This can be done, in the firstinstance, by delivering both preventive andcurative services; found on a supportive,efficient and extensive infrastructure. Theformer requires planning for and ensuring thedeployment of adequately trained quality staff.There also appears to be a need for addressingthe declining availability of alternate systemsof medicine traditionally relied on and believedin by the IHR people. The IHR states must takefull advantage of these issues, especially withthe support of the Ministry of Health and FamilyWelfare, Government of India.4.2.2. EducationThere are about 53,294 primary/junior basicschools, 13,918 upper/senior basic schools and9,253 high/higher secondary schools in the IHR(Table 4.4). The three larger states (viz., Jammu& Kashmir, Uttarakhand and Himachal Pradesh)share about 66% of the total primary schools inthe region. Uttarakhand has the largest numberof schools in the region, besides a reasonably goodinfrastructure for higher education.Box 13 - Remoteness demands incentivesfor effective delivery of social servicesA study 56 conducted in Uttarakhand reveals thatin spite of the presence of health centres in remotelocations, availability of trained & specializedstaff decreases with increasing remoteness,i.e., distance from the road. Incentive basedmechanisms are required to ensure efficientdelivery of social services in remote areas of theIHR.The highest population served by a junior basicschool (JBS) is in Tripura, followed by Nagaland,and the hill area of West Bengal. The lowest numberserved by a JBS is in Meghalaya, followed by Assamhills and Himachal Pradesh. All the hill states/regions falling fully under the IHR classificationhave a university. Table 4.5 depicts the studentteacherratio in different levels of school educationin the IHR.Appropriate policy support is needed for attractingand producing quality teachers, from amongstthe locals, particularly for the remote areas.Introduction of mountain relevant syllabi, including56 Rawat D.S. & Sharma, S. 1997. Full advantage of distant learninginstitutions, especially in the private sector (e.g.,IGNOU, NIIT), must be taken. Policy support forthis would imply satellite connectivity.4.2.3. Population below the Poverty LineDespite decades of research and debates a universallyacceptable definition for drawing the poverty line isabsent. Perhaps this will never be possible; becausethe context is people with livelihood differentialsin needs and expectations.
