Insurgentactivities remained focused in the northeastthis week as militants stormed twovillages after Ramadan prayers, killingnearly 150 people, and four femalesuicide bombers carried out at least threesuicide attacks. Politically the selection,re-shuffling and appointing of newoffice holders continued throughout theweek. President Muhammadu Buhari alsoordered the immediate dissolution of theboard of the Nigerian National PetroleumCorporation, (NNPC), due to ongoingaccusations of inherent corruption withinthe organization. The Director Generalof the State Security Service (DSS), wasreplaced and the Commissioners ofPolice for Lagos, Ogun and Rivers Stateswere also changed, suggesting Buhari isoguNoyolagoSkeBBioSuNkwaRaOver Five Reported IncidentsAt Least One Reported IncidentNo Reported IncidentsReported violent incidents June 26 - July 2, 2015attempting to significantly alter the structure of the Nigerian police force. The secret police had also been accusedof maintaining loyalty to the former administration and the People’s Democratic Party (PDP). This week also sawthe handing over of the role of Chairman of the Independent National Electoral Commission (INEC) by ProfessorAttahiru Jega, following the expiration of his tenure after five years in the position. Attahiru Jega is regarded as thefirst INEC Chairman to conduct credible democratic elections in Nigeria since 1999. The INEC Chairman positionhad been handed over to Mohammed Wali, however this decision was over-ruled by President Buhari, whoinstead appointed Amina Bala Zakari as the Acting Chairman. The opposition PDP have condemned the President’sdecision and accused him of nepotism. One potential major catalyst for violence will bethe Government’s decision on how to proceed withthe ex-militant Amnesty Program, officially due to endin four weeks. While President Buhari suggested in hisinaugural speech that the program will be extendeduntil December 2015, no dates have been confirmedas of yet. Despite the Nigerian Security Forces (NSF)continuing operations in the zone this week, a spikein criminal activities, particularly kidnappings, wasalso reported, suggesting a number of ex-militantsmay have returned following the loss of formerPresident Goodluck Jonathan. On June 29, gunmensuspected to be Niger Delta militants attacked theNigerian Customs Service Base, located at Esin Ufot,in Oron Local Government Area (LGA), Akwa IbomState, killing a police officer and stealing 10 rifles.Five gunmen in military uniforms also kidnappedMartha Binabo, the wife of the former Speakerof Bayelsa State House of Assembly, in Agburacommunity in the outskirts of Yenagoa, Bayelsa State.The Rivers State Police Command allegedly killedfour suspected armed robbers. Two of the robbers,who were dressed in military uniforms, were killedduring an exchange of gunfire with officials of theAnti-Robbery unit of the Eleme Police Division atOgale, in Eleme LGA, Rivers State. 75 other suspectswere arrested in different parts of Port Harcourt,and its environs over the last week. On June 25,the Bayelsa Police Command rescued two Lebaneseexpatriate construction workers who had beenkidnapped by unknown gunmen in Ogbia LGA ofBayelsa, from Okodi in the Ogbia riverine community.The Edo State Police Command also arrested anadditional 30 suspected cultists and 20 kidnappersuspects this week. An increase in criminal activities isanticipated in the zone following a number of recentattacks against government armories and stockpilingof weapons by ex-militants.South-East ZoneFears were heightened in theSouth-East Zone this week dueto media reports suggestingthat a number of detained BokoHaram insurgents had been relocated from the northto the Ekwulobia Prison in Aguata LGA, AnambraState. However, there has been no official statementby the military or the federal government confirmingthis media report. The residents of Aguata organizeda peaceful protest on June 30 to express theirconcerns about the alleged relocation, claiming theprison is not well equipped to accommodate high-risksuspects. Meanwhile, the Imo Police Command inOwerri allegedly killed one person and injured severalothers on June 29 during an operation which led tothe arrest of suspected cultists at Egbu Community inOwerri, Imo