Dear Readers<br />

After 15 Years, You Might Say Not A Lot Has Changed<br />

On July 1, GLI will celebrate our 15 th anniversary. Looking back, in 1989 the gaming<br />

industry was just beginning. There were no independent gaming laboratories anywhere on<br />

the globe. Nevada, New Jersey, Montana, and jurisdictions in Australia used government labs<br />

for their testing needs. Regulators built their own labs, and a private lab wasn’t even<br />

considered. Our idea to build GLI was met with skepticism and doubt as to whether we<br />

would even be around after a few years.<br />

We built GLI on three fundamental concepts: First, integrity and accountability became<br />

the bedrock of our foundation and no other ideal would interfere with our commitment to<br />

excellence. Second, excellent customer service must be provided to those who submit their<br />

products, without compromising the integrity of the process. Last, a commitment to<br />

regulators, lottery commissions and suppliers who didn’t have the resources to get projects<br />

tested, we would hire the necessary resources. This was based on our belief that a private lab<br />

could react to new technology faster and with more efficiency than government labs.<br />

These concepts have been the key to our development and continue to be our focus today.<br />

As things have changed over the past 15 years in terms of technology (and boy have they<br />

ever!), we like to think we have set a new standard in the way gaming laboratories operate.<br />

While I sometimes pause to think back over the past 15 years, each of GLI’s nearly 300<br />

professionals continue to only look forward, to be creative and innovative, and to deliver on<br />

our founding concepts daily. Maybe that’s why 15 years later, we are the largest and most<br />

experienced test laboratory on every continent that we serve.<br />

As you read this newsletter, you will understand that again we have raised the bar in terms of<br />

integrity, accuracy and customer service initiatives, while continuing to expand our<br />

capabilities in terms of staff and new technology in order to meet the demand for GLI<br />

certifications the world over.<br />

Interoperability Center Contract Renewed In March <strong>2004</strong><br />

GLI will continue to act as the GSA’s sole interoperability gaming test lab for a specified length of<br />

time, testing devices and systems for GSA standards compliance. Testing has been, and will<br />

continue to be, conducted at GLI’s Las Vegas office where a staff of more than 30 engineers and<br />

support staff operate the 18,000 square foot laboratory. The Interoperability Center, the only one<br />

of its kind anywhere in the world, acts as a final check point for regulators, suppliers and operators<br />

to ensure that devices and systems are compatible. It was created nearly two years ago and<br />

continues to expand with new products and systems being delivered daily.<br />

Since its 2001 opening, GLI’s Interoperability Center has received a very positive response from the<br />

gaming industry, and now houses systems and games from virtually every manufacturer. The lab is<br />

also where all the newest technology in the gaming industry is tested, and is currently completing its<br />

second year of successful ticket-in/ticket-out testing for the Nevada <strong>Gaming</strong> Control Board.<br />

More Personnel, More Customer Service<br />

GLI continues hiring at our world headquarters and has executed two expansions to the facility<br />

since its grand opening. Now, with nearly 50,000 square feet accommodating 100 plus employees,<br />

we are expanding again. Since GLI began, our commitment is to keep pace with technology and<br />

the subsequent submissions from the industry. Now with nearly 300 professionals worldwide, we<br />

continue to focus on getting it done on time, and getting it done right.<br />

Quality Assurance Staff Tripled & Class II and Electronic Bingo Test Group Added<br />

Ensuring the highest possible level of accuracy, GLI has tripled our quality assurance team<br />

guaranteeing that at least one team member is located in each of our offices. This group acts as an<br />

internal audit team, reviewing and producing certification documents for every submission prior to<br />

its final certification as one last check before the results are distributed. GLI has also added a<br />

Class II and electronic bingo test group located in our world headquarters to keep up with the<br />

demands of new forms of electronic devices and systems.<br />

GLI-22 Released<br />

Answering a call from Tribes for standardization, GLI released its newest standard, GLI-22, which<br />

deals with Class II gaming equipment. While the standard does not define what Class II gaming is,<br />

it is offered as a technical standard of the hardware and software that comprises a Class II<br />

electronic bingo system.<br />

Among its many details, the standard defines the terms associated with Class II gaming and<br />

devices, outlines submission requirements for device certification, defines game server<br />

requirements and player terminal requirements. All of GLI’s standards are available on our<br />

