EXPLANATION OF MiTIP’S NEW PROJECT SUBMITTAL PROCESS
MiTIP, the Indianapolis MPO’s online TIP database, has replaced the IRITP in its
previous form. Beginning with the 2014-2017 call for Group 1 STP projects, all new
projects will be required to be submitted in MiTIP. Paper applications will no longer
be accepted.
The New IRTIP Project Form in MiTIP can be accessed at the link:
https://mitip.indympo.org/login.asp.
If this is your first time using MiTIP, click the link “CLICK HERE” in the
bottom right corner. You will be prompted to register as a user and create a
username and password.
After logging in with your username and password, click on the link “IRTIP
ADOPTION” then “SUBMIT NEW PROJECT.”
The New IRTIP Project Form consists of three sections and a mapping requirement.
Below are instructions for completing the form, mapping the project location and
uploading required supporting documents in MiTIP.
• Section 1: Project Information
The first field, ID TYPE, will not be required for new projects. Instead, an
MPO ID number is automatically generated for the project and is shown in the
box under PRIMARY DES #.
If the project is selected for funding, it will then be necessary for the
LPA to apply for a des. number through the Indy MPO using the form
available on the MPO’s website.
Please select “city,” “town,” “county” or “transit agency” under
IMPLEMENTING AGENCY. Then, provide the name and contact information
for PROJECT MANAGER and ERC, and select the INDOT DISTRICT. For
PROJECT TYPE, select the type that best suits your project. Under
CAPACITY INC, select “yes” if your project is adding capacity, and is nonexempt
from air quality modeling. If your project is not adding capacity to the
