Demonstrated Performance in Debris Management<br />

During February of 2009, BAMACO DRG (BAMACO) mobilized an army of crews and<br />

obtained 8 separate contracts for work on the worst Ice Storms that has ever hit the<br />

state of Kentucky. Bamaco DRG obtained Seven (7) County contracts and one (1)<br />

City contract. Please see our letters of recommendation attached to this portfolio.<br />

On September 13 th , 2008, BAMACO mobilized to the City of Baytown, Texas in less<br />

than six hours after the storm had passed. BAMACO crews immediately began<br />

loading and hauling debris to various BAMACO TDSRS while providing traffic control<br />

throughout the operations. The vegetative debris at the TDSRS was processed by<br />

grinding. The construction and demolition debris at the sites was segregated,<br />

compacted, and ground. All the debris was disposed of by methods approved by the<br />

Texas Commission on Environmental Quality (TCEQ) guidelines and FEMA.<br />

In August of 2005, BAMACO, under contract for the City of Gulfport, Mississippi,<br />

through P&J, responded in lightning speed to Hurricane Katrina. Within hours<br />

BAMACO provided 108 pieces of equipment to open the right-of-ways to allow the<br />

rescue workers and various disaster units to move into the area. Additionally,<br />

BAMACO provided another 173 pieces of equipment the following two days. Ultimately,<br />

BAMACO provided over 250 crews and more than 1300 pieces of equipment in<br />

Gulfport, Mississippi. With an experienced team, BAMACO provided an army of<br />

equipment and over 4,000 trucks. BAMACO managed a population of workers in<br />

excess of 7,000 working to restore order in a devastated Alabama, Mississippi and<br />

Louisiana Gulf Coast.<br />

That’s not all, BAMACO also provided massive crews to assist the City of Mobile with<br />

the devastation caused in Southern Alabama. With Katrina’s severe winds and storm<br />

surge so severe, it caused the Battleship USS Alabama to list out of its concrete<br />

mooring.<br />

In addition to Mississippi and Alabama, BAMACO DRG was selected as the debris<br />

removal and demolition contractor for the largest section of the hard hit 9th Ward in<br />

<strong>New</strong> Orleans, working under ECC with the Army Corps of Engineers. BAMACO had to<br />

deal with, not only the debris left by the storm and flood, but tasked by the USACE to<br />

search for bodies while contending with the environmental consequences of untreated<br />

sewage and industrial waste. Health and safety considerations were paramount on this<br />

project.<br />

Just when you thought it couldn’t get any worse, Hurricane Wilma pounded Southern<br />

and Central Florida. Hurricane Wilma, with her lightning travel speed coupled with the<br />

intensity of the storm, surprised everyone. As late as the night before landfall, Wilma<br />

was predicted to be a Category 1 or at worst a sleepy Category 2 storm. However, the<br />

storm intensity coupled with the travel speed, produced category 3 level winds. Again,<br />

BAMACO responded with lightning speed.<br />

Most companies wouldn’t even attempt to work in four states at the same time,<br />

but BAMACO flexed its muscle and proved to the Disaster Debris Removal<br />

Industry that BAMACO is one of the strongest, and most dependable debris<br />

removal and management companies in the United States.<br />

BAMACO provided disaster recovery and debris removal services in Palm Beach<br />

County, as well as the cities of Miramar, Sunrise, City of North Lauderdale and<br />

Pembroke Park in Florida.<br />

contractor has been prequalified and already has certificates of insurance on file<br />

and has completed our due diligence process with our company. Having these preevent<br />

contracts in place has given BAMACO Disaster Response Group the ability<br />

to excel in our field and given BAMACO Disaster Response Group the ability to be<br />

one of the strongest disaster response companies in the United States. ”Nobody<br />

mobilizes faster” while producing quality results.<br />

Other Services Provided<br />

� Sand Debris Removal / Cleaning and restoration of shores<br />

BAMACO Disaster Response Group will remove and dispose of debris<br />

accumulated on the shores of the City/County, and will collect, screen for debris<br />

removal, and re-deposit sand on the shore that has accumulated in adjacent<br />

areas. Locations will be designated by the “Owner’s” authorized representative.<br />

BAMACO Disaster Response Group will be reimbursed at a fixed rate for this<br />

service.<br />

� Debris removal and restoration of river and canals<br />

BAMACO Disaster Response Group will remove debris resulting from the event<br />

from the drainage and navigable rivers and canals and adjacent banks, as<br />

directed by the Owner. Debris to be removed will be vegetative and/or<br />

construction and demolition debris affecting the water ways, but excludes<br />

removal of damaged and/or abandoned boats. BAMACO Disaster Response<br />

Group will also haul process and dispose of the collected debris, as well as<br />

restore, re-grade, and/or reseed the banks and slopes, as directed by the Owner.<br />

BAMACO Disaster Response Group will be reimbursed at a fixed rate to be<br />

determined for this service.


