READING OF THE MISSION<br />

Mrs. <strong>St</strong>ern read the following <strong>School</strong> <strong>District</strong> Mission <strong>St</strong>atement:<br />

Developing lifelong learners and responsible citizens for a global society is the mission of the<br />

<strong>Upper</strong> <strong>St</strong>. <strong>Clair</strong> <strong>School</strong> <strong>District</strong>, served by a responsive and innovative staff who in partnership<br />

with the community provides learning experiences that nurture the uniqueness of each child and<br />

promote happiness and success.<br />

STUDENT COUNCIL REPRESENTATIVES REPORT<br />

Alex Shogry, student council president, and Tuck <strong>St</strong>apor, student council vice president, provided an<br />

update regarding high school and student council activities.<br />

They reminded the Board, administration and residents that the high school students are collecting items to<br />

send with letters of thanks to the military and they are also collecting items for needy families in the<br />

Washington county area. Individuals may contact the high school activities office at 412-833-1600<br />

ext. 2264 if they have items to donate to either collection.<br />

RECOGNITION OF 2010 NATIONAL MERIT SCHOLARSHIP COMPETITION<br />

SEMIFINALISTS & COMMENDED STUDENTS<br />

The following high school students were congratulated for their success on the 2010 National Merit<br />

Scholarship Competition:<br />

Rejected the bids received September 14, 2009 and authorized the administration to rebid for<br />

APPROVE CONTRACT WITH PITNEY BOWES<br />

Approved a five-year lease with Pitney Bowes for a digital mailing system and envelope inserting<br />

system for Central Office at the cost of $434 per month.<br />

APPROVE GAS TRANSPORTATION AGREEMENT<br />

Approved three-year contract renewal of gas Transportation Agreement with Dominion at a<br />

delivery charge of $1.45/mcf.<br />

COMMENDATIONS & RECOGNITIONS<br />

Approved the following Commendations & Recognitions:<br />

K-12<br />

Congratulations are in order for Carolyn Idler, physical education teacher at Baker<br />

Elementary, Carol Olack, physical education teacher at Eisenhower Elementary, and<br />

Shawn Morton, physical education teacher at <strong>Upper</strong> <strong>St</strong>. <strong>Clair</strong> High <strong>School</strong>, who were<br />

each awarded Highmark Healthy High 5 grants based on their proposals to enhance<br />

physical activity for students. The grant awards consist of the following:<br />

$9,349.00 for Baker Elementary to purchase two treadmills and Dance Dance Revolution<br />

(DDR) system for students in grades K – 4;<br />

$9,194.00 for Eisenhower Elementary to purchase a DDR System, 3 treadmills and 2<br />

Recumbent Bikes for grades 1 – 4;<br />

$9,960.00 for <strong>Upper</strong> <strong>St</strong>. <strong>Clair</strong> High <strong>School</strong> to purchase spinning bikes for students in<br />

grades 9 – 12.<br />

APPROVAL OF ADMINISTRATORS’ SALARY PLAN<br />

The Board approved by majority roll call vote, effective July 1, 2009, adjustments in<br />

compensation of the school administrators, and the Superintendent was authorized to allocate such<br />

funds among the school administrators for increases and adjustments to their gross compensation.<br />

APPROVAL OF COMPENSATION ADJUSTMENT FOR ACTING ASSISTANT TO THE<br />

SUPERINTENDENT<br />

The Board approved a compensation adjustment to the Acting Assistant to the Superintendent.<br />

APPROVAL OF CONTRACT EXTENSION FOR DIRECTOR OF HUMAN RESOURCES<br />

AGREEMENT<br />

The Board approved an extension to the Director of Human Resources Agreement dated<br />

November 12, 2007 for a term concluding June 30, 2010.<br />

BUSINESS & FINANCE<br />

APPROVAL TO ACCEPT ANNUAL AUDIT FOR YEAR ENDED JUNE 30, 2009<br />

The Board accepted the audit for the year ended June 30, 2009 conducted by Maher Duessel and<br />

the <strong>School</strong> <strong>District</strong> was authorized to file the necessary legal notice of the auditor’s report with<br />

the Office of the Prothonotary.

APPROVAL OF SHORT TERM LEASE FOR BUS GARAGE<br />

The Board approved, by majority roll call vote, a short term lease with an effective date on or<br />

around November 1, 2009 and a termination date on or around February 28, 2010 with a month to<br />

month renewal option thereafter, with Giant Eagle or its assignee for the lease of certain areas at<br />

the former Ford dealership on Rt. 19 for our bus operations for a monthly amount not to exceed<br />

$5,000, contingent upon final approval of the Superintendent and Solicitor.<br />

ANNOUNCEMENT REGARDING EXECUTIVE SESSIONS<br />

Mrs. Billerbeck announced that executive sessions were held on the following dates:<br />

October 12, 2009 – Litigation, Personnel and Real Estate Matters<br />

October 26, 2009 – Negotiations and Litigation Matters<br />

EXECUTIVE SESSION – NEGOTIATIONS & LITIGATIONS MATTERS<br />

The Board adjourned into executive session to discuss negotiations and litigation matters.<br />
