Dear Friends,<br />

It has been a very exciting and busy year for<br />

everyone at <strong>United</strong> <strong>Cerebral</strong> <strong>Palsy</strong> of Central<br />

Maryland (UCP-CM). We are especially proud of<br />

the steps we have taken toward reaching our goal<br />

of supporting people with disabilities at the highest<br />

possible level of quality so that they can fulfill their<br />

hopes and dreams and live as independently as<br />

possible.<br />

Our physical facilities have received major<br />

facelifts including both renovations and new<br />

construction. We worked hard to ensure our<br />

existing residential homes received all necessary<br />

renovations and repairs, and we opened a new<br />

residential duplex in Hagerstown by renovating<br />

our former day program center building on Salem<br />

Avenue. Thanks to a contribution from a very<br />

generous donor, our two Baltimore County day<br />

program centers each created and equipped<br />

a sensory stimulation room to help individuals<br />

with severe disabilities better interact with their<br />

environments. And of course, the opening of the<br />

new Delrey School in Lansdowne was one of our<br />

most significant accomplishments during the<br />

past year.<br />

From selling our property in Owings Mills to<br />

finding a new location to leasing and designing<br />

the space and overseeing construction, the new<br />

Delrey School has been a very exciting project.<br />

Our new school is accessible to all, has the latest<br />

technology including a computer lab, spacious<br />

classrooms and therapy rooms, a special sensory<br />

integration therapy room, a daycare center, and<br />

a fully accessible playground. Our expanded<br />

facilities now allow us to serve even more children<br />

with cerebral palsy and other physical disabilities.<br />

In addition to physical renovations, improved<br />

staff training has been a major focus this year.<br />

We now have a revised comprehensive, week-<br />

long orientation program for new staff, and we<br />

enhanced our ongoing training programs for<br />

existing staff to ensure all certifications were<br />

kept up to date. We also hired a full-time human<br />

resources recruiter to help us find the most<br />

qualified staff available and reduce staff turnover.<br />

We are also pleased to announce that UCP-<br />

CM has been able to weather the current<br />

economic downturn thanks to a number of<br />

new initiatives this year that have resulted in<br />

cost savings and cost efficiencies. We brought<br />

our Central Region transportation service in<br />

house, and this has not only been cost effective,<br />

but has allowed us to transport those we<br />

serve to many additional places, from doctors’<br />

appointments to recreational activities. With<br />

improved management, we have been able to<br />

reduce overtime as well as realize cost savings<br />

throughout the <strong>org</strong>anization by restructuring both<br />

services and staffing.<br />

Our fundraising efforts have also been successful.<br />

We were the grateful recipient of several major<br />

foundation grants, as well as many generous<br />

contributions from individuals and corporations<br />

that helped us accomplish the initiatives we have<br />

described. We launched the Independence<br />

Society to recognize those donors who<br />

contributed more than $1,000 last year, with<br />

the first annual donor recognition reception at<br />

Linwoods Restaurant in Owings Mills. We also<br />

used the opportunity to reinstitute our Samuel A.<br />

Tucker Memorial Can Do Award to recognize an<br />

individual we support who has shown remarkable<br />

perseverance in achieving his/her goals despite<br />

the challenges of his/her disability. We were<br />

honored to present the award to David Soden,<br />

a participant in our residential program.<br />

None of this progress would have been<br />

possible without the guidance and leadership<br />

of a dedicated Board of Directors, the financial<br />

support of our many generous donors, and the<br />

dedication and hard work of a committed staff.<br />

We thank all of you for everything you do for<br />

UCP-CM. And to those we support and their<br />

families, we appreciate your confidence in us<br />

and continually look for new ways to improve<br />

and expand the services we provide to you.<br />

We go forth with a positive attitude, renewed<br />

energy, and a strong <strong>org</strong>anization dedicated to<br />

advancing the independence, productivity, and<br />

full citizenship of people with cerebral palsy and<br />

A g e n c y H i g h l i g h t s<br />

n UCP of Central Maryland (UCP-CM) provided<br />

services and support to more than 1,000<br />

individuals with disabilities in Maryland.<br />

n UCP-CM moved its Delrey School into a<br />

spacious new 17,540 sq. ft. state-of-the-art<br />

facility, consolidating three child development<br />

centers into one convenient location in<br />

Lansdowne, Md.<br />

n 37 students received comprehensive services<br />

at the Delrey School, including special<br />

education classes certified by the Maryland<br />

State Department of Education integrated<br />

with the latest therapeutic techniques and<br />

communication strategies to help them better<br />

engage in learning.<br />

n 3,125 individual and group physical therapy<br />

sessions, 2,772 speech therapy sessions, and<br />

3,915 occupational therapy sessions were<br />

conducted at the school to provide students the<br />

skills needed to become as independent<br />

as possible.<br />

n UCP-CM maintained 45 residential homes in<br />

communities throughout the state, providing<br />

year round 24-hour support and supervision<br />

to individuals with disabilities in barrier-free<br />

agency-owned or leased single-family homes<br />

and apartments.<br />

n UCP-CM’s former day program building in<br />

Hagerstown was renovated to create a new<br />

residential duplex that became home to six<br />

individuals with disabilities. The residence also<br />

has two respite beds for short-term care of<br />

individuals with disabilities to allow their family<br />

members time for rest and renewal or to attend<br />

to other family obligations.<br />

n More than 100,000 hours of personal care<br />

assistance were provided to individuals in<br />

need of support in order to remain in their<br />

own homes.<br />

n Financial assistance was provided to 61<br />

people in need of specialized equipment or<br />

services in order to maintain or increase their<br />

independence.<br />

n Day program services were provided for 289<br />

adults in five centers across the state, offering<br />

men and women with developmental disabilities<br />

the opportunity to engage in meaningful<br />

individual and group activities.<br />

n 18,344 hours of supported employment<br />

services were provided, allowing men and<br />

women with disabilities throughout Maryland<br />

to find and maintain paid and volunteer<br />

employment.<br />

n 164,645 transports were provided for adults<br />

enrolled in UCP-CM’s day and residential<br />

programs via the agency’s lift-equipped<br />

buses and vans so they could attend their<br />

day programs, go to work, attend medical<br />

appointments, as well as other personal and<br />

leisure activities.<br />

n The No Boundaries Assistive Technology<br />

Center completed 492 augmentative<br />

communication assessments and personalized<br />

training sessions for children and adults with<br />

communication difficulties.<br />

B e c k y L o v e s H e r N e w H o m e<br />

Becky has found a home. For the last several<br />

years Becky, who is 27 years old, was living<br />

in temporary respite care housing. Since July<br />

2008, Becky and two other women have made<br />

a home in the newly renovated UCP duplex in<br />

Hagerstown. Becky helped decorate her room in<br />

lavender colors with a colorful quilt and stuffed<br />

cat on her bed. She feels independent and likes<br />

the fact she has privacy when she wants it and<br />

people to be with when she wants company.<br />

Along with her apartment mates she cooks, does<br />

laundry, cleans and has “family” to interact with.<br />

Becky especially enjoys cooking and says grilled<br />

cheese sandwiches are one of her specialties.<br />

The ladies share meal time along with the<br />

house manager. During the day, Becky goes to<br />

UCP’s Day Program in Hagerstown where she<br />

participates in many of the activities, including<br />

the College for Living, where she takes finance<br />

and computer courses. She also enjoys taking<br />

trips with the other women from her home. House<br />

manager Christy Esworthy explains that Becky<br />

now feels she has taken control over her life. She<br />

has choices about what she wants to do and that<br />

is a very good feeling. With the support she gets<br />

from Christy and the other UCP staff, Becky can<br />

function at a much higher level.<br />

Annamarie Poole, vice president of operations<br />

for the Western Region, says “The goal of UCP’s<br />

residential facilities is to make a home for people<br />

so they can experience life and be a part of the<br />

community.”<br />

M a r c e l A p p r e c i a t e s R e c e n t U p g r a d e s T o H i s H o m e<br />