� Motor Vehicles<br />

BAMACO Disaster Response Group will remove motor vehicles damaged by the<br />

disaster event and/or abandoned due to the circumstances of the event. The<br />

“Owner” will identify the area(s) from which motor vehicles are to be removed.<br />

Motor vehicles will be processed by or for the Contractor in a manner that<br />

complies with all requirements for removal and processing of hazardous<br />

materials, e.g., gasoline, oils and other fluids. BAMACO Disaster Response<br />

Group will also insure the proper final disposal of the removed vehicle. BAMACO<br />

Disaster Response Group will be reimbursed at a fixed rate, inclusive to all<br />

towing, processing, and disposal costs.<br />

� Boats/Vessels<br />

Boats severely damaged by the disaster event, and abandoned in or on the<br />

canals, marinas, real property and beaches of the jurisdiction will be collected by<br />

the Contractor, processed for removal and disposal of hazardous materials in<br />

accord with applicable regulations, demolished and transported to a suitable<br />

location for final disposal. The jurisdiction will determine the vessels to be<br />

removed, will establish that they have been legally abandoned by their owners,<br />

and will take other necessary steps as required by law before directing the<br />

Contractor to remove and dispose of the vessel. BAMACO Disaster Response<br />

Group is otherwise responsible for compliance of all regulations and<br />

requirements applicable to the removal and disposal process. BAMACO Disaster<br />

Response Group will be reimbursed at a fixed rate for this service.<br />

� Hazardous Waste and Contaminated Debris Management<br />

BAMACO Disaster Response Group will identify, separate, collect, transport and<br />

dispose of disaster-generated debris determined to be hazardous and/or<br />

contaminated, thereby requiring that it be separately managed from other debris.<br />

BAMACO Disaster Response Group will provide trained, experienced and<br />

equipped personnel to identify hazardous waste and contaminated debris at its<br />

point of origin, as well as to direct the Contractor personnel in the safe and<br />

proper handling and disposal of the material. All Hazardous waste and<br />

contaminated debris will be collected, transported and disposed of by the


Contractor as required by Local, State and Federal regulations. BAMACO<br />

Disaster Response Group will be reimbursed at a fixed rate for this service.<br />

� Fire Suppression Support<br />

In the event of water system failure in the jurisdiction, the Contractor will provide<br />

filled water trucks of a minimum capacity 1500 gallons, and equipped with outlet<br />

valves compatible with fire hose connections meeting national standards of the<br />

National Fire Protection Association, or as otherwise specified by the jurisdiction.<br />

The jurisdiction will direct the Contractor regarding the location(s) for the truck(s)<br />

to be positioned, and the jurisdiction will provide a fully qualified and licensed<br />

driver. If the initial water supply is used, the jurisdiction will be responsible for<br />

refilling the truck. BAMACO Disaster Response Group will be reimbursed at a<br />

fixed rate for this service.<br />

� Temporary bathrooms, showers, kitchens, and feeding locations<br />

BAMACO Disaster Response Group will provide the Owner with “comfort<br />

stations”, e.g., modular units to provide for the comfort and support of disaster<br />

victims within or near impacted neighborhoods. The modular units will include<br />

tents, portable toilets, hand basins, shower units, a mobile kitchen, chairs and<br />

tables for food service, all necessary personnel, food, equipment and supplies to<br />

operate the units for extended periods. Each comfort station must include<br />

equipment compliant with the Americans with Disabilities Act. The unit must be<br />

capable of serving three meals per day. The Owner will provide law enforcement<br />

and emergency medical services staff to compliment the workforce provided by<br />

the Contractor. BAMACO Disaster Response Group will be reimbursed at a fixed<br />

rate for this service.<br />

� Temporary Housing and/or Temporary Operations Centers<br />

BAMACO Disaster Response Group will provide all personnel, equipment,<br />

supplies and services to provide temporary housing and/or operations centers.<br />

BAMACO Disaster Response Group will be reimbursed at a fixed rate for this<br />

service.<br />

� Temporary Satellite Communications<br />

BAMACO Disaster Response Group will provide satellite communications units<br />

capable of voice, text messaging, data transfer and Internet access for use by<br />

