice without permission, bring vehicles inside the college premises.<br />
5. Students must seek permission before entering a class.<br />
6. Students will refrain from writing, painting, drawing and pasting any substance on books,<br />
magazines, newspapers etc. <strong>of</strong> the library or on the black board, wall, furniture etc. <strong>of</strong> the<br />
college.<br />

7. Causing loss to movable & immovable property <strong>of</strong> the college including furniture, lab.<br />
equipments or any loss to the canteen property.<br />
8. Students are not permitted to use mobile phones in the library, class rooms and examination<br />
hall.<br />
9. Any other act <strong>of</strong> indiscipline which is unbecoming <strong>of</strong> a student.<br />
10. Students must carry their Identity Cards with them in the <strong>College</strong>.<br />
ORDINANCE XV–B<br />
F. “MAINTENANCE OF DISCIPLINE AMONG STUDENTS OF THE<br />
UNIVERSITY”<br />
1. All powers relating to discipline and disciplinary action are vested in the Vice-Chancellor.<br />
2. The Vice-Chancellor may delegate all or such powers as he/she deems proper to the Proctor<br />
and to such other persons as he/she may specify in this behalf.<br />
3. Without prejudice to the generality <strong>of</strong> power to enforce discipline under the Ordinance, the<br />
following shall amount to acts <strong>of</strong> gross indiscipline:<br />
(a) physical assault, or threat to use physical force, against any member <strong>of</strong> the teaching and nonteaching<br />
staff <strong>of</strong> any Institution/Department and against any student within the <strong>University</strong> <strong>of</strong><br />
Delhi.<br />
(b) carrying <strong>of</strong>, use <strong>of</strong>, or threat <strong>of</strong> use <strong>of</strong> any weapon.<br />
(c) any violation <strong>of</strong> the provisions <strong>of</strong> the Civil Right Protection Act, 1976.<br />
(d) violation <strong>of</strong> the status, dignity and honour <strong>of</strong> students belonging to the scheduled castes and<br />
tribes.<br />
(e) any practice-whether verbal or otherwise-derogatory <strong>of</strong> women.<br />
(f) any attempt at bribing or corruption in any manner.<br />
(g) wilful destruction <strong>of</strong> institutional property.<br />
(h) creating ill-will or intolerance on religious or communal grounds.<br />
(i) causing disruption, in any manner, <strong>of</strong> the academic functioning <strong>of</strong> the <strong>University</strong> system,<br />
(j) ragging as per ordinance XV–C.<br />
4. Without prejudice to the generality <strong>of</strong> his/her powers relating to the maintenance <strong>of</strong><br />
discipline and taking such action in the interest <strong>of</strong> maintaining discipline as may seem to<br />
him/her appropriate, the Vice-Chancellor, may in the exercise <strong>of</strong> his/her powers aforesaid,<br />
order or direct:<br />
(a) that any student or students be expelled; or<br />
(b) any student or students be, for a stated period, rusticated; or<br />
(c) be not for a stated period, admitted to a course or courses <strong>of</strong> study in a college, department<br />
or institution <strong>of</strong> the <strong>University</strong>, or<br />
(d) be fined with a sum <strong>of</strong> rupees that may be specified; or<br />
(e) be debarred from taking a <strong>University</strong> or <strong>College</strong> or Departmental Examination or<br />
Examinations for one or more years; or<br />
(f) That the result <strong>of</strong> the student or students concerned, in the Examination or Examinations in<br />
which he/she or they have appeared, be cancelled.<br />
5. The Principals <strong>of</strong> the <strong>College</strong>s, Heads <strong>of</strong> the Halls, Deans <strong>of</strong> the Faculties, Head <strong>of</strong> Teaching<br />
Departments in the <strong>University</strong>, the Principal, School <strong>of</strong> Correspondence Courses and<br />

Continuing Education and Librarian shall have the authority to exercise all such disciplinary<br />
powers over students in their respective <strong>College</strong>s, Institutions, Faculties and Teaching<br />
Departments in the <strong>University</strong> as may be necessary for the proper conduct <strong>of</strong> the<br />
Institutions, Hall and teaching in the concerned Departments. They may exercise their<br />
authority through, or delegate authority to, such <strong>of</strong> the teachers in their <strong>College</strong>s, Institutions<br />
or Departments as they may specify for these purposes.<br />
