Master <strong>Plan</strong>A Master <strong>Plan</strong> provides a blueprintfor the future use <strong>and</strong> development<strong>of</strong> <strong>Waverley</strong> <strong>Park</strong> <strong>and</strong> shows howthe <strong>Park</strong> will look in ten years time.The Master <strong>Plan</strong> defines the:•type <strong>and</strong> location <strong>of</strong> l<strong>and</strong> usesthat will be permitted, includingdevelopment type <strong>and</strong> density•transport links <strong>and</strong> connectivity•location, type, scale <strong>and</strong> staging<strong>of</strong> infrastructure required to service<strong>Waverley</strong> <strong>Park</strong> <strong>and</strong> <strong>Pavilion</strong>,including stormwater, water <strong>and</strong>sewerage•provision <strong>of</strong> community facilities•protection <strong>of</strong> sites, features <strong>and</strong>valuesIn September 2007 Council resolvedto prepare a Master <strong>Plan</strong> for<strong>Waverley</strong> <strong>Park</strong> following the decisionto progress the re-design <strong>of</strong> the<strong>Waverley</strong> <strong>Pavilion</strong> building.In May 2008 an integrated approachto developing the Master <strong>Plan</strong> alongside the redesign <strong>of</strong> the <strong>Pavilion</strong>building <strong>and</strong> new Amenities Buildingwas endorsed by Council.Work on the Master <strong>Plan</strong>commenced in 2008 <strong>and</strong> includeda <strong>Park</strong> Visitor Study with a survey<strong>and</strong> park count. <strong>Park</strong> users identifiedtoilets, shelter <strong>and</strong> shade asimprovements they would like to seein the Master <strong>Plan</strong>.A Have a Say Day was carried outin 2008 with most people consultedexpressing an interest in a café inthe <strong>Park</strong>.The Recreation Needs Study,endorsed by Council in July 2008,surveyed over 500 people <strong>and</strong>identified a dem<strong>and</strong> for activerecreation facilities in the <strong>Waverley</strong>LGA <strong>and</strong> a need for upgradesto existing facilities. This was animportant source document inthe development <strong>of</strong> the Master<strong>Plan</strong>. BackgroundPurpose <strong>of</strong> thisDocumentThe purpose <strong>of</strong> this <strong>Draft</strong> <strong>Plan</strong> <strong>of</strong><strong>Management</strong> is to identify a commonvision <strong>and</strong> management strategy for<strong>Waverley</strong> <strong>Park</strong> <strong>and</strong> <strong>Pavilion</strong>, over thenext ten years.The <strong>Plan</strong> has been developed inconsultation with the <strong>Park</strong> <strong>and</strong><strong>Pavilion</strong> users, other stakeholders<strong>and</strong> local residents. These valuablecontributions have informed thevision, values, strategic directions<strong>and</strong> actions for the <strong>Plan</strong> <strong>and</strong> ensurethe significant values <strong>and</strong> resources<strong>of</strong> this unique <strong>Park</strong>, are carefullymanaged for current <strong>and</strong> futuregenerations.What is a <strong>Plan</strong> <strong>of</strong><strong>Management</strong>?A plan <strong>of</strong> management is adocument providing a strategicframework to guide the sustainableuse, improvements, maintenance<strong>and</strong> management <strong>of</strong> a park. The keyvalues, issues <strong>and</strong> opportunitiesidentified in consultation with thecommunity, provide the strategicdirections <strong>and</strong> key actions thatcontribute to achieving the vision forthe <strong>Park</strong>.Why is one needed for<strong>Waverley</strong> <strong>Park</strong>?A <strong>Plan</strong> <strong>of</strong> <strong>Management</strong> for <strong>Waverley</strong><strong>Park</strong> was prepared in 1993, toresolve the conflict betweensporting <strong>and</strong> informal recreation,<strong>and</strong> to establish a frameworkfor sympathetic <strong>and</strong> appropriatemanagement <strong>of</strong> the recreational,environmental <strong>and</strong> aesthetic values<strong>of</strong> the <strong>Park</strong>. The <strong>Plan</strong> identifiedstrategies for resolution <strong>of</strong> the issues<strong>and</strong> an implementation programme.By 2006, the <strong>Pavilion</strong> had becomestructurally unsafe. An Issues <strong>and</strong>Options report was undertaken asa scoping exercise to investigatewhether to refurbish or rebuild the<strong>Pavilion</strong>. The report recommendedthe <strong>Pavilion</strong> be rebuilt <strong>and</strong> in 2007Council resolved to demolish <strong>and</strong>rebuild the <strong>Pavilion</strong>. A new plan <strong>of</strong>management <strong>and</strong> master plan werealso recommended to incorporatethe new building.In 2008, the project to rebuild the<strong>Pavilion</strong> was combined with thedevelopment <strong>of</strong> a new Master <strong>Plan</strong>.It is unusual to develop a masterplan before writing the <strong>Plan</strong> <strong>of</strong><strong>Management</strong> document but it wasconsidered a priority due to theclosure <strong>of</strong> the old <strong>Pavilion</strong>.Comprehensive communityconsultation was undertaken during2008/9. Residents, park users <strong>and</strong>sporting groups provided valuableinput that was incorporated into thefinal design <strong>of</strong> the new <strong>Pavilion</strong>,as well as the design for a newAmenities Building. In 2009, Councilapproved the development <strong>of</strong> thenew buildings <strong>and</strong> the new Master<strong>Plan</strong>.This <strong>Draft</strong> <strong>Plan</strong> <strong>of</strong> <strong>Management</strong>includes the new <strong>Pavilion</strong> <strong>and</strong> otherimprovements highlighted in theMaster <strong>Plan</strong>, as well as identifying<strong>and</strong> addressing new issues thathave developed in the 19 yearssince the last <strong>Plan</strong> was adopted.Where does the <strong>Plan</strong> fit?This <strong>Draft</strong> <strong>Plan</strong> <strong>of</strong> <strong>Management</strong> fitswithin a framework <strong>of</strong> key Councilpolicies <strong>and</strong> is guided by the CrownL<strong>and</strong>s Act (1989).The over arching Council policy forthe <strong>Draft</strong> <strong>Plan</strong> <strong>of</strong> <strong>Management</strong> isThe <strong>Waverley</strong> Together 2 Strategic<strong>Plan</strong> (2010-2022). This <strong>Draft</strong> <strong>Plan</strong><strong>of</strong> <strong>Management</strong> must reflect thepriorities <strong>of</strong> the local community <strong>and</strong>their aspirations for the future thatwere identified in WT2.The actions outlined in this <strong>Draft</strong><strong>Plan</strong> <strong>of</strong> <strong>Management</strong> inform theworks to be undertaken in theCouncil’s four year Delivery Program<strong>and</strong> the annual Operational <strong>Plan</strong>.The Annual Report monitors theprogress <strong>of</strong> these actions, whilecommunity consultation <strong>and</strong>feedback identify areas for futureimprovement.14 WAVERLEY PARK AND PAVILION DRAFT PLAN OF MANAGEMENT <strong>2012</strong>-2022

