POISED FOR ABETTER VIEWGround was broken Monday,January 24 on Pope Field for a new$7.5 million state-of-the-art air trafficcontrol tower. In another implementationof BRAC 2005 changes, the tower whichwas managed by the 43rd <strong>Airlift</strong> <strong>Wing</strong>,will now be managed by the <strong>440th</strong><strong>Airlift</strong> <strong>Wing</strong>.“The <strong>440th</strong> <strong>Airlift</strong> <strong>Wing</strong> providesquality equipment and facilities whilepreserving the Airman culture,” saidCol. John Stokes, <strong>440th</strong> <strong>Airlift</strong> <strong>Wing</strong>Vice Commander. “This tower is one of thesymbols of our dedication to that. We lookforward to assuming responsibility for theair traffic control tower on March 1. This isonly the beginning.”The construction of the tower is apartnership with Life Cycle ConstructionServices, Inc., LINC Government Services,the U.S. Air Force and Air Force Reserve.At the ground breaking ceremony Col.Paul Kucharek, 43rd <strong>Airlift</strong> <strong>Wing</strong>Operations Group Commander, Lt. Col.John Gorse, <strong>440th</strong> <strong>Airlift</strong> <strong>Wing</strong> DeputyCommander, and three LifecycleConstruction Services, Inc. representativesdonned hard hats, gripped golden shovelsand performed the honors as tower staffPOPE COMES FULL CIRCLEBY LISAM O O R Eand community members looked on.Construction of the tower at onetime had been cancelled. The projectwas revitalized based on need. “Thistower was built in 1975,” said MasterSgt. Kurt Brauer the Tower AssistantChief Controller. “It is the [Air MobilityCommand’s] oldest tower still in use.It is deteriorating, we need to comeup-to-date.”Lifecycle Construction Services,LLC, was awarded the $7.5 millioncontract in August of 2010 and chargedwith the task. The target completiondate is March 2012.Built to meet standards andrequirements at that time, the currenttower is now less than half of the sizerequired by Air Force and FederalAviation Administration standards andin need of repair. “The new tower willmeet FAA and [Unified FacilitiesCriteria,” said Andrew Courturier, LifeCycle Construction Services, Inc.Quality Control Manager.Once complete, the new tower willreplace the current 35 years old towerand stand 127 feet tall. Some would say the base has come fullcircle. Pope Air Force Base is now Pope Field, again.March 2011 was the milestone set for Pope AFBproperty to be transferred to the Army’s Fort Bragg.With this action, comes an installation name change.Pope AFB is now Pope Army Airfield. A localagreement with the Army will allow the Air Force totruncate the name to Pope Field.BACK TO OUR ROOTS…Named after First Lieutenant Harley HalbertPope who was killed on January 7, 1919, whenthe JN-4 Jenny he was flying crashed into theCape Fear River, the War Department officiallyestablished “Pope Field” in 1919. It ranks as oneof the oldest installations in the Air Force.When the Air Force became its own branchof the military in September 1947, Pope Fieldofficially became Pope Air Force Base.Pope Air Force Base has played a leading rolein the development of U.S. tactics and air-powerthroughout history. Original operations includedphotographing terrain for mapping, carrying themail, and spotting for artillery and forest fires.Today, Pope continues to put the “air” in airbornefor Fort Bragg missions by providing airlift andclose air support to American armed forces andhumanitarian missions flown all over the world.provide a line-of-sight for the entireflight arrival and departure corridor.Plans include a catwalk; administrativeareas; toilets, showers and lockersareas; a break and ready rooms;stairwells; an elevator, mechanical andelectrical areas. The existing controltower will be demolished andmodifications will be made to theparking lot, sidewalks and landscaping.One major enhancement will be thecollocation of the Training SimulatorSystem, the virtual control tower that isused to train air traffic controllers.Currently in a temporary building, thenew TSS will be in the building at thebase of the tower.The tower, which is currentlymanaged by the 43rd <strong>Airlift</strong> <strong>Wing</strong>,beginning March 1, 2011, will bemanaged by the Air Force Reserve<strong>440th</strong> <strong>Airlift</strong> <strong>Wing</strong>. As the MentalHealth Officer for the wing, I have several roles insupport of you and your Combat <strong>Airlift</strong>er mission.How can I help you?Serving as a consultant to Col. Merle Hart, ourwing commander, I advise him on issues related tothe mental health and wellness of the wing. I alsooffer input to the vice commander and group andsquadron commanders on issues related to theirmembers and the functioning of their units.I provide support and consultation to firstsergeants in their role as the enlisted resourcewithin the units. Providing assessments andrecommendations, I work with doctors when theyencounter someone who may need emotional ormental health support during the annual physicalexam process. Most