6. Without prejudice to the powers <strong>of</strong> the Vice-Chancellor and the Proctor as aforesaid,<br />
detailed rules <strong>of</strong> discipline and proper conduct shall be framed. These rules may be<br />
supplemented, where necessary, by the Principals <strong>of</strong> <strong>College</strong>s, Heads <strong>of</strong> Halls, Deans <strong>of</strong><br />
Faculties and Heads <strong>of</strong> Teaching Departments in this <strong>University</strong>.<br />
7. At the time <strong>of</strong> admission, every student shall be required to sign a declaration that on<br />
admission he/she submits himself/herself to the disciplinary jurisdiction <strong>of</strong> the Vice-<br />
Chancellor and the several authorities <strong>of</strong> the <strong>University</strong> who may be vested with the<br />
authority to exercise discipline under the Acts, the Statutes, the Ordinances and the Rules<br />
that have been framed thereunder by the <strong>University</strong> <strong>of</strong> Delhi.<br />
Ragging in any form is prohibited in Educational Institutions under Supreme<br />
Court <strong>of</strong> India Orders.<br />
ORDINANCE XV–C<br />
G. “PROHIBITION AND PUNISHMENT FOR RAGGING”<br />
In addition to the provisions <strong>of</strong> ordinance XV–C, all other measures decided upon by the<br />
Hon’ble Supreme Court <strong>of</strong> India, Ministry <strong>of</strong> HRD and U&C would be binding on the<br />
<strong>University</strong>, <strong>College</strong> and the Students.<br />
1. Ragging in any form is strictly prohibited within the premises <strong>of</strong> <strong>College</strong>/Department or<br />
Institution and any part<br />
<strong>of</strong> Delhi <strong>University</strong> system as well as on public transport.<br />
2. Any individual or collective act or practice or ragging constitutes gross indiscipline and shall<br />
be dealt with under this Ordinance.<br />
3. Ragging for the purpose <strong>of</strong> this Ordinance, means any act, conduct or practice by which<br />
dominant power or status <strong>of</strong> senior students is brought to bear or students freshly enrolled<br />
or students who are in any way considered junior or inferior by other students and includes<br />
individual or collective acts or practices which:<br />
(a) involve physical assault or threat or use <strong>of</strong> physical force;<br />
(b) violate the status, dignity and honour <strong>of</strong> women students;<br />
(c) violate the status, dignity and honour <strong>of</strong> students belonging to the scheduled castes and<br />
tribes;<br />
(d) expose students to ridicule and contempt and affect their self esteem.<br />
(e) entail verbal abuse and aggression, indecent gestures and obscene behaviour.<br />
4. The Principal <strong>of</strong> a <strong>College</strong>, the Head <strong>of</strong> the Department <strong>of</strong> an Institution, the authorities, <strong>of</strong><br />
<strong>College</strong>, <strong>of</strong> <strong>University</strong> Hostel or Halls <strong>of</strong> Residence shall take immediate action on any<br />
information <strong>of</strong> the occurrence <strong>of</strong> ragging.<br />
5. Not-with-standlng anything in Clause (4) above, the Proctor may-also suo moto enquire into<br />

any incident <strong>of</strong> ragging and make a report to the Vice-Chancellor <strong>of</strong> the identity <strong>of</strong> those who<br />
have engaged in ragging and the<br />
6. The Proctor may also submit an initial report establishing the identity <strong>of</strong> the perpetrators <strong>of</strong><br />
ragging and the nature <strong>of</strong> the ragging incident.<br />
7. If the Principal <strong>of</strong> a <strong>College</strong> or Head <strong>of</strong> the Department <strong>of</strong> Institution or the Proctor is<br />
satisfied that for some reason, to be recorded he/she may so advise the Vice-Chancellor<br />
accordingly.<br />
8. Where the Vice-Chancellor is satisfied that it is not expedient to hold such an enquiry, his/her<br />
decision shall be final.<br />
9. On the receipt <strong>of</strong> a report under Clause (5) or (6) or a determination by the relevant<br />
authority under Clause (7) disclosing the occurrence <strong>of</strong> ragging incidents described in Clause<br />
3(a), (b) and (c), the Vice-Chancellor shall direct or order rustication <strong>of</strong> students for a specific<br />
number <strong>of</strong> years.<br />
10. The Vice-Chancellor may in other cases, <strong>of</strong> ragging order or direct that any student or<br />