When Marcel returns each day from UCP’s<br />

Adult Day Program in Arbutus, he enjoys time<br />

by himself listening to his music and watching<br />

TV in his newly decorated room at his home in<br />

Randallstown. Marcel lives in a UCP home, where<br />

he and two other individuals have benefited<br />

from UCP’s recent upgrades to the homes in<br />

the Central Region. Marcel has his own TV and<br />

radio in his room, and now he has new lamps,<br />

bed sheets, covers and curtains to go with them.<br />

His room has been freshly painted, and he has<br />

new carpet as well. And to make him feel even<br />

better, Marcel got new clothes to go with his new<br />

surroundings.<br />

The upgrades were coordinated in each home<br />

by the respective UCP house manager in<br />

consultation with the individuals in each home,<br />

who were involved in selecting their new décor.<br />

When Marcel’s house manager, Marcus Cherry,<br />

first came to the home in Randallstown, he<br />

definitely thought some sprucing up was needed<br />

to make the home a brighter, more cheerful and<br />

comfortable place to live and a more pleasing<br />

environment in which to work. He was very<br />

grateful to UCP for their support in providing<br />

the funding to do some redecorating. “It’s all<br />

about giving our residents the best quality of life<br />

possible and the environment in which they live is<br />

an important part of this effort,” says Marcus.<br />

“We also bought new tables, a TV stand, curtains<br />

and pictures for the walls for the house’s common<br />

areas. It really looks great, and our residents have<br />

noticed the difference.”<br />

Cristal lives independently in the Hagerstown<br />

community and participates in the Adult Day<br />

Program’s College for Living. She enjoys learning<br />

new things and taking classes in sign language,<br />

money management, and English. Cristal has<br />

made many good friends at The College for Living<br />

and especially likes how much the staff and<br />

teachers care about the individuals. She explains<br />

that they are always there to lend a helping hand.<br />

With the help of UCP’s supported employment<br />

services, Cristal has been a valued employee<br />

at several businesses in the community. For 14<br />

years, she worked at the Red Lobster doing such<br />

tasks as rolling napkins for table set ups. She<br />

worked at Roy Rogers for two years and currently<br />

works one day a week at Big Lots, where she<br />

prices items for sale. She has enjoyed all her jobs<br />

and meeting new people.<br />

Cristal also works one evening a week for UCP<br />

as part of the cleaning crew for the Adult Day<br />

Program facility. This is a coveted position, and<br />

Cristal is one of UCP’s star workers.<br />

She is truly an example of how UCP can help a<br />

person with disabilities live independently, enjoy<br />

a good quality of life, and be a contributing<br />

member of the community.<br />

S h a l i e a A n d T i n a E n j o y S e n s o r y S t i m u l a t i o n R o o m<br />