importantly, I aid individualAirmen in developing coping skills and encouragethem to be supportive <strong>Wing</strong>men to each other.How can you help each other?The <strong>Wing</strong>man concept is something you haveprobably heard about. It is the idea ofencouraging Airmen and their families to look outfor each other and to intervene when signs ofstress are observed.I encourage you to support each other, lookout for each other, and develop relationships withthose you work with. You will see each other inyour duty sections or around base and catchup on what you have been doing the previousmonths. It’s natural. You will share stories andupdates about work, family, and life; the ups anddowns; the challenges and celebrations.Better than a supervisor, a commander, or thechaplain, each of you will know what is going on ineach others’ lives. You will know whethersomeone is struggling with a problem or needssupport, because you will see them every monthand talk about what is going on in your lives.We have all been there. We are usually the firstto know when we are stressed, but the last to knowwhat to do about it. That is where we, as <strong>Wing</strong>mencome in. You are the eyes and ears for each other.You know when you have heard someone tell a storyover the course of a few months and things don’tseem to be getting better. As their wingman, youare the person that needs to say to them, “Hey, thisseems like a problem that is getting too big. Haveyou talked to your supervisor, or your First Sergeant,or the chaplain, or mental health officer?” Those arethe things that you can do to support your colleaguein getting the additional support they may need forthe situation.Where else can you seek help?If an Airman doesn’t feel comfortable speakingwith any of the resources on base, MilitaryOneSource is available, 24/7. The operators aretrained to offer support and get the resources youneed. Military OneSource can help with: taxpreparation, relocation, financial planning, spouseemployment and short-term counseling. Servicesare confidential and free to you and your dependentsas a military member. Last year close to 300members from the wing contacted MilitaryOneSource for a variety of concerns. The onlyinformation provided to the wing commander washow many individuals identified themselves as <strong>440th</strong><strong>Airlift</strong> <strong>Wing</strong> members.Make a mental note. We all have stresses in life,but we also have resiliencies. New crew chief receives on-the-job trainingWhen the hustle and bustle of basic training andtechnical training is completed, Air Force Reservistscustomarily undergo “seasoning” training to solidify newlyacquired technical skills with intensive on-the-jobtraining. In the case of Senior Airman Jocelyn Corriveau, anew <strong>440th</strong> <strong>Airlift</strong> <strong>Wing</strong> Aircraft Maintenance Squadron crewchief, this means turning wrenches, inspecting enginesand otherwise maintaining the C-130 Hercules aircraftstationed at Pope Field, N.C.“New crew chiefs build upon what they learn in techschool,” said Master Sgt. Richard Bobber, the <strong>440th</strong>Aircraft Maintenance Squadron production flight chief.“They learn everything from technical data, airframespecifications, changing tires and how to conduct detailedaircraft system inspections.”Sergeant Bobber takes each new 3-level trainee in theseasoning program and pairs that person with a 7-leveltechnician who acts as a mentor and trainer, said SergeantBobber. The 7-level is able to work with the seasoningtrainee one-on-one every day, maintaining continuity forboth trainer and trainee.She has a lot of integrity and iswilling to learn and grow in responsibility,which makes our job as trainersmuch easier.“The training is going great,” said Airman Corriveau.“It would take a very long time for me to earn my 5-level if Ionly came in two weeks a month. I have been here for fivemonths, and I am almost up to the next level.”A crew chief is allowed to work unsupervised once thatperson has attained a 5-level designation, saidAirman Corriveau. She can hardly wait.“She has a lot of integrity and is willing to learn andgrow in responsibility, which makes our job as trainersmuch easier,” said Sergeant Bobber.“As far as work ethic and attitude, she isoutstanding,” said Master Sgt. Russell Bell, mentor-inchargeof Airman Corriveau’s training. “The first thing wetry and instill in every new Airman is attitude and workethic, and she’s got both.”Airman Corriveau, 20-year-old Greensboro, N.C.,native, grew up as a pastor’s daughter, moving often. She haslived in Arizona and several communities in North Carolina./March 2011BY STAFF SGT.PETER R. MILLERAirman Corriveau may not have grown up as a militarybrat, but her family is no stranger to the Air Force. Her fatherserved as a crew chief aboard a T-37 Trainer and two of herbrothers have enlisted in the Air Force.One of her father’s hobbies sparked Corriveau’sinterest in aviation, she said. “My dad owned atwin-engine Cessna while I was growing up,” she said.