Maintain a permanent file to include a copy of thecitation (refer to <strong>SECNAV</strong>INST 5212.5D); use of the Marine Corpselectronic system suffices.c. For Navy personnel, provide the following documentationto Chief of Naval Operations (N09B13), 2000 Navy Pentagon,Washington, D.C. 20350-2000, or the appropriate Type Commanderor Commander in Chief per the unit's chain of command. ForMarines, provide the same to Headquarters, U.S. Marine Corps,Manpower and Reserve Affairs (MMMA), 3820 Russell Road,Quantico, VA 22134-5103.Note: Marine Corps use of the electronic award system satisfiesall of the requirements listed below.(1) For approved awards, the original signed OPNAV1650/3, and a signed copy of the citation, with awardee's socialsecurity number typed in the upper right hand corner. Do notsend duplicate copies or advance copies of unprocessed awards,copies of summaries of action or certificates.(2) For awards considered, but not recommended forapproval, forward recommendation via the remaining chain ofcommand to the appropriate award authority.(3) For disapproved awards, send the original signedOPNAV 1650/3 to CNO (N09B13). A copy of the proposed citationis not required.(4) CNO (N09B13) will provide BUPERS (PERS-313C) acopy of the signed citation for entry into the permanent servicerecord.(5) HQMC will provide the Personnel ManagementSupport Branch (MMSB) with the original OPNAV 1650/3 and signedcopy of citation for entering into the Military Personnel File.d. BUPERS, representing CNO, will provide NDBDM automaticdata processing services as necessary in support of the decorationsand medals records system (Master Awards File).2-10
