The National AIDS Control Programme hereby invites sealed bidsfrom primary manufacturers or their authorized representatives from membercountries of the World Bank and Taiwan, China, for the supply of “ Drugs forSTI/OIs”. A “primary manufacturer” is defined as a company that performs allthe manufacturing and fabricating operations needed to producepharmaceuticals or vaccines in their appropriate dosage forms, includingprocessing, blending, formulating, filling, packing, labeling and quality testing.Bids may be submitted by an authorized agent for and on behalf of the primarymanufacturer provided the bid is accompanied by a duly notarized letter ofauthority from the primary manufacturer authorizing the designated agent to bidsolely for and on behalf of the primary manufacturer. Merchant exporters, prepackers,shippers and traders are not classified as primary manufacturers andbids from them will not be accepted. Documentary evidence will be required ofall bidders that they have qualifications, experience and capacity to be able tosuccessfully complete the contract on time for the pharmaceuticals and vaccinesoffered.3. A complete set of bidding documents may be purchased by interestedbidders on the submission of a written application to the above and uponpayment of a non-refundable fee of Pak Rupees 500/- (Five hundredOnly) in Cash/Bank Draft/Call Deposit (in the name of National Programme

Manager, NACP). If the viding documents are requested by post/courier then thenon refundable fee shall be Pak Rupees 600.5. All bids must be accompanied by a security of not less than 2% of thetotal bid value and must be delivered to the above office on or before 1100hours on 8 th November 2008.6. Bids will be opened in the presence of Bidders’ representatives who chooseto attend at 1130 hours on 8 th November 2008 at the offices of NationalProgramme Manager, National AIDS Control Program, Chak Shahzad, Islamabad7. The bidders are requested to give their best and final prices as negotiationswill not take place.8.
