<strong>SECTION</strong> <strong>406</strong><strong>ASPHALT</strong> <strong>PAVEMENT</strong> <strong>SEALER</strong><strong>Delete</strong> <strong>Section</strong> <strong>406</strong> in its entirety as written and substitute the following:<strong>406</strong>.01 DESCRIPTION: This item of work shall consist of furnishing and applying one or morecoats of an approved Asphalt Pavement Sealer product on an existing bituminous wearing course,in accordance with this Special Provision and manufacturer’s instructions for the areas shown onthe Plans. Its application is for the purpose of providing the following features:Seal and correct minor cracks and pavement irregularities,Provide a flexible, non-tracking, fuel resistant surface,Provide an anti-skid surface texture,Prolong asphalt life by retarding normal oxidation,Maintain a uniform non-fading rich flat black color.<strong>406</strong>.02 MATERIALS: Asphalt Pavement Sealer materials shall conform to the currentspecifications and requirements set forth by the manufacturer. Furthermore, the product musthave been demonstrated to the Department to have acceptable qualities to be considered. Thematerial used shall be one of the following products or approved equal:a. Polytar manufactured by Polytar Systems, Inc.b. Fast Track manufactured by Seal Master, Inc.c. Slurry Seal manufactured by Asphalt materials, Inc.<strong>406</strong>.03 EQUIPMENT: It shall be the Contractor’s responsibility to select the proper size andamount of equipment, tools and machines to perform the work in accordance with the specifiedterms and conditions. The Contractor shall secure approval of all equipment prior to beginningwork and any equipment found unsatisfactory shall be promptly replaced or supplemented. Allequipment approved for use shall be on a trial basis. Should the equipment prove to beunsatisfactory after a short test section it shall be removed, replaced or supplemented as deemednecessary to allow continuous prosecution of the work with desired results. All equipment shallbe kept clean and in working condition throughout the progress of the project and shall beoperated by experienced and capable workers. At a minimum the following basic items shall beprovided.A. Mixing/Spreading Equipment:The mixing machine shall have sufficient capacity and capability of thoroughlyblending predetermined quantities of ingredients into a homogeneous mixture andshall be capable of maintaining complete suspension of mineral content. The machineshall be capable of discharging the thoroughly mixed material on continuous basis.The mixing machine shall be equipped with a water pressure system and a waterspray bar capable of fogging the pavement surface immediately ahead of thespreading equipment.The mixing machine shall be equipped with a mechanical type squeegee spreaderwith a flexible strike-off in contact with the surface. It shall be adjustable to preventloss of material on varying grades and crown and shall be able to maintain a uniformspread. The spreader shall be equipped with a steering device and a device for1


adjusting the width of coverage. The flexible strike-off and burlap drags or otherdrags shall be kept free from build-up of dried material.B. Cleaning Equipment:Power brooms, power blowers, air compressors, water flushing equipment, and handbrooms shall be capable of thoroughly cleaning the pavement surface and crackstherein.C. Auxiliary Equipment:Hand squeegees, hand brooms, shovels, and other equipment shall be provided asnecessary to perform the work in accordance with this Special Provision and to theEngineer’s satisfaction.<strong>406</strong>.04 CONSTRUCTION:A. Field Test:Prior to full production, the Contractor shall demonstrate that the equipment andprocedures for preparing, mixing and applying the Asphalt Pavement Sealer willproduce a satisfactory job. The area of the field test shall be designated by theEngineer and shall not be less than 250 square yards (225’ X 10’). The equipment,method of operation and material used on the field test shall be used on the field testshall be used on the remainder of the work.If, in the judgement of the Engineer, the field test should prove to be unsatisfactory,the necessary adjustments to the mix composition, application rate, placementoperations, and equipment shall be made. Additional test sections shall be placed andevaluated, if required.B. Weather Limitations:Asphalt Pavement Sealer shall not be applied if either the pavement or ambienttemperature is 13 0 C (55 0 F) or less and falling, but may be applied when both theambient and pavement temperatures are 10 0 C (50 0 F) and rising. When the relativehumidity exceeds 80 percent or the weather is overcast, application of AsphaltPavement Sealer will be at the discretion of the Engineer.C. Preparation of Existing Surface:Immediately prior to the application of Asphalt Pavement Sealer, the surface of thepavement shall be clean and free from dust, dirt, or loose foreign matter, grease, oil,or any type of objectionable surface film. Where vegetation exists in cracks, thevegetation shall be removed and loose material blown from the cracks. Areas thathave been subjected to fuel or oil spillage shall be wire brushed, cleaned with anindustrial detergent, flushed with water and tacked with a material compatible withthe Asphalt Pavement Sealer as recommended by the sealer manufacturer to preventthe Asphalt Pavement Sealer from debonding.If the area to be sealed is a new bituminous surface course, a minimum of 30 daysshall lapse between the placement of the surface course and application of the AsphaltPavement Sealer to allow curing of the pavement. This lapse time may be longerdepending on temperature and weather conditions. The pavement shall be sufficientlycured so that there is no concentration of oils on the surface. This can usually bedetermined by pouring water on the surface to be treated. If the water, after standingfor a short period, picks up a film of oil, then that surface is not sufficiently cured.2


