User Group Meeting Feedback Notes Topic of Discussion Content /Response UGM 7.0 Secondary Consent A Responsible Authority user suggested the Applicant Contact document ‘Request Consent Regarding a Condition of Permit’ be renamed ‘Request for Secondary Consent’ to better reflect the terminology used by many councils. To be discussed at the next User Group Meetings in September 2013. The SPEAR team will develop a User Guide. Melbourne 10/04/13 Shepparton 22/04/2013 8.0 Application List A Responsible Authority user requested SPEAR to display both council reference numbers on the Application List. Only the first is currently shown. This has been added to the PE List (1519). The Application List does not currently filter for planning applications only. This has been added to the PE List (1088). Melbourne 10/04/13 9.0 PE 1477 - Allow council to lapse an application where the certification has expired A Responsible Authority expressed an interest in raising the priority of PE 1477 to assist in keeping their Application List current. The priority of PE 1477 has been reviewed and raised accordingly. Melbourne 10/04/13 • Melbourne Water indicated there is a “Subdivision Greenfields” fee (Greenfield Development Services Scheme) that needs to be paid and should be added to SPEAR payments. Melbourne 10/04/13 10.0 Payments in SPEAR This has been added to the PE List (1538). • Discussed option of implementing payments for referrals. A: Yes Q: Can SPEAR take part payments? A: Yes • Concern raised as to whether GST is payable. Solution discussed was to have the client pay as a guest. • Suggestion that SPEAR payments be made mandatory for fees to be paid at time of submission. Ballarat 24/04/13 The SPEAR team will consider this suggestion and consult with stakeholders. 11.0 Street Addressing 12.0 Council reference numbers • Councils raised an issue that there is a longer lag time between submitting an M1 through SPEAR and the addresses appearing in Vicmap than the previous process in submitting the M1 to NES. It takes approximately one month extra with the new process. To be discussed at the next User Group meetings in September 2013. • Query was raised as to whether the notification for street addressing can be sent to Referral Authorities who were not originally referred. This can currently be achieved using the Email / Download Document functionality. Request that two boxes be provided for council reference numbers.
