President and<br />
Executive Director<br />
In our lifetimes, medicine has made tremendous strides in preventing<br />
and treating eye disease. Just 20 years ago, 6 million people in the world<br />
were blind from trachoma. Today, it’s 1.3 million. Just 15 years ago,<br />
there were 350,000 blind from onchocerciasis (river blindness), today<br />
it’s 295,000 thanks to IEF, our sister agencies, the World Health<br />
Organization, and the governments of developing countries themselves.<br />

President<br />
As these scourges were being reduced, IEF began turning its attention to<br />
new challenges facing developing countries. We began to focus on the<br />
quality of eye care being delivered, and looked for ways to improve the<br />
management, efficiency, productivity, and financial viability of eye clinics<br />
and hospitals. Our experience told us that many patients didn’t seek eye<br />
care because they didn’t want to go to a public hospital and could not<br />
afford the higher prices of a private clinic, or they were afraid of the<br />
medical procedures, or they tired of waiting in long lines and of being<br />
told to return at a later date. Our experience also told us that many of<br />
these patient concerns could be overcome by management improvements<br />
in the eye care delivery system.<br />
IEF developed a prototype for clinic and hospital management called<br />
SightReach® Management. It is an adaptation of the Aravind <strong>Eye</strong> Care<br />
System in India that combines the best eye care practices with business<br />
planning and management systems. After nine years experience with 12<br />
clinics and hospitals in 8 countries, we see positive results, some of<br />
which are described in this report.<br />

We are passionate about the SightReach® approach and the advances<br />
we can achieve. That is why we will ask for your continued support to<br />
take SightReach Management to 10 more clinics and hospitals by 2012.<br />
We continue to work to eradicate preventable eye diseases such as river<br />
blindness, but cataract is still responsible for half the world’s blindness<br />
and glaucoma, retinal diseases, and refractive error are emerging as the<br />
leading causes of poor vision and loss of sight. Developing countries<br />
require quality eye care to confront these conditions. IEF can help.<br />

SightReach® Prevention<br />

Childhood Blindness and Vitamin A Deficiency Control<br />
IEF and Malawi’s Ministry of Health have brought sight and life-saving help to the people in the southern<br />
region where food is scarce, health care is limited, and villagers struggle to feed their families.<br />
Children under age 5 years, the most vulnerable, and their mothers have benefited from IEF’s child<br />
survival program. Funded in part by USAID, vitamin A coverage increased from 49% to over 85% of<br />
eligible children 6-59 months of age. Measles immunization coverage increased from 64% to 91%. Over<br />
150 communities have received thousands of insecticide treated bed nets to prevent malaria.<br />
IEF helps ophthalmologists and medical staff at our partner eye hospitals to provide better care for children with<br />
cataracts, eye infections, injuries, and congenital diseases that lead to blindness. Thanks to your<br />
support, we are expanding specialty eye care services for children and getting the specialized<br />
equipment needed to operate on tiny eyes. Optical services introduced by IEF get glasses for children in<br />
rural areas who would not get them otherwise.<br />
Onchocerciasis—prevention of “river blindness”<br />
IEF has over 16 years experience in onchocerciasis control having established the first “communitybased”<br />
Mectizan Distribution Programs in Africa and Latin America. In <strong>2006</strong>, IEF together with the<br />
National Onchocerciasis Programs in Malawi and Cameroon treated over 2 million people with their<br />
annual dose of Mectizan®. Support from the Insel <strong>Foundation</strong> and the <strong>International</strong> <strong>Foundation</strong> are<br />
ensuring that the threat of blindness is eliminated for millions because they will continue to get this<br />
miracle drug each year.

