READING OF THE MISSION
Mrs. Stern read the following School District Mission Statement:
Developing lifelong learners and responsible citizens for a global society is the mission of the
Upper St. Clair School District, served by a responsive and innovative staff who in partnership
with the community provides learning experiences that nurture the uniqueness of each child and
promote happiness and success.
STUDENT COUNCIL REPRESENTATIVES REPORT
Alex Shogry, student council president, and Tuck Stapor, student council vice president, provided an
update regarding high school and student council activities.
They reminded the Board, administration and residents that the high school students are collecting items to
send with letters of thanks to the military and they are also collecting items for needy families in the
Washington county area. Individuals may contact the high school activities office at 412-833-1600
ext. 2264 if they have items to donate to either collection.
RECOGNITION OF 2010 NATIONAL MERIT SCHOLARSHIP COMPETITION

APPROVAL TO REJECT BIDS AND AUTHORIZE TO REBID FOR SEVERAL USED
SCHOOL BUSES
Rejected the bids received September 14, 2009 and authorized the administration to rebid for
several used school buses.
APPROVE CONTRACT WITH PITNEY BOWES
Approved a five-year lease with Pitney Bowes for a digital mailing system and envelope inserting
system for Central Office at the cost of $434 per month.
APPROVE GAS TRANSPORTATION AGREEMENT
Approved three-year contract renewal of gas Transportation Agreement with Dominion at a
delivery charge of $1.45/mcf.
SUPERINTENDENT’S REPORT
COMMENDATIONS & RECOGNITIONS
Approved the following Commendations & Recognitions:
K-12
Congratulations are in order for Carolyn Idler, physical education teacher at Baker
Elementary, Carol Olack, physical education teacher at Eisenhower Elementary, and
Shawn Morton, physical education teacher at Upper St. Clair High School, who were
each awarded Highmark Healthy High 5 grants based on their proposals to enhance
physical activity for students. The grant awards consist of the following:
$9,349.00 for Baker Elementary to purchase two treadmills and Dance Dance Revolution
(DDR) system for students in grades K – 4;
$9,194.00 for Eisenhower Elementary to purchase a DDR System, 3 treadmills and 2
Recumbent Bikes for grades 1 – 4;
$9,960.00 for Upper St. Clair High School to purchase spinning bikes for students in
grades 9 – 12.

Congratulations to the following students who successfully auditioned for the PMEA
Honors Choir Festival held at Upper St. Clair High School on October 23 and 24.

APPROVAL OF ADMINISTRATORS’ SALARY PLAN
The Board approved by majority roll call vote, effective July 1, 2009, adjustments in
compensation of the school administrators, and the Superintendent was authorized to allocate such
funds among the school administrators for increases and adjustments to their gross compensation.
APPROVAL OF COMPENSATION ADJUSTMENT FOR ACTING ASSISTANT TO THE
SUPERINTENDENT
The Board approved a compensation adjustment to the Acting Assistant to the Superintendent.
APPROVAL OF CONTRACT EXTENSION FOR DIRECTOR OF HUMAN RESOURCES
AGREEMENT
The Board approved an extension to the Director of Human Resources Agreement dated
November 12, 2007 for a term concluding June 30, 2010.
BUSINESS & FINANCE
APPROVAL TO ACCEPT ANNUAL AUDIT FOR YEAR ENDED JUNE 30, 2009
The Board accepted the audit for the year ended June 30, 2009 conducted by Maher Duessel and
the School District was authorized to file the necessary legal notice of the auditor’s report with
the Office of the Prothonotary.

APPROVAL OF SHORT TERM LEASE FOR BUS GARAGE
The Board approved, by majority roll call vote, a short term lease with an effective date on or
around November 1, 2009 and a termination date on or around February 28, 2010 with a month to
month renewal option thereafter, with Giant Eagle or its assignee for the lease of certain areas at
the former Ford dealership on Rt. 19 for our bus operations for a monthly amount not to exceed
$5,000, contingent upon final approval of the Superintendent and Solicitor.
ANNOUNCEMENT REGARDING EXECUTIVE SESSIONS
Mrs. Billerbeck announced that executive sessions were held on the following dates:
October 12, 2009 – Litigation, Personnel and Real Estate Matters
October 26, 2009 – Negotiations and Litigation Matters
EXECUTIVE SESSION – NEGOTIATIONS & LITIGATIONS MATTERS
The Board adjourned into executive session to discuss negotiations and litigation matters.
