Post Description:<br />

The Scanner Operator (SCO) is responsible for providing granted access to KAIA ,via ISAF Military<br />

entry control points, for : people, luggage, vehicles. He/she is also responsible for providing Air<br />

Transport Security (ATSy) in the Passenger Reception Centre (PRC). Force Protection (FP) SCOs<br />

provide the highest possible FP standards for ISAF and Coalition Forces operating in Afghanistan at<br />

KAIA APOD by detecting threats at the gates and at the PRC.<br />

Principle Duties:<br />

Operate vehicle, personnel and baggage scanners, to grant authorized and secure access to<br />

personnel ,cars and trucks. In addition any other means necessary to find unauthorized objects and<br />

threat items, which will include :<br />

- Sitting and focusing for extended periods of time when conducting screening.<br />

- Standing for long periods of time.<br />

- Lifting and carrying baggage and other items if required up to 25-30 kg.<br />

- Use of X-ray equipment for detecting both metallic and non-metallic objects.<br />

- Identify and to have knowledge of:<br />

- grenades and other fragmentation/blast/smoke munitions;<br />

- explosives, military and commercial;-<br />

- detonators and timing devices<br />

- ammunition of all calibres<br />

- electrical and electronic items including power sources<br />

Operate baggage scanners within the PRC to ensure the safety of the aircraft and its passengers by<br />

identifying prohibited and restricted/hazardous items.<br />

Be aware of all regulations regarding prohibited items on aircraft.<br />

Be aware of all regulations concerning the use of scanners within the compound<br />

Ensure that all scanning activities/operations are completed in a professional and safe manner<br />

Be able to co-ordinate with supporting FP personnel in the manual/visual searches of vehicles<br />

Produces daily reports of scanning activities<br />

Produces updates about failure of and problems with the scanning equipment<br />

Updates the "log books" (for all scanning equipment)<br />

Maintains operational readiness of SCO vehicles and equipment<br />

Additional Duties:<br />

The requirement to work outside normal hours (shift-work) and any other allocated work locations.<br />

Deliver on-the-job lessons, briefings, etc., as required<br />

Perform other related duties, as directed by Chief Scanner Operator through the Senior Scanner<br />

Essential Qualifications:<br />

Professional/Experience:<br />

Certification on AS&E equipment and/or 3-4 years experience in Scanning / Screening activities<br />

(airport, maritime, military, private)<br />

AS&E equipment certification consists of:<br />

SmartCheck and Gemini systems (IPSM) and<br />

Omniview Gantry Vehicle Inspection system or Z portal Vehicle Screening system<br />

Background as screener (operator), law enforcement (Police and/or Customs Officers) and/or<br />

military.<br />

Education/Training:<br />

Higher Secondary education or equivalent<br />

Driver B<br />

Good knowledge of different types of scanners<br />

Language: English: Good to Very Good. Note: Both oral and written work in this post and in the<br />

ISAF Headquarters is conducted in English.<br />

Standard Automated Data Processing (ADP) Applications: WORKING knowledge.<br />

Desirable Qualifications:<br />

Professional/Experience:<br />

Experience working in Joint or Multinational operations.<br />

Knowledge of different types of scanning equipment<br />

Education/Training:<br />

"Trainers Certificate" for scanning equipment<br />

The position of the Scanner Operator requires a robust personality, sound justifiable decision making<br />

and loyalty to his/her chain of command and ISAF<br />

Contribution to Objectives:<br />

The incumbent provides the highest level of service and support to all KAIA civilian and military staff<br />

and visitors to KAIA.<br />

The work has direct impact on Security at entrance points (ECG and NG) to KAIA and overall Air<br />

Transport Security within ISAF (Intra -Theatre and International flights)..<br />

Work Environment:<br />

ISAF KAIA is a Military APOD within Kabul International Airport on the outskirts of Kabul.<br />

High psychological strain and risk depending on operational tempo, current and projected threats,<br />

absence of family and friends, and distance and/or communication difficulties with the same.<br />

Living conditions in Kabul are rudimentary with lodging on the military compound and governed by<br />

military rules.<br />

Majority of the work will be completed in an open air environment. This will include exposure to<br />

extremes of noises associated with aircraft operations, and seasonal weather such as dust, sun,<br />

wind and snow.<br />

Afghanistan is a post conflict environment and with this is a constant threat of terrorist activities which<br />

may affect operations and living conditions on KAIA.<br />

Working in the entrance gates to KAIA will expose the SCO personnel to higher risks than when they<br />

are working in the PRC.<br />

Possible risk to life and limb, e.g. due to explosions, explosive flames, toxic fumes, chemicals and<br />

radioactive materials.<br />

At the entrance gates to KAIA it is mandatory for the personnel to wear body armour and helmet<br />

while working in accordance with the current FP regulations.<br />

Additional Remarks:<br />

Only applications from candidates meeting essential requirements will be taken into consideration. The<br />

successful applicant is required to be proactive in fulfilling the pre-employment conditions. This includes<br />

medical examinations and security clearance certificates. Applicant must be able to obtain or to be<br />

issued a NATO-recognized national Secret Security Clearance certificate. An initial 12 month contract<br />

will be offered and contract extensions may be possible. Because of the dynamic environment, ISAF<br />

posts are under regular review and therefore post details and responsibilities, including contract duration<br />

and contractual grade may change during the contractual period.<br />

Monthly salary of € 5,354.00 (Tax free in the host country).<br />

Daily Allowance of approximately € 78.90 while working in Afghanistan.<br />

Installation allowance equal to one-month salary (50% to be reimbursed if not completing two<br />

consecutive years of service).<br />