SightReach® Management<br />
Today’s innovative ophthalmologists are tomorrow’s leaders. IEF is<br />
helping them change the way eye care is delivered in developing<br />
countries. Evidence-based strategies lead to increased quality,<br />
efficiency, productivity, and sustainability. IEF invests in training to<br />
improve clinical and surgical outcomes, creating efficient and<br />
patient-centered services, and establishing revenue generating<br />
services that support growth and expansion and subsidize services<br />
for the poor. Since 1999, 12 hospitals in 8 countries have benefited<br />
from IEF’s SightReach Management approach.<br />
Support of Lavelle Fund for the Blind<br />
enabled IEF to add two new<br />
hospital partners in Egypt, and to<br />
elevate the Magrabi <strong>Eye</strong> Hospital,<br />
one of our original 7, to become a<br />
Regional Demonstration Site.<br />

IEF in collaboration with Magrabi’s<br />
Al Noor <strong>Foundation</strong>.<br />
<strong>The</strong> de Beaumont <strong>Foundation</strong> is<br />
helping IEF build its network of<br />
sustainable eye units in Central America and one in Africa.<br />
Additionally, this support elevated Visualiza in Guatemala,<br />
another of the original 7, to Regional Demonstration Site.<br />
Workshops developed by IEF and Visualiza enable teams<br />
from other Central American countries to come for<br />
clinical and management training, completely in Spanish and<br />
addressing regional challenges.<br />
153 million people in our world need glasses, 13 million are<br />
children and 45 million are working-age adults. IEF’s model<br />
includes setting up modern optical services where patients<br />
get new, made to prescription spectacles. Optical services<br />
address the global need for glasses, and earned revenue helps<br />
sustain eye care services for all patients including the poor.<br />

Visualiza, IEF’s new Regional Demonstration Site in Latin America, showed a 288%<br />
increase in all eye surgeries and a 326% increase in cataract surgeries from 255 in<br />
2002 to 1,087 in <strong>2005</strong> after IEF introduced efficiencies and management protocols. 3<br />
of Visualiza’s 4 ophthalmologists perform 10% of all cataract surgery in Guatemala.<br />

Expanding the Global Network<br />
Increasing Quality <strong>Eye</strong> Care Worldwide<br />
IEF is committed to expanding its network of eye clinics and hospitals reaching for and<br />
achieving sustainability. Since 1999, we have been investing grant funds and technical<br />
assistance to build capacities that:<br />
identify innovative medical and management staff and develop leadership,<br />
transform private clinics to serve all patients including the poor,<br />
transform public and government clinics to attract private patients and earn revenue,<br />
institute standards of quality for clinical care and services,<br />
create professional environments that attract and retain qualified eye care professionals,<br />
customize technical assistance to the local, cultural, professional environment of each partner,<br />
establish professional optical services and other revenue generating activities,<br />
establish outreach programs to expand ophthalmic and optometric services,<br />
build regional networks of sustainable eye hospitals and clinics, and<br />
share experience and expertise between partners and stakeholders.<br />

“Promotion of Peace & Vision Awards”<br />
<strong>2005</strong><br />
<strong>The</strong> "Promotion of Peace and Vision Award" honors the memory of founder<br />
Dr. John Harry King, Jr. and his living philosophy “...the promotion of<br />
peace through the prevention of blindness.” Dr. King believed deeply in<br />
the power of international exchange and the sharing of expertise to<br />
achieve the greater goal of sight preservation and blindness prevention.<br />
<strong>The</strong> event was hosted by Guatemalan Ambassador and Mrs. Guillermo<br />
Castillo at their beautiful home in November <strong>2005</strong>. “Ophthalmologist”<br />
recipients Dr. Michael A. Lemp (above left) and Dr. Frank S. Ashburn, Jr.<br />
(above right) were honored for their decades of service both in the field<br />
and on the Board of Directors. Ann Donatelli, a long-time Board member<br />

<strong>The</strong> <strong>2006</strong> gala was held in April at the historic and magnificent residence<br />
of His Excellency and Mrs. Andres Pastrana, ambassador of Colombia in<br />
Washington, DC. Guests enjoyed elegant dining, dancing to Latin music,<br />
and partied late into the evening. <strong>The</strong> silent and live auctions raised<br />
critical funds to sustain IEF’s programs.<br />

Para (right), served as Honorary Chair of the Society of <strong>Eye</strong> Surgeons (SES) meeting<br />

conference in Chicago. As the AAO’s <strong>2005</strong> recipient of its “<strong>International</strong><br />
