Introduction:Most people in the community who experience a mental health illness canmanage their condition through a range of processes that may include selfmanagement, medication, relevant agency assistance or family support.However, from time to time some people with a mental illness may reach a crisissituation caused by a range of factors impacting on their lives.In many situations, police are called to deal with people who have reached acrisis or critical situation where an intervention outside their normalmanagement processes is required.A small proportion of people with a mental illness may exhibit violent behaviourunder certain circumstances.These situations are particularly difficult for police. Whilst police are generallywell equipped to resolve critical incidents that are life threatening, thoseinvolving the mentally ill can be particularly challenging and may becomeproblematic if not dealt with in a considered manner.
Background:In 2007, Victoria Police undertook a review of their responses to critical incidentsinvolving the mentally ill:• Coronial findings reflected poorly on certain operational decisions involving thementally ill• Internal review – establishment of Mental Health Strategy team that identified policetraining requiring a complete review and update to reflect more current informationabout mental health issues• Increased number of incidents involving use of force and ‘authorities’ under theMental Health Act (Section 10)• Need for greater engagement/relationship building with health sector agenciesincluding mental health, ambulance and organisations representing those with thelived experience.