ContextLocationThe Local Government Area(LGA) <strong>of</strong> <strong>Waverley</strong> is a dense <strong>and</strong>urbanised area located betweenthe city <strong>and</strong> the sea. Most <strong>Waverley</strong>residents live within two kilometres<strong>of</strong> some <strong>of</strong> the best beaches in theworld, including Bondi <strong>and</strong> BronteBeach <strong>and</strong> the Coastal Walkway.With a population <strong>of</strong> 60,700 (in2006) <strong>and</strong> an area <strong>of</strong> 9.3 km²<strong>Waverley</strong> has a population density <strong>of</strong>5586 people per km², making it one<strong>of</strong> the most densely populated LGAsin Australia.<strong>Waverley</strong>’s unique open spacesattract enormous attention <strong>and</strong>pressure from residents <strong>and</strong> tourists.The limited open space networkcombined with the strong dem<strong>and</strong>for access to open space <strong>and</strong>facilities <strong>and</strong> the limited potentialfor open space acquisition, placesenormous value on the existingnetwork.<strong>Waverley</strong> <strong>Park</strong> is a regional <strong>and</strong>neighbourhood urban park locatedin the Eastern Suburbs <strong>of</strong> Sydney,at the fringe <strong>of</strong> the Bondi JunctionCommercial Centre <strong>and</strong> centrallylocated within the <strong>Waverley</strong> LGA.The <strong>Park</strong> is six kilometres from thecentre <strong>of</strong> the city <strong>and</strong> two kilometresfrom the main surfing beaches <strong>of</strong>Bondi <strong>and</strong> Bronte.<strong>Waverley</strong> <strong>Park</strong> is the major activesport <strong>and</strong> recreation park in<strong>Waverley</strong> <strong>and</strong> also provides aninformal recreation space <strong>and</strong> acommuter route, as part <strong>of</strong> the widerGreen-Links walking network.The built environment surrounding<strong>Waverley</strong> <strong>Park</strong> consists <strong>of</strong> a mixture<strong>of</strong> single storey houses, one <strong>and</strong> twostorey terraces <strong>and</strong> large high riseapartment blocks.KEY<strong>Waverley</strong> <strong>Park</strong>Open SpaceSports OvalsUrban AreaWater BodiesBeaches<strong>Waverley</strong> LocalGovernment Area18 WAVERLEY PARK AND PAVILION DRAFT PLAN OF MANAGEMENT <strong>2012</strong>-2022

Site DescriptionThe rectangular shaped site isbounded by Bondi Road to the north<strong>and</strong> is the main <strong>Park</strong> frontage, <strong>Park</strong>Parade to the east <strong>and</strong> Birrell Streetto the south. To the west the moreprotected areas are bounded by thecul-de-sac <strong>of</strong> Paul Street, a waterreservoir facility <strong>and</strong> accesses tothe <strong>Park</strong> <strong>of</strong>f James Street, GoldieAvenue <strong>and</strong> St. Marys Avenue.The size <strong>of</strong> <strong>Waverley</strong> <strong>Park</strong> at 10.21hectares makes it the secondbiggest <strong>Park</strong> in <strong>Waverley</strong>, after Bondi<strong>Park</strong>.The <strong>Park</strong> has a number <strong>of</strong> entrieswhich are shown in orange onthe aerial map. L<strong>and</strong>scape Description<strong>and</strong> Character<strong>Waverley</strong> <strong>Park</strong> is sited on an area<strong>of</strong> coastal l<strong>and</strong> that flows from thehigh point <strong>of</strong> Bondi Junction downtowards the sea in an easterlydirection. The generally sloping sitehas been altered over the years withfill to create flat terraces for activeuse.The resulting l<strong>and</strong>scape form is aseries <strong>of</strong> terraces located arounda central “hill” which rises some 20metres to a vantage point at 111.8metres, with panoramic views <strong>of</strong> thesurrounding residential areas <strong>and</strong>coastline.The <strong>Waverley</strong> <strong>Park</strong> l<strong>and</strong>scape canbe classified into four l<strong>and</strong>scapeunits based on the topography <strong>of</strong> thearea, each with a different character<strong>and</strong> management requirements.These character areas are the:1) Sportsgrounds2) Hill Slopes3) Hill Top4) Formal GardensSportsgroundsThe sportsground character areais defined by flat grass terracesthat wrap around the easternboundary <strong>and</strong> southwest corner<strong>of</strong> the <strong>Park</strong>. These terraces createsuitable playing surfaces in the<strong>Park</strong> <strong>and</strong> accommodate the Oval,multiuse fields <strong>and</strong> courts.The highly manicured surface<strong>of</strong> the Oval is enclosed within atraditional white picket boundaryfence. The Oval is dominatedby the new <strong>Pavilion</strong>, a moderncontemporary structure withexpansive views out to the coast.Beyond the Oval, the wideopen flat fields extend along theeastern boundary, elevated above<strong>Park</strong> Parade. The terraced hardsurfaces in the southwest provideall weather netball courts. Furtherup the slope another terraceprovides a bocce court <strong>and</strong> amultipurpose court.L<strong>and</strong>cover is dominated by grasswith border plantings <strong>of</strong> large treesincluding Figs, Casuarinas <strong>and</strong>Tuckeroos.Hill SlopesThe hill slope character areawraps around the slopes <strong>of</strong> thewater reservoir hill <strong>and</strong> providesrelief to the flat terraces <strong>of</strong>the sportgrounds. The steeplyundulating slopes are dominatedby a dense blanket <strong>of</strong> largetrees including groves <strong>of</strong> Pines,Eucalyptus, Casuarinas <strong>and</strong> Figs.The vegetation provides shade <strong>and</strong>shelter as well as habitat for birdlife.Tucked in at the bottom <strong>of</strong> theslope is a sheltered playground <strong>and</strong>barbecue area.Hill TopThe hill top character area is thehighest point <strong>of</strong> the <strong>Park</strong>. Thischaracter type is characterisedby a denuded <strong>and</strong> exposed grassplatform with spectacular 360degree views to the surroundingCity. The hill top is dominatedby the heritage water reservoirbuildings.Formal GardensThe formal garden type ischaracterised by a flat grassedarea that is enclosed by formalornamental garden beds, clippedhedge <strong>and</strong> trees planted soldierstyle. The Council Chambersprovides the western boundary.The sheltered site is internallyfocused on a war memorialsculpture <strong>and</strong> memorial garden atthe centre <strong>of</strong> the site.An ornamental annual flowerbedis located along the Bondi Roadfrontage <strong>of</strong> Chambers. The <strong>Park</strong> iscategorised as a l<strong>and</strong>scapeconservation area in the <strong>Waverley</strong>LEP 2011.In the <strong>Waverley</strong> <strong>Park</strong> Visitor Study(2008) visitors perceived trees<strong>and</strong> natural areas to be the most“important” areas <strong>of</strong> <strong>Waverley</strong> <strong>Park</strong>.Trees were also perceived as thebest “performing” aspect <strong>of</strong> the <strong>Park</strong>.EcologyVegetation has the potential tosupport diverse ecosystems withinthe urban fabric <strong>and</strong> contribute tothe quality <strong>of</strong> life for urban residents.The <strong>Waverley</strong> LGA, like many urbanareas, has been highly urbanisedover time with limited areas <strong>of</strong>remnant vegetation remaining.<strong>Waverley</strong> <strong>Park</strong> is categorised asan exposed ridge top due to theexposure <strong>of</strong> the site to southerly<strong>and</strong> westerly winds. The underlyinggeology <strong>of</strong> Hawkesbury S<strong>and</strong>stoneonce supported low coastal heath<strong>and</strong> small leaved sclerophyllusplants. The plant communitiesconsisted <strong>of</strong> Westringia fruticosa,Baekea imbricata <strong>and</strong> Lom<strong>and</strong>ralongifolia. Taller heath <strong>and</strong> scrubst<strong>and</strong>s would have been dominatedby Allocasuarina distyla, Banksiaericifolia, Leptospermum laevigatum<strong>and</strong> Melaleuca nodosa with smallershrubs including Hakea dactyloides.Timber species in the woodl<strong>and</strong>swould have included Eucalyptushaemastoma, Eucalyptusgummifera, Eucalyptus oblonga,Eucalyptus sparsifolia <strong>and</strong>Angophora costata with a shrubbyunder-storey including Banksiaserrata.The original plant communities <strong>of</strong>these areas provides a snapshot<strong>of</strong> the ecology prior to Europeansettlement <strong>and</strong> a useful indigenousplanting schedule for future plantingprojects in the <strong>Park</strong>.Mature TreesThe mature trees in <strong>Waverley</strong> <strong>Park</strong>contribute to the character <strong>of</strong> thesite <strong>and</strong> are highly valued by thecommunity.The mature trees represent threekey planting eras. These include thelate Victorian to early Federation, theinterwar period <strong>and</strong> the 1970s to thepresent.The late Victorian to earlyFederation <strong>of</strong> 1890-1920 isrepresented by Norfolk Isl<strong>and</strong> Pines<strong>and</strong> Port Jackson Figs. The CanaryIsl<strong>and</strong> Date Palms in the MemorialGardens date from 1916. A largeFig (Ficus rubiginosa) located onthe Birrell Street <strong>Park</strong> boundary hasbeen listed on Council’s SignificantTree