New Countries Added To List Serviced<br />

GLI Europe BV and GLI Africa have proudly added the<br />

following new jurisdictions to an already impressive list<br />

serviced by GLI: Croatia, Belgium, San Marino and Italy.<br />

GLI Africa Accredited by SANAS<br />

GLI Africa has recently been accredited by the South<br />

African National Accreditation System (SANAS) to<br />

ISO17020. This is in addition to GLI Africa’s ISO17025<br />

accreditation.<br />

GLI Accredited In Italian AWP Market<br />

Among the most exciting recent developments are GLI’s<br />

successful talks with the Italian regulatory body,<br />

l’Amministrazione autonoma dei monopoli di Stato<br />

(AAMS). An agreement was signed at the beginning of<br />

February, which accredits GLI to test for the Italian<br />

Amusement with Prizes (AWP) market. Thanks to the<br />

combined efforts of GLI Europe and GLI Africa, the<br />

offices will be able to share workloads and further reduce<br />

turnaround times.<br />

GLI Europe BV Expands<br />

GLI Europe BV has gone through a period of expansion<br />

with the addition of four new engineers in the last part of<br />

2003 and hopes to recruit four more in the coming<br />

weeks. This is in preparation for the explosion of the<br />

Italian market.<br />

GLI Attends Record-Breaking ICE Show<br />

A large group of the GLI Europe office as well as team<br />

members from other GLI international offices attended<br />

the ICE Show and had a productive and exciting week.<br />

The London-based show reported a 14.6 percent increase<br />

in visitors. The show caps a highly successful year for<br />

GLI Europe. Perhaps most notable of their<br />

accomplishments was a Regulator’s Roundtable, held in<br />

the Netherlands in May 2003. The meeting was the first<br />

of its kind ever held in Europe and drew 20 regulators<br />

from across the continent representing Belgium,<br />

Denmark, Great Britain, Jersey, Latvia, Lithuania, Malta,<br />

The Netherlands, Norway, Poland and Switzerland. Based<br />

on the success of the roundtable, GLI Europe BV has<br />

scheduled the second annual roundtable for May 27-28,<br />

<strong>2004</strong>. Further details of the meeting are upcoming.<br />

At the end of February a group from GLI Europe<br />

exhibited at ENADA (<strong>International</strong> Coin Machine Show)<br />

held in Rimini, Italy, February 21st through the 24th,<br />

which focused on the Italian AWP market.<br />

GLI Australia Receives ISO/IEC 17025 Laboratory Accreditation<br />

GLI Australia has reached significant milestones since the last newsletter. The first came in August 2003 when the company<br />

received National Association of Testing Authorities (NATA) laboratory accreditation in accordance with ISO/IEC<br />

17025: General Requirements for the Competence of Testing and Calibration <strong>Laboratories</strong>: Information Technology.<br />

NATA accreditation is highly regarded both nationally and internationally as a reliable indicator of technical competence.<br />

As a NATA-accredited testing facility for testing gaming equipment regulators, manufacturers, and operators are assured of<br />

the highest level of skill and competency from GLI Australia.<br />

GLI Australia’s laboratories have been thoroughly evaluated and accredited by NATA as meeting the technical competence<br />

requirements of the internationally recognized standard ISO/IEC 17025, which includes the management requirements of<br />

the ISO 9000 standards.<br />

GLI Australia Granted First-Ever Testing Facilities License in New South Wales<br />

The second milestone achieved by GLI Australia was in January when the company was granted a Testing Facilities License<br />

for the state of New South Wales by the Licensing Court of New South Wales. GLI Australia is currently the only Testing<br />

Facility to be issued a license in the NSW region. The company is also listed on the Victorian Casino and <strong>Gaming</strong> Authority’s<br />

Role of Suppliers and is an Accredited Testing Facility (ATF) for all other jurisdictions in Australia and New Zealand. The<br />

license comes in fulfillment of legislation requiring testing facilities obtain a license similar to that required by manufacturers.<br />

Previously GLI Australia operated under a temporary permit.<br />

Newly Designed Website, Online Certification Reports And The Ultimate<br />

In Laboratory Transparency<br />

Regulators and suppliers have been asking for it for a long time – the ability to receive<br />

submission status and certification reports in real-time, allowing them to know exactly where<br />

submissions stand in the approval process and how long they have been in the process. They<br />

wanted transparency, as if GLI were right down the hallway from their offices. Now we have<br />

delivered. GLI’s newly designed website launched in March.<br />

GLIaccess Key Feature Of New Site<br />

An exciting feature of GLI’s new website is "GLIaccess ". This allows regulators and suppliers<br />

to log onto a highly secure, password-protected website to receive information about every<br />

submission they have made since GLI’s inception 15 years ago. Regulators and suppliers will be<br />

able to see certification reports as they are generated, instead of waiting for the reports to<br />

arrive in the mail or by fax, which is still available to regulators and suppliers who request it. We<br />

have created a large number of reports that are downloadable so they can be reviewed, sorted<br />

and analyzed offline.<br />

Ask the <strong>Gaming</strong> Lab Feature of New Site<br />

"Ask the <strong>Gaming</strong> Lab " button on our new website allows users to ask GLI any question<br />

about gaming, and we will respond. This new feature is available to anyone on the Internet.<br />

Visitation Program Expanded<br />

In 2003, we expanded our visitation program for regulators, our primary clients. Our<br />

development staff, mostly based in our Nevada office, travels hundreds of thousands of miles<br />

a year visiting clients throughout North America. This visitation program was expanded and<br />

now operates on every continent we service through local offices.<br />

Also in 2003, we formalized our supplier visitation program, visiting factory floors throughout<br />

North America, Europe, and Australia. This allows us to meet with suppliers on a quarterly<br />

basis to fully understand what testing needs will be required in the future while getting our first<br />

briefing on new technology that must be submitted to our regulator clients for review.<br />

New <strong>International</strong> Jurisdictions, Same Commitment to Customer Service<br />

GLI’s certification program has expanded domestically and internationally. This February, we<br />

were notified that we were able to offer test results in Macau. We have also begun to work with<br />

regulators in Central and South America as well as the Caribbean in an effort to assist with<br />

their desire for more formal regulation.<br />