The room is quiet and peaceful with low lights<br />

and soothing music from relaxation CDs.<br />

Calming images project on a TV monitor and<br />

aromatherapy provides wonderful smells in the<br />

air. There are moon bounce mattresses on the<br />

floor, wedges to lean on, fiber optics, and rotating<br />

light balls. All of this and more can be found in<br />

the Sensory Stimulation Room at the UCP Adult<br />

Day Program Center in Essex. Shaliea and Tina,<br />

participants in UCP’s Medical Day Care program,<br />

say that this is their favorite room in the center.<br />

Shaliea especially likes holding the rope lights<br />

and seeing them change colors. She enjoys<br />

being in the “love shack,” which is like a fiber<br />

optic waterfall. She laughs as she makes faces<br />

and kisses herself in the mirrors in the room.<br />

One of her favorite activities is getting out of<br />

her wheelchair and lying on the moon bounce<br />

mattress, where she can roll and scoot around.<br />

Tina also enjoys the freedom from her wheelchair<br />

when she uses the wedges and moon bounce.<br />

She tells us she is more comfortable being<br />

able to move around, stretch her muscles, and<br />

reposition herself. She likes to feel the movement<br />

of the moon bounce. Tina also enjoys holding the<br />

vibrating light tube and especially likes when it<br />

massages her neck. She tells us the whole room<br />

makes her feel good.<br />

There are now Sensory Stimulation Rooms at all<br />

of UCP’s five Adult Day Program Centers, thanks<br />

to a very generous donation from the Orokawa<br />

Foundation that funded the setup of rooms at<br />

the Essex and Sulphur Spring Centers this year.<br />

Now all program participants, especially those<br />

with profound disabilities, have the opportunity<br />

to feel the pleasure of being involved with their<br />

environment and can experience the impact it<br />

has on their minds and bodies.<br />

T i m I s O n T h e M o v e<br />

A resident in a UCP home in Ellicott City since<br />

2001, Tim is always out and about. At age 41, Tim<br />

loves to go to the movies, especially to watch his<br />

favorites – horror movies. He also enjoys taking<br />

excursions to Baltimore, the Eastern Shore and<br />

beyond. When Tim speaks of his adventures, a<br />

grin fills his face.<br />

“When I sit around, sometimes I feel down,<br />

but when I go out, I feel so much better. Last<br />

summer I went into Baltimore for Artscape and an<br />

Orioles game. In the fall, we went to the Maryland<br />

State Fair, which was really fun,” says Tim.<br />

Thanks to recent changes in UCP’s Central<br />

Region’s transportation services, Tim also was<br />

able to travel to West Virginia for Christmas.<br />

With Tim’s house manager, Will, at the wheel of<br />

a newly donated lift-equipped van designated<br />

specifically for residential use, Tim had the<br />

opportunity to visit with out-of-state relatives for<br />

the holiday. “It was the best time,” exclaims Tim.<br />

“I watched my 5-year-old nephew play.”<br />

According to Will, whenever he can get the use<br />

of a bus or van, he is taking the residents out.<br />

He never wants Tim and the other residents to<br />

feel stuck in the house. Will and Tim are already<br />

planning their upcoming trip in the spring to a<br />

semi-pro wrestling match.<br />

Many of the individuals at UCP are as pleased as<br />

Tim that UCP has brought its Central Regions’s<br />

transportation services in house and they no<br />

longer have to rely on an outside vendor. Driver<br />

Tremar Thomas tells us now that UCP handles<br />

its own transportation, things are more <strong>org</strong>anized<br />

and reliable.<br />

“The individuals we transport are very grateful<br />

that UCP provides this service, and whenever<br />

I have the opportunity to take them out, I do<br />

so,” says Tremar. Tremar never minds going<br />

the extra mile for the individuals at UCP, as he<br />

demonstrated when he took an individual to the<br />

Eastern Shore to spend Christmas with his family.<br />

Tremar even took a whole group of individuals<br />

to New York to board their ship for a Caribbean<br />

cruise. Tremar sees the transportation service as<br />

a positive indicator of UCP’s growth.<br />