Register. tree may have been planted byl<strong>and</strong>scape gardener Adolf Schneider,who undertook improvements in thepark in the 1880s. Identifying theremnants <strong>of</strong> the original plantingperiod should be undertake <strong>and</strong>gaps in the avenues <strong>and</strong> borderplantings could be replaced withsimilar species.The interwar period from 1930-1950includes Kaffir Plum, Blackbean,Hills Figs <strong>and</strong> possibly the avenue <strong>of</strong>Pines.The final period <strong>of</strong> tree plantingdates from 1970-present whereEucalypts <strong>and</strong> Casuarinas weremass planted in an ad hoc manner.The following trees are listedwithin the <strong>Waverley</strong> Heritage Study(Perumal Murphy, 1990) as locallysignificant for <strong>Waverley</strong> <strong>Park</strong>: theNorfolk Isl<strong>and</strong> Pines, Canary Isl<strong>and</strong>Palms, Port Jackson <strong>and</strong> MoretonBay Figs, Holly Oak, Black Bean,Radiata Pines, Golden Poplar, HillsFig, Coast Banksia, Eucalypts <strong>and</strong>Casuarina species. These treesshould be mapped to protect <strong>and</strong>enhance the character zones <strong>of</strong> the<strong>Park</strong>.As the trees advance in age theymay become susceptible to disease.The Canary Isl<strong>and</strong> Date Palms alongthe Memorial Garden boundary havebeen lost due to Fusarium wilt. Aplan needs to be made for a suitablespecies to replace these Palms.The Radiata Pine st<strong>and</strong> on theeast slope is planned for gradualreplacement with native trees <strong>and</strong>plants. The Pine’s allelopathic qualityprevents growth <strong>of</strong> any understoreyvegetation. However the trees arerecognised for providing habitat <strong>and</strong>a food source for Black Cockatoos<strong>and</strong> species replacement shouldtake this into account.The mature species are vital tothe character <strong>of</strong> the <strong>Park</strong>. As thetrees reach maturity they may posea potential safety hazard to <strong>Park</strong>users. An inventory <strong>and</strong> survey<strong>of</strong> mature trees along with a treemanagement plan incorporatingheritage trees <strong>and</strong> planning forsenescence should be developed.A number <strong>of</strong> trees were removed forthe development <strong>of</strong> the new <strong>Pavilion</strong>as approved by the DA. Mature treesare to be planted around the <strong>Park</strong> tomitigate this removal.Native Species<strong>Waverley</strong> <strong>Park</strong> is a mix <strong>of</strong> native<strong>and</strong> exotic plantings which reflectsthe many eras <strong>of</strong> planting that havetaken place.The <strong>Waverley</strong> CouncilEnvironmental Action <strong>Plan</strong> (2008)supports native plants through thevision that the <strong>Waverley</strong> LGA will bea place where our native species<strong>and</strong> ecosystems are enhanced <strong>and</strong>threats to these are minimised.The action concerned with nativeplantings is to:• Implement policy <strong>of</strong> 95% nativeplantings in public places(remaining 5% to be allocatedtoward local food production)The Tree <strong>Management</strong> <strong>Plan</strong> (2007)identifies native plants as preferablelargely for environmental reasonsincluding habitat development,water retention, drought tolerance,less maintenance <strong>and</strong> better soilstabilisation. Native plants alsocontribute to developing a locall<strong>and</strong>scape character.Future planting <strong>of</strong> trees <strong>and</strong> plantsin <strong>Waverley</strong> <strong>Park</strong> should reflect theprinciples <strong>of</strong> the Tree <strong>Management</strong><strong>Plan</strong>, LEP <strong>and</strong> the EAP.Weed <strong>Management</strong>Noxious weeds are managed inaccordance with the Noxious WeedsAct (1993). <strong>Waverley</strong> <strong>Park</strong> is a highlymaintained l<strong>and</strong>scape <strong>and</strong> there areno reported cases <strong>of</strong> noxious weedswithin the <strong>Park</strong>. There have beensome problems reported with turfweeds including Bindii.<strong>Waverley</strong> Council has drafted aWeed <strong>Management</strong> Policy (<strong>2012</strong>)that outlines the process for weedmanagement within the LGA <strong>and</strong>should form part <strong>of</strong> a long term weedmanagement strategy for <strong>Waverley</strong><strong>Park</strong>.WAVERLEY PARK AND PAVILION DRAFT PLAN OF MANAGEMENT <strong>2012</strong>-202229


HabitatBiodiversityA diversity <strong>and</strong> abundance <strong>of</strong> plants,animals <strong>and</strong> microorganisms inthe environment contributes to theecological health <strong>of</strong> urban areas.The Biodiversity Survey <strong>and</strong>Wildlife Habitat Corridor Study <strong>of</strong>the <strong>Waverley</strong> LGA (BSWLGA )in2010 engaged the Sydney BushRegeneration Company to survey<strong>Waverley</strong>’s biodiversity. Thisinformation provided a snapshot <strong>of</strong>the plants <strong>and</strong> animals present inour environment at this time.The BSWLGA (2010) found thefollowing bird species in the <strong>Park</strong>:the Australian Magpie, LaughingKookaburra, Noisy Miner, RainbowLorikeet, Welcome Swallow, Magpielark,Pied Currawong, AustralianRaven, Rock Dove, Common Myna,Common Starling <strong>and</strong> AustralianWhite Ibis. One Common BrushtailPossum was also found in thesurvey. No threatened species orremnant vegetation were identified inthe <strong>Park</strong>.All native birds, reptiles, amphibians<strong>and</strong> mammals are protected in NewSouth Wales by the National <strong>Park</strong>s<strong>and</strong> Wildlife Act (1974). The existingtrees <strong>and</strong> grouped shrub plantingsin the <strong>Park</strong> provide an importanthabitat for birds <strong>and</strong> animals. It isimportant to protect <strong>and</strong> enhance thehabitat value <strong>of</strong> the <strong>Park</strong> for wildlife.The NSW Government’s BiodiversityStrategy (currently under review)establishes an action orientated,whole <strong>of</strong> government approach tothe protection <strong>and</strong> management<strong>of</strong> the biodiversity within NSW.The Strategy administered by theDepartment <strong>of</strong> Environment <strong>and</strong>Climate Change, aims to:• identify <strong>and</strong> tackle threats tobiodiversity• improve our knowledge <strong>of</strong> theStates Biodiversity• involve l<strong>and</strong>owners <strong>and</strong>communities in biodiversityconservation• manage natural resourcesbetter, for ecological sustainabledevelopment• protect native species <strong>and</strong>ecosystemsThe <strong>Waverley</strong> Council EAP (2008)highlighted an action to:• Increase native habitat on publicspace for critical speciesFuture replacement <strong>of</strong> trees <strong>and</strong>plants in <strong>Waverley</strong> <strong>Park</strong> shouldreflect the principles <strong>of</strong> the EAP,the Biodiversity Survey <strong>and</strong> WildlifeHabitat Corridor Study, National<strong>Park</strong>s <strong>and</strong> Wildlife Act <strong>and</strong> NSWGovernment’s BiodiversityStrategy. A habitat <strong>and</strong> corridorplanting plan that incorporates theindigenous plants <strong>of</strong> the area maycontribute to achieving all <strong>of</strong> thesegoals.There is some evidence that theremay be a conflict between theenhancement <strong>of</strong> habitat areas<strong>and</strong> the use <strong>of</strong> these areas forrecreation, especially dog walking.Separation <strong>of</strong> these areas throughcareful management is required tomaintain the integrity <strong>of</strong> both l<strong>and</strong>uses. Interpretative signage mayhelp educate <strong>Park</strong> users underst<strong>and</strong>the importance <strong>of</strong> the biodiversity<strong>and</strong> habitat areas for the broaderbiodiversity network <strong>of</strong> <strong>Waverley</strong>.Wildlife CorridorsThe Australian Museum BusinessServices conducted a BiodiversityStudy <strong>of</strong> the <strong>Waverley</strong> LocalGovernment Area in 2010. <strong>Waverley</strong><strong>Park</strong> was identified as an area<strong>of</strong> ‘good fauna habitat’ <strong>and</strong> as animportant link in the east-westcorridor, connecting Tamarama <strong>Park</strong>to Centennial <strong>Park</strong>l<strong>and</strong>s.The area <strong>of</strong> good habitat within<strong>Waverley</strong> <strong>Park</strong> <strong>and</strong> adjoining habitatcorridor have been recognised in theBiodiversity section <strong>of</strong> the <strong>Waverley</strong>DCP <strong>2012</strong>. SustainabilitySustainable living is one <strong>of</strong> thequadruple bottom lines in theStrategic <strong>Plan</strong>, <strong>Waverley</strong> Together2. To achieve an ecologicallysustainable local government areaour vision is to reduce greenhousegas emissions <strong>and</strong> waste to l<strong>and</strong>fill,use water more efficiently <strong>and</strong>protect <strong>and</strong> enhance our local nativeplants <strong>and</strong> animals (EAP, 2008).