tax is the major generator of State

developed to ensure compliance with 

EU Directive #112. In regards to the 

STA’s position on the problem of nonhonest

After Mr. Lapshyn’s remarks the floor 

was open to a number of specific

asking for clarifications on certain tax 

issues related to the income tax payment 

rules for non-residents and definition

will be disseminated by the Chamber 

to all interested Members through the 

Tax Committee.

actively advocating many issues surrounding 

certification and standardization 

including: abolition of 

compulsory certification, separation 

of functions of standardization and 

technical regulations, market survey 

among different State authorities 

and abolition of double control 

on the markets and implementation 

of the European model of the food 

market survey. 

Afterwards, Mr. Shnypko noted that 

according to recent changes to the 

Law of Ukraine “On Consumers’ 

Rights Protection” all laboratory research 

should be carried out at State 

budget expense.

Budget there are no funds provided

the State Committee is developing 

special legislation on the system of

“In-Focus” Meeting with Mrs. Inna Bogoslovska, 

Deputy Minister of Justice. 

Mrs. Bogoslovska addressed the 

Membership in regards to the key 

issues and problems of business operations 

in Ukraine and explained 

briefly the process of development 

and perspectives of implementation 

of new legislation. 

At the beginning of her presentation, 

the Deputy Minister commented on 

the nuances regarding the adoption 

of the Joint Stock Company Law and 

mentioned that the discussion will be 

open to investors. She also stressed 

the importance that the legislation 

regulating joint stock companies be 

similar to EU norms. 

The Law on Securities and Stock Exchanges 

was also discussed as well as 

the discrepancies between the Civil 

and Economic Codes. The floor was

The World Economic Forum Announces the Creation 

of a Community of Global Growth Companies 

The American Chamber of Commerce in 

Ukraine was pleased to be invited to actively 

participate in the latest initiative of 

the World Economic Forum which took 

place in Dalian, People’s Republic of 

China, September 6-8, 2007. Revealing 

a bold new initiative of the World Economic 

Forum Community, comprised 

of the 1,000 foremost global enterprises, 

Klaus Schwab, Founder and Executive 

Chairman, World Economic Forum, announced 

the creation of a new community 

of fast-growing companies destined 

to join the ranks of global multinationals 

in the next 5 to 10 years. 

In his opening remarks of the Inaugural 

Annual Meeting of the New Champions, 

Schwab had set the goal of 100 Founding 

Global Growth Company Members. Dur- 


ing the closing ceremony, he welcomed 

125 Founding Members, two of which 

are Chamber Members from Ukraine - 

AVentures Group and Golden Gate Business. 

At final tally, 40% of the members 

are from Asia; 26% hail from Europe; 20% 

are based in the Americas; and 14% come 

from Africa and the Middle East. “This is a 

truly global community,” said Schwab. 

The World Economic Forum is an independent 

international organization committed 

to improving the state of the world 

by engaging leaders in partnerships to 

shape global, regional and industry agendas.

III International Investment Forum “Investments Partnership 

Development” in Sumy Region 

The event was organized by the Sumy 

Regional State Administration and 

the Sumy Chamber of Commerce and 

Industry. Close to 250 people participated 

in the Forum, which included 

representatives of foreign and domestic 

investment companies, funds, 

foreign diplomatic missions, banks, as 

well as foreign representative offices 

of Chambers of Industry and Trade. 

During the Plenary session the Head 

of Sumy State Administration, Governor 

Pavlo Kachur, presented “Plan 

for Sumy” project, in which he briefly 

described several investment projects 

for the development of the regional 

economy. The best investors of Sumy 

region were also recognized with 

awards during the plenary session. 

Around 70 business projects were presented 

during the Forum that were 

created by organizations in the Sumy 

region. During the Forum participants 

were also able to discuss nuances to 

attracting investments into the municipal 

sphere, innovative projects 

and the tourism industry. 

Chamber President, Mr. Jorge Zukoski, 

spoke during the plenary session of the 

Forum highlighting issues surrounding 

the general investment environment of 

Ukraine and specifically touched on the 

successes of many Chamber Members in 

doing business in the Sumy Region with the 

support of the Head of the Sumy State Administration, 

Governor Kachur, applauding 

his endeavors to improve the investment 

climate of the Sumy region. 


