CHIEF INFORMATION OFFICERThe County of <strong>Yuba</strong> is in search of a <strong>Chief</strong> <strong>Information</strong> <strong>Officer</strong> to provide new direction and lead change in aligningservices for current and future information technology operations, identify new and emerging trends within theindustry, set the mark for establishing/maintaining best information technology practices within the County andestablish unified standards throughout Countywide departments.Initially, this newly created executive management level position will work closely with the Director ofAdministrative Services, the County Administrator, and the Technology Review Committee in evaluating all Countyinformation technology network operations and infrastructure to establish a strategic plan to enhance long termcounty‐wide information technology operations within the guidelines set up by the County Administrator. Theplan will also incorporate a recommendation to the Board of Supervisors for the proposed implementation of an<strong>Information</strong> Technology Department and organizational structure needed to support the centralized servicedelivery model. This “at will” executive level position is appointed by and works at the direction of the CountyAdministrator.Opportunities and priorities that will need to be addressed by the successful candidate: Review, analyze and evaluate the current organizational structure, business practices; act as change leader ininitiating recommendations to support new structure and business objectives. Strategically prioritize current projects in conjunction with long term goals; allocate available resources;evaluate program effectiveness as related to objectives and policy guidelines. Develop partnerships and collaborate with County departments to implement new/different technology byinitiating difficult business and operational discussions related to providing services. Improve information technology systems, processes and procedures; improve responsiveness in support ofbusiness processes throughout County departments.IDEAL CANDIDATEThe <strong>Chief</strong> <strong>Information</strong> <strong>Officer</strong> will be a highly competent and professional expert with an in‐depth understandingof complex information technology network operations and exposure to a broad range of business processes. Theideal candidate is a progressive manager and team oriented leader that will:Possess extensive and complex knowledge of computer information and operating systems to develop andadvocate for best information technology practices.Be able to facilitate, collaborate and convey an outstanding technological vision and advance the progresstowards a “Service Aligned” operation while providing hands on management and leadership to oversee thedaily operations for the department.Be a progressive manager and innovative thinker that champions new ideas and initiatives to encouragecontinuous improvement in all operations.Instill change within the department and the County to more fully embrace a progressive approach to thedelivery of technology and also understand when technology is not a solution.Possess exceptional political and business acumen and a demonstrated track record of moving organizationsforward through effective change management while balancing the interest’s of the elected/appointedoffices, county departments, business constituents, working professionals and the community.Possess outstanding ethical standards—a person of exceptional character who routinely earns the confidenceand trust of others while fostering strong relationships.Develop innovative yet practical solutions to solve technology problems in a manner that contributesnoticeably to the County’s long term goals and objectives.Demonstrate remarkable proficiency in addressing a wide range of policy and operational issues; dedicated todelivering quality customer service.Provide strong fiscal management and accountability with a creative approach to identifying new grants and/or external funding opportunities.Serve as a countywide technical adviser regarding information technology and business continuity.


EXPERIENCE AND EDUCATION REQUIREMENTSMinimum: Bachelor’s Degree from an accredited institution with a major in Computer Science, <strong>Information</strong> Systems or a closelyrelated field and five years of experience in computer programming and/or systems analysis and design, including at least twoyears of management or supervisory experience in a comprehensive information technology environment, managing multipleinformation technology functions such as design, development, operations or administration of complex application andnetwork systems in a multi‐platform agency.Preferred: In addition to the minimum, a Master’s degree in a related field, Certification as a Certified <strong>Information</strong> SystemsSecurity Professional (CISSP), Certified in Risk and <strong>Information</strong> Systems Control (CRISC), CompTia A+ Certificate, Cisco CertifiedNetwork Associate (CCNA), Microsoft Certified Systems Administrator (MCSA) Certificate, or Microsoft Certified SolutionsDeveloper or .NET or equivalent and additional years of experience, preferably in a public agency setting. Leadershipexperience in major systems change, organizational restructuring, work process re‐engineering and public management is highlydesirable.COMPENSATION AND BENEFITSSalary —The starting salary for the position is $9,057/mo. Actual salary will be dependent on the qualifications.Benefits—The County offers an attractive benefit program which includes the following: Retirement—2% @ 55 PERS with a 7% Employee Paid Contribution. Please Note: Effective 1/1/2013—RetirementBenefits have changed due to Pension Reform. Current PERS members may receive different benefits. Social Security—The County does not participate in Social Security Management Leave—56 Hours per Fiscal Year Vacation Leave—12 Days Annually for New Employees Sick Leave—12 Days Annually Holidays—An average of 13 paid holidays per year including 2 Floating Holidays Medical Coverage—County Pays 90% Employee Coverage or 70% Employee and Dependent Coverage. Health —Choice of 3 CalPERS PPOs and 3 CalPERS HMOs Plans Dental —Choice of 2 Delta Dental Plans Vision —Available Through Medical Eye Services Life Insurance—$50,000 provided by the County—additional coverage may be purchased by employee. Deferred Comp (457) Plan—Voluntary Participation is Available Through CalPERS or Nationwide. Short/Long‐Term Disability Programs—75% of monthly salary to a maximum of $1067 per week.