<strong>Waverley</strong> <strong>Park</strong> <strong>and</strong> <strong>Pavilion</strong> havea number <strong>of</strong> elements that worktowards achieving the vision <strong>of</strong> asustainable <strong>Waverley</strong> communityincluding energy efficiency, waterrecycling <strong>and</strong> waste recycling.Energy EfficiencyEnergy efficient lighting <strong>and</strong>appliances have been usedthroughout the new <strong>Pavilion</strong>.Thermal comfort is maintainedthrough a well insulated buildingincluding green ro<strong>of</strong> <strong>and</strong> mechanicalventilation which replaces airconditioning.Grid electricityconsumption has further beenreduced through a north facing10KW photovoltaic system on thero<strong>of</strong> <strong>of</strong> the gr<strong>and</strong>st<strong>and</strong>.Opportunities for energy efficiencythroughout the <strong>Park</strong> should beexplored.Water ResourcesFresh water should be availablefor hydration by <strong>Park</strong> users <strong>and</strong>especially after recreation activities.Three bubblers currently existin the <strong>Park</strong>. One near the TramShelter on Bondi Road, one nearthe playground <strong>and</strong> the other on theBirrell Street boundary <strong>of</strong> Field 3. Abubbler near the netball courts <strong>and</strong>bocce courts may be <strong>of</strong> value <strong>and</strong>should be investigated. Incorporatingdog drinking facilities should also beconsidered.Within the <strong>Pavilion</strong>, rainwater <strong>and</strong>subsurface water are captured onthe site for toilet flushing, cleaninguses <strong>and</strong> <strong>Park</strong> irrigation. Thissignificantly reduces the use <strong>of</strong>non-potable water at <strong>Waverley</strong> <strong>Park</strong>.Water efficient appliances are usedthroughout the building which willfurther reduce potable water usage.The amount <strong>of</strong> water harvested <strong>and</strong>used should be monitored to ensurean adequate supply is available.Further opportunities to harvest orreuse water should also be exploredthroughout the <strong>Park</strong>.Waste <strong>and</strong> RecyclingLitter bins are required in strategiclocations throughout the <strong>Park</strong><strong>and</strong> are installed when required.At present there is no separationbetween recycling <strong>and</strong> waste.A public place recycling scheme thatinvolves the separation <strong>of</strong> waste <strong>and</strong>recycling has been successful atBondi Beach. A trial <strong>of</strong> this schemealong with an education programmecould be undertaken in <strong>Waverley</strong><strong>Park</strong> to reduce the amount <strong>of</strong> wastebeing sent to l<strong>and</strong>fill.At present the green wastegenerated in the <strong>Park</strong> is recycledas part <strong>of</strong> Council’s broader greenwaste program. Celebrating the PastHeritageIssuesno Aboriginal interpretation, statue <strong>and</strong> memorials require conservation managementstrategy (CMS), graffiti damage to reservoir, playground rocket refit, scoreboardbuilding out <strong>of</strong> date, bus shelter upkeepHeritageOpportunitiesconsultation with LALC, heritage interpretation, heritage trail, develop memorial CMS,rededicate fountain, preserve s<strong>and</strong>stone walls, retain rocket as sculpture, reuse scoreboard,develop heritage bus shelter design<strong>Waverley</strong> <strong>Park</strong> is valued for themany stories <strong>and</strong> significant itemsthat celebrate the rich <strong>and</strong> diverseheritage <strong>of</strong> the site <strong>and</strong> the broaderLGA.Aboriginal HeritageThe following information has beentaken from the Aboriginal CulturalHeritage Study (Dominic SteeleConsulting Archaeology, 2003).Aboriginal people have inhabitedthe greater Sydney region forover 20,000 years. A number <strong>of</strong>communities were associated withthe l<strong>and</strong> between Sydney Harbour<strong>and</strong> Botany Bay <strong>and</strong> it appears likelythat the Cadi-gal Clan inhabited thel<strong>and</strong> <strong>of</strong> the present day <strong>Waverley</strong>LGA.The Cadi-gal had access toabundant resources from the sea<strong>and</strong> coastal l<strong>and</strong> including fish <strong>and</strong>shellfish, plant <strong>and</strong> animal foods,stone, wood <strong>and</strong> fibres as well asfresh water springs located nearpresent day Flood Street. Walkingtracks possibly crossed the studyarea due to the comm<strong>and</strong>ing viewsfrom the site.Much <strong>of</strong> the <strong>Waverley</strong> LGAl<strong>and</strong>scape has been highlyurbanised over time. There aremiddens, shelters, art <strong>and</strong> rockengravings in sites throughout theLGA but there are no recorded sitesat <strong>Waverley</strong> <strong>Park</strong>.Aboriginal culture is ongoing<strong>and</strong> cultural learning through theenvironment links Aboriginal peoplewith who they are <strong>and</strong> wherethey belong. Traditional resourcegathering sites <strong>and</strong> other naturall<strong>and</strong>forms in the local l<strong>and</strong>scapemay continue to be culturallysignificant to the contemporaryAboriginal community. It is importanttherefore that consultation onmatters regarding conservation<strong>and</strong> major development <strong>of</strong> the<strong>Waverley</strong> <strong>Park</strong> l<strong>and</strong>scape should besought from the La Perouse LocalAboriginal L<strong>and</strong> Council (LALC).It is also important to note that underthe National <strong>Park</strong> <strong>and</strong> Wildlife Act(1974) any Aboriginal archaeologyrevealed during excavation orconstruction in the <strong>Park</strong> wouldrequire work to immediately cease<strong>and</strong> advice be sought from theLALC, as well as contacting theOffice <strong>of</strong> Environment <strong>and</strong> Heritage.At present there is no Aboriginalheritage interpretation in the <strong>Park</strong>,although it is reflected in the newpiece <strong>of</strong> public art to be installed inthe <strong>Pavilion</strong>. There is an opportunityto include this important layer <strong>of</strong><strong>Waverley</strong>’s heritage as part <strong>of</strong>a broader underst<strong>and</strong>ing <strong>of</strong> theAboriginal heritage <strong>of</strong> <strong>Waverley</strong> <strong>and</strong>to incorporate these stories withinthe existing heritage trails that runthroughout the LGA.