ANNEX 1: Required Certifications(1)Certification Regarding Terrorist Financing Implementing E.O. 13224USAID requires that recipients sign the certification below as a prerequisite to receiving a grant from a U.S.Government source.CERTIFICATION REGARDING TERRORIST FINANCING IMPLEMENTING E.O. 13224By signing and submitting this application, the prospective recipient provides the certification set out below:1. The Recipient has not provided, and will take all reasonable steps to ensure that it does not and willnot knowingly provide, material support or resources to any individual or entity that commits,attempts to commit, advocates, facilitates, or participates in terrorist acts, or has committed, attemptedto commit, facilitated, or participated in terrorist acts.2. Specifically, in order to comply with its obligations under paragraph 1, the Recipient will take thefollowing steps:a. Be<strong>for</strong>e providing any material support or resources to an individual or entity, the Recipientwill verify that the individual or entity does not appear on the master list of SpeciallyDesignated Nationals and Blocked Persons, which list is maintained by the U.S. Treasury‟sOffice of Foreign Assets Control (OFAC) and is available online at OFAC‟s website :http://www.treas.gov/offices/eotffc/ofac/sdn/t11sdn.pdf , or (ii) on any supplementary list ofprohibited individuals or entities that may be provided by USAID to the Recipient. TheRecipient also will verify that the individual or entity has not been designated by the UnitedNations Security (UNSC) sanctions committee established under UNSC Resolution 1267(1999) (the ì1267 Committeeî) [individuals and entities linked to the Taliban, Osama binLaden, or the Al Qaida Organization]. To determine whether there has been a publisheddesignation of an individual or entity by the 1267 Committee, the Recipient should refer tothe consolidated list available online at the Committee‟s website:http://www.un.org/Docs/sc/committees/1267/1267ListEng.htm .b. Be<strong>for</strong>e providing any material support or resources to an individual or entity, the Recipientwill consider all in<strong>for</strong>mation about that individual or entity of which it is aware or that isavailable to the public.c. The Recipient will implement reasonable monitoring and oversight procedures to safeguardagainst assistance being diverted to support terrorist activity.3. For purposes of this Certificationa.ìMaterial support and resourcesî means currency or monetary instruments or financialsecurities, financial services, lodging, training, expert advice or assistance, safe houses, falsedocumentation or identification, communications equipment, facilities, weapons, lethalsubstances, explosives, personnel, transportation, and other physical assets, except medicineor religious materials.b. ìTerrorist actî meansi.an act prohibited pursuant to one of the 12 United Nations Conventions andProtocols related to terrorism (see UN terrorism conventions Internet site:http://untreaty.un.org/English/Terrorism.asp ); or15
