PUBLIC HEARING ON CONSIDERATION OF CONSOLIDATING THE COUNTY CLERK AND REGISTER OF DEEDS PUBLIC COMMENTS MICHELLE WILSEY CLINTON COUNTY REGISTER OF DEEDS 03/07/2012 Special Brd. Mtg. Minutes Chairperson Showers called for a motion to open the public hearing to receive public input on the consideration of consolidating the Offices of the County Clerk and the Register of Deeds. This hearing is being held pursuant to MCL 168.200[3] & [4]. BOARD ACTION: Commissioner Martin moved, supported by Commissioner Enderle to open the public hearing. Motion carried unanimously. Chairperson Showers called for public comments: Michelle Wilsey, 5604 E. Green Road, St. Johns and the current Register of Deeds appointed July 1, 2011 expressed her analysis and opinion on the proposed consolidation. Ms. Wilsey acknowledged that at the time she was appointed, it was clear that the Board was considering the possibility of combining the offices. She stated that it is important for the Board to consider every financial opportunity to save the county money. Clinton has made some very good fiscal choices and this is worthy of examination. Shortly after Ms. Wilsey became the appointed Register in July, the Board discussed this at their August meeting. At that meeting a study was presented by Administration regarding potential cost savings, administrative feasibility and the legal permissibility. Ms. Wilsey specifically noted the following: � Legal permissibility was established in the Constitution; � Administrative feasibility logistically from the standpoint of how the county is run was also very doable; � In terms of cost savings the study estimated a range of $10,000-$15,000 and possibly approaching $16,000 in savings, if some training and education were eliminated from the budget. Ms. Wilsey further stated that the estimated cost savings was a setback moment. � If you eliminated an entire elected office, commensurate salary and benefits, would the savings be more? In her mind, she felt this was fair to explore. When you look at this and other situations, you find out that the position is not eliminated, but rather re-distributed. So once the position is re-distributed, there would be increases in salary, among other things. � The next consideration is staffing reductions and when you look at the study by Administration, there were none contemplated in the Clerk’s Office, as it seems that the Clerk’s Office is fully utilized. On the Register of Deeds side Ms. Wilsey explored the department to determine whether or not there are opportunities for a reduction in staff. Having explored this in the recent quarters and finding volumes shifting to the positive, the Register of Deeds staff which had been previously reduced following the recession was operating at a 3.25 FTE level. This level was consistent with the priorities of the office such as workload, back indexing and things that they were trying to accomplish, so there did not appear to be opportunities to reduce staff on the Register of Deeds side. � Finally, trying to integrate processes such as technology integration and process improvements or something that will allow for some savings. Ms. Wilsey utilized diagrams that she prepared to identify direct government showing the land records system, the interaction of staff with customers for any kind of management decisions or questions, answers, problems in which they go directly to the Register of Deeds…there is transparency, accountability, etc. If they are unhappy they go directly to the ballot box. 2