State.North-Central ZoneOn June 26, the PrincipalSecurity Officer to formerFirst Lady, Patience Jonathan,Tamuno Jacob Igbomie, waskilled by unknown gunmenon Airport Road, Abuja. The incident is believedto have been a targeted assassination as noneof the victim’s personal belongings were taken,however the exact motive behind the attack remainsunknown and investigations are ongoing. Security AnalysisJune 26 - July 2, 2015was kidnapped from her residence in Akwanga,Nasarawa State. On June 30, a conflict betweenFulani Herdsmen and local Farmers at Pang village,in Heipang, Barkin LGA prompted a response fromofficials of the Special Task Force (STF). However,the officials were ambushed by unknown gunmen,resulting in the injuring of three soldiers attached tothe STF – six other civilians remain unaccounted for.This week also saw the release of the Kogi State HighCourt Judge, Justice Samuel Obayomi, after 34 daysof imprisonment following his May 25 kidnapping.The kidnappers had demanded a N150 millionransom for his release, however, it is not known ifthis ransom was paid.North-West ZoneAn armed robbery incidentwas reported in the zone thisweek when at least 20 robbersattacked the First City MonumentBank (FCMB), near Central Bankof Nigeria (CBN) Minna, stealing an undisclosedamount of money. The robbers allegedly attempt togain entrance into the banking hall after dis-armingthe police on duty, but failed and therefore broke intoan ATM to obtain the money. Tensions were easedin the zone this week after an Argentinean national,Santiago Lopez Menendez, an employee of theNigerian Flour Mills PLC and manager of two farms inthe Sunti and Kabbugi districts, who was kidnappedby unknown gunmen in Machagu as he traveledon the Mokwa to Kontagora road, Niger Sate, wasreleased three days later, after his company paid anundisclosed ransom.North-East ZoneBoko Haram intensified attacks inthe north-east, carrying out masskillings and suicide bombingsin Borno State and cross-borderattacks in neighboring ChadRepublic this week. In the worst Boko Haram attacksfor many weeks, on June 30, at least 45 men werekilled in two villages close to Monguno, Borno State,as militants gunned down worshipers leaving Ramadanprayers. 24 hours later over 50 Boko Haram insurgentsstormed various mosques in Kukawa village, near LakeChad, killing at least 90 people, mostly men and children,during evening prayers. On June 27, three suicidebombers detonated explosives at the main gate ofthe Missionary Leprosy and General Hospital in Molai,killing five people including themselves, and injuring16 others. It was reported that the suspects hadattempted to gain entrance into the hospital but werestopped by two security guards at the hospital gate. Inthe ensuing argument they detonated the bombs, killingthe two guards and another person nearby. On July1, two suicide bombers prematurely detonated theirexplosives at the same hospital just an hour before thearrival of Vice President, Professor Yemi Osibanjo. Bothbombers were killed and two civilians were injuredin the incident. After the twin suicide bombings inChad earlier in June, Chadian security operatives haveintensified their fight against the insurgents withintheir territory. On June 28, security forces in Chadallegedly arrested at least 60 suspected Boko Haraminsurgents and destroyed a cell which was believed tohave been responsible for the two suicide bombingsin N’Djamena in June. They are also understood tohave arrested a suspected leader of the terrorist groupallegedly responsible for coordinating the passage ofweapons between Nigeria, Cameroon and Chad. Aday after the Chadian military operations, on June 29,Boko Haram insurgents conducted a suicide bombingin N’Djamena killing at least six suspected Boko Harammembers and five police officers. In positive developments,it is understood that some Internally DisplacedPersons (IDPs) are starting to feel confident enoughto return to their villages, reducing the number of IDPcamps to 22. In Adamawa State, five IDP camps havebeen closed and it is hoped these developments willreduce the financial burden on both the local and thefederal governments. Reports indicate a reduction inthe monthly spending on IDP camps to N40 million permonth from a peak of over N400 million.