<strong>Park</strong> HeritageWhen the Local Government Area <strong>of</strong><strong>Waverley</strong> was <strong>of</strong>ficially proclaimed in1859, the LGA contained no parks orrecreation areas. Gazetted in 1880,<strong>Waverley</strong> was our first <strong>Park</strong> <strong>and</strong> holdsa special place in our local culturalheritage. The <strong>Park</strong> is listed as locallysignificant in the <strong>Waverley</strong> HeritageStudy (1990).Before the creation <strong>of</strong> <strong>Waverley</strong> <strong>Park</strong>for recreation, the l<strong>and</strong> was known asFlagstaff Farm. On public holidays thel<strong>and</strong> was opened for the community toplay sports <strong>and</strong> ball games. A Chinesemarket garden also existed on the farm<strong>and</strong> supplied the local community withfresh fruit <strong>and</strong> vegetables. These twoearly activities <strong>of</strong> sport <strong>and</strong> gardeningwent on to have a strong influence onthe future use <strong>and</strong> values <strong>of</strong> the l<strong>and</strong>as a public open space.The sporting history <strong>of</strong> the <strong>Park</strong> datesfrom the 1880s when the <strong>Waverley</strong>Cricket Club gained approval toconstruct a pitch. Football codes alsobegan using the <strong>Park</strong> at this time. In1890, the Oval was created <strong>and</strong> in1908 the first <strong>Pavilion</strong> was built for thebenefit <strong>of</strong> cricketers <strong>and</strong> the public. The<strong>Pavilion</strong> was replaced in 1938, with anInter War Functionalist style building.Council demolished <strong>and</strong> replacedthe old <strong>Pavilion</strong> with a new multi-usebuilding completed in <strong>2012</strong>. Significant heritageitems in the <strong>Park</strong><strong>Waverley</strong> <strong>Park</strong> is lucky to havea number <strong>of</strong> significant heritageitems in the <strong>Park</strong> which are highlyvalued for their celebration <strong>and</strong>remembrance <strong>of</strong> the past. Theseitems have specific needs thatrequire an appropriate managementstrategy to be developed.ReservoirsThe group <strong>of</strong> three reservoirs,located on the highest point <strong>of</strong>the <strong>Park</strong>, supply the EasternSuburbs with water. The elevatedgr<strong>and</strong>iose Victorian style reservoirwith monumental steps is visiblefrom Bondi Road, providing a keyl<strong>and</strong>mark in the <strong>Waverley</strong> l<strong>and</strong>scape.The elevated reservoir (WS 0136)along with reservoir No.1 (WS0132) are listed as <strong>of</strong> state <strong>and</strong>local heritage significance. No.2reservoir (WS 0133) is also listed aslocally significant. A fourth reservoir(WS 0134) lies outside <strong>of</strong> the <strong>Park</strong>boundary.The Office <strong>of</strong> Environment <strong>and</strong>Heritage notes the following listingfor the <strong>Waverley</strong> <strong>Park</strong> Reservoirs.The <strong>Waverley</strong> Reservoir Groupdemonstrates the dramatic increasein dem<strong>and</strong> for water from 1887through to 1938 <strong>and</strong> the progression<strong>and</strong> development <strong>of</strong> reservoirconstruction techniques. <strong>Waverley</strong>Reservoir (covered) completed in1887, was the last <strong>of</strong> four reservoirsbuilt as part <strong>of</strong> the Botany SwampsScheme (1858-1886). Withincreasing dem<strong>and</strong>, the <strong>Waverley</strong>Reservoir (elevated) <strong>and</strong> <strong>Waverley</strong>Reservoir No.2 (covered) wereadded in 1917. In 1938, supply wasenhanced with the construction <strong>of</strong><strong>Waverley</strong> Reservoir No.3.The site is owned <strong>and</strong> maintained bySydney Water. Due to the elevatednature <strong>of</strong> the site, the reservoir isprone to graffiti <strong>and</strong> cooperationwith Sydney Water is required tokeep the building in good condition.Interpreting the reservoirs heritagevalue <strong>and</strong> function, in collaborationwith Sydney Water, should beinvestigated to allow the significantheritage stories <strong>of</strong> these items to betold.MonumentsThe World War One monument,located in the Memorial Gardenswas erected in 1918 <strong>and</strong> features anANZAC soldier on a four quadrantRoll <strong>of</strong> Honour. A World War Twomonument set within a rose gardenwas added in 1959. Council arrangesannual commemoration ceremoniesfor Anzac Day, Remembrance Day <strong>and</strong>Russian Victory Day at this site.The s<strong>and</strong>stone Gregory MemorialFountain, listed as locally significant,was erected in 1911, in memory <strong>of</strong>local cricketer Charles W. Gregoryby his clubmates <strong>and</strong> admirers. In1965, the fountain was rededicated toinclude James Webb, Victor Jackson<strong>and</strong> Peter Fingleton, three youngcricketers who died in a car accident.In 1991, the fountain was v<strong>and</strong>alised<strong>and</strong> the stone pillar smashed. With thebuilding <strong>of</strong> the new <strong>Pavilion</strong> requiringthe relocation <strong>of</strong> the fountain, aConservation <strong>Management</strong> Strategywas prepared <strong>and</strong> the structure wasremoved from site <strong>and</strong> restored. It willbe erected near the original location in<strong>2012</strong> <strong>and</strong> a rededication ceremony willbe held.A number <strong>of</strong> other memorials aredotted around the <strong>Park</strong>. A plaquededicated to cricketer Allan Kippax wasunveiled in 1980 <strong>and</strong> located near theOval. It was removed for construction<strong>of</strong> the new <strong>Pavilion</strong> <strong>and</strong> will be placedback at the site in <strong>2012</strong>. A granitehorse trough, donated in the name <strong>of</strong>Ameila Hall, was relocated from SpringStreet to the Paul Street Boundary <strong>of</strong>the <strong>Park</strong> in 1963. Miss Hall was knownfor founding an exclusive boy’s privateschool. In 1987, a fragrance gardenwas constructed in the MemorialGardens dedicated to Jack Byrnes, aformer Council <strong>of</strong>ficer.A conservation management strategyfor all <strong>of</strong> these monuments woulddevelop best practice approaches totheir future care <strong>and</strong> management.34 WAVERLEY PARK AND PAVILION DRAFT PLAN OF MANAGEMENT <strong>2012</strong>-2022

The <strong>Park</strong>is valued for the open space <strong>and</strong>recreation facilities that provide thecommunity with a variety <strong>of</strong> casual<strong>and</strong> organised activities.Casual Recreation<strong>Waverley</strong> <strong>Park</strong> is used regularly bylocals <strong>and</strong> visitors <strong>and</strong> enjoyed bypeople <strong>of</strong> all age <strong>and</strong> gender groups.The largest group <strong>of</strong> <strong>Park</strong> users isthe casual recreation group.A 2008 <strong>Park</strong> Visitor Study by theUniversity <strong>of</strong> Technology Sydney,found that 40% <strong>of</strong> visitors usedthe <strong>Park</strong> for a variety <strong>of</strong> casualrecreation activities includingwalking, cycling, jogging, yoga,picnicking, playing, dog walking,relaxing <strong>and</strong> watching sport. 7%visited primarily for sport <strong>and</strong> 49%undertook multiple activities. 70% <strong>of</strong>respondents visited the <strong>Park</strong> at leastonce a week.The challenge <strong>of</strong> providing for casual<strong>and</strong> organised recreation is one <strong>of</strong>the key issues in the management <strong>of</strong><strong>Waverley</strong> <strong>Park</strong>. Casual visitors usingbooked spaces can cause additionalwear to the playing surfaces <strong>and</strong>requires careful planning <strong>and</strong>education to meet the needs <strong>of</strong> bothgroups. With casual users being thebiggest user group, care must betaken to ensure a balance betweenthe provision <strong>of</strong> amenities for thisgroup with organised recreationusers.Dog WalkingThere is high dem<strong>and</strong> for dogexercise areas in the <strong>Park</strong>. Underthe NSW Companion Animals Act(1998), dogs must be kept on aleash at all times in public areas,unless otherwise designated. TheAct also prohibits dogs from a range<strong>of</strong> areas for public health <strong>and</strong> safetyreasons including recreation areasused for the playing <strong>of</strong> organisedgames.Currently an <strong>of</strong>f-leash area exists onthe south side <strong>of</strong> the reservoir slope.Dog owners have requested morespace for <strong>of</strong>f-leash exercise. Councilis reviewing the Dog Exercise AreaPolicy, to investigate providing morespace for <strong>of</strong>f-leash exercise whichmay include the area around thetop <strong>of</strong> the reservoir. The location willneed to be balanced with the habitatareas <strong>of</strong> the <strong>Park</strong>.There are currently no dog wastefacilities located in the <strong>Park</strong>.Locating these facilities near the <strong>of</strong>fleashareas would help to meet theneeds <strong>of</strong> dog