Owner personnel in the event of failure of other communications systems. The<br />

units will be rented/leased to the Owner and will be fully equipped, including<br />

AC/DC adapters (including automotive battery chargers), instructions and<br />

carrying cases. The units will be fully operational upon delivery to the Owner,<br />

without further action by the Owner. BAMACO Disaster Response Group will be<br />

reimbursed at a fixed rate for this service.<br />

� Emergency Power Generation<br />

BAMACO Disaster Response Group will provide mobile electric power<br />

generation units for facilities and locations located within the State. The Owner<br />

will define the size and fuel type of the mobile units, which will be leased to the<br />

Owner. The Owner will require up to (number of separate units) of (specify 120


and/or 240 volt) units, ranging in capacity from (range of KW needed), and the<br />

Contractor will deliver the units to the facilities or locations designated by the<br />

Owner, and ensure connection of the units to the existing electrical wiring by a<br />

licensed electrician. BAMACO Disaster Response Group will also ensure the unit<br />

is fueled, tested, and demonstrated to be operational prior to departure from the<br />

location. BAMACO Disaster Response Group will also provide fuel for the<br />

duration of the units use by the Owner, and will have readily available technical<br />

support and repair or replacement services. BAMACO Disaster Response Group<br />

will be reimbursed at a fixed rate for this service.<br />

� Pumping and Water Relocation/Removal for Flood Control<br />

BAMACO Disaster Response Group will provide all personnel, trucks, pumps,<br />

hoses, fuel, and other necessary equipment for removal of standing water from<br />

low collection areas where localized flooding threatens public safety or continuing<br />

property damage, as directed by the Owner. The minimum required capacity of<br />

the services to be provided to any such location, upon instruction of the Owner,<br />

will be 250 gallons/minute. Water removal may be both by pumping to adjacent<br />

storm sewers, if functional, to nearby stream or drainage canals, or into tanker<br />

trucks. BAMACO Disaster Response Group must comply with any applicable<br />

environmental requirements concerning discharge of the water once pumped.<br />

BAMACO Disaster Response Group will be reimbursed at a fixed rate for this<br />

service.<br />

� Sewer, Culvert and Catch Basin Cleaning<br />

BAMACO Disaster Response Group will provide all personnel, vehicles,<br />

equipment and supplies to clean disaster-related debris, including sand and mud,<br />

from storm sewers, culverts, catch basins and draining canals. The Owner will<br />

designate the storm water systems to be cleaned. This service will be provided<br />

on a fixed rate per structure basis.


� Decontamination of Buildings and Facilities<br />

BAMACO Disaster Response Group will provide for chemical and/or biological<br />

decontamination of buildings, facilities or other structures as directed by the<br />

Owner. BAMACO Disaster Response Group is responsible for providing<br />

experienced, trained and equipped personnel, for all equipment and supplies,<br />

and for final disposal of all contaminated materials removed from the structure.<br />

All operations by the Contractor must be in full compliance with all health and<br />

safety standards, as well as environmental protection requirements applicable to<br />

the decontamination and disposal process. BAMACO Disaster Response Group<br />

will be reimbursed at a fixed rate for this service.<br />

� Mold Remediation<br />

BAMACO Disaster Response Group will provide all personnel, equipment,<br />

supplies and services necessary for the planning of mold remediation services,<br />

removal and disposal of mold contaminated materials, and other mold<br />

remediation measures necessary for affected public buildings belonging to the<br />

Owner. BAMACO Disaster Response Group will comply with all Federal<br />

guidelines on mold remediation, and ensure compliance with all applicable<br />

health, safety and environmental protection standards. The Owner will designate<br />

which buildings or other structures are to be remediated, will approve the<br />

Contractor’s mold remediation plan, and will designate the disposal facility to be<br />

utilized for mold-contaminated material removed by the Contractor. BAMACO<br />

Disaster Response Group will be reimbursed at a fixed rate for this service.<br />

� Potable Water and/or Delivery of Ice<br />

BAMACO Disaster Response Group will provide all personnel, equipment,<br />

supplies and services for the distribution of potable water and/or Ice in various<br />

locations throughout the City/County as designated by the Contracting Officer.<br />

Potable water may be obtained in various sizes from 8 ounces up to hundreds of<br />

gallons. BAMACO Disaster Response Group will be reimbursed at a fixed rate for<br />

this service.<br />

� Emergency Fuel<br />

BAMACO Disaster Response Group will provide all personnel, equipment,<br />

supplies and services for the distribution of emergency fuel (gasoline or diesel).<br />

BAMACO Disaster Response Group will be reimbursed at a fixed rate for this<br />

service.<br />

� Helicopter Services<br />

BAMACO Disaster Response Group will provide all personnel, equipment,<br />

supplies and services to provide transportation or courier services as requested<br />

by the Owner to provide helicopter services. BAMACO Disaster Response Group<br />

will be reimbursed at a fixed rate for this service.