“I would help him work on that, machining parts anddoing engine work.”With three brothers she was bound to become a “tomboy”, she said. “It’s fun,” said Airman Corriveau, “you getcovered in grease, but it washes off in the shower. I do notsee what the big deal is. There are a few other girls out herewho think the same way.”Airman Corriveau hopes to deploy in May 2011. Whenshe returns from deployment, she plans to finish her degreethrough the Community College of the Air Force and findfull-time employment as a commercial aircraft mechanic.NORTHCAROLINASENATORKAY HAGANVISITSPOPE FIELDBY JERRY GREENNorth Carolina Senator Kay Hagan visited the<strong>440th</strong> <strong>Airlift</strong> <strong>Wing</strong>’s Aeromedical Evacuation Formal Training UnitJanuary 7th and got a first hand look at how the latest medicaltechnology is used to train Airmen to be combat ready.Col. Martha Soper, commander of the AE FTU and her teamintroduced Sen. Hagan to the standard human - STAN, thenear-human training mannequin. AE FTU instructors use STAN todevelop critical thinking skills and teach crisis response techniquessuch as cardiac defibrillation, cardiopulmonary resuscitation (CPR)and intravenous injections (IV).Controlled by a central laptop computer, STAN’s softwareprograms introduce different medical emergencies that aeromedicalteams may encounter on evacuation missions.Capt. Karen Knoblock, a member of Col. Soper’s team, gave Sen.Hagan a demonstration. She programmed STAN to simulate anirregular breathing pattern and heart palpitations. With a click of thecomputer mouse, STAN’s toenails turned blue indicating there wasmedical condition that required attention.“A critical identifier of the lack of oxygen in the blood andcirculation problems is known as cyanosis,” said Captain Knoblock.“The first signs are readily seen in the fingernails and toenails.”Soper spoke of how technology such as STAN has helped toadvance training efforts.“Instead of nurses and medical technicians spending more than120 days in training at their home units, they can complete theirBasic Aircrew Qualification training in 27 days at the FTU,” saidColonel Soper. “That means we get our medical teams out into thefield where they are most needed.”She also spoke of how technology and the course syllabus haveimproved training timelines. “We have another class startingFebruary 2011,” said Colonel Soper. “We are promoting our TotalForce policies by providing training to active duty, Reserve, andGuard personnel. COL.DUNCANH U G H E S4th AEROMEDICALMEDICINE SQUADRONSEYMOUR JOHNSON AFBSTRIVE FOR EXCELLENCE-Setting a minimum goal may lead to test failureI recently heard the very interestingstory of a thought provokingphysical training test failure.The story was about a young,fit Airman who scored an overall87 on his test. He studied thescoring system ahead of time andknew exactly what it would taketo pass. During the test, he accomplishedthe minimum sit-upsand push-ups with more than 30seconds to spare, the abdominalcircumference and run wentperfectly. After breezing througheach part of the test, he strodeconfidently back to his work sectionand logged onto a computerto print out the score sheet.Soon the gut-wrenching realitycheck of pre-testing for theminimum requirements provederroneous. A misread of the chartresulted in a single componentfailure. An additional sit-up wouldhave earned a passing score of 87.He promptly approached hischain of command lamentingthe honest mistake made andtalked about his ability to do twiceas many sit-ups. The responsereceived from his commandersurprised him while providing somefood-for-thought for other Airmenthinking about doing the same.The commander asked him torecite the United States Air Forcecore values. While surprised at theapparently tangential request withunclear relevance to the situation athand, the Airman replied, “Integrity,Service before self, and Excellencein all we do.”The commander then asked,“Are you sure you got that lastone right? Did you say ‘excellence’in all we do or did you meanthe minimum in all we do?” Thecommander explained that he didnot set his sights on achieving thebest possible performance and hedid not aim for excellence. Thus, apoor operational risk managementdecision resulted.By accepting less than excellence,the Airman opened thedoor to unnecessary risk. Thetest assesses more than physicalfitness. It also tests who an Airmanis at their core and is like anyother challenge one faces in anAir Force career. It also measurescharacter, motivation, disciplineand perseverance. While this failuremay not have been a fitnessissue, it was a failure in strivingfor excellence and in allowingour core values to permeate ineverything we do. Statistically,more than half of the fitness testfailures in my squadron are dueto a single component failure.Many Airmen attest to trainingfor the minimums in hopes ofpassing. When they don’t succeed,they point fingers at the new fitnessstandards and the process.It’s clear all Airmen must have achange in