WHEREAS, the draft of the 2008 RCP was released in December 2007, with copiesprovided to each city and county in the SCAG region, as well as other numerousinterested parties and stakeholders. The public comment period for the Draft RCPofficially closed on August 11, 2008. All comments received during the public commentperiod have been reviewed, addressed and incorporated in the final revisionsof the 2008 RCP. The Draft 2008 RCP and all final revisions thereto has also beenreviewed and considered by the RCP Task Force, the CEHD Committee, and theRegional Council;WHEREAS, the 2008 RCP shall serve as an advisory document for local agenciesin the SCAG region. Upon adoption by the Regional Council, the 2008 RCP willbe distributed to local governments in the region for their information and voluntaryuse when preparing local plans and handling local issues of regional significance;WHEREAS, given its advisory nature, the 2008 RCP shall not be used in SCAG’sInter-Governmental Review (IGR) process;WHEREAS, SCAG shall incorporate RCP objectives into its on-going monitoringefforts, including the State of the Region, and shall assess the region’s progress inachieving performance outcomes in the RCP by providing periodic reports to theRegional Council and other stakeholders, and shall consider periodic updates andamendments to the RCP as directed by the RC; andWHEREAS, the RCP shall not be used to distribute funds, to prioritize fundingfor transportation projects in the RTP, or to implement any legislative program orany future purpose not specifically authorized herein, without the subsequent actionand approval of the Regional Council. Subject only to future budget processes andapproval by the Regional Council may the 2008 RCP be used for future SCAGplanning activities.NOW, THEREFORE BE IT RESOLVED, by the Regional Council of theSouthern California Association of Governments as follows:2.3.4.SCAG region.
