<strong>St<strong>at</strong>ement</strong> <strong>by</strong><strong>Jyoti</strong> Shankar <strong>Singh</strong>,<strong>Permanent</strong> <strong>Observer</strong> to <strong>the</strong> United N<strong>at</strong>ions,Partners in Popul<strong>at</strong>ion and Development (PPD),At <strong>the</strong> Second Regular Session,Executive Board of <strong>UN</strong>DP/<strong>UN</strong>FPA,11 September 2007<strong>Mr</strong> President,Distinguished Deleg<strong>at</strong>es and <strong>Observer</strong>sThank you very much for giving me this opportunity to offer a few brief comments on <strong>the</strong> st<strong>at</strong>ement <strong>by</strong><strong>the</strong> Executive Director of <strong>UN</strong>FPA and on some of <strong>the</strong> documents before <strong>the</strong> Board. As anintergovernmental organiz<strong>at</strong>ion of 21 developing countries dedic<strong>at</strong>ed to <strong>the</strong> promotion of South-Southcooper<strong>at</strong>ion in popul<strong>at</strong>ion and development, PPD seeks to work closely with <strong>UN</strong>FPA in promoting andsupporting <strong>the</strong> implement<strong>at</strong>ion of <strong>the</strong> ICPD goals, within <strong>the</strong> framework of <strong>the</strong> MillenniumDevelopment Goals (MDGs). The Str<strong>at</strong>egic Business Plan of PPD, which is to be presented to itsannual Board meeting in Rab<strong>at</strong>, Morocco in November 2007, has <strong>the</strong> same time-frame as th<strong>at</strong> of<strong>UN</strong>FPA; and in <strong>the</strong> areas of training and research, reproductive commodity security and advocacy,PPD hopes th<strong>at</strong> <strong>the</strong> activities it has undertaken and plans to pursue in <strong>the</strong> next four year period willcontribute to <strong>the</strong> over all goal of capacity building <strong>at</strong> <strong>the</strong> n<strong>at</strong>ional level, which PPD fully shares with<strong>UN</strong>FPA.Allow me to mention a few of recent PPD activities and plans in <strong>the</strong>se three areas.Over <strong>the</strong> course of last several years, PPD has built up a network of major training and researchinstitutions in developing countries. In May this year, experts from 17 of <strong>the</strong>se institutions met inShanghai, China <strong>at</strong> a consult<strong>at</strong>ive meeting organized <strong>by</strong> PPD, China Training Centre and <strong>UN</strong>FPA forexchange of inform<strong>at</strong>ion and for formul<strong>at</strong>ion of selected course modules on popul<strong>at</strong>ion anddevelopment which could be adapted <strong>by</strong> <strong>the</strong>se and o<strong>the</strong>r institutions for training and research purposes.With fur<strong>the</strong>r consult<strong>at</strong>ions, five such course modules have now been prepared and submitted to <strong>the</strong>institutions for <strong>the</strong>ir use and we are hopeful th<strong>at</strong> <strong>UN</strong>FPA will assist <strong>the</strong>se and o<strong>the</strong>r institutions in <strong>the</strong>irfuture training programmes through support for exchange of experts and students, and development ofcurricular m<strong>at</strong>erial.A number of PPD member countries also plan to organize short-term training courses in cooper<strong>at</strong>ionwith PPD secretari<strong>at</strong>. China, for example. will organize, in cooper<strong>at</strong>ion with PPD two such coursesthis year, involving 100 students from developing countries. Under a memorandum of understandingsigned last year with PPD, China will continue to support <strong>the</strong> organiz<strong>at</strong>ion of two such events annuallyuntil 2010.O<strong>the</strong>r recent training programmes organized <strong>by</strong> PPD in cooper<strong>at</strong>ion with n<strong>at</strong>ionalinstitutions include those in Morocco, Jordan and Egypt.In <strong>the</strong> area of reproductive health commodity security, PPD seeks to provide a forum for regularconsult<strong>at</strong>ion among generic drug manufacturers and <strong>at</strong> <strong>the</strong>ir request will issue l<strong>at</strong>er this year ahandbook providing guidance on how such manufacturers could meet intern<strong>at</strong>ional standards formanufacture and export of reproductive health commodities. PPD is also working with China andsome o<strong>the</strong>r countries on provision of reproductive health commodities and equipment to selectedAfrican countries.


PPD organizes <strong>at</strong> both intern<strong>at</strong>ional and regional levels policy dialogues among ministers and seniorofficials on <strong>the</strong>mes rel<strong>at</strong>ing to integr<strong>at</strong>ion of ICPD and goals and MDGs, integr<strong>at</strong>ion of reproductivehealth and HIV/AIDS services, gender equality, and adolescents needs in reproductive health The nextintern<strong>at</strong>ional forum on <strong>the</strong>se issues is scheduled to take place in Rab<strong>at</strong>, Morocco in conjunction with<strong>the</strong> PPD Board meeting, on 19-22 November The newly established Africa office of PPD in Kampala,Uganda., which is headed <strong>by</strong> Dr Jotham Musinguzi of Uganda, plans to organize such policydialogues for African countries on regional and sub-regional levels.Let me conclude <strong>by</strong> saying th<strong>at</strong> PPD members fully realize and accept th<strong>at</strong> South-South cooper<strong>at</strong>ion isprimarily a responsibility of developing countries <strong>the</strong>mselves. However, in promoting and supportingactivities in this area, PPD has gre<strong>at</strong>ly benefited from regular support and cooper<strong>at</strong>ion of <strong>UN</strong>FPA andwe are happy to note th<strong>at</strong> under its Str<strong>at</strong>egic Plan as also its Global and Regional Programmes,<strong>UN</strong>FPA will continue to encourage and support south-south activities including those through PPD.We are hopeful th<strong>at</strong> interested bil<strong>at</strong>eral agencies and found<strong>at</strong>ions also will support south-southcooper<strong>at</strong>ion aimed <strong>at</strong> fur<strong>the</strong>r capacity building in developing countries.Thank you, <strong>Mr</strong> President.
