<strong>Legal</strong> <strong>Aid</strong>’s mission is to resolve serious legal problems <strong>of</strong> low-income people, to<br />

promote economic and family stability, and to reduce poverty through effective<br />

legal assistance.<br />

Dear Friends,<br />

The <strong>Legal</strong> <strong>Aid</strong> <strong>Society</strong> <strong>of</strong> <strong>Greater</strong> <strong>Cincinnati</strong> was ahead <strong>of</strong> its time in realizing that the<br />

effectiveness <strong>of</strong> legal assistance for low-income people would be enhanced when it was<br />

provided in conjunction with services <strong>of</strong>fered by other non-pr<strong>of</strong>it agencies.<br />

Beginning in the 1990s, <strong>Legal</strong> <strong>Aid</strong> started experimenting with what now are considered<br />

best practices in helping the poverty population. These best practices are based on the<br />

realization that people living in poverty <strong>of</strong>ten face multiple challenges. For people to move<br />

out <strong>of</strong> poverty, legal services need to be provided as part <strong>of</strong> bigger-picture solutions.<br />

Since 2004, I have been involved with the<br />

<strong>Legal</strong> <strong>Aid</strong> <strong>Society</strong>’s initiatives to improve<br />

housing conditions and stabilize<br />

neighborhoods impacted, initially by predatory<br />

lending practices and now the broader<br />

housing crisis. I commend <strong>Legal</strong> <strong>Aid</strong> for acting<br />

as legal counsel to Price Hill Will and for the<br />

leadership role it has played in convening and<br />

leading the Hamilton County Homeowner<br />

Preservation Group. <strong>Legal</strong> <strong>Aid</strong> understands<br />

that valued, long-term partnership<br />

relationships, <strong>of</strong>ten combined with aggressive<br />

legal advocacy (changing policies or<br />

structures), can produce real change for<br />

individuals and communities, rather than<br />

moving an issue to the next block or the next<br />

neighborhood.<br />

The presence <strong>of</strong> legal advocates on-site has<br />

transformed the way our clinic cares for<br />

low-income children. Doctors feel empowered<br />

to raise issues like poor housing and hunger<br />

with families because we know we have<br />

powerful help at hand. Doctors have discovered<br />

that sometimes our most effective ‘prescription’<br />

is a referral to a lawyer! At this point, we<br />

wouldn’t ever want to go back to the old way<br />

The YWCA and <strong>Legal</strong> <strong>Aid</strong> have collaborated<br />

effectively for many years to provide services to<br />

battered women and their children. Assistance<br />

from <strong>Legal</strong> <strong>Aid</strong> is critical to a battered woman’s<br />

success in leaving an abusive relationship. The<br />

YWCA and <strong>Legal</strong> <strong>Aid</strong> have also worked together<br />

to bring about a coordinated community<br />

response to domestic violence through<br />

sustained leadership. We are committed to<br />

continuing our joint efforts with <strong>Legal</strong> <strong>Aid</strong> to<br />

provide both individual and systemic assistance<br />

to victims <strong>of</strong> domestic violence.<br />

a passionate and committed advocate by quietly,<br />

and not so quietly, serving as a catalyst for<br />

systems change as it relates to education reform.<br />

LAS formed partnerships with public and private<br />

agencies to create programming designed to<br />

improve education outcomes for students<br />

involved in the juvenile justice and child<br />

protection systems. These community<br />

collaborations resulted in the implementation <strong>of</strong><br />

best practice and nationally recognized models.<br />

Services (HCJFS), Children’s Services Division<br />

have benefited greatly from the collaborative<br />

enhances the lives <strong>of</strong> the children and families<br />

we collectively serve. There is strong<br />

evidence-based documentation <strong>of</strong> the critical<br />

child protection system and our local <strong>Legal</strong> <strong>Aid</strong><br />

Office continues to play a critical role by<br />

providing leadership to a collaboration that<br />

supports individual students and also creates<br />

systemic interventions.<br />

In order for legal assistance to be part <strong>of</strong> a more effective problem-solving approach, <strong>Legal</strong><br />

<strong>Aid</strong> made a strategic decision to establish strong and long-term partnerships with other<br />

organizations or agencies whose missions and client populations overlap with those <strong>of</strong><br />