walkers. Incorporatingdog drinking facilities with bubblersshould also be considered.Installing dog information signage<strong>and</strong> suitable equipment to restraindogs at a safe distance from cafe<strong>and</strong> playground should also beforeinvestigated.Exercise StationThe fitness equipment is located onthe eastern boundary <strong>and</strong> is wellused but does not meet the needs <strong>of</strong>a diverse age group. Upgrading theequipment to include activities fortweens <strong>and</strong> seniors would addressthis issue. CyclingA regional bikeway shares the mainpathway through the <strong>Park</strong>. This pathhas been upgraded <strong>and</strong> widenedto accommodate shared use withpedestrians. Cycling is an importantform <strong>of</strong> recreation <strong>and</strong> transportbut conflict between cyclists <strong>and</strong>pedestrians needs to be managedwith clear signage, to educate bothuser groups.Green LinksThe Green Links PedestrianNetwork is an integrated network <strong>of</strong>recreation pedestrian links acrossthe <strong>Waverley</strong> LGA. The networkprovides recreation opportunities forlocal residents <strong>and</strong> visitors, as wellas providing links to schools, shops,beaches <strong>and</strong> transport.Green Links 4 connects BondiJunction with Tamarama Beach <strong>and</strong>passes through <strong>Waverley</strong> <strong>Park</strong>.Organised Recreation<strong>Waverley</strong> <strong>Park</strong> is Council’s mainsporting venue that accommodatesorganised recreation includingcricket, rugby, football <strong>and</strong> netball aswell as athletics carnivals. There is ahigh dem<strong>and</strong> for use <strong>of</strong> the existingfacilities including the fields, netballcourts, cricket nets <strong>and</strong> bocce courtswhich all require a formal booking.<strong>Waverley</strong> <strong>Park</strong> <strong>Pavilion</strong>The new <strong>Pavilion</strong> is a strikingcontemporary building sitting abovethe Oval with sweeping views outto the coast. Built with a mix <strong>of</strong>Federal <strong>and</strong> State grant funding,NSW Cricket <strong>and</strong> <strong>Waverley</strong> Councilfunding the building incorporatesgr<strong>and</strong>st<strong>and</strong> seating for 250 people,an indoor sports court, communityroom <strong>and</strong> cafe.The new <strong>Pavilion</strong> increases theorganised recreation capacity <strong>of</strong> the<strong>Park</strong> by providing a multipurposeindoor court. The court is linemarkedfor basketball, futsal, volleyball <strong>and</strong>netball <strong>and</strong> spectator seating isallowed around the court. The mainfunction <strong>of</strong> the sports court is toprovide recreation opportunities thatbenefit the local community.The club rooms are predominantlyused by sporting clubs in theevenings <strong>and</strong> weekends, as part <strong>of</strong>the agreed licences. The northernclub room is available to book inthe summer for small meetings <strong>and</strong>classes.The <strong>Pavilion</strong> also accommodatesfacilities for <strong>Park</strong> staff <strong>and</strong> somestorage.<strong>Waverley</strong> OvalThe Oval sits below the new <strong>Pavilion</strong><strong>and</strong> is fenced with a traditional whitepicket style fence. The field is highlymanicured <strong>and</strong> maintained to firstgrade cricket grade st<strong>and</strong>ard bycontract greenkeepers. The Ovalis used for cricket in summer <strong>and</strong>various codes in the winter.With the close proximity <strong>of</strong> thenew <strong>Pavilion</strong> to the Oval <strong>and</strong> theinclusion <strong>of</strong> gr<strong>and</strong>st<strong>and</strong> seating,club rooms, storage <strong>and</strong> changefacilities in the new building, it isexpected that dem<strong>and</strong> to use theOval will increase. Playing FieldsThe sports fields 2 <strong>and</strong> 3 are locatedon the eastern side <strong>of</strong> the <strong>Park</strong><strong>and</strong> accommodate a wide range <strong>of</strong>organised activities as well as casualrecreation use. In summer the usergroups include pre-winter traininggroups <strong>and</strong> school sports events.In winter, seasonal sports such asfootball (soccer), Gaelic athletics,rugby league, rugby union <strong>and</strong> AFLare played on the fields.There is a shortage <strong>of</strong> playing fieldsin the <strong>Waverley</strong> LGA with <strong>Waverley</strong><strong>Park</strong> the only site to provide aregulation size cricket pitch. Witha high level <strong>of</strong> dem<strong>and</strong>, the fieldsrequire constant maintenance<strong>and</strong> in <strong>2012</strong> are scheduled for acomplete upgrade involving levelling,soil improvement, irrigation,multipurpose goal posts <strong>and</strong>returfing. The upgrade will respondto the increased dem<strong>and</strong> <strong>and</strong>ensure equitable field use.Sports LightingThe Oval <strong>and</strong> playing fields are<strong>Waverley</strong> Council’s only full size,irrigated playing fields with lights.Winter is a popular time forsports participation in <strong>Waverley</strong>.Regionally, there is a high dem<strong>and</strong>for weeknight winter training underlights for winter codes. During wintermonths, lighting extends eveningparticipation in sport <strong>and</strong> recreationactivities.Southwest TerraceThree tennis courts previouslyoperated in the southwest corner<strong>of</strong> <strong>Waverley</strong> <strong>Park</strong> from the early1970’s by a private operator. Theywere used for competitions <strong>and</strong>by <strong>Waverley</strong> College. By the early1990’s the courts had deteriorated<strong>and</strong> were in need <strong>of</strong> significantrepair. In 2000 two <strong>of</strong> the courtswere removed with one remaining asan multipurpose court.The Recreation Needs Study (2008)found that there was an undersupply <strong>of</strong> tennis courts in <strong>Waverley</strong>,with tennis ranked in the top tenmost popular sports. Master <strong>Plan</strong>investigations found that a minimum<strong>of</strong> four courts, floodlighting, eveningoperating hours <strong>and</strong> a long-termlease would be necessary for atennis operation to be viable.Netball CourtsNetball is a major women’s sport inAustralia. Three all-weather netballcourts are located near the BirrellStreet boundary <strong>of</strong> the <strong>Park</strong> <strong>and</strong>one multipurpose court sits on thelower slopes <strong>of</strong> the reservoir. Netballgroups <strong>and</strong> schools regularly use thecourts <strong>and</strong> they have requested anadditional court to meet the growingdem<strong>and</strong>. The courts playing surfacesalso require upgrading.A Youth Consultation held in 2010raised the idea <strong>of</strong> installing abasketball court. One possibility isto investigate installing multipurposehoops <strong>and</strong> backboards on theexisting hoops to accommodatenetball <strong>and</strong> basketball users.Cricket Practice NetsThere are two sets <strong>of</strong> cricket nets inthe <strong>Park</strong>. A set <strong>of</strong> turf (practice) netsare located within the Oval boundaryfor club cricket use <strong>and</strong> a set forpublic use is located near the netballcourts.There is dem<strong>and</strong> for an additionalset <strong>of</strong> club cricket nets at the Oval<strong>and</strong> these could be located near theexisting set. The possible installation<strong>of</strong> a fourth all weather netball court,would require the public nets to berelocated <strong>and</strong> upgraded.Bocce CourtsTwo bocce groups regularly playthe game on the courts located onthe lower slopes <strong>of</strong> the reservoir.The two bocce courts are aging <strong>and</strong>need upgrading as well as additionalseating <strong>and</strong> shade provision.Relocating the bocce courts willneed to be investigated if theproposed Amenity Building proceedsin this location.38 WAVERLEY PARK AND PAVILION DRAFT PLAN OF MANAGEMENT <strong>2012</strong>-2022

