Hyder GulamConclusion:According to Goddard, PMCs are not a panacea to all interethnic <strong>and</strong> internecineconflicts. However, PMCs may represent an additional capability that can beselectively committed throughout <strong>the</strong> world, to effect <strong>and</strong> shape an enforced peacesettlement within modern conflict. 139 Goddard argues strongly that at <strong>the</strong> internationallevel, PMCs are lawful only because <strong>the</strong> existing definitions lack fidelity. PMCactions are being undertaken within a vacuum <strong>of</strong> effective regulation <strong>and</strong>accountability at <strong>the</strong> international <strong>and</strong> national levels that is decidedly inappropriatefor <strong>the</strong> international realm in <strong>the</strong> twenty first century. 140Australia need not succumb to Machiavelli’s dire predictions noted at <strong>the</strong> start <strong>of</strong> thispaper. Adequate supervision <strong>and</strong> oversight can be provided for PMCs to mitigatedomestic <strong>and</strong> international concerns. Control <strong>and</strong> oversight can be maintained bydeploying an integrated <strong>military</strong>-diplomatic team with <strong>the</strong> PMC <strong>and</strong> by invitingexternal observers to monitor adherence by <strong>the</strong> corporation to internationalhumanitarian law st<strong>and</strong>ards. Agreements <strong>and</strong> contracts can be drafted to ensure <strong>the</strong>yare executed in compliant with international obligations. 141State inaction over <strong>the</strong> issue <strong>of</strong> PMCs may portend dire consequences for <strong>the</strong>foundations <strong>of</strong> state authority. By anchoring control over violence to <strong>the</strong> <strong>private</strong> sector<strong>and</strong> by shifting <strong>the</strong> relative importance <strong>of</strong> (state) institutions undermines <strong>the</strong> long-termauthority <strong>of</strong> <strong>the</strong> state. This act diminishes <strong>the</strong> significance <strong>of</strong> constructing statecontrolledarmed forces, by linking security <strong>and</strong> comm<strong>and</strong> over resources. 142 Australiacan take a proactive step in meeting <strong>the</strong> challenge <strong>of</strong> PMCs by implementing <strong>and</strong>actioning <strong>the</strong> recommendations posited by this <strong>the</strong>sis.
