THENGETFNational Girls’ <strong>Education</strong> Task Force


BACKGROUND The setting up of that task force has also been reinforcedat <strong>the</strong> National Conference on Girls’ education held inDecember 2004. The establishment of a Task ForceGirls’ <strong>Education</strong> arose out of an analysis of several goalsset <strong>by</strong> <strong>the</strong> government of <strong>Rwanda</strong>- and <strong>the</strong> progress thathas been made so far to achieve <strong>the</strong>m. The NGETF was set up to lay out <strong>the</strong> strategies forimproving Girls’ <strong>Education</strong> in <strong>Rwanda</strong>. The Gender deskat MINEDUC established in 2005 serves as <strong>the</strong> focalpoint to coordinate activities of <strong>the</strong> Girls’ <strong>Education</strong> taskforce.

To validate, implement and monitor and evaluate<strong>the</strong> strategic plan for girls’ education in partnershipwith MINEDUC.

To facilitate <strong>the</strong> coordination between all actorsworking on improving access and quality of girls’education. To support and conduct baseline studies and all o<strong>the</strong>rrelevant studies on issues of girls’ education or genderwithin <strong>the</strong> education sector to support evidence basedinterventions within <strong>the</strong> sector.


Summary of <strong>the</strong> NGETF ToRscont’d To develop a 1 year annual work plan with aevidence based approach Technical support to MINEDUC to mainstreamgender within <strong>the</strong> annual action plan and toimplement <strong>the</strong> GRB initiative To establish, promote and nurture <strong>the</strong> partnership ofstakeholders for girls’ education. To ensure monitoring and evaluation of girls’education development and propose relatedrecommendations;


Summary of <strong>the</strong> NGETF ToRscont’d MINEDUC will write official letters to ask forall member institutions to identify a permanentfocal point for <strong>the</strong> NGETF who will beattending all meetings. The members should inform <strong>the</strong> chair if focalpoints change or if <strong>the</strong> mandate is terminated.

Objectives cont’d………. To ensure monitoring and evaluation of girls’education development and propose relatedrecommendations; To advise MINEDUC and all partners in girls’education on any matter related to girls’education and gender within <strong>the</strong> educationsector.


NGETF ANNUAL WORKPLAN Include activities in MINEDUC’s annual planand in <strong>the</strong> plans of <strong>the</strong> various organizations Institutions clarify <strong>the</strong>ir activities <strong>by</strong> includingindicators and budget to implement agreedcommon results. The AWP is mainstreamed in MINEDUC’sbudget for fiscal years.

Achievements cont’d GEAR/NYAGE initiative in progress(Concept paper developed, study tour, draftbudget and work plan) Monitoring and advocacy activities topromote gender equality <strong>by</strong> identifyingchallenges in gender issues and suggestingway forwards to address <strong>the</strong>m.


Priorities for NGETF 2011/2012 -ANNUAL WORK PLAN Based on NGETF 2009, MINEDUC actionplan 2011/2012 and UNGEI country plan, <strong>the</strong>NGETF action plan 2011/2012 wasestablished. 9 key priorities were identified: Pregnancy and gender based violence inschool Reinforcement of gender teachingmethodology in primary school GBS : conduct a refresher courses on GBS


Priorities for NGETF 2011/2012Reinforcement of NGET and DGETF Develop ToRs for <strong>the</strong> DGETF and discusswith key district officials (Vice mayor socialaffairs, DEO and The official in charge ofPlanning) for improvement. Organize a meeting with key staff membersof <strong>the</strong> district in order to establish strongDGETFs.

ChallengesDespite many efforts in term of access in primaryand secondary, <strong>the</strong> NGETF has still a lot to do interms of promoting <strong>the</strong> girls’ education andespecially in increasing <strong>the</strong> number of women inhigher learning institutions/ tertiary education.Efforts must be combined through differentpartnerships in order to achieve <strong>the</strong> NGETFmission.Turn over among focal points No strong commitment from some NGETFmembers


Recommendations (last retreat:April 2011) Member institutions should show commitment<strong>by</strong> attending meetings regularly Member institutions must appoint focal point An organization should notify to <strong>the</strong> NGETFwhen <strong>the</strong>y withdraw DGETF ToRs must be re-developed incollaboration with <strong>the</strong> districts Sector re<strong>presentation</strong> is needed in <strong>the</strong> DGETF