Council decided toexplore opportunities for a trialgarden <strong>and</strong> consulted with the<strong>Waverley</strong> Sustainability Street groupto determine a site. The groupdeveloped a concept plan <strong>and</strong> aftera year <strong>of</strong> planning <strong>and</strong> consultingwith Council, held their first workingbee in May 2011. The ‘Big Dig’working bee attracted more than 50local people who helped install fourraised garden beds, participatedin gardening workshops <strong>and</strong>shared their passion for communitygardening.The <strong>Waverley</strong> <strong>Park</strong> CommunalGarden has its own website <strong>and</strong>Facebook page <strong>and</strong> continues to runa successful <strong>and</strong> productive garden.In December 2011, the CommunalGarden group received a grant,as part <strong>of</strong> Council’s Small GrantsProgram, to support Stage 2 <strong>of</strong> theircommunal garden which includesinstalling more raised garden beds<strong>and</strong> additional educational elements.There are opportunities to increasethe community involvement with theenvironment <strong>of</strong> the <strong>Park</strong> through agreen gym or adopt-a-park scheme.The establishment <strong>of</strong> a Green Gymcould help improve community health<strong>and</strong> wellbeing <strong>and</strong> the environmentat the same time. Green Gymexercise sessions are centredaround gardening activities includingweeding, planting <strong>and</strong> pruning. Eachsession includes a warm-up <strong>and</strong> cooldown <strong>and</strong> can burn more energy thanan aerobics class.Community RoomThe Community Room in the new<strong>Pavilion</strong> provides a space for civic<strong>and</strong> recreational functions includinglow impact classes, meetings,conferences <strong>and</strong> training. There isan adjacent kitchen facility which willbe available for hire. The room willseat a maximum <strong>of</strong> 120 people.Community EventsThere is an opportunity to increasethe number <strong>of</strong> community eventsthat are held in the <strong>Park</strong>. At presentthe list <strong>of</strong> events includes:• Australia Day CitizenshipCeremony• ANZAC, Armistice <strong>and</strong> RussianVictory Day CeremoniesPlaygroundThe playground is an importantfacility for users with a high level <strong>of</strong>use. The playground is fenced <strong>and</strong>caters for children aged 4-10 witha large embankment slide beingthe main drawcard. A gap existsin the provision <strong>of</strong> play equipmentfor toddlers. CafeIn 2008, a Cafe Feasibility Study(WSB Solutions Pty Ltd) wasundertaken on the likely viability <strong>of</strong>a café within <strong>Waverley</strong> <strong>Park</strong>, thepreferred location for the outlet <strong>and</strong>the type <strong>and</strong> scale <strong>of</strong> developmentenvisaged. The Study found a smallcafé as part <strong>of</strong> the re-developed<strong>Waverley</strong> <strong>Pavilion</strong> <strong>and</strong> <strong>Park</strong> wouldbe feasible.The <strong>Park</strong> Visitor Study (2008) alsoinvestigated the importance <strong>of</strong> acafe/kiosk facility in the <strong>Park</strong>. 33% <strong>of</strong>people rated the provision <strong>of</strong> a cafe/kiosk to be very important.A café has been designed into thewest side <strong>of</strong> the new <strong>Pavilion</strong> withproximity to the Playground <strong>and</strong>Barbecue area. The café will focuson providing healthy food <strong>and</strong> aplace for people to come together.New Amenity BuildingAn existing toilet located near thebocce courts has been v<strong>and</strong>alised<strong>and</strong> graffitied several times.A new amenities building has beendesigned to the concept stage<strong>and</strong> has DA approval. Historically sports clubshave had short term temporarylicences <strong>and</strong> exclusive use to parts<strong>of</strong> the old <strong>Pavilion</strong>, have operatedindependently <strong>and</strong> had a strongsense <strong>of</strong> ownership. The new<strong>Pavilion</strong> will operate differently withno exclusive licences or preferentialaccess for users <strong>and</strong> with Councilmore involved in the management <strong>of</strong>the building.The main objective <strong>of</strong> the CrownL<strong>and</strong>s Act 1989 (CLA) is to ensurethat the l<strong>and</strong> is managed for thebenefit <strong>of</strong> the people <strong>of</strong> NSW. Theallocation <strong>of</strong> leases <strong>and</strong> licences canconflict with this objective. Leases<strong>and</strong> licences need to protect thepublic’s interest in Crown Reserveswith a transparent process <strong>of</strong>allocation.Crown l<strong>and</strong> is generally only madeavailable for commercial leasingby way <strong>of</strong> public competition <strong>and</strong>requires the Minister for L<strong>and</strong>sconsent. In 2010/11, Councilundertook Expressions <strong>of</strong> Interestto determine the level <strong>of</strong> interest inusing the <strong>Park</strong> <strong>and</strong> <strong>Pavilion</strong> facilitiesfrom not-for-pr<strong>of</strong>it sporting <strong>and</strong>recreational organisations. A variety<strong>of</strong> levels <strong>of</strong> use were requested byapplicants, ranging from weekdaytraining, sports club facilities in the<strong>Pavilion</strong> <strong>and</strong> sports fields for training<strong>and</strong> match play.The longer term licences have beendetermined using the followingevaluation criteria :• carrying capacity <strong>of</strong> the Oval <strong>and</strong>playing fields 2 <strong>and</strong> 3• community contribution• ability to meet financialobligations <strong>of</strong> the licence• compatibility with other usersgroups• historic connections• proposed financial or in kindcontributions• commitment to community sport<strong>and</strong> recreation outcomes• commitment to environmentalsustainabilityLonger term licences will befinalised after Council approval <strong>and</strong>Minister for L<strong>and</strong>s consent. It is arequirement under the CLA that alicence <strong>of</strong> more than twelve monthsbe endorsed by the Minister forL<strong>and</strong>s. Licence holders will not bepermitted to sublet.The multipurpose indoor court <strong>and</strong> acommunity room will be available forbookings by community <strong>and</strong> sportinggroups. The licenceagreement will address the specificobligations that licensees will have inorder to achieve the objectives <strong>and</strong>address the significant issues raisedduring consultation.Commercial activitiesThe Reserve Trust H<strong>and</strong>book notesthat income producing avenues fora reserve should be explored in theplan <strong>of</strong> management. Funding is anissue for many reserves so incomeproducing opportunities, need to bemaximised. Any commercial use <strong>of</strong>a reserve must be consistent withthe reserve purpose, unless anadditional use is authorised in a plan<strong>of</strong> management, a lease granted bythe Minister or additional purposeauthorised by the Minister.<strong>Waverley</strong> Council as ReserveTrust Manager <strong>of</strong> <strong>Waverley</strong> <strong>Park</strong> isrequired under the Crown L<strong>and</strong>sAct (1989) to direct 15% <strong>of</strong> allproceeds from commercial leases<strong>and</strong> licences greater than $2000 pato the State based Public Reserve<strong>Management</strong> Fund. The PRM Funddistributes the money on a meritbasis to individual Trusts who applyfor project funding.Tennis Courts LeaseCouncil has undertaken anExpression <strong>of</strong> Interest for theconstruction <strong>and</strong> operation <strong>of</strong> a fourcourt tennis facility. Tennis courtoperators have been invited torespond with proposals to develop<strong>and</strong> operate the court facility, witha tender process to follow. Thepreferred tender’s proposal will besubject to Council approval <strong>and</strong> theDA process.The preferred tender will undertakethe design, consultation <strong>and</strong>construction phases <strong>of</strong> the project.The operation <strong>of</strong> the courtswill require community access.Minimising the impact on SydneyWater infrastructure will be a keyconsideration in the design <strong>and</strong>construction <strong>of</strong> the courts.