STATEMENT OF WORK<br />

Scope<br />

The Firearms Training Unit (FTU) <strong>of</strong> the Maurice T. Turner Jr., Metropolitan Police<br />

Academy, (MPA) seeks a contractor to provide ammunition for training and real world<br />

deployment purposes. The Chief <strong>of</strong> Police has authorized Winchester 9mm #RA9124TP,<br />

124 grain (JHP) as the only authorized 9mm duty ammunition and 9mm 124 grain (TMJ)<br />

ball ammunition as practice.<br />

C.2.<br />

Background<br />

The Firearms Training Unit (FTU) <strong>of</strong> the Maurice T. Turner Jr., Metropolitan Police<br />

Academy is tasked with the responsibility <strong>of</strong> training members <strong>of</strong> the Metropolitan Police<br />

Department semi-annually with issued service pistols and members <strong>of</strong> the Emergency<br />

Response Team and other specialized units with the H&K MP-5 sub gun. There are<br />

currently 4200 personnel that are required to qualify with their service pistol semiannually.<br />

The semi-annual qualification course requires at a minimum one hundred four<br />

(104) rounds per shooter (52 rounds <strong>of</strong> 9mm ball ammunition plus 52 rounds <strong>of</strong><br />

Winchester (#RA9124TP street ammunition) or a total <strong>of</strong> two hundred thousand<br />

(200,000) rounds <strong>of</strong> Winchester and two hundred thousand (200,000) rounds <strong>of</strong> CCI-<br />

Speer 9mm. The number <strong>of</strong> practice rounds fired during qualifications actually varies<br />

therefore ammunition supplies should accommodate ten thousand (10,000) additional<br />

rounds per qualification period <strong>of</strong> ball ammunition.<br />

There are currently fifty- (50) ERT personnel that are required to complete MP-5 training<br />

every quarter. This training consists <strong>of</strong> quarterly qualifications as well as tactical<br />

weapons skills. The qualification course requires two hundred (200) rounds per person<br />

per quarter or a total <strong>of</strong> ten thousand (10,000) rounds per quarter. The number <strong>of</strong> rounds<br />

fired during skills training varies with the exercises being performed therefore<br />

ammunition supplies should accommodate one thousand (1000) additional rounds per<br />

person each quarter.<br />

C.3.<br />

C.3.1<br />

Requirements<br />

Upon award <strong>of</strong> the contract, the Contractor shall provide the following<br />

types <strong>of</strong> ammunition:<br />

a. Winchester 9mm #RA9124TP, 124 grain (JHP)<br />

C.3.2<br />

The Contractor shall deliver all ammunition to either the Federal Law<br />

Enforcement Training Center in Cheltenham, Maryland, located at 9000<br />

Commo Road, Cheltenham, Md., or the MPDC Property Division Located<br />

at 2250 Railroad Avenue S.E., 20070 at the direction <strong>of</strong> the Commander,<br />

Firearms Training Unit.<br />

C.3.3 The Contractor shall deliver all ammunition no later than September 18,<br />

2009.<br />
