<strong>Greenwood</strong> <strong>Fire</strong> <strong>Department</strong> <strong>Merit</strong> <strong>Board</strong>Mike Tapp called the March 27, 2008 <strong>Greenwood</strong> <strong>Fire</strong> <strong>Department</strong> <strong>Merit</strong> <strong>Board</strong> meetingto order at 4:00 p.m.Present: Tug Sutton, Mike Tapp, <strong>City</strong> Attorney Shawna Koons-Davis, Chief SteveDhondt, also Michelle QuickReyes, Secretary.Absent: Bret PryorApproval <strong>of</strong> Minutes: Motion was made to approve the minutes by Tug Sutton from theMarch 11, 2008 meeting; motion seconded by Mike Tapp, the motion was carriedunanimously.Business: The meeting began with the continued discussion <strong>of</strong> the final review andadoption <strong>of</strong> the proposed <strong>Fire</strong>fighter / EMT hiring process. Mike Tapp stated that the<strong>Board</strong> received, and reviewed via email, the proposed additional sections for the Rules <strong>of</strong>Procedures. He also stated that in a recent discussion with Bret Pryor in regards to theadoption <strong>of</strong> the proposed <strong>Fire</strong>fighter / EMT hiring process, Bret indicated andrecommended that the <strong>Board</strong> continue with adoption <strong>of</strong> the process without his presencein the current <strong>Merit</strong> <strong>Board</strong> meeting. Mike Tapp recommended a motion to amend the<strong>Greenwood</strong> <strong>Fire</strong> <strong>Department</strong> <strong>Merit</strong> <strong>Board</strong> <strong>Fire</strong> <strong>Fire</strong>fighter / EMT hiring processrecommendations as presented by <strong>Fire</strong> Chief Steve Dhondt, to include additional sectionseight, nine and ten as drafted by the <strong>City</strong> Attorney Shawna Koons-Davis; motionseconded by Tug Sutton. Steve Dhondt suggested that sections eight, nine and ten <strong>of</strong> theproposed hiring process be read for the benefit <strong>of</strong> the <strong>Fire</strong>fighters in the audience.Shawna Koons-Davis read the process as attached.Captain Sean Santerre asked Chief Steve Dhondt if the <strong>Greenwood</strong> <strong>Fire</strong> <strong>Department</strong> haddecided on using the CPAT Test in relation to the Physical Fitness portion <strong>of</strong> the test.Steve Dhondt stated that there has currently not been any determination at the moment onwhich test to use, because it is a specific test that can be selected prior to the initiation <strong>of</strong>a hiring process.Mike Tapp suggested further discussing the Physical Fitness portion <strong>of</strong> the test at a later<strong>Merit</strong> <strong>Board</strong> meeting.Mike Tapp called for a vote in favor <strong>of</strong> amending the <strong>Greenwood</strong> <strong>Fire</strong> <strong>Department</strong> <strong>Merit</strong><strong>Board</strong> <strong>Fire</strong> <strong>Fire</strong>fighter / EMT hiring process. Motion was carried unanimously. TugSutton made a motion to adopt the <strong>Greenwood</strong> <strong>Fire</strong> <strong>Department</strong> <strong>Merit</strong> <strong>Board</strong> <strong>Fire</strong><strong>Fire</strong>fighter / EMT hiring process, as amended; motion seconded by Mike Tapp, themotion was carried unanimously.1
No old business to discuss.Lieutenant John Dean asked what the status was on the <strong>Merit</strong> Rank proposal list. SteveDhondt stated that it was adopted as a condition <strong>of</strong> the ordinance passing the <strong>City</strong>Council.Mike Tapp suggested discussing the Lieutenant hiring process in the next <strong>Merit</strong> <strong>Board</strong>meeting, in the absence <strong>of</strong> Bret Pryor.Motion was made by Mike Tapp to set the next <strong>Merit</strong> <strong>Board</strong> meeting on Thursday, May1, 2008, at 4:00 p.m.; seconded by Tug Sutton, the motion was carried unanimously.<strong>Fire</strong>fighter Matt Davidson asked if the absence <strong>of</strong> a <strong>Board</strong> member was going to delaythe hiring process in the <strong>Merit</strong> <strong>Board</strong> meetings to a later time <strong>of</strong> the year. Mike Tappstated that he didn’t think it would. Shawna Koons-Davis stated that she didn’t think thatthe <strong>Board</strong> would initiate a hiring process before all the procedures are finalized, thus thehiring process would not be delayed. Steve Dhondt stated that the <strong>Merit</strong> <strong>Board</strong> hadpreviously discussed this issue, and he assured the <strong>Board</strong> that the earliest that the<strong>Greenwood</strong> <strong>Fire</strong> <strong>Department</strong> would be able to regain funding from the Council for thehiring process would be summer <strong>of</strong> 2008, therefore the decisions will not impact the timeline on a hiring or promotional process.Motion was made to adjourn the meeting by Tug Sutton; motion seconded by Mike Tapp,the motion was carried unanimously.Meeting was adjourned at 4:13 p.m.2
