Climate ch<strong>an</strong>ge is not just <strong>an</strong> environmentissue, but also economic, agriculture,tr<strong>an</strong>sport, construction, energy, forestry,health, waste m<strong>an</strong>agement <strong>an</strong>d education issue.It requires broader <strong>an</strong>d deeper participationof by all ministries <strong>an</strong>d provinces.Institutionalize coordination <strong>to</strong> develop,moni<strong>to</strong>r <strong>an</strong>d evaluate PAs within lineministries is very critical. Policy matrix should be integrated in<strong>to</strong> thesocial economic development pl<strong>an</strong>, which is keypolicy document for the country’sdevelopment.


Policy based fin<strong>an</strong>ce depends on the policydialogue <strong>an</strong>d implementation of policy actions.Efficient combination of climate fin<strong>an</strong>ceresources is needed <strong>to</strong> best leverage public <strong>an</strong>dprivate sources. NTP-<strong>RCC</strong> is heavily oriented <strong>to</strong>ward responding<strong>to</strong> the impacts of climate ch<strong>an</strong>ge, which isappropriate given the vulnerability of Vietnam<strong>to</strong> ch<strong>an</strong>ge in climate. Next phase (begins in2012) should be viewed as opportunity <strong>to</strong>promote economic growth through effort <strong>to</strong>reduce energie emission of greenhouse gases
