SECNAVINST 1650.1G6. Obtain concurrence from other services for Navyawards to members of other military services (Combat or MMand above).7. Process awards and gifts of more than minimal valuefrom foreign governments to Navy and Marine Corps personnel;prepare the yearly report of such gifts to the Secretaryof State.8. Control of the Medal of Honor for display purposes.9. Prepare notices and instructions for guidance tocommands for personal awards, campaign/service medals andunit awards.10. Provide technical guidance and assistance to delegatedawarding authorities and the National PersonnelRecords Center in St. Louis, Missouri.11. Maintain the master list of personal awards andships and units that qualify for unit, campaign and serviceawards.12. Maintain the Navy and Marine Corps Awards Manual.1-18
