Dispytching Security <strong>of</strong> <strong>the</strong> European Parliament<br />

n <strong>the</strong> dispatching security <strong>of</strong> <strong>the</strong><br />

European Parliament has <strong>the</strong> following<br />

aim and functionalities, concerning<br />

safety and security <strong>the</strong> Process Control<br />

composed <strong>of</strong> 18 cubes, installed in <strong>the</strong><br />

oPs Room <strong>of</strong> <strong>the</strong> European Parliament<br />

in Brussels, allows <strong>the</strong> display <strong>of</strong> <strong>the</strong><br />

flows <strong>of</strong> 108 <strong>of</strong> <strong>the</strong> 2000 moni<strong>to</strong>ring<br />

cameras <strong>of</strong> <strong>the</strong> European Parliament<br />

in its buildings <strong>of</strong> Brussels, strasbourg<br />

and Luxemburg.<br />

Several desks containing <strong>the</strong> desk<strong>to</strong>ps<br />

need <strong>to</strong> command, control and manage<br />

<strong>the</strong> site.<br />

The videowall composed <strong>of</strong> 18 cubes <strong>of</strong><br />

70’’ is configured in two ranges <strong>of</strong> 9 cubes,<br />

mounted, after ergonomic study, on a<br />

metallic and adjustable incurved structure.<br />

The wall, positioned at 1m20 height, is<br />

12,60m long and 2,10m high.<br />

The ergonomic design is set especially<br />

<strong>to</strong> ensure <strong>the</strong> best viewing angles <strong>of</strong> <strong>the</strong><br />

opera<strong>to</strong>rs, this includes <strong>the</strong> positioning <strong>of</strong><br />

<strong>the</strong> opera<strong>to</strong>rs. For example, <strong>the</strong> opera<strong>to</strong>r<br />

sitting on <strong>the</strong> left side <strong>of</strong> <strong>the</strong> videowall<br />

controls <strong>the</strong> six cubes from <strong>the</strong> left and<br />

has no access <strong>to</strong> <strong>the</strong> o<strong>the</strong>rs. The opera<strong>to</strong>r<br />

sitting at <strong>the</strong> centre controls <strong>the</strong> six cubes<br />

from <strong>the</strong> middle and so on.<br />

The Chief Opera<strong>to</strong>r, sitting on <strong>the</strong> upper<br />

step at <strong>the</strong> back <strong>of</strong> <strong>the</strong> room is <strong>the</strong> only<br />

one full access <strong>to</strong> all part <strong>of</strong> <strong>the</strong> videowall.<br />

The control units electronic architecture is<br />

based on a controller eyevis NPX-3824XE-<br />

HD-IP112-G2.0. This controller, rackable 19’’<br />

<strong>of</strong> 9U, is equipped with two processors<br />

XEON Quad Core CPU 2,33GHz. Its RAM<br />

memory capacity is 2 Gbyte. The capacity<br />

<strong>of</strong> <strong>the</strong> hard disk is 2xswappable 74 Gbyte<br />

RAID1 at 10.000 Rpm SATA.<br />

Each Card Cage has 16 slots, <strong>the</strong> inputs<br />

support 112 video streaming <strong>of</strong> any<br />

standards: MPEG2, MPEG4,H.264, MJPEG<br />

etc. Two E<strong>the</strong>rnet inputs 10/1000/1000M<br />

bits complete <strong>the</strong> system. Each slot card<br />

has 8 inputs at D1 format. Each decoding<br />

IP board has 8 D1 inputs and 32 CIF inputs.<br />

The 5 output graphic cards include each 4<br />

outputs configurable in DVI or RGB. Their<br />

maximum resolution is 1920x1200.<br />

18 outputs are dedicated <strong>to</strong> <strong>the</strong> cubes and<br />

2 <strong>to</strong> <strong>the</strong> video projec<strong>to</strong>rs.<br />

The operating system is Windows XP 64<br />

bit.<br />

In order <strong>to</strong> ensure <strong>the</strong> reliability <strong>of</strong> <strong>the</strong><br />

system, each unit and its cards are doubled<br />

<strong>to</strong> make <strong>the</strong> system fully redundant.<br />

The flows <strong>of</strong> <strong>the</strong> cameras and <strong>the</strong> control<br />

data are addressed simultaneously <strong>to</strong> both<br />

unit blocks which are <strong>the</strong>n independently<br />

connected <strong>to</strong> <strong>the</strong> inputs <strong>of</strong> <strong>the</strong> cubes.<br />

In case <strong>of</strong> breakdown, an au<strong>to</strong>matic detection<br />

transfers <strong>the</strong> «master» <strong>to</strong> <strong>the</strong> «slave»,<br />

ensuring <strong>the</strong> continuity <strong>of</strong> <strong>the</strong> vision and<br />

<strong>the</strong> operability <strong>of</strong> <strong>the</strong> controls.<br />

The management s<strong>of</strong>tware <strong>of</strong> <strong>the</strong> video<br />

wall in its <strong>version</strong> 4 includes mySQL and<br />

<strong>the</strong> licenses. It can be operated by 5 users<br />

simultaneously. The s<strong>of</strong>tware includes<br />

<strong>the</strong> necessary API, including RS232, TCP/<br />

IP, ODBC. The s<strong>of</strong>tware allows <strong>the</strong> distance<br />

management <strong>of</strong> <strong>the</strong> mouse <strong>of</strong> <strong>the</strong> video<br />

wall as well as <strong>of</strong> <strong>the</strong> keyboard from <strong>the</strong><br />

client station. It also ensures <strong>the</strong> management<br />

<strong>of</strong> <strong>the</strong> alerts.<br />

In option, it ensures <strong>the</strong> tuning <strong>of</strong> <strong>the</strong> luminosity<br />

and color management (luminance,<br />

chrominance and geometry) in order <strong>to</strong><br />

guarantee <strong>the</strong> homogeneity <strong>of</strong> <strong>the</strong> images.<br />

The video wall is composed <strong>of</strong> 18 cubes<br />

eyevis <strong>of</strong> 70’’ type EC-70-SXT+-CP-DL, <strong>of</strong><br />

<strong>the</strong> DLP 1chip technology, <strong>the</strong> size <strong>of</strong><br />

<strong>the</strong> image is 1400x1050. The resolution is<br />

SXGA+. The screen is a Cross Prism. The<br />

gap <strong>of</strong> <strong>the</strong> frame is 0,3mm (seamless).<br />

23<br />

Each cube has 2 DVI inputs. The system is<br />

connected <strong>to</strong> a main system (Master) and<br />

a secondary redundant controller (Slave)<br />

able <strong>to</strong> take over au<strong>to</strong>matically in case <strong>of</strong><br />

breakdown <strong>of</strong> <strong>the</strong> main controller.<br />

The propose cubes are equipped with<br />

<strong>the</strong> PIP (Picture in Picture) function, a split<br />

function up <strong>to</strong> 10x10 images per cube as<br />

well as <strong>the</strong> inputs RGBHV, 2 inputs FBAS<br />

and one input YC thanks <strong>to</strong> an input card<br />

added <strong>to</strong> <strong>the</strong> cube’s controller, <strong>version</strong> 02.<br />

The link between <strong>the</strong> controller and each<br />

cube is made via a con<strong>version</strong> system DVI<br />

cable/optic fiber and optic fiber <strong>to</strong>wards<br />

DVI for a length <strong>of</strong> 50m, which allows<br />

<strong>the</strong> data transmission with a definition <strong>of</strong><br />

1920x1200 pixels, i.e. WUXGA. The connections<br />

are DVI-D at <strong>the</strong> two extremities.
