1. Minutes approval:<br />

The minutes from February 12, <strong>2013</strong> were reviewed by all. Mr.<br />

Tillman made a motion to accept the minutes as presented and<br />

seconded by Deputy Chief Jones. Motion carried.<br />

2. Financial Report:<br />

The Financial Report was reviewed by all. Ms. Bartlett<br />

reported that 3736 was sold for $12,550. Motion duly made by

Assistant Chief Miller and seconded by Deputy Chief Jones to<br />

approve the financial report as submitted. Motion carried.<br />

3. Announcements:<br />

The next meeting of the Jefferson Co. Trustees Assn. will be<br />

on April 18 at 7:00pm at Highview FPD Station 1.<br />

The next meeting of the Board of Trustees was moved to<br />

April 9 at 6:00pm.<br />

The Awards Banquet is on <strong>March</strong> 16 at the Ramada on<br />

Bluegrass Pkwy. Cash Bar 6:00 – 7:00pm, Dinner at 7:00pm<br />

followed by speaker Councilman Krammer and presentation of<br />

awards.<br />

Jake Barker has resigned from the department.<br />

4. Old Business:<br />

a. Committee Reports:<br />

(1.) Building and Grounds/Major Equipment:<br />

Engine 3736: Sold to Annetta <strong>Fire</strong> Department<br />

for $12,550.<br />

3752: Radiator leak and Sgt Buckley working on,<br />

will be out of service for awhile<br />

3735: Motion made by Assistant Chief Miller and<br />

seconded by Ms. Cannon to replace tires and rims due<br />

to the safety of damaged old tires. Motion carried.<br />

3735: Last five years has cost $57,000+ in repairs<br />

to keep in service. The committee will make a proposal<br />

to replace this apparatus.<br />

(2.) Budget:<br />

Budget will be presented next month.

(3.) Personnel:<br />

Testing and physical agility test for the new<br />

probationary firefighter position has been completed.<br />

Interviews are being scheduled.<br />

Motion made by Mr. Hill and seconded by Mr. Tillman<br />

to award life saving medals to Colonel Jonathon Yuodis<br />

(retired), Captain Charles Riggle (retired), Assistant Chief<br />

Richard Harrison, Sergeant Bryan Buckley, <strong>Fire</strong>fighter Kelly<br />

Sergent and <strong>Fire</strong>fighter David O’Brien for action performed<br />

on April 11, 2012. Motion Carried.<br />

Personnel Committee Meeting will be scheduled last<br />

week of <strong>March</strong>.<br />

(4.) Steering:<br />

No report.<br />

(5.) LOSAP:<br />

See attached report.<br />

(6.) <strong>Fire</strong>fighter Concerns:<br />

No report.<br />

(7.) Technology:<br />

No report.<br />

(8.) Nominating:<br />

See attached report. It was decided that the<br />

candidates for the nomination of the mayor’s<br />

appointment not selected may decide to run for the<br />

property owner position. All Board Members should<br />

send an email vote to Ms. Crawford by <strong>March</strong> 15 for<br />

the Board’s recommendation for the Mayor’s

Appointee so that the April 1 st deadline to the Mayor’s<br />

office will be met.<br />

Chairman Clark will be the third board member<br />

present at the property owner elections, since according<br />

to the bylaws a minimum of three members must be<br />

present.<br />

b. Training Academy:<br />

<strong>Fire</strong> Trustees Meeting held at the academy on<br />

February 21 and they were pleased with site.<br />

c. Metro Government:<br />

(1.) MetroSafe: Each primary fire station will have<br />

hi-speed internet connection. Since we are not<br />

currently receiving faxes from Metrosafe, this will<br />

resolve that issue. Runs will be electronic with<br />

more information rather than over the air.<br />

(2.) EMS: No Report.<br />

(3.) Ordinances: No Report.<br />

d. Cadet Program: No Report.<br />

e. Grants:<br />

Grant for Thermal Imaging Camera from FEMA<br />

was denied.<br />

FEMA has had money cut from the <strong>Fire</strong> Act<br />

Grants. We still have five outstanding grant<br />

applications, but they may be affected.

Training Facility Grant Application made it<br />

through the first round and Chief Harrison and Captain<br />

Burton will make a presentation.<br />

US Forestry Grant application still outstanding.<br />

f. Legislative Report:<br />

HB 1- The purpose of the bill is to make special<br />

districts more accountable, and since we already meet all<br />

guidelines, the bill was supported. The Jefferson County<br />

Suburban <strong>Fire</strong> <strong>District</strong>s now opposes this bill as it has added<br />

oversight by the Circuit Courts, or in our case the Metro<br />

Council.<br />

g. Policies developed for concealed carry of firearms:<br />

In works with Special <strong>Fire</strong>fighter Al Farris.<br />

h. Establishment of Community Support System:<br />

The last meeting had 13 people attend with more<br />

interested. The next meeting will be <strong>March</strong> 12.<br />

i. Fern Creek Annexation:<br />

Talks with the Fern Creek <strong>Fire</strong> <strong>District</strong> will be<br />

suspended until after the litigation is over.<br />

j. New Chairperson:<br />

Discussion about potential conflict of interest having a<br />

firefighter trustee, specifically paid staff, serving as Chair<br />

was held. Deputy Chief Jones indicated that it is a mute point<br />

as he will not be running.<br />

k. Cost Recovery:<br />

See attached report. Will decide at next meeting if it is<br />

worth pursuing further.

5. New Business:<br />

a. Chief’s Report for January <strong>2013</strong> and February <strong>2013</strong>:<br />

The Chief’s Reports for January <strong>2013</strong> with corrections<br />

and February <strong>2013</strong> were reviewed.<br />

b. Lawsuit:<br />

Without objection the board went into Executive<br />

Session to discuss open litigation. Upon returning to<br />

open session, Chairman Clark announced that no action<br />

had been taken while in executive session.<br />

6. Upon motion duly made by Deputy Chief Jones and<br />

seconded by Ms. Crawford, this meeting was adjourned at 7:15pm.<br />
