1. Minutes approval:
The minutes from February 12, 2013 were reviewed by all. Mr.
Tillman made a motion to accept the minutes as presented and
seconded by Deputy Chief Jones. Motion carried.
2. Financial Report:
The Financial Report was reviewed by all. Ms. Bartlett
reported that 3736 was sold for $12,550. Motion duly made by

Assistant Chief Miller and seconded by Deputy Chief Jones to
approve the financial report as submitted. Motion carried.
3. Announcements:
The next meeting of the Jefferson Co. Trustees Assn. will be
on April 18 at 7:00pm at Highview FPD Station 1.
The next meeting of the Board of Trustees was moved to
April 9 at 6:00pm.
The Awards Banquet is on March 16 at the Ramada on
Bluegrass Pkwy. Cash Bar 6:00 – 7:00pm, Dinner at 7:00pm
followed by speaker Councilman Krammer and presentation of
awards.
Jake Barker has resigned from the department.
4. Old Business:
a. Committee Reports:
(1.) Building and Grounds/Major Equipment:
Engine 3736: Sold to Annetta Fire Department
for $12,550.
3752: Radiator leak and Sgt Buckley working on,
will be out of service for awhile
3735: Motion made by Assistant Chief Miller and
seconded by Ms. Cannon to replace tires and rims due
to the safety of damaged old tires. Motion carried.
3735: Last five years has cost $57,000+ in repairs
to keep in service. The committee will make a proposal
to replace this apparatus.
(2.) Budget:
Budget will be presented next month.

(3.) Personnel:
Testing and physical agility test for the new
probationary firefighter position has been completed.
Interviews are being scheduled.
Motion made by Mr. Hill and seconded by Mr. Tillman
to award life saving medals to Colonel Jonathon Yuodis
(retired), Captain Charles Riggle (retired), Assistant Chief
Richard Harrison, Sergeant Bryan Buckley, Firefighter Kelly
Sergent and Firefighter David O’Brien for action performed
on April 11, 2012. Motion Carried.
Personnel Committee Meeting will be scheduled last
week of March.
(4.) Steering:
No report.
(5.) LOSAP:
See attached report.
(6.) Firefighter Concerns:
No report.
(7.) Technology:
No report.
(8.) Nominating:
See attached report. It was decided that the
candidates for the nomination of the mayor’s
appointment not selected may decide to run for the
property owner position. All Board Members should
send an email vote to Ms. Crawford by March 15 for
the Board’s recommendation for the Mayor’s

Appointee so that the April 1 st deadline to the Mayor’s
office will be met.
Chairman Clark will be the third board member
present at the property owner elections, since according
to the bylaws a minimum of three members must be
present.
b. Training Academy:
Fire Trustees Meeting held at the academy on
February 21 and they were pleased with site.
c. Metro Government:
(1.) MetroSafe: Each primary fire station will have
hi-speed internet connection. Since we are not
currently receiving faxes from Metrosafe, this will
resolve that issue. Runs will be electronic with
more information rather than over the air.
(2.) EMS: No Report.
(3.) Ordinances: No Report.
d. Cadet Program: No Report.
e. Grants:
Grant for Thermal Imaging Camera from FEMA
was denied.
FEMA has had money cut from the Fire Act
Grants. We still have five outstanding grant
applications, but they may be affected.

Training Facility Grant Application made it
through the first round and Chief Harrison and Captain
Burton will make a presentation.
US Forestry Grant application still outstanding.
f. Legislative Report:
HB 1- The purpose of the bill is to make special
districts more accountable, and since we already meet all
guidelines, the bill was supported. The Jefferson County
Suburban Fire Districts now opposes this bill as it has added
oversight by the Circuit Courts, or in our case the Metro
Council.
g. Policies developed for concealed carry of firearms:
In works with Special Firefighter Al Farris.
h. Establishment of Community Support System:
The last meeting had 13 people attend with more
interested. The next meeting will be March 12.
i. Fern Creek Annexation:
Talks with the Fern Creek Fire District will be
suspended until after the litigation is over.
j. New Chairperson:
Discussion about potential conflict of interest having a
firefighter trustee, specifically paid staff, serving as Chair
was held. Deputy Chief Jones indicated that it is a mute point
as he will not be running.
k. Cost Recovery:
See attached report. Will decide at next meeting if it is
worth pursuing further.

5. New Business:
a. Chief’s Report for January 2013 and February 2013:
The Chief’s Reports for January 2013 with corrections
and February 2013 were reviewed.
b. Lawsuit:
Without objection the board went into Executive
Session to discuss open litigation. Upon returning to
open session, Chairman Clark announced that no action
had been taken while in executive session.
6. Upon motion duly made by Deputy Chief Jones and
seconded by Ms. Crawford, this meeting was adjourned at 7:15pm.