students be expelled or be not, for a stated period, admitted to a course <strong>of</strong> study in a college,<br />
departmental examination for one or more year, or that the results <strong>of</strong> the student or<br />
students concerned in the examination or examinations in which they appeared, be<br />
cancelled.<br />
11. In case where students .who have obtained degrees or diplomas <strong>of</strong> Delhi <strong>University</strong> are found<br />
guilty under this Ordinance, appropriate action will be taken; under Statute 15 for withdrawal<br />
<strong>of</strong> degrees or diplomas conferred by the <strong>University</strong>.<br />
12. For the purpose <strong>of</strong> this Ordinance, abetment to ragging will also amount to ragging.<br />
<strong>13</strong>. All institutions within the Delhi <strong>University</strong> system shall be obligated to carry out<br />
instructions/directions issued under this Ordinance, and to give aid and assistance to the<br />
Vice-Chancellor to achieve the effective implementation <strong>of</strong> the Ordinance and Supreme<br />
Court <strong>of</strong> India order on ragging.<br />
Note : Order <strong>of</strong> the Vice-Chanceller in pursuance <strong>of</strong> Ordinance XV–C.<br />
Where incident(s) <strong>of</strong> ragging are reported to the Vice-Chancellor by any authority under this<br />
ordinance, the student(s) involved in ragging, shall be expelled for a specified term, designated<br />
in the order, non-students involved in reports <strong>of</strong> ragging will be proceeded with under the<br />
criminal law <strong>of</strong> India; they will also be rendered ineligible for a period <strong>of</strong> five years from<br />
seeking enrolment in any <strong>of</strong> the Institutions <strong>of</strong> the <strong>University</strong> <strong>of</strong> Delhi.<br />
Students against whom necessary action is taken under this note, will be given post decisional<br />
hearing, with strict adherence to the rules <strong>of</strong> natural justice.<br />
ORDINANCE XV(D)<br />
H. PROHIBITION OF AND PUNISHMENT FOR SEXUAL HARASSMENT<br />
Attention <strong>of</strong> the students is drawn to ORDINANCE XV(D) <strong>of</strong> Delhi <strong>University</strong> which deals<br />
with the issue <strong>of</strong> Prohibition <strong>of</strong> and Punishment for Sexual Harassment. Students are advised<br />
to read and understand ordinance XV (D).<br />
I. IDENTITY CARD<br />
Entry <strong>of</strong> the students in the college will be strictly by the identity cards only. The identity cards<br />

supplied to the students must be surrendered at the time <strong>of</strong> withdrawal <strong>of</strong> name failing which<br />
a penalty <strong>of</strong> Rs. 50 will be charged. A duplicate identity card will be issued on payment <strong>of</strong> Rs.<br />
100 and submission <strong>of</strong> an affidavit-duly attested by a Notary Public/Oath Commissioner.<br />
J. ATTENDANCE<br />
According to <strong>University</strong> Rules every student is required to attend at least two-thirds <strong>of</strong> the<br />
total number <strong>of</strong> lectures, tutorials/preceptorials, practicals held during each academic year.<br />
Students Union is not allowed to interfere with the functioning <strong>of</strong> other academic societies<br />
NCC, NSS, Sports Dept. etc. Students Union shall not organise any function/activity/event<br />
either inside or outside the college without prior written permission <strong>of</strong> the Students Union<br />
Advisory Committee and the Principal.<br />
K. BAN ON COLLECTION OF FUNDS AND SEEKING SPONSORSHIP<br />
The students <strong>of</strong> the college (including <strong>of</strong>fice bearers <strong>of</strong> the Students Union; Academic<br />
Societies, Associations, Central Councillors, Sports men etc.) are not permitted to collect<br />
funds & seek sponsorship directly or indirectly from the public in any manner on behalf <strong>of</strong> the<br />
<strong>College</strong>. Violation <strong>of</strong> this Rule by any student shall attract severe punishment which may<br />
include removal from the elected post and/or expulsion from the college.<br />
Elections to the Students Union & Central Council will be conducted as per the Supreme<br />
Court <strong>of</strong> India guidelines as approved by the <strong>University</strong> <strong>of</strong> Delhi and the <strong>College</strong> Rules framed<br />
by the Staff council in this regard.<br />
L. GENERAL RULES OF ELECTION TO COLLEGE STUDENTS UNION<br />
SOCIETIES & CENTRAL COUNCIL<br />