Committee News 

Banking and Financial Services Committee 

Discusses the Draft Law on Derivatives 

The Chamber Banking and Financial 

Services Committee meeting took place 

on Monday September 10. Committee 

Members discussed the Draft Law on 

Derivatives, recently submitted to the 

Verkhovna Rada, covering major issues 

that the document introduces, as well 

as its effectiveness when implemented 

with regard to the current situation in 

the financial market of Ukraine. It was 

agreed that the document presents the 

needed basics for a derivatives market 

to function properly, although there is 

a necessity in improving the relevant 

current legislation, i.e. NBU regulations 

and the Cabinet’s Resolution on Currency 

Control. Based on the discussion, 

it was decided to express support to the 

appropriate Parliament Committee. 

Committee participants paid attention 

to the recent NBU regulations 


on statistical reporting and crossborder 

loans, identifying and sharing 

major implications they created 

for the banking sector. As per NBU 

Resolution # 235, it was proposed to 

send a letter to the National Bank of 

Ukraine asking to repeal this resolution 

for the time being, taking into 


account the situation on the world 

financial markets. 

Apart form this, the attendees discussed 

a list of financial services market 

related issues, as well as possible 

steps that should be taken to protect 

Member’s interests. 

Traditional, but Unique Toastmasters Committee Meeting 

Toastmasters Committee Meeting 

On September 12 fellow members and 

welcome guests of the Chamber Toastmasters 

Committee gathered together 

for a regular, but unique again meeting. 

Despite the unusual venue setup with 

a long table in the middle the meeting 

turned to be informative, spectacular

“TYRO”. 

At the beginning the attendees were 

delighted to welcome two new members 

of the Toastmasters Club: Yulia Lubiana 

(EBS) and Dmytro Tkachenko, 

(Baker Tilly Ukraine). 

Further, as it was planned, Oksana Reshetnik 

(Procter&Gamble) delivered her 

project on body language. She managed 

to show the value of gestures and body 

movements while speaking and proved 

that there were different ways to use body 

language to communicate your message. 

The impromptu session “Table Topics” 

was professionally prepared and conducted 

by Marina Seredkina (BAT). The 

Table speakers had the chance to revert 

back to childhood and make a choice 

between being a diligent crummer or 

a nimble non-achiever, “Simpsons” or 

old kind Soviet cartoons; different ways 

of the child-rearing process. 

The meeting was finished with 

speech evaluators. 

The Chamber Toastmasters Committee 

meeting is held every Wednesday 

at 7pm.

Members of the Chamber BMET 

Committee conducted their regular 

meeting on September 13. 

The meeting was dedicated to the 

subjects of innovations in educational 

techniques, tactic and strategic 

development plans for the 

Committee.

“Innovations in the education and 

recruitment of young talents: Students

initiative”. Vyacheslav managed 

to engage the participants’ interest 

highlighting the following main issues: 

• Effectiveness of different learning 

methods; 

• International experience in simulation-based 

competitions of students 

and graduates;

Travel and Tourism Committee Meeting 

Members of the Chamber Travel and 

Tourism Committee gathered for a 

meeting on September 20. The agenda 

issues turned to be really pressing 

and pulled together both players of 

the market and consumers of their 

services – to discuss issues and proceed 

with determining the Committee’s 

further activity. 

At the beginning Yuliya Kobuk, Committee 

Coordinator, updated the at- 

tendees on the Position Paper sent to 

certain Embassies and its development. 

Having considered the matter, the participants 

agreed to try to conduct meetings 

with some Embassy representatives 

of countries who are to enter the 

Schengen zone in the nearest future. 

In the course of the meeting such problems 

as railway tickets for foreigners in 

the city of Kharkiv; foreigners’, working 

in Ukraine, business trips legislative de-

Further meeting’s consideration covered

plan and terms were defined accordingly.

2012 preparation, it was agreed to 

wait until the elections were over to 

work on proposals to it as there is 

now strategic view of and collaboration 

between the governmetal bodies 

concerning the preparation activities. 

It was also updated that until then no 

significant national measures as for 

the preparation had been made and 

it was quite difficult to work on the 

program under the conditions.