<strong>Waverley</strong> <strong>Park</strong> <strong>Pavilion</strong> Mission Statement<strong>Waverley</strong> <strong>Park</strong> <strong>Pavilion</strong> will provide a high quality multipurpose recreation <strong>and</strong> community facilityat <strong>Waverley</strong> <strong>Park</strong> that significantly contributes to the present <strong>and</strong> future needs <strong>of</strong> local <strong>and</strong> regionalcommunities. Cafe LeaseThe Food <strong>and</strong> Beverage Outletson Crown Reserves Policy (2004)guides the assessing <strong>of</strong> food <strong>and</strong>beverage outlets on Crown reserves.The Minister for L<strong>and</strong>s is responsiblefor granting consent.An Expression <strong>of</strong> Interest has beenundertaken to find a successfultenderer for the café fitout <strong>and</strong>operation located in the <strong>Pavilion</strong>.The lease period will be for a fiveyear period with five year option <strong>and</strong>requires consent from the Minister<strong>of</strong> L<strong>and</strong>s. The cafe is expected to beopen in <strong>2012</strong>.It is a requirement under the CLA fora plan <strong>of</strong> management to note thesize <strong>and</strong> scale <strong>of</strong> the Cafe. The sizeis as follows:• Internal café 31.5m 2• Kitchen 14m 2• Outdoor seating 30m 2This is a small impact compared tothe size <strong>of</strong> the whole <strong>Park</strong> at 10.21ha.Kiosk LicenceStakeholder consultation identifiedthe dem<strong>and</strong> for a kiosk. The purpose<strong>of</strong> the kiosk is to allow sportsclubs to do fund-raising by sellingfood, drinks <strong>and</strong> merch<strong>and</strong>ise toclub members, supporters <strong>and</strong>spectators. A barbecue is also part<strong>of</strong> the kiosk facility.The kiosk will form part <strong>of</strong> severallicence agreements. Licenceagreements are by nature fornon-exclusive use, so the facilityis a shared facility. Other sportsorganisations may be able to bookthe kiosk <strong>and</strong>/or BBQ from time totime on a case by case basis.Liquor LicensingSignificant changes to liquorlicensing laws came into effect on 1July 2008 with the commencement<strong>of</strong> the Liquor Act 2007 <strong>and</strong> theLiquor Regulation 2008. ReserveTrusts must consider the suitability<strong>and</strong> appropriateness <strong>of</strong> permittinglicensed premises on Crown l<strong>and</strong>.Alcohol consumption in the <strong>Park</strong> <strong>and</strong>old <strong>Pavilion</strong> has been unregulatedin the past. Liquor licences maybe requested in the future by clubsoccupying the club rooms in thenew <strong>Pavilion</strong>. Council will requireclubs to obtain their own liquorlicences <strong>and</strong> will seek to regulatealcohol consumption. Commercial Fitness Groups<strong>and</strong> Personal TrainersPersonal fitness training is one <strong>of</strong>the strongest growth segments inthe fitness industry with increasingnumbers <strong>of</strong> trainers using publicreserves. This has raised a number<strong>of</strong> issues including:• equity <strong>of</strong> access• impact on assets• facility management• <strong>and</strong> public liability concernsThe need to regulate the use <strong>of</strong>public reserves by organised orcommercial fitness groups <strong>and</strong>personal fitness trainers has led tothe updated <strong>Waverley</strong> CommercialFitness Groups And PersonalTrainers’ Policy And Guidelines(2011). The policy aims to:• ensure equity <strong>of</strong> access to publicparks <strong>and</strong> reserves• reduce the impact <strong>of</strong> commercialfitness activities on assets• <strong>and</strong> minimise public liabilityconcernsPermissible fitness activities, subjectto Council approval, include:• gym sessions• boxing <strong>and</strong> pad training• organised aerobic activity• yoga, Tai Chi <strong>and</strong> Pilatesclasses <strong>and</strong> like activities• circuit training• <strong>and</strong> a combination <strong>of</strong> the aboveExcluded activities include:• aggressive, intimidating ormilitary style activities• amplified music or amplifiedaudioThe Policy does not apply to localsporting clubs or local schools.<strong>Waverley</strong> <strong>Park</strong> is a permitted trainingarea under the Policy. There arecurrently two commercial trainersoperating in the <strong>Park</strong> with twotrainers that require registration.A permit is valid for one year <strong>and</strong>will authorise each trainer to use<strong>Waverley</strong> <strong>Park</strong> for fitness activitieson a non-exclusive basis. The limitfor <strong>Waverley</strong> <strong>Park</strong> is four groups <strong>of</strong>twelve.Only two areas are permitted in the<strong>Park</strong> for use by commercial fitnessgroups <strong>and</strong> personal trainers:• around the water reservoir <strong>and</strong>• field 3 <strong>and</strong> 4Commercial Dog WalkersCommercial dog walkers have beenobserved exercising large groups <strong>of</strong>dogs in the <strong>Park</strong>. Usually only one ortwo people are in control <strong>of</strong> a largenumber <strong>of</strong> dogs which can result inproblems such as a lack <strong>of</strong> control,noise <strong>and</strong> conflict with other <strong>Park</strong>users.There is limited policy aroundcommercial dog walking, withcurrent regulations stipulating thatone person may only walk up to fourdogs.The use <strong>of</strong> the <strong>Park</strong> by commercialdog walkers needs to beinvestigated to determine the level<strong>of</strong> use. Council is currently reviewingthe Dog Exercise Policy <strong>and</strong> aCommercial Dog Walkers Policy,similar to the Commercial FitnessGroup Policy, could be developed tomanage this activity.Permitted activitiesTemporary licences permit shortterm<strong>and</strong> generally low impactactivities in the <strong>Park</strong> <strong>and</strong> <strong>Pavilion</strong>.These licences do not requireconsent from the Minister for L<strong>and</strong>s.The Reserve Trust H<strong>and</strong>book (2007)sets out the purposes for which atemporary licence may be grantedon Crown l<strong>and</strong> <strong>and</strong> include for:• access• advertising• camping• catering• emergency occupation• entertainment• equestrian events• markets• exhibitions• filming• functions• grazing• hiring <strong>of</strong> equipment• holiday accommodation• meetings• military exercises• sales• shows• sporting• storageThe Filming Related LegislationAmendment Act (2008) amendsthe Crown L<strong>and</strong>s Act (1989) toallow a reserve trust to grant alease or licence to enable a filmingproject, whether or not this use isconsistent with an adopted plan<strong>of</strong> management, or the purpose <strong>of</strong>the reserve. View out over Pacific Ocean. Surrounded by a considerable number <strong>of</strong> Victorian <strong>and</strong>Federation houses. Mature trees from c.1910 include Norfolk Isl<strong>and</strong> pines (to 25m high), Canary Isl<strong>and</strong> palms (to16m high around perimeter), Port Jackson <strong>and</strong> Moreton Bay figs <strong>and</strong> Holly oak. Later Black Bean, Radiata pines,Golden Poplar (to 16m), Hills fig <strong>and</strong> Coast banksia. Recent planting (from c.1975) <strong>of</strong> Eucalypts <strong>and</strong> Casuarinaspecies. <strong>Plan</strong>ted sympathetically in confined groupings, reflecting more recent l<strong>and</strong>scape style. Fine war memorial<strong>of</strong> trachyte wing walls <strong>and</strong> pedestal supporting a white marble statue <strong>of</strong> a soldier. Engraved with names <strong>of</strong> enlistedcitizens. Surrounded by flower beds <strong>and</strong> s<strong>and</strong>stone wall with chain. Inscribed: “Erected in the honour <strong>of</strong> the citizens<strong>of</strong> <strong>Waverley</strong> who enlisted for service in The Great War <strong>of</strong> 1914-1918.” There is also a modest trachyte memorial forWorld War II servicemen. <strong>Park</strong> includes cricket oval (from c.1900) with traditional white timber picket fence. Austeredark brick gr<strong>and</strong>st<strong>and</strong>, with dressing sheds, from 1938. Remodelled in 1951. Monumental fountain erected to memory<strong>of</strong> Charles Gregory <strong>and</strong> John Fingleton.
