DELEGATION OF FINANCIAL POWERS(Refer Rule 26 <strong>of</strong> <strong>Part</strong>-I <strong>of</strong> G.F.& A.R.)GENERAL LIMITATIONS/CONDITIONS OF POWERS:The powers contained in the <strong>Delegation</strong> <strong>of</strong> <strong>Financial</strong> <strong>Powers</strong> are subject to the followinggeneral limitations/conditions:-(i)(ii)(iii)(iv)(v)No expenditure shall be incurred from the public revenue except on legitimateobjects <strong>of</strong> public expenditure.Nothing contained in these delegations shall empower any subordinate authorityto sanction, without the previous consent <strong>of</strong> <strong>Finance</strong> <strong>Department</strong>, any expenditurewhich involves the introduction <strong>of</strong> a new principle or practice likely to lead toincreased expenditure in future.The powers shall be subject to the budget provision and also to the specific budgetprovisions wherever mentioned in the delegations.The powers contained in the delegation shall be subject to the Stores PurchaseRules and other provisions contained in the G.F. & A.R. <strong>Part</strong>-I and II. Purchaseshall ordinarily be made on lowest rate through purchase committee exceptotherwise provided.The powers relating to <strong>Financial</strong> Matters (<strong>Part</strong>-I) and powers to contingentexpenditure (<strong>Part</strong>-II) and except purchase upto Rs. 2,000/- and those for regularand petty <strong>of</strong>fice expenses and personal claims shall be exercised only with theconsultation <strong>of</strong> the F.A./C.A.O./Sr. A.O./A.O./A.A.O. wherever posted in the<strong>Department</strong>s/Offices.

The supplier shall also given anundertaking with an Indemnity Bondthat they would refund any excessamount charged, on DGS&D finallynotifying rates, for the period.ii) If delivery is taken against supply orderat the manufacturers/dealers premises,payment shall be made after inspectionand satisfying that the vehicle is in goodcondition.iii) The Chief Superintendent, MotorGarage, has inspected the vehicle that itis in good and acceptable condition andverified the claim <strong>of</strong> the firm andcertified to that effect. Certificate shallform part <strong>of</strong> voucher.13

Refer item 2 (n)(i) <strong>of</strong> <strong>Delegation</strong>INSTRUCTIONS REGARDING PAYMENT OF CONVEYANCE HIRE CHARGESThe payment <strong>of</strong> conveyance hire charges to Govt. servants shall beregulated in accordance with the following instructions:1. The conveyance hire charges shall be admissible at the ratesprescribed vide item 2(n)(i) in cases where he is sent on dutyfrom his <strong>of</strong>fice or is summoned to his <strong>of</strong>fice outside the ordinaryhours <strong>of</strong> duty by a special order <strong>of</strong> gazetted <strong>of</strong>ficer on furnishingcertificate prescribed in (2) below.Certified that :(i) I have not used any staff car or Govt. vehicles for visiting theplace mentioned above.2.
