We work through local healthdepartments to protect citizens from the adverse effectsof air pollution. RAPCA enforces federal, state, and localair pollution control regulations and implements thestate’s industrial permit system.Our programs and services include air qualitymonitoring, air pollution forecasting, pollen and moldreports, indoor air quality, field work and enforcement,facility inspection, and industrial permits.We regulate removal of asbestos during buildingrenovation and demolition. We provide information to help identifyand prevent bed bugs, as well as options to dealwith infestations.Childhood Lead Poisoning Prevention225-5553The Childhood Lead Poisoning Prevention (CLPP)Program provides testing and assessment of homehazards to prevent young children from becominglead poisoned.Lead that is ingested is particularly harmful to thedeveloping brain and nervous system of unborn andyoung children and can cause irreversible effectsincluding learning disabilities, mental retardation,coma, and in extreme cases, death. CLPP provides casemanagement for families with lead poisoned children.Construction and Demolition Debris Disposal225-4362The Construction and Demolition Debris Programinspects all open and closed construction anddemolition debris landfills within MontgomeryCounty to ensure that disposal methods protect theenvironment and the public’s health. Constructionand demolition debris must be disposed of in a facilitylicensed and inspected by <strong>Public</strong> <strong>Health</strong> or the OhioEnvironmental Protection Agency.<strong>Public</strong> <strong>Health</strong> - Dayton & Montgomery County3


contamination of the public water supply caused byaccidental backflow as well as by preventing exposureto discharge from improperly installed wastewaterdrainage systems.The plumbing program is responsible for on-premisesewer and water systems in many areas of the county.This program provides oversight of the installation ofplumbing systems in all areas of Montgomery Countyexcept for the cities of Centerville, Dayton, Oakwoodand Kettering. Plumbing contractors and in limitedcases, homeowners, may apply for permits to installplumbing systems in new or remodeled construction.We typically respond to inspection requests within 24hours.Plumbing contractors who have work inspectedby <strong>Public</strong> <strong>Health</strong> must be registered with <strong>Public</strong> <strong>Health</strong>.Plumbing system plan approval is required for new orsubstantially altered commercial work, including multiunitapartments.Private Water and Sewage Treatment225-4428The Private Water System and Household SewageTreatment System Program ensures that septicsystems and private wells are designed and installedunder permit and in accordance with state and localregulations. <strong>Public</strong> <strong>Health</strong> also investigates sewagenuisance complaints and consults with homeowners onreplacing their septic systems.Rabies Control225-4362The Rabies Control Program quarantines dogs, cats,and ferrets involved in biting incidents to ensure thatthe animal did not transmit rabies to the victim. Bitinganimals are not released from quarantine until wereceive proof of rabies vaccination from a veterinarianfacility registered with <strong>Public</strong> <strong>Health</strong>. Local regulationsrequire that all dogs, cats and ferrets be vaccinatedfor rabies. Laboratory tests of wild animals are alsoconducted when necessary.School Inspections225-4460The School Inspection Program helps schools identifyconditions that may harm the health of students, schoolstaff, and building occupants. Inspections include allareas of the school building and grounds, and accountfor environmental concerns, food service, playgroundsafety, swimming pools, and indoor air quality. “OnlineInspection Reports” are available at www.phdmc.orgunder “Quick Links.”Smoke-Free Workplace225-4460Ohio’s Smoke-Free Workplace Program ensuresthat all work environments in the state are completelysmoke-free. <strong>Public</strong> <strong>Health</strong> responds to complaintsregarding smoking in any workplace in the county. Wework with business owners to ensure compliance andprotect employees and patrons from the health hazardsof secondhand smoke.Solid and Infectious Waste225-4362The Solid and Infectious Waste Program ensures thatwaste materials are disposed of in compliance with stateregulations and in a manner that protects the public’shealth and the environment.Staff regularly inspect all municipal solid wastelandfills and transfer stations, compost operations, scraptire businesses, and generators of infectious waste.Open dumping sites are monitored and complaints areinvestigated. We sample selected private wells neardisposal sites to monitor ground water quality. Source Water Protection225-4362The Source Water Protection Program (formerlyWell Field Protection) reduces risks to the public watersupply by regulating the quantity and use of chemicalsby businesses located in the Multi-Jurisdictional SourceWater Protection Area. This is accomplished throughchemical inventory reviews, periodic facility inspections,and financial incentives to businesses.<strong>Public</strong> <strong>Health</strong> staff also provides technical assistanceto officials of Harrison Township, the cities of Riverside,Vandalia and Huber Heights. The City of Dayton operatesa parallel program within the Dayton corporation limits.Swimming Pool Inspection225-4460The Swimming Pool and Spa Program consists oflicensing and inspecting all public and municipalswimming pools, whirlpools, and special use poolswithin the county. We inspect design, operation,safety, and maintenance items, as well as water qualityparameters of clarity, alkalinity, chlorine levels, andoverall pH.Tattoo Establishments225-4460<strong>Public</strong> <strong>Health</strong> licenses and inspects tattoo and bodypiercing establishments within the county to ensurecompliance with state and local regulations. Inspectorsverify requirements for operator and artist trainingalong with routine performance tests of sterilizationequipment to eliminate the potential for bloodbornedisease transmission. The program’sgoal is to eliminate disparities in health outcomes inminority populations and to advance health equity. We developagreements with adjoining counties and healthcareorganizations to strengthen the regional abilityto provide mutual aid. <strong>Health</strong>y Mommy - <strong>Health</strong>y Baby225-5700<strong>Health</strong>y Mommy - <strong>Health</strong>y Baby helps to reduce thenumber of low birth weight babies, infant deaths andsickness within the ethnic communities of MontgomeryCounty. The program is designed for low income,uninsured or underinsured females in their first threemonths of pregnancy. Others at risk for poor pregnancyoutcomes are also eligible. Our staff conducts regularlyscheduled home visits, educating parents on prenataland postpartum care, as well as toddler health and carethrough age two. We also offer an education supportgroup for fathers.Our staff helps clients understand health educationreceived from clinics and social service agencies, andmonitors the health status of the expectant motherand newborn. Women, Infants, and Children (WIC)The Special Supplemental Nutrition Program forWomen, Infants and Children (WIC) is a nutritioneducation program.