<strong>Legal</strong> <strong>Aid</strong>.<br />

Providing client assistance and advocacy through partnership relationships has now become<br />

the preferred approach at <strong>Legal</strong> <strong>Aid</strong>. All our core programs involve collaboration <strong>of</strong> one<br />

form or another and thus <strong>Legal</strong> <strong>Aid</strong>’s <strong>2012</strong> <strong>Annual</strong> <strong>Report</strong> focuses on this successful<br />

method for achieving results.<br />

In some instances, <strong>Legal</strong> <strong>Aid</strong> acts as the <strong>Legal</strong> Department for a community organization<br />

that requires legal counsel to carry out its mission. In other circumstances, numerous<br />

individual clients <strong>of</strong> an agency require legal assistance. Thus, specific referral protocols are<br />

developed so that an agency can send large numbers <strong>of</strong> its clients to <strong>Legal</strong> <strong>Aid</strong>. And in<br />

other cases, a new program has been developed where from “day one” the organizations<br />

not only share clients, but work to create systemic change in the environments in which<br />

those clients operate.<br />

<strong>Legal</strong> <strong>Aid</strong> is proud <strong>of</strong> the role it now plays within southwest Ohio’s vibrant non-pr<strong>of</strong>it<br />

sector, through partnership relationships and shared advocacy activities. We thank those<br />

who have embraced this effort to work together on important issues, as well as the many<br />

donors who have stepped up to fund these successful initiatives either by participating in<br />

the <strong>Annual</strong> Fund or making special grants or gifts.<br />

Partnerships Thrive in <strong>2012</strong><br />

Clearing <strong>Legal</strong> Hurdles to Employment<br />

<strong>Legal</strong> <strong>Aid</strong>’s Clearing <strong>Legal</strong> Hurdles to Employment program was founded in 1996, in<br />

partnership with <strong>Cincinnati</strong> Works. Now 30 partners strong, this program’s newest partner<br />

agency is CityLink. CityLink <strong>of</strong>fers its participants a “bundled service model” to enroll in<br />

programs that help them advance from poverty to self-sufficiency.<br />

CityLink Service Coordinators, trained by <strong>Legal</strong> <strong>Aid</strong>, meet with participants and, as part <strong>of</strong><br />

an overall assessment, determine if the participants have barriers affecting their ability to<br />

be successful in their job search.<br />

Program participants face multiple issues that <strong>Legal</strong> <strong>Aid</strong> can resolve, such as expunging a<br />

criminal record, securing a driver’s license, reducing consumer debt, dealing with child<br />

custody, gaining access to Medicaid and/or preventing eviction.<br />

<strong>Legal</strong> <strong>Aid</strong> and CityLink provide the personal support and legal representation necessary to<br />

complete the CityLink program and then reach the important goal <strong>of</strong> success in the work<br />

force. <strong>Legal</strong> <strong>Aid</strong> is very pleased with this new partnership which is expected to grow in the<br />

next few years.<br />

Kids In School Rule! Supporting School Success<br />

for Kids in Foster Care<br />

<strong>Legal</strong> <strong>Aid</strong>, along with Hamilton County Job and Family Services, Hamilton County Juvenile<br />

Court and the <strong>Cincinnati</strong> Public Schools, formed Kids In School Rule!, a program designed<br />

to promote improved education outcomes for children in foster care.<br />

Research shows that once children age out <strong>of</strong> foster care, they are at greater risk <strong>of</strong><br />

joblessness and homelessness than the general population. While safety must be a primary<br />

issue in caring for children in foster care, education, which is frequently neglected, should<br />

also be a high priority.<br />

The KISR! Program provides individual legal assistance for students with issues such as<br />

school enrollment, discipline or special education needs, but its strength is the lasting<br />

changes made by Children’s Services and CPS to meet the educational needs <strong>of</strong> children in<br />

foster care.<br />

Each CPS school now has a KISR! Liaison to provide educational support to foster children.<br />

JFS provides designated Education Specialists to work with the KISR! Liaisons.<br />

When CityLink designed their<br />

service model, they quickly realized<br />

that legal assistance would be an<br />

essential component. Rather than<br />

hire their own attorneys and<br />

paralegals, CityLink reached out to<br />

<strong>Legal</strong> <strong>Aid</strong>, inviting us to join their<br />

new initiative and function as the<br />

<strong>Legal</strong> Department for their<br />

participants.<br />

Here is what a Woodward High<br />

School graduate had to say about<br />

KISR!<br />

You were such a support to me. If<br />

you hadn’t made sure that we met<br />

at the school in April, I never<br />

would have graduated. I was so<br />

anxious and worried about school<br />

that I quit going. You made sure<br />

the staff knew what had happened<br />

to me at the beginning <strong>of</strong> the<br />

semester and they helped me with<br />

everything after that meeting.<br />

Now considered a national model<br />

for effective medical-legal<br />

collaborations, Child HeLP’s<br />

Leadership team presented the<br />

keynote address at the <strong>2012</strong><br />

National Center for Medical-<strong>Legal</strong><br />

Partnership’s Summit.<br />

In <strong>2012</strong>, <strong>Legal</strong> <strong>Aid</strong> became part <strong>of</strong> a<br />