1. Elections will be conducted strictly in accordance with the rules framed by the college Staff<br />
Council.<br />
2. Elections will be conducted by a three member Election Committee appointed by the Staff<br />
Council. The convenor <strong>of</strong> this Committee will act as Returning Officer.<br />
3. Disqualifications laid down for contesting election shall be applicable to all students and all<br />
posts.<br />
4. First year students <strong>of</strong> any degree course are not eligible to contest election for the posts <strong>of</strong><br />
President, VicePresident & Secretary. The posts <strong>of</strong> Central Councillors are open to student <strong>of</strong><br />
any class.<br />
5. The posts <strong>of</strong> Joint Secretary & Treasurer are reserved for students <strong>of</strong> 1 year class only.<br />
6. Every candidate will have to obtain and produce ‘No Dues/Clearance Certificate from (a)<br />
Accounts Branch <strong>of</strong> the <strong>College</strong>, (b) Proctorial Board and (c) Canteen Authorities <strong>of</strong> the<br />
<strong>College</strong>.<br />
7. Every candidate contesting election will have to sign a declaration to the effect that he/she<br />
does not suffer from any <strong>of</strong> the disqualifications laid down in the <strong>Prospectus</strong> <strong>2012</strong> for<br />
contesting election.<br />
8. The Election Committee shall cancel the nomination <strong>of</strong> the candidate/s who is/are found<br />
suffering from any <strong>of</strong> the disqualifications subsequent to scrutiny <strong>of</strong> nomination forms.<br />
9. An <strong>of</strong>fice bearer will automatically cease to hold <strong>of</strong>fice if he/she is found suffering from any <strong>of</strong><br />
the disqualifications laid down for contesting election.<br />

10. One candidate will be eligible to contest for one post only. In case a student fills up<br />
nominations for more than one post and does not withdraw the nomination form/s for<br />
additional post by the specified date <strong>of</strong> withdrawal, all nominations <strong>of</strong> that candidate shall<br />
stand cancelled.<br />
11. All nomination forms will be scrutinised first by Admission Scrutiny Committee in order to<br />
establish the validity <strong>of</strong> admission/re-admission/ promotion/migration <strong>of</strong> the candidates.<br />
Thereafter the nomination forms will be scrutinised by the Election Committee to find out<br />
the eligibility <strong>of</strong> the candidates for election.<br />
12. The result <strong>of</strong> the candidates wiII be verified from the <strong>University</strong> Gazettee. The letter/marks<br />
sheet showing result <strong>of</strong> the candidate will be verified form the <strong>University</strong> in order to confirm<br />
its authenticity.<br />
<strong>13</strong>. All <strong>of</strong>fice bearers will hold <strong>of</strong>fice till 30 April, <strong>2012</strong> provided they do not suffer from any<br />
disqualification during their term <strong>of</strong> <strong>of</strong>fice.<br />
14. Written request for withdrawal from contest, submitted in person by a candidate only will be<br />
considered. No request for withdrawal from any other person shall be entertained.<br />
15. Counting <strong>of</strong> votes will take place in different rooms in the presence <strong>of</strong> authorised<br />
representatives <strong>of</strong> the candidates.<br />
16. Authority letters, to act as representatives <strong>of</strong> candidates at the time <strong>of</strong> counting; will be<br />
issued to the regular students <strong>of</strong> the college only.<br />
17. Objections if any, regarding validity <strong>of</strong> ballot papers, votes polled by each candidate, total<br />
votes polled in each room etc. will be entertained only by the respective Presiding Officer in<br />
each counting room itself.<br />
18. The authorised representatives <strong>of</strong> candidates present at the time <strong>of</strong> counting in each room<br />
will have to sign the Result/Counting Sheet as a token <strong>of</strong> their acceptance <strong>of</strong> the result.<br />
19. No request for recounting shall be entertained once the counting process is over in the<br />
rooms.<br />
20. The following practices are strictly prohibited during election campaign:<br />
(a) Any form <strong>of</strong> writing on walls and pasting <strong>of</strong> posters in college premises.<br />
(b) Beating <strong>of</strong> drums, slogan shouting, use <strong>of</strong> loudspeaker or any other activity which leads to<br />