To Whom It May Concern:<br />

I am writing this letter to recommend BAMACO Disaster Response Group (BAMACO) to<br />

future Cities and/or Counties for their outstanding performance in providing Emergency<br />

Debris Removal Services to our City in the wake of Hurricane Ike, which made landfall in<br />

Baytown, Texas on September 13, 2008.<br />

BAMACO made the City many promises as to what they could do if selected as our preevent<br />

contractor. Not only did BAMACO do what they said they could do, they fulfilled and<br />

exceeded the City’s expectations.<br />

BAMACO was onsite in less than 6 hours after Hurricane Ike has passed over and<br />

immediately began the initial push to open critical routes around the City. At the same time<br />

other BAMACO personnel began setting up Temporary Debris Staging and Reduction Sites<br />

(TDSRS) TO ACCOMMODATE THE City’s debris.<br />

BAMACO crews immediately began loading and hauling debris to various BAMACO<br />

TDSRS while providing traffic control throughout the operations. The vegetative debris at<br />

the TDSRS was processed by grinding. The construction and demolition debris at the site<br />

was segregated, compacted and ground. All the debris was disposed of by methods approved<br />

by the Texas Commission on Environmental Quality (TCEQ) guidelines.<br />

Our marina was damaged as well and many boats were pushed onto land. BAMACO was<br />

eager to satisfy our needs by providing crane crews and professional marine salvage crews<br />

for recovering the vessels and dry docking them.<br />

Mold remediation became an issue in several of the City’s water damaged buildings as a<br />

direct result of Hurricane Ike. Within hours of being notified of the damage, BAMACO<br />

provided professional crews who responded immediately to remediate the problems.<br />

It is my pleasure to recommend BAMACO for any disaster related project. Their<br />

professionalism, knowledge and seemingly endless resources make them a leader in the<br />

disaster recovery field. City of Baytown’s officials and residents were extremely pleased<br />

Mike Mitchell, now doing business as BAMACO DISASTER RESPONSE GROUP,<br />

performed work on several projects for the Town of Surf City, North Carolina, in the late<br />

1990’s while I was the Town Manager. His last project involved the collection, sifting and<br />

distribution of sand debris from Hurricane Floyd. Mike Mitchell provided service beyond<br />

the strict wording of the contract in this project by using his equipment to build and shape<br />

sand into magnificent berms. Visitors from other North Carolina beach communities<br />

marveled at the berm and dune structure that the Town of Surf City had, after this project,<br />

as opposed to their particular communities.<br />

Simultaneously, with the sand debris project, Mr. Mitchell was the low bidder for a<br />

project to collect, transport and dispose of storm debris from Town streets and roads. His<br />

company performed two passes throughout the Town of Surf City, and the cleanliness of<br />

the Town’s rights-of-way was admirable.<br />

Additional projects included reconstruction of paved streets damaged by Hurricane Fran<br />

in 1<strong>996</strong>, and the demolition, removal and disposal of damaged houses destroyed by the<br />

same storm. Mike Mitchell was the on-site superintendent for these projects. The scope<br />

of work included supervising employees, supervising subcontractors, record keeping,<br />

working with Town Inspectors and Town Management and tracking the disposal of debris<br />

(some of which contained hazardous materials).<br />

In the course of my working relationship with Mike Mitchell, I have encountered<br />

situations that dealt with changing circumstances surrounding a project. I always found<br />

Mike Mitchell to be cooperative, fair and professional in his business actions. My highest<br />

praise for Mike Mitchell is you can count on his word. I never doubted that Mike would not<br />

perform as he promised. Trust is a difficult element to build between a project owner and<br />

a contractor because one is trying to minimize the cost while producing maximum results<br />

while the other is trying to maximize profit by minimizing expenses in completing a project.<br />

I believe that Mike Mitchell understands that a happy project owner minimizes the risk of<br />

any adverse action being taken against the company that he owns or works for.<br />

Based on my working experience with Mike Mitchell, I would not hesitate to hire his<br />

company to perform work for Pender County or any other jurisdiction that I would b<br />

employed by. I wholeheartedly recommend Mike Mitchell to any other business concern<br />