group effort with the City <strong>of</strong><br />

<strong>Cincinnati</strong>, Local Initiatives Support<br />

Corporation (LISC), Avondale<br />

Comprehensive Development<br />

Corporation, Avondale Community<br />

Council and Walnut Hills<br />

Redevelopment Foundation to find<br />

an appropriate buyer for 19<br />

buildings and seek funds to assist<br />

with a transformation plan.<br />

Child HeLP: Medical-<strong>Legal</strong> Partnership with<br />

<strong>Cincinnati</strong> Children’s Hospital<br />

Launched at the Pediatric Primary Care Clinic <strong>of</strong> the <strong>Cincinnati</strong> Children’s main<br />

Avondale campus, and later expanded to include its Hopple Street and Fairfield locations,<br />

Child HeLP’s goal is to improve children’s health outcomes by providing legal services that<br />

stabilize families, so families can better support their children’s health needs.<br />

Child HeLP outcomes include: improvement in unsafe and unhealthy living conditions;<br />

resolution <strong>of</strong> landlord-tenant disputes; establishment <strong>of</strong> Medicaid eligibility; improvement<br />

<strong>of</strong> school supports for children with special needs; help for victims <strong>of</strong> domestic violence;<br />

and resolution <strong>of</strong> custody disputes and child support issues.<br />

Child HeLP functions smoothly because <strong>of</strong> a well-developed training program for all<br />

residents working in Hospital Clinics. With this training, doctors have become<br />

comfortable asking questions about issues related to living in poverty that can be<br />

addressed by <strong>Legal</strong> <strong>Aid</strong>.<br />

Stabilizing Neighborhoods Through Secure<br />

Housing<br />

<strong>Legal</strong> <strong>Aid</strong>’s Stabilizing Neighborhoods Through Secure Housing program has worked with<br />

many groups since it was launched in 2004. It is a comprehensive program that prevents<br />

foreclosure, assists in redevelopment and improves rental housing for the benefit <strong>of</strong><br />

residents and the larger community.<br />

After <strong>Legal</strong> <strong>Aid</strong> saw a pattern <strong>of</strong> client complaints related to unhealthy living conditions in<br />

several Avondale and Walnut Hills multi-family apartment buildings, <strong>Legal</strong> <strong>Aid</strong> embarked<br />

on a two-year legal advocacy effort to help hundreds <strong>of</strong> tenants, while preserving<br />

affordable housing in key <strong>Cincinnati</strong> neighborhoods. The owner had let the buildings fall<br />

into serious disrepair and was in foreclosure. <strong>Legal</strong> <strong>Aid</strong>’s advocacy resulted in extensive<br />

repairs being made by a court appointed receiver; however, the future <strong>of</strong> these 19<br />

buildings remained in flux.<br />

In late <strong>2012</strong>, The Community Builders, a large nonpr<strong>of</strong>it developer <strong>of</strong> mixed-income<br />

housing brought the 19 buildings, and with the help <strong>of</strong> the local partnership, was awarded<br />

a $29.5M Choice Neighborhoods Implementation Grant by the US Department <strong>of</strong> Housing<br />

and Urban Development.<br />

Given the multiple challenges that kids in foster care face, KISR! participation can make the<br />

difference between obtaining a high school diploma or entering the working world<br />

without one.<br />

A representative from The Community Builders stated that it will utilize the grant to<br />

“reestablish this neighborhood as a community <strong>of</strong> choice to live, work and raise a family.”

Volunteer Lawyers Project<br />

Thirtieth Anniversary Celebration<br />

The Volunteer Lawyers for the Poor<br />

Foundation celebrated its 30th Anniversary in<br />

<strong>2012</strong>. On October 16th an enthusiastic group<br />

<strong>of</strong> VLP attorneys and donors gathered in the<br />

Mercantile Library’s elegant Reading Room to<br />

acknowledge the accomplishments <strong>of</strong> the VLP<br />

and to honor Founding Trustees Robert F.<br />

Laufman, Diane Schneiderman, and Joseph L.<br />

Trauth, Jr.<br />

Opening remarks by Eric K. Combs, President<br />

and Fredric J. Robbins, Chairman, as well as a<br />

keynote address by Hon. Jeffery P. Hopkins,<br />

U.S. Bankruptcy Court, Southern District <strong>of</strong><br />

Ohio, focused on how the VLP has become<br />

the standard bearer for the collective results <strong>of</strong><br />

individual volunteerism and a nationally<br />

recognized leader in pro bono legal services.<br />

Thousands <strong>of</strong> our neighbors in seven<br />

southwest Ohio counties have improved lives<br />

due to the legal services provided by VLP<br />

attorneys. Now the VLP is working hard to<br />

extend this 30-year success story into a fourth<br />

decade, with a renewed commitment to a<br />

large and sustainable volunteer program<br />

carried out in partnership with county bar<br />

associations.<br />

Founding Trustees<br />

Recognized<br />

Robert F. Laufman<br />

When Bob Laufman joined the Volunteer<br />

Lawyers for the Poor Foundation Board he<br />

already had a strong commitment to the<br />

notion <strong>of</strong> equal access to justice. Bob was just<br />

finishing his three-year term as President <strong>of</strong><br />

the <strong>Legal</strong> <strong>Aid</strong> <strong>Society</strong> <strong>of</strong> <strong>Greater</strong> <strong>Cincinnati</strong>,<br />

and was instrumental in early efforts to<br />

establish the Foundation. Bob actively<br />

recruited volunteers for the new organization,<br />

and initiated the idea that volunteer attorneys<br />

pledge to take two case referrals per year.<br />

Bob made the two year pledge himself, and<br />

has continued to take case referrals every year<br />

since. Bob primarily reviews Title VII cases<br />

referred from the US District Court, providing<br />

a great service to the Court and his clients.<br />

Diane Schneiderman<br />

When Diane Schneiderman became a<br />

founding Trustee <strong>of</strong> the Volunteer Lawyers for<br />

the Poor Foundation, she was an attorney<br />

with Federated Department Stores. Her<br />

interest in providing legal help to low-income<br />

individuals stemmed from her work at a legal<br />

aid clinic while at Yale Law School. Diane has<br />

strengthened the Board over the past thirty<br />

years by serving two three-year terms as<br />

Treasurer, serving as Vice President in 2001,<br />

and then becoming President for 2004-2006.<br />

Throughout the years, Diane has accepted<br />

case referrals and currently assists low-income<br />

individuals and families with challenging<br />

immigration issues.<br />

Joseph L. Trauth, Jr.<br />

Joe Trauth joined the Volunteer Lawyers for<br />

the Poor Foundation Board as a representative<br />

<strong>of</strong> Keating Muething & Klekamp (KMK). Joe<br />

served as Chairman <strong>of</strong> the Foundation Board<br />

from 1987-1989, guiding the Foundation’s<br />

successful fundraising efforts during those<br />

years. Joe has remained actively involved with<br />

Board matters, and has assured KMK’s<br />

commitment to pro bono work and continuing<br />

financial support. For the past thirty years,<br />

KMK attorneys have represented hundreds <strong>of</strong><br />

clients referred through the VLP, thanks in<br />

large part to Joe’s leadership at his firm and on<br />

the Board.<br />

Many clients come to <strong>Legal</strong> <strong>Aid</strong> as a result <strong>of</strong><br />

strategic partnerships with other nonpr<strong>of</strong>its or<br />

agencies. These organizations rely on <strong>Legal</strong><br />

<strong>Aid</strong> attorneys to provide legal assistance<br />

and also to lead or manage aspects <strong>of</strong> the<br />

collaborative programs. In recognition <strong>of</strong> the<br />

excellent work carried out by <strong>Legal</strong> <strong>Aid</strong> staff,<br />

many organizations have bestowed awards<br />

upon our attorneys during <strong>2012</strong>.<br />

seven southwest Ohio counties: Hamilton, Butler, Clermont, Brown, Warren, Clinton, and Highland. The Volunteer Lawyers for the Poor<br />

Foundation is a separate non-pr<strong>of</strong>it organization. The <strong>Legal</strong> <strong>Aid</strong> <strong>Society</strong> <strong>of</strong> <strong>Greater</strong> <strong>Cincinnati</strong> provides staff support for its Volunteer Lawyers<br />

Project (VLP). This <strong>Annual</strong> <strong>Report</strong> provides information about both <strong>Legal</strong> <strong>Aid</strong> Societies and the VLP.<br />
