This eligible population differs from the recently naturalizedpopulation <strong>in</strong> its English-language skills, education levels, countriesof orig<strong>in</strong>, <strong>in</strong>come, immigration status, and settlement location <strong>in</strong> theUnited States. In many cases, its members face educational and l<strong>in</strong>guisticbarriers to naturalization.