D. Preparation of Mix:The materials shall be mixed thoroughly and uniformly in the proportionsrecommended by the manufacturer. If at any time a slurry of the desired consistencycannot be maintained, the work shall stop until the problem is corrected by eitherchanging proportions or source of materials, whichever is necessary. A mixture ofvarying consistency shall be cause for rejection of its use.E. Application:The Asphalt Pavement Sealer shall be of the desired consistency when deposited onthe surface after which no additional elements shall be added. A sufficient amount ofmaterial shall be carried in the spreading equipment at all times so that evendistribution is obtained. The material shall be applied uniformly at the rate specifiedon the plans unless directed otherwise by the Engineer. No lumping, balling orunmixed aggregate shall be permitted. No breaking of the emulsion shall bepermitted in the spreading equipment. No excessive build up or unsightly appearanceshall be permitted on longitudinal or transverse joints.Squeegees shall be used to spread material in areas that are inaccessible to thespreading machine. Care shall be exercised to leave the surface with no unsightlyappearance from the handwork.Upon completion of the work, the seal shall have no pinholes, bare spots or cracksthrough which liquids or foreign matter could penetrate to the underlying pavement.The finished surface shall have a uniform appearance and skid resistant texture.Areas determined by the Engineer to be slippery, have an insufficient coverage rate,inconsistent texture, inconsistent pavement friction reading or unsatisfactoryappearance shall be corrected at no additional cost to the airport Owner orDepartment.F. Curing:If more than one application is to be made, the first coat shall be allowed tothoroughly dry before placing the second coat. The final application shall bepermitted to dry for not less than 24 hours, during which time all traffic shall beexcluded from the area that has been sealed. Prior to being opened to traffic, materialshall be sufficiently cured to drive over without causing damage to the sealer. Anydamage to the uncured seal shall be corrected by the Contractor to the satisfaction ofthe Engineer at no additional cost to the Airport Owner or Department.<strong>406</strong>.05 CERTIFICATION: The Contractor shall furnish samples of individual components ofthe Asphalt Pavement Sealer to the Department’s Office of Materials and Research for approval aminimum of four weeks prior to the anticipated start work date. The product manufacturer shall atthe same time furnish certified copies of results of tests performed pertaining to chemical andphysical properties or materials used in the work.Prior to commencement of work, the Contractor shall provide sufficient supportingdocumentation to the engineer showing that he and his personnel are experienced and capable ofapplying the selected product in a satisfactory and timely manner.3


<strong>406</strong>.06 WARRANTY AGREEMENT: The Asphalt Pavement Sealer shall be warranted, inwriting, against unsatisfactory material and workmanship and to perform in accordance withrequirements of the Project Special Provision for the purpose specified in <strong>Section</strong> <strong>406</strong>.01 for aperiod of 12 months from the date of project completion. The written warranty shall be providedjointly by the Contractor and Product Manufacturer and shall be furnished to the Airport Owneron or before the date work is to commence.<strong>406</strong>.07 MEASUREMENT: The quantity of Asphalt Pavement Sealer, complete in place,performed in accordance with Project Special Provision and accepted by the Engineer shall bemeasured by the square yard.<strong>406</strong>.08 PAYMENT: Payment shall be made at the contract unit price bid per square yard. Thisprice shall be full compensation for furnishing all materials and for all cleaning, preparation,mixing, and application of these materials and for all labor, equipment, tools and incidentalsnecessary to complete the item.Payment will be made under:Item No. <strong>406</strong> Asphalt Pavement Sealer . . . Per Square Yard4