S u t t o n T a k e s H e r F i r s t S t e p s<br />

Sutton was born 9 ½ weeks before her due date,<br />

weighing just two pounds. In 2006 at age three,<br />

she came to the UCP Delrey School on a feeding<br />

tube, unable to walk or support her weight, crying<br />

a great deal, and having a hard time adjusting<br />

to new people, places or things. She was just<br />

starting to talk.<br />

<strong>To</strong>day, Sutton is 5 ½ years old. She is a<br />

happy child with a whole new attitude. She has<br />

developed social skills and interacts with her<br />

schoolmates and teachers. Sutton has even<br />

been dubbed “the mayor” of Delrey. Her mother,<br />

Ali, says, “With the help of Delrey’s Sensory<br />

Integration Therapy program and Delrey’s caring<br />

staff, Sutton now can function in everyday life<br />

situations. She accepts new things and can<br />

handle transitions. It is wonderful to see.”<br />

With the help of Delrey’s therapeutic feeding<br />

program, Sutton is no longer on a feeding tube<br />

and eats solid food. This past October she<br />

started to walk without a walker or any other aids.<br />

This was truly a great moment for Sutton and her<br />

family and attributed to Delrey’s physical therapy<br />

program.<br />

Academically, Sutton is ahead of many of her<br />

classmates, and the Delrey staff customizes her<br />

academic program to be sure she is continually<br />

challenged. The staff will write a story, for<br />

example, that she can read to her class. She<br />

goes to an older math class as she has an<br />

aptitude with numbers.<br />

Sutton loves the new Delrey School building<br />

that opened last year with its bright colors and<br />

spacious rooms. She especially likes the Sensory<br />

Integration Therapy Room. Sutton found the<br />

transition to the new building an easy one and<br />

can frequently be seen playing on the new<br />

accessible playground, walking the halls, and<br />

enjoying herself at school.<br />

When Cierra enrolled at UCP Delrey School in<br />

2005, her ability to communicate was limited.<br />

Her multiple disabilities restricted her ability to<br />

walk and talk, and, at the time, her only form of<br />

communication was a simple, low-tech device<br />

affixed to her wheelchair. “It was apparent<br />

very early on that this was not enough,” said<br />

Patti Kurek, a speech therapist at Delrey, “She<br />

had so much more that she wanted to say, so<br />

much more she wanted to express.” Kurek was<br />

determined to find a new voice for Cierra.<br />

Kurek collaborated with Angela Strauch, the<br />

director of UCP of Central Maryland’s No<br />

Boundaries Assistive Technology Center, as well<br />

as the Baltimore County Public School System<br />

(BCPSS) to find the right device for Cierra.<br />

“Cierra has a hard time keeping her head still,<br />

so we needed a piece of equipment that would<br />

be flexible in where it accepts her responses,”<br />

said Kurek. After a thorough assessment using<br />

equipment recently donated to Delrey by Verizon<br />

Maryland, the team identified an augmentative<br />

communication device that was perfect for Cierra’s<br />

needs, giving her the ability to communicate<br />

in a life-like voice and have control over a fully<br />

functioning computer using just her eyes.<br />

Thanks to UCP’s perseverance and BCPSS’s<br />

generous funding of the device, Cierra has a<br />

new voice and a bright future. “The eyegaze<br />

system has been a plus for Cierra’s future and<br />

her communication,” said Kurek. “She’s amazing<br />

with it.” According to Kurek, the device helps<br />

Cierra communicate much clearer and faster. She<br />

uses her device in class to respond to teachers’<br />

questions, and she even uses it in her free time<br />

to play games, such as Yahtzee. But what makes<br />

this 11-year-old girl most excited about her new<br />

communication device is the ability to e-mail<br />

messages to her friends.<br />

“It’s been a wonderful collaborative effort, and<br />

Cierra is lucky to have such an amazing team on<br />

her side,” said Kurek. “Cierra now has a glint in<br />

her eye and a beautiful smile. It’s great to know<br />

that we helped her take her abilities to the next<br />

level.”<br />