mind-set. Before takingthe fitness test, think about yourgoals. Ask yourself if you’re trainingto meet the minimum standards orstriving for excellence? If your answeris the former, you might wantto recalculate your operational riskmanagement before your next fitnessassessment.Further, acceptance of mediocrityis rarely found in just one part ofa person’s life.My advice to all Airmen is simplydo not allow the acceptance ofminimum standards into your fitnesstraining, life, work or marriage.Accepting the minimum quicklybecomes a slippery, steepeningslope. Prior to the Inspector General out-brief,the <strong>440th</strong> <strong>Airlift</strong> <strong>Wing</strong> Commander, Col. MerleD. Hart, expressed his thoughts on how unitAirmen had performed during the ORI.“The success of the unit is going to begraded based on the individual’s ability toperform their mission essential task lists,”said Colonel Hart. “From my seat at theInstallation Control Center it was clear thatthe collective effort of all Airmen is whatexecuted the wartime mission successfully.”Once the official party was seated inthe base theater, the IG team went rightto work presenting their findings. BasedA satisfactory gradetells commanders andcombatant commandsthat you are missionready and you shouldbe congratulated.on a five-tier grading system ranging fromoutstanding to unsatisfactory, the unit wasgraded in four major areas of performance:positioning the force, employing the force,sustaining the force and the ability tosurvive and operate.As the IG presenter went through theslides identifying the grades of the individualshops, a common theme began toarise – satisfactory. When it came time topresent the overall grade it was obvious,the unit had passed the inspection.After the cheers from the audience subsided,Col. Andrew J. Molnar, IG Team Chief,Col. James Johnson, 43d <strong>Airlift</strong> <strong>Wing</strong> Commanderand Colonel Hart lined up centerstage to present exceptional performercertificates and present the IG coin to threeoutstanding performers.“General Rubeor, Colonel Hart, ColonelJohnson…your pride and professionalefforts really shined,” said Colonel Molnar.“A satisfactory grade tells commandersand combatant commands that you aremission ready and you should becongratulated.”Colonel Molnar went on to tell astory about a wealthy man who wanted tomarry-off his daughter, so he invited lotsof people to a party to pick a suitor. Atthe party the man explained “whoever willswim across this pool will be worthy ofmy daughter’s hand. The only thing is thepool is filled with alligators. Now who willbe first?” Everyone sat quite with nothingto say and out of the blue - splash, swim,swim, swim and over to the other side wasone suitor. The wealthy man goes over tothe suitor and tells him “you have just wonmy daughter’s hand in marriage and halfmy wealth. Do you have any question”…and the suitor replied, “yeah, who pushedme in?”“That is what it (an ORI) feels like;somebody pushed you into the pool andyou swam out on the other side. You areall much better for it,” said Colonel Molnar.“Team Pope - you showed courage.”To sum up the experience of preparing andparticipating in an ORI and its impact onthe careers of all Airmen involved, ColonelHart provided these words:“You join the military for five reasons:to serve your country, adventure, learnnew skills, get paid, and the last thing isto unite and become part of a unit,” saidColonel Hart. “Typically the unity happensunder the stress of combat, and this ORIwas indeed a very stressful event. For theAirmen and unit in front of me - you rockedand dominated. I cannot be more satisfied,and I am very proud of you. The IG team alsoeducates and trains commandersand members of the <strong>440th</strong><strong>Airlift</strong> <strong>Wing</strong> on their rights andresponsibilities in regard to theAir Force Reserve IG System aswell as how they can help detectFraud, Waste and Abuse issues.A few frequently askedquestions about the IG System:Who Can Use the IG System?The IG team can assist, Airmanof all ranks, family members,civilian employees, retirees andother civilians.What specific matters can the IGteam help members with?• Reprisal• Restriction• Improper Mental HealthEvaluation Referrals• Fraud, Waste and AbuseHow does a member file an IGcomplaint?An attempt should be made toresolve complaints at the lowestpossible level (appropriate for thecircumstances) using supervisorychannels before addressing themto higher-level command channelsor the IG. Why? The lowestlevel supervisors can oftenresolve complaints more quicklyand effectively than a higher-levelone not familiar with the situation.How does the IG team resolvematters?The IG team utilizes the followingresolution strategies:Transfer: If the complaint doesnot belong with the 440AW/IG,the IG team will transfer the caseto the appropriate agency.Assist: If the complaint is nota reprisal, restriction, FWA orimproper mental health evaluationreferral then the IG team will assistthe member in resolving the