Governance Knowledge CentrePromoted by Department of Adm<strong>in</strong>istrative Reforms and Public GrievancesM<strong>in</strong>istry of Personnel, Public Grievances and PensionsGovernment of IndiaCase StudyPublic Adm<strong>in</strong>istrationState Nirmithi Kendra (KESNIK)December 2010Kerala StateTransparency and AccountabilityTo combat the shortage of skilled labour familiar with cost-effective construction technologies,skill upgrad<strong>in</strong>g programmes were organized <strong>in</strong> masonry, carpentry, plumb<strong>in</strong>g, electrification,landscap<strong>in</strong>g, <strong>in</strong>terior design etc. Some 30 - 40 per cent of the tra<strong>in</strong>ees <strong>in</strong> the programmes werewomen and as a result, the gender imbalance <strong>in</strong> the construction sector was reduced andwomen participation <strong>in</strong>creased. Pr<strong>in</strong>t and electronic media, as well as sem<strong>in</strong>ars, workshops,conferences and demonstration were used to spread the message. A build<strong>in</strong>g centre wasestablished to implement and propagate the ideas and coord<strong>in</strong>ate the efforts. By 1989 Keralabecame the first state <strong>in</strong> India to have set up build<strong>in</strong>g centers <strong>in</strong> all districts.METHODOLOGYThe Research Team of OneWorld Foundation selected to <strong>study</strong> KESNIK on the basis of itseffective alternative hous<strong>in</strong>g technology <strong>in</strong> Kerala. The desk research was carried out with thehelp of onl<strong>in</strong>e sources and a telephonic <strong>in</strong>terview was conducted with the Project Eng<strong>in</strong>eer ofNirmithi Kendra.KEY STAKEHOLDERSThe Kerala State Nirmithi Kendra (KESNIK): Set up <strong>in</strong> 1989 KESNIK is a pioneer<strong>in</strong>gorganization <strong>in</strong> the practice and propagation of Cost Effective and Environment Friendlyconstruction techniques. KESNIK conducts tra<strong>in</strong><strong>in</strong>g programmes for eng<strong>in</strong>eers, architects andartisans to equip them with skill to practice cost effective and environment friendly build<strong>in</strong>gconstruction. The Kendra has a jo<strong>in</strong>t venture with SDC (Swiss Agency for DevelopmentCorporation) for a build<strong>in</strong>g material project.Started as a pioneer<strong>in</strong>g experiment <strong>in</strong> the district ofKollam, KESNIK now has a wide network throughout the state and its <strong>in</strong>novative programmesare well susta<strong>in</strong>ed by the Public as well as the Government.Swiss Agency for Development and Cooperation (SDC): In early 2000 the Swiss Agency forDevelopment and Cooperation (SDC), recogniz<strong>in</strong>g <strong>in</strong>terest and contribution of KESNIK <strong>in</strong>CEEF technology decided to take KESNIK <strong>in</strong>to a partnership <strong>in</strong> a Build<strong>in</strong>g Materials Project(BMP). The first phase of the project was implemented success<strong>full</strong>y dur<strong>in</strong>g July 2000 to June2002. This was a learn<strong>in</strong>g phase <strong>in</strong> which different models for promot<strong>in</strong>g CEEF technologieswere experimented. The objective of the project was to develop strategies to <strong>in</strong>crease theavailability and accessibility cessibility of build<strong>in</strong>g materials technologies that:• are energy efficient and environmentally sound• can augment supply of cost effective build<strong>in</strong>g materials• create susta<strong>in</strong>able livelihoods• improve shelter conditions10Researched and documented byOneWorld Foundation India
