Assessment ofCommunication,Education, Participationand Awareness (CEPA)requirements or activitiesin support of PEENAInland water ecosystems: The programme of work on biological diversityof inland water ecosystems integrates with o<strong>the</strong>r work programmesand cross-cutting issues, particularly as freshwater is <strong>the</strong> major link betweenmany different ecosystems and issues. The CBD promotes cooperationwith o<strong>the</strong>r Conventions and organizations through Joint WorkPlans, in particular <strong>the</strong> Ramsar Convention on Wetlands and <strong>the</strong>Convention on Migratory Species.Article 8 of <strong>the</strong> CBD relates to PEEN in <strong>the</strong> promotion of ecosystems,natural habitats and areas adjacent to protected areas with a view to fur<strong>the</strong>ringprotection of <strong>the</strong>se areas.Article 5 – Cooperation Each Contracting Party shall, as far as possibleand as appropriate, cooperate with o<strong>the</strong>r Contracting Parties, directly or,where appropriate, through competent international organizations, in respectof areas beyond national jurisdiction and on o<strong>the</strong>r matters of mutualinterest, for <strong>the</strong> conservation and sustainable use of biological diversity.Article 10. Sustainable Use of Components of Biological Diversitydeals with cooperation between government authorities and <strong>the</strong> privatesector in developing methods.Article 13. provides strong support for CEPA by stating a clear requirementfor Public Education and Awareness through promotion and cooperationHelsinki ConventionAssessment of <strong>the</strong> Helsinki ConventionAssessment of <strong>the</strong>strengths and weaknessesof <strong>the</strong> legislation/policy insupport of PEENAssessment ofCommunication,Education, Participationand Awareness (CEPA)requirements or activities insupport of PEENThe focus of <strong>the</strong> Helsinki Convention is on regional environmental protection.However as its goal is to safeguard <strong>the</strong> ecological balance of <strong>the</strong>Baltic, it also appoints ‘Baltic Sea Protected Areas’ which are <strong>the</strong> equivalentof core protected areas.The Helsinki Convention contains an article on Information to <strong>the</strong> public(Article 17), but this is ra<strong>the</strong>r restricted, as it only requires contracting partiesto provide information on permits issued, results of water and effluentsampling and results of checking compliance and water-qualityobjectives.The Helsinki Commission does have an ‘information and communicationstrategy’ for CEPA activities.69