issuewith their chain of command.Refer: If the complaint or matteris not appropriate for the IG teamto resolve, it will be referred to theappropriate agency.Dismiss: If the complaint is notsubstantiated after fact finding iscomplete, then it will be dismissed.Investigate: If the complaint fallswithin the four categories of theIG, it will be fully investigatedand determined substantiated ornonsubstantiated.COMPLAINTANT’S RIGHTS:• File an IG complaint at any levelwithout going through supervisorychannels• File a complaint with an IG withoutfear of reprisal• Request withdrawal of IGcomplaint in writing• Request higher-level IG reviewwithin 90 days of receiving the IGresponse• Submit Complaintsanonymously• Submit a complaint if you reasonablybelieve wrongdoing wascommitted• Request whistleblower protection• File complaints with allegationspreviously investigated orreviewed by higher-level IG officeif it has new informationCOMPLAINTANT’SRESPONSIBILITIES:• Submit IG complaints within 60days of learning of alleged wrong• Time limit-submit IG complaintsin a timely manner• Cooperation – provide factualand relevant information• Truthfulness-understand you aresubmitting official statements/March 2011Unit Deployment Manager TeamMaster Sgt. NETWORKMIGRATION<strong>YOU</strong>R.EMAIL@US.AF.MILBY 440TH AIRLIFT WING PUBLIC AFFAIRSPope Air Force Base will soon become the11th Air Mobility Command base to migrate itscomputer users into a “central” Air Force Network.Over a four-week period beginning March 28,2011, technicians will begin migrating Pope AirForce Base workstations, network users and emailinto the AFNet.The overall goal of this project is tocollapse all “individual” or “stand-alone” Air Force,Air Force Reserve and Air National Guard networksinto the AFNet. For the majority ofcomputer users on Pope Air Force Base, thechanges will be transparent and should not causeany interruption to network access or normalday-to-day operations.“I think this migration is great for Pope Fieldand all its customers,” said Capt. Charles Mardre,<strong>440th</strong> <strong>Airlift</strong> <strong>Wing</strong> Communications FlightCommander. “With a centralized help desk mostissues can be resolved remotely providing quickerservice to the end user.”However, for the Air Force, the migrationrepresents a “major” change how computernetworks are managed. Until now, MAJCOMsand various other Air Force organizations havebeen operating their own “independent” networks,consequently driving unique and unit specificrequirements. Over the years, this “county option”approach led to standardization and securityproblems, high operation and maintenance costsand a lack of enterprise situational awareness. Inshort, there was no “single” organization orcommander responsible for the network.The AFNet migration project addresses theseissues, and places Air Force cyber operations underthe operational control of a single commander. Thisapproach will yield a significant improvement inthe Air Force’s ability to fight daily virus activityand malicious intrusion attempts. Additionally,AFNet migrations will centralize email and datastorage services significantly improving networksecurity and standardization. Finally, operationaland training costs will be reduced through theelimination of redundant systems and services.So how will this affect you?“I am expecting the Active Directory andExchange migration to be done with no problemsfor our local users.” said Captain Mardre. TheAFNIC and <strong>440th</strong> Communication Flight quickresponse teams will be on hand to rectify anyissues that may present themselves.”The most visible change will be in the formatof your e-mail address. The migration replacesthe old first.last@Pope.af.mil e-mail address witha standard first.last@us.af.mil address. The newaddresses will remain with users for the durationof their career, employment, or affiliation with theAir Force regardless of the base or organizationassigned.As more bases join AFNet, Airmen will be ableto login to their accounts from any AFNet basewithout requesting and creating an additional account.This will allow easy access to thenetwork during deployments, TDY and PCSmoves. NEWDENTALPROCESSThe Dental Department has anew scheduling system in place.All dental appointments are nowbeing scheduled automatically bythe dental clinic when a militarydental exam is due. Members willbe notified of their appointmentdate and time via theirgovernment email address onemonth prior to their exam. Theseare mandatory appointmentsand should be treated as such.If a member cannot make theappointment, the member,supervisor or unit health monitorshould send a cancellation emailto the dental department. Theemail should include themember name, reason forcancellation and a preferreddate and time for rescheduling.Additionally, walk-in visits arenow being offered from1500-1600 each Saturday of theprimary UTA. Dental exams aredue every 12 months and duedates are 12 months from thedate of your last exam.Exams are performed yearly andon a rotating basis.
