RULE 102 (Fed. R. Civ. P. 1)SCOPE AND AVAILABILITY OF LOCAL RULES(a) Scope. These <strong>Rules</strong> govern all actions in <strong>the</strong> <strong>United</strong> <strong>States</strong> <strong>District</strong> <strong>Court</strong>for <strong>the</strong> Eastern <strong>District</strong> <strong>of</strong> California, <strong>the</strong> boundaries <strong>of</strong> which are set forth in 28 U.S.C. §84. Outside <strong>the</strong> scope <strong>of</strong> <strong>the</strong>se <strong>Rules</strong> are matters relating to internal courtadministration that, in <strong>the</strong> discretion <strong>of</strong> <strong>the</strong> <strong>Court</strong> en banc, may be accomplished through<strong>the</strong> use <strong>of</strong> General Orders, provided, however, that no matter appropriate for inclusionin <strong>the</strong>se <strong>Rules</strong> shall be treated by General Order. No party or attorney shall be boundby any General Order.(b) Availability <strong>of</strong> <strong>Local</strong> <strong>Rules</strong>. The Clerk shall maintain updated <strong>Rules</strong> in.pdf format available for downloading on <strong>the</strong> <strong>Court</strong>'s website: www.caed.uscourts.gov.(c) Notice After Adoption. Immediately upon <strong>the</strong> adoption <strong>of</strong> <strong>the</strong>se <strong>Rules</strong> orany change in <strong>the</strong>se <strong>Rules</strong>, copies <strong>of</strong> <strong>the</strong> new and revised <strong>Rules</strong> shall be provided tosuch publications and persons as <strong>the</strong> Chief Judge deems appropriate. The Clerk shallpromptly notify <strong>the</strong> Judicial Council and <strong>the</strong> Administrative Office <strong>of</strong> <strong>the</strong> <strong>United</strong> <strong>States</strong><strong>Court</strong>s, all county law libraries in <strong>the</strong> Eastern <strong>District</strong> <strong>of</strong> California and o<strong>the</strong>r law librariesmaintained by <strong>the</strong> State or by law schools in <strong>the</strong> Eastern <strong>District</strong> <strong>of</strong> California. Copiesshall be distributed in a manner calculated to ensure maximum notification to thosepracticing in <strong>the</strong> Eastern <strong>District</strong> <strong>of</strong> California. A notice shall be posted prominently in<strong>the</strong> Clerk's Offices and on <strong>the</strong> <strong>Court</strong>'s website.(d) Procedures Outside <strong>the</strong> <strong>Rules</strong>. Unless contrary to law, <strong>the</strong> <strong>Court</strong> in itsdiscretion may make such orders supplementary or contrary to <strong>the</strong> provisions <strong>of</strong> <strong>the</strong>se<strong>Rules</strong> as it may deem appropriate and in <strong>the</strong> interests <strong>of</strong> justice and case managementunder Fed. R. Civ. P. 16 or Fed. R. Crim. P. 17.1 in a special circumstance.8