disruption <strong>of</strong> normal functioning <strong>of</strong> the college.<br />
(c) Using ex-students and outsiders during election campaign inside the college.<br />
(d) Extracting money from anyone for election or for any other purpose.<br />
21. Every student including the candidates will have to produce his/her Identity Card at the<br />
college gate and at the time <strong>of</strong> voting on election day.<br />
M. DISQUALIFICATIONS FOR CONTESTING ELECTIONS TO COLLEGE<br />
STUDENTS UNION, SOCIETIES & CENTRAL COUNCIL<br />
The following will constitute disqualification(s) for contesting election:<br />
1. Offences involving moral turpitude.<br />
2. Convicted by a court <strong>of</strong> law for any criminal act.<br />
3. Declared as a bad character by police.<br />
4. Failure or expelled/rusticated student <strong>of</strong> this <strong>College</strong>/<strong>University</strong> or any other <strong>College</strong> /<br />
<strong>University</strong>.<br />

5. Trial in criminal case/s pending in a court <strong>of</strong> law or with police authorities under any Act.<br />
6. Punished for use <strong>of</strong> unfair means in Board/<strong>University</strong> or any other examination.<br />
7. Guilty <strong>of</strong> disruption <strong>of</strong> admission process, normal functioning <strong>of</strong> the <strong>College</strong>, election<br />
process, examination work etc. <strong>of</strong> the college in any manner.<br />
8. Guilty <strong>of</strong> breach <strong>of</strong> disciplinary rules <strong>of</strong> the college and/or loss to college property.<br />
9. Enquiry pending for any act <strong>of</strong> indiscipline in the <strong>College</strong> and/or <strong>University</strong>.<br />
10. Fined and/or reprimanded/warned in writing for any act <strong>of</strong> misbehaviour, indiscipline etc.<br />
in this college or in the institution last attended.<br />
11. Any student <strong>of</strong> I or II year who appeared in the <strong>University</strong> Examination at a centre other<br />
than the college centre without prior written permission <strong>of</strong> the Principal <strong>of</strong> this college.<br />
12. Involvement in any act punishable under Indian Penal Code and/or any other Act.<br />
<strong>13</strong>. Compartmental cases <strong>of</strong> the present year provisionally admitted to I year will not be<br />
allowed to contest election in 1 year.<br />
14. Gap year cases admitted to Ist year and MA (Previous) will stand disqualified for<br />
contesting election in Ist year and Previous year respectively.<br />
15. Candidates who have not passed all the papers <strong>of</strong> all the previous <strong>University</strong><br />
Examination/s & have not secured minimum 45% marks in aggregate in each <strong>of</strong> the<br />
<strong>University</strong> Exam, separately. This rule is applicable to central councillors also.<br />
(i) Absent, Failure, ER in any paper, in any Exam <strong>of</strong> undergraduate classes and/or MA(P) will<br />
be treated as disqualification for contesting election to any post including that <strong>of</strong><br />
Central Councillor.<br />
(ii) For the purpose <strong>of</strong> calculating 45% aggregate marks, the marks obtained by a candidate<br />
in all papers in all previous exams <strong>of</strong> undergraduate classes and/or M.A.(P) shall be<br />
considered.<br />
16. Guilty <strong>of</strong> use <strong>of</strong>:<br />
(i) Threat in any form (ii) Undue influence and (iii) Coercive measures against his/her fellow<br />
candidates during the course <strong>of</strong> election period.<br />
17. Guilty <strong>of</strong>:<br />
(i) Writing on walls and pasting <strong>of</strong> posters inside the college premises;<br />
(ii) Disturbing the normal functioning <strong>of</strong> the college by slogan shouting, drum beating, use <strong>of</strong><br />
loudspeakers or in any other manner.<br />
(iii) Use <strong>of</strong> ex–students and outsiders for the election campaign inside the college.<br />
(iv) Collecting money from anyone for election or for any other purpose or seeking<br />
sponsorship directly or indirectly from the public in any manner.<br />
18. Default in payment <strong>of</strong> any type <strong>of</strong> dues towards the college by the date <strong>of</strong> scrutiny <strong>of</strong><br />
nomination forms on the part <strong>of</strong> the candidate and/or proposer and/or seconder.<br />
19. Any other ground which may be deemed as disqualification by the college.<br />
