South Tahoe Public Utility District – <strong>Job</strong> <strong>Description</strong><strong>JOB</strong> <strong>TITLE</strong>: <strong>Accounting</strong> <strong>Technician</strong> <strong>UPDATED</strong>: March, 2004DEPT: Finance APPROVED STPUD: NHAPPROVED LOCAL 39: KOH<strong>JOB</strong> SUMMARY:Under direction of the <strong>Accounting</strong> Manager, is responsible for the Accounts Payable functions,fixed asset accounting, employer tax returns, and various other accounting records and duties.ESSENTIAL FUNCTIONS:1. Supports the <strong>Accounting</strong> Manager in achieving departmental and District mission, plans,objectives, and values.2. Oversees the accounting of accounts payable and miscellaneous cash receipts activities;ensures accuracy, completeness and compliance with applicable rules, policies andprocedures.3. Recruits, selects, schedules, trains, supervises, evaluates, disciplines, develops, andpromotes team-work among support personnel.4. Prepares payroll including compilation of the payroll account register; transmission ofElectronic Funds Transfer (EFT); notification to appropriate payroll vendors for EFTamounts; inputs Electronic Laser Form (ELF) payroll vendor checks; readies ELF payrollvendor checks for mail; compiles listing of payroll checks and EFT’s for Board ofDirectors.5. Prepares quarterly tax returns for payroll including 941 and DE-6. Also preparesquarterly Underground Fuel Storage Tanks and Usage, and Interstate Fuel TaxAgreement.6. Prepares annual tax returns for payroll including W-3, 1096, and DE-7.7. Verifies accounting information in Accounts Payable batches; runs payment of claimsreports and balances to Open Hold Posting report; compiles listing of checks for approvalby Board of Directors.8. Prepares Electronic Laser Form (ELF) Accounts Payable checks; inputs ELF generatedand reversed Accounts Payable checks to financial software system. Performsmiscellaneous Accounts Payable Electronic Funds Transfers (EFT) and wire transfer offunds as required.Page 1 of 6


9. Maintains the fixed asset records: assigns fixed asset numbers; inputs information,disposals, corrections and adjustments; keeps fixed asset records current and in balance;and maintains fixed asset schedules for auditors and CAFR.10. Analyzes and codes legal invoices; performs journal entries and updates legal spreadsheetfor same.11. Keeps records of loans and readies loan payments in a timely manner.12. Completes quarterly insurance liability claim accruals and spreadsheet.13. Assists the <strong>Accounting</strong> Manager in preparing for the quarterly financial statementspublication. Prepares quarterly schedules for the auditors.14. Runs quarterly open PO listing and analyzes PO’s for deletion.15. Analyzes and reconciles various general ledger accounts as needed.16. Prepares and posts journal entries to general ledger.17. Performs daily verification of accounting information for new purchaserequisitions/purchase orders.18. Assigns and keeps current, object code/capital outlay numbers and descriptions; enterssame in departmental budgets.19. Assigns project codes and keeps project code listing current.20. Prepares schedules for analysis of gas and electric utilities and cellular phones.21. Performs all duties of the Accounts Payable Clerk during absences and when the positionis not filled.22. Prepares special accounting reports as requested by the <strong>Accounting</strong> Manager.23. Adheres to and enforces stated safety policies and procedures.OTHER FUNCTIONS:1. Oversees arrangements for document imaging and preparation of files.2. Assumes certain duties of the <strong>Accounting</strong> Manager during his/her absence.